Repeat drink-drivers, and those who blow more than twice the legal limit, may soon be ordered by the
courts to install a device that will stop their cars from starting when
they are intoxicated.
The new “interlock” devices, which act as a breathalyser connected to the car’s engine, will come into force on Monday, Septem-ber 10.
New Zealand courts will have the ability to require serious or repeat drink-drivers, and offenders convicted of driving with blood alcohol levels double the current adult limit of 400 micrograms of alcohol per litre of breath, to have the devices fi tted to their vehicles at the cost of $150 a month.
At the same time the new ‘zero licence sanc-tion’ will come into play requiring convicted drink-drivers to maintain a zero alcohol limit for a fi xed period of three years.
These measures are the latest in a series of clampdowns on repeat drink-drivers.
When the device has been installed, a driver must provide a breath sample before the vehicle can be started. If the analysed result is higher than the pre-programmed breath-alcohol level, the vehicle will not start.

manager Senior Sergeant Ian Campion says drink-driving is a major problem in the Bay of Plenty, where, at present, about 100 drink driving convictions are recorded each month.
A total of 1532 people were convicted of driving under the infl uence in 2011 – a reduction from the 1675 convictions in 2007 and 1867 convictions in 2008.
Associate Transport Minister Simon Bridges says interlocks are the latest in a raft of important new measures being introduced to reduce deaths and injuries caused by drink-drivers as part of the Government’s Safer Journeys strategy.
“These new court-imposed sanctions were made possible under legislative changes introduced by the Government last year,” says Simon.
Drivers will still face three months’ disqual-ifi cation from driving before the offenders are able to apply for the alcohol interlock licence, which will restrict them to driving a vehicle with an interlock device fi tted.
The zero alcohol licences will be issued to drivers given a ‘zero alcohol’ disqualifi cation by the courts, as well as to those who have served an alcohol interlock disqualifi cation and have been approved to exit the inter-lock programme.

Learner drivers around the Western Bay got a chance to improve their driving without even taking to the
road this week.Parked up at the back of Bayfair Shopping
Centre has been what simply looks like a fancy furniture removal trailer. A closer inspection inside this ‘trailer unit’ reveals AMS Group’s You Drive car driving simulator, set out like a car with a steering wheel, indicators, pedals and a seat belt. Like a windscreen, a screen in front of the driver shows the road with its hazards.
Drivers were given the chance to complete an obstacle course, while a driving instructor sitting alongside them gave them feedback on areas to improve.
Bayfair centre marketing manager Nina Rivett says the simulator was set up on-site following strong interest when it was recently
offered at the Botany Downs shopping centre.
“We felt it was a great way to connect and engage with the commu-nity by helping promote safer driving.”

simulator.AMS Group runs the simu-

learn wheel and pedal control and good general driving skills,
without external stresses.He says the simulator gives
learner drivers the chance to practice their skills one at a time or
at their own pace, increasing their chances of passing their licence test the fi rst time.
NZTA statistics show only 39 per cent of teens pass the new licence test for restricted drivers on the fi rst go. Kevin says training on the simulator enables drivers to learn far quicker than on the road, but he did not have any fi gures on how it improved test pass rates.
The simulator, which is often used at second-ary schools, can be set to challenge drivers with a wide range of conditions including rain, fog or driving in the night – conditions which few learners were taught in.
“But there is a risk that people just see it as a video game, that’s why we always have a quali-fi ed driver instructor present giving the driver feedback.”
The simulator is made by Eca Faros using the same technology the manufacturer used in the original computer-based Airbus fl ight simulator.

