Section A: BCA COVID-Safe Worksite

Top Questions: Q1. Can Safe Management Officers (SMO) or Safe Distancing Officers (SDO) undertake another role at the worksite? A1. SMO/SDO are required to be on site for the full duration of when works are being carried out. They can hold this SMO/SDO role in addition to 1 other role (e.g. Workplace Safety Health Officer (“WSHO”) / Project Manager / Site Engineer / Safety Supervisor / Coordinator / Senior Foreman) but must be able to exercise the duties expected i.e. to ensure that SMM are properly implemented and adhered to.

Q2. Are Safe Management Officers (SMO) required for HQ offices? A2. For HQ, COVID-Safe worksite requirements are not applicable.

Q3. Are Safe Management Officers (SMO) required for worksites with less than 10 pax? A3. To follow Ministry of Manpower’s (MOM) Requirements on Safe Management

Measures for all workplaces, including:

Appointing Safe Management Officer(s) (SMO) to assist in the implementation, coordination and monitoring of the system of Safe Management Measures at the workplace.

Q4. Must Safe Management Officers (SMO) be a Singapore citizens or Singapore Permanent Resident (SPR)? Can S-Pass and Work Pass Holder apply? A4. It is not compulsory for SMOs to be Singapore citizen or SPR. S-Pass and Work Pass

holders can also be appointed.

Q5. Must the appointed Safe Management Officers (SMO) and Safe Distancing Officers (SDO) be on-site full time and can they be assigned to multiple worksites? A5. SMO/SDO are required to be on site for the full duration of when works are being

carried out. They can hold this SMO/SDO role in addition to 1 other role (e.g. Workplace

Safety Health Officer (“WSHO”) / Project Manager / Site Engineer / Safety Supervisor /

Coordinator / Senior Foreman) but must be able to exercise the duties expected i.e. to

ensure that SMM are properly implemented and adhered to.

SMO can be assigned to more than 1 site if there are no ongoing works on the other site.

Once there is ongoing works, SMO has to be present at site.

Q6. Do Specialist Contractors, need to appoint their own Safe Management Officers (SMO) or Safe Distancing Officers (SDO) or should they be appointed by Main Contractor? A6. Safe Management Officers (SMO) or Safe Distancing Officers (SDO) should be appointed

by the main contractor.

Q7. Do L&E Contractors doing lift upgrading works in existing buildings need to appoint SMOs/SDOs or does the duty lie with the building owner/MA? A7. If it is not a construction project, BCA requirements for safe worksite will not apply. To follow Ministry of Manpower’s (MOM) Requirements on Safe Management Measures

for all workplaces, including:

Q9. Do consultants need to attend the SMO/SDO course and appoint a SMO/SDO in their own office? A9. If it is not a construction project, BCA requirements for safe worksite will not apply. To follow Ministry of Manpower’s (MOM) Requirements on Safe Management Measures

for all workplaces, including:

Appointing Safe Management Officer(s) (SMO) to assist in the implementation, coordination and monitoring of the system of Safe Management Measures at the workplace.

Q10. Is it mandatory for RE/RTO to attend the Safe Management Officer (SMO) Course for Construction? A10. It is not mandatory for RE/RTO to attend. Only SMO/SDO appointed to meet the

COVID-Safe Worksite requirements are required to attend the SMO Course for

Construction.

Q11. For companies with a small number of workers, are the workers allowed to be cross-deployed to multiple worksites? A11. For short-term workers, for those that are required to be on site for 1-2 hrs or 1-2 days a week, you can refer to the details as explained the guidelines in section 17 and 18 of safe worksite document at https://go.gov.sg/bca-restart-criteria

Q12. Can the SafeEntry QR code system be used in place of the NRIC scan? A12. Only SafeEntry NRIC can be used at worksites.

Q13. Is there any alternative to SafeEntry / TraceTogether for worksites where handphones are not allowed (e.g. restricted areas, explosive areas)? A13. SafeEntry NRIC does not require use of handphones. For worksites that do not allow handphones for TraceTogether, the use of TraceTogether Pods should be considered.

Q14. As our construction site is accessible via several points, do we need to install SafeEntry at every entrance? A14. Ideally, for a more robust system, SafeEntry should be placed at the entrance of each zone and only workers of each zone can enter.