This week I was thrust into the task of reviewing the Chrysler Luxury
300C for the kind people at Farmer Auto Village.
How does that old platitude about tough jobs go?
One look at the 300’s impressively threat-ening posterior confi rmed that it was, as the manual condescends, as American as American pie – all the way from the streets of Detroit and the sands of Daytona.
In a fl ash my mind’s eye had seen the ride, heard it being referred to as the “Mafi a-mobile”, knew that it had been handmade for the self-made, and begun fashioning a new persona along the lines of a young Bugsy Siegel while eyeing up the trunk for storage space.
After a quick run through, I sat snug, and smug, struggling to realise that I needed to tap the brake before pressing the ignition button to get the car to start.
When that clicked, I began adjusting the position and temperature of all that I touched, which, at that early stage, consisted of only the steering wheel.
Then, I adjusted the position of various parts of my seat, and then the temperature of said seat.
Good startLike a snail I was off, creeping the large
vehicle the wrong way through an expensive labyrinth of shining new cars towards an inevitable conclusion.
Into reverse I went, with the reversing camera helping me navigate passed con-cerned looks from discerning eyes and out on
to Hewletts Rd.With the 8.4 inch interactive

The interior provided excep-tional comfort and style with more premium leather coverings all over – including the dash.
Front and rear heated seats, ventilated front seats, hot and cold cup holders, LED lighting throughout the cabin, real wood trim, and an optional dual-pane panoramic sunroof
system covering more than 70 per cent of the 300’s roof area, barely begins to scrape the surface of the available features.
The 3.6L Pentastar V6 engine with 8 speed auto stick, capable of producing 210kW at 6350rpm, is as quiet as a mouse and gives plenty of power when needed, though cannot be heard above the sounds of Citizen Cope which fi ll the car and much of the sur-rounding suburb.
The attractionAt the lights I turn down the music and
pretend to engage the hands-free calling feature which I was yet to master.
Sideways glances from a suddenly attractive inside lane spur me to make mythical deals with a pretend person through the hands-free calling feature: “I don’t care what they say – buy, buy, buy,” I thundered, channel-ling Gordon Gecko minus the hair and suit.
Arrival back at the Sun Media offi ces is sweet – no fewer than four women from the offi ce come out to meet me – one of whom insinuated that she would very much like to go for a ride.
The last hour of work drags, then 5pm strikes and freedom and the 300 is mine.
Humidity sensors, automatic temperature control, auto-defog and voice command come standard in the luxury edition, in which fuel economy, tyre pressure, tempera-ture and the average distance to empty can all be checked through the steering wheel controls, along with cruise control and adap-tive cruise control.
Intelligent Battery Sensor monitors the amount of electric current going through the
battery, then prioritises what the energy is used for once it falls below a critical point.
Hill Start Assist, a plethora of airbags, keyless entry and start, stability control, blind spot monitoring, Park Assist, head-lights which adjust their direction based on the position of the driver’s seat and steering wheel and forward and sideways collision warning systems mean this car is far smarter than the person driving it.
Available with a V6 petrol engine, capable of getting 9.7l/100km, as well as in diesel (7.2l/100km) in three different price ranges stretching from $57,990 to $73,990, this car, in every way, is about as adaptable as a chameleon.
Later, after night had fallen along with some rain, my new-found powers seemed to extend to telekinesis as the automatic wind-screen wipers and headlights adjusted to the conditions above, ahead and on the road.
Puts home to shameQuite simply, this is the smartest, most
considerate, most luxurious car I have ever driven.
It is also warmer, more comfortable and seemingly more spacious than many Dun-edin dwellings I recall during my Scarfi e days – when putting your clothes into the oven or getting a little too close to a couch blaze were your only real ways of attempting to replicate the 300’s heated seats.
Starting from $58,000 the new Chrysler 300 represents great value for those people looking for a large car that has all the creature comforts and stands out from all the rest.

Western Bay of Plenty police are pleased with the overall results of their winter action
campaign, despite an increase in the number of crashes on State Highway 2, north of Bethlehem.The focus of this year’s plan was the priority highways,
State Highway 29 between Tauriko and the summit in the Kaimais, State Highway 2 and 33 (SH 2 from Te Puke south onto SH33 through to Three Mile Hill) and State Highway 2 north to Katikati.
Western Bay of Plenty road policing manager, senior ser-geant Ian Campion, says these highways are high risk during winter.
“Unfortunately on State Highway Two north there were a total of 27 crashes, with four serious injury, eight minor injury and 15 non-injury crashes.”
Ian says there were relatively low numbers of crashes on the other two highways.
“If you look at the crashes for that winter period for State Highway 29 there was a total of fi ve crashes, one serious injury and four non-injury, by comparison to three to four years ago this is an awesome result.
“On State Highway Two/State Highway 33 there was a total of nine crashes, three of those were serious injury, two minor and four non-injury.”
The three main highways in the WBOP were identifi ed as priority highways and Ian says their deployment plan was to have, where possible, two marked cars on the highways between 7.30am and 9pm.
The goals of the winter action campaign were no fatalities on those three highways and a reduction in crashes of 10 per cent.
“There were crashes on those highways in that period but the main point is that we didn’t have any fatalities on those
highways during the campaign.“There was a combined total reduction in crashes for those
three priority highways of 21 per cent.”Looking at each individual highway, on SH29 there was a
crash reduction of 28.5 per cent, on SH2/33 a reduction of 59 per cent, but on SH2 north there was an increase of 17 per cent.
“That highway has traditionally always had a high crash rate and so this just again raises that fact.
“A lot of the crashes on State Highway Two north are related to intersection crashes, not giving way, not making the right gap selection, impatience, that sort of thing.”
Ian says from the police’s perspective the SH2 fi gures are a little disappointing.
“To counter that what we are already working on is focusing on State Highway Two north, using the same deployment plans we used during the winter action cam-paign to try and reduce crashes on State Highway Two.”
Ian says the SH29 reduction of 28.5 per cent is actually on the back of a 56 per cent reduction on 2011 and a 63 per cent reduction on 2010.
“I would like to thank people for keeping those crash numbers down on two of those priority highways. Police will continue to work really hard to keep crashes down but road safety is everyone’s responsibility.
“The motoring public has shown that they drive safely and I’m urging all drivers to continue that through the spring period.”
Highs and lows of police winter action campaign

Western Bay of Plenty motorists are being warned if they break the law and get caught
they will be fi ned.This warning comes as police round up their week-long
intersection campaign in the Western Bay of Plenty.The intersection campaign comes on the back of
the police winter action campaign, which has seen an increase in crashes on SH2 north of Bethlehem and a decrease in the number of crashes on SH2/33 and SH29.
Road policing manager Senior Sergeant Ian Campion says the reason for the intersection campaign is Tauranga is well over-represented in intersection crashes.
“We will be targeting traffi c light intersections, stop signs, give way signs, particularly state highways.
“The main causation factors for intersection crashes are failing to stop or give way, not checking properly and poor judgement and that relates to gap selection.”
Ian says the highest risk intersections are T intersections in both rural and urban areas, followed by cross intersec-tions and roundabouts.
“If people are caught breaking the law, they will be fi ned.
“Once again, I’m urging people to take extreme care.”

Black boxes in American carsNew federal standards for aeroplane style
black boxes that record information leading up to auto accidents took effect on Septem-ber 1 in the United States of America.
Federal standards will apply to cars that are voluntarily outfi tted with event data record-ers also known as black boxes. But while the government does not yet require all cars to have black boxes installed, the National Highways Transport Safety Authority is considering a federal mandate as a next step, possibly this year.
Standards for black boxes were proposed in 2006, but have been delayed since then.
The NHTS is considering a requirement that all cars be built with black boxes.

New Zealander Rhys Millen has won the 2012 Pikes Peak Inter-national Hill Climb in Colorado, setting a new world record in a race-prepared Hyundai Genesis Coupe.
US-based Millen set a blazing pace to the summit, taking only 9:46.16 to complete the course, which is renowned for its tough corners and steep climbs of over 4300 metres.
“Breaking the 10 minute barrier is something I’ve always wanted to do, and it feels great to accomplish this goal in 2012,” says Rhys.