Q15. Can workers wear face shield in place of facemasks while maintaining safe-distancing? A15. No. Face shield can only be used in place of face mask if workers are involved in activities where the use of face shield is more appropriate for the type of work to be carried out (e.g. During cutter head intervention under compressed air condition, where wearing of face mask is difficult under compressed air condition). In doing so, there should be, no additional hazards created by such use. Such instances should be rarity.

Q16. For specialist sub-contractors whose workers typically service multiple sites, how should we segregate them? A16. For short-term workers, for those that are required to be on site for 1-2 hrs or 1-2 days a week, you can refer to the details as explained the guidelines in section 17 and 18 of safe worksite document at https://go.gov.sg/bca-restart-criteria

Q17. For offsite prefabrication yard/factory, is BCA approval required? Which restart requirements apply to offsite prefabrication yard/factory? A17. Yes. Prefabrication yard/factory will need to fulfill all 3 COVID-safe criteria.

Q18. For lift upgrading works, HDB Upgrading works, road works etc. with multiple/less defined sites, is SafeEntry required? How should it be implemented? A18. Yes. SafeEntry can be implemented by logging in and out similarly.

Q19. What should a consultant (e.g. QP / PE) do if he needs to visit different site for inspection/certification? What should the owner/client do if they want consultants to visit the site? A19. For projects ready for restart, the consultant names and details should be included by the builder in the overall project applications. For other projects where QP/RE/RTO are required to go to site for inspections to ensure structural safety, the firms details of all personnel required are to be submitted under essential site activities.

Section B: COVID-Safe Workforce

Top Questions: Q1. Which are the workers who need to undergo swab test? Do Singaporean / PRs need to undergo swab test? A1. All construction work permit holders and S Pass holders will need to be tested regularly, once every 2 weeks, unless they are working in company office premises and living in non-dormitories. In addition, Singapore Citizens /Permanent Residents/ Employment Pass holders working on construction sites will also be subjected to this requirement. This includes all full-time and part-time employees, such as resident engineers, resident technical officers, consultants, project managers and, personnel attending on-site meetings. However, all workers may proceed to start work while waiting for swab test arrangements. Subsequently, they will be subjected to periodic testing. Singapore Citizens/ Permanent Residents/ Employment Pass holders performing building works for single dwelling landed properties may proceed to start work while waiting for swab test arrangements. Subsequently, they will be subjected to periodic testing. All employees working in HQ Office only or from home do not require to undergo swab test.

Q2. Are personnel located in HQ Office allowed to start work without approval from Building and Construction Authority (BCA) or Ministry of Trade and Industry (MTI)? A2. Personnel working in HQ office (where is not attached to the construction sites) may proceed to restart without BCA’s approval.

Q3. Do foreign workers (construction WP holders, SP holders) working in HQ Office and staff working from home need to be swab tested? A3. S-Pass, Work Permit holders from the Construction sector working in HQ office only do not require to undergo swab test. All employees working in HQ Office only or working from home do not require to undergo swab test.

Q4. Can L&E contractors continue with essential maintenance of lifts while waiting for swab test scheduling? A4. L&E Contractors may continue with essential maintenance of lifts while waiting for swab test arrangement.

Q5. What are the swab test requirements for Facility Management (FM) personnel? A5. All construction work permit holders and S Pass holders will need to be tested regularly, once every 2 weeks, unless they are working in company office premises and living in non-dormitories. Singapore Citizens /Permanent Residents/ Employment Pass holders working on construction sites will also be subjected to this requirement. This includes all full-time and part-time employees, such as resident engineers, resident technical officers, consultants, project managers and, personnel attending on-site meetings. However, all employees may proceed to start work while waiting for swab test arrangements. Subsequently, they will be subjected to periodic testing. Singapore Citizens /Permanent Residents/ Employment Pass holders who are performing FM work and NOT working on construction sites will NOT be subjected to this requirement.

Q6. Do Specialist Technicians, Engineers, Material Suppliers, Consultants who visit construction site occasionally need to be swab tested? A6. Personnel working on construction sites, including full-time and part-time employees, such as resident engineers, resident technical officers, consultants, project managers, are required to undergo swab test before they are allowed to start work. Subsequently, they will be subjected to regular swab test, once every 2 weeks. For Singapore Citizens / Permanent Residents / Employment Pass holders, they will undergo swab test within first 2 weeks of starting work. Subsequently, they will be subjected to regular swab test, once every 2 weeks.

Q7. How do I register my workers for Swab testing? A7. For employees who are subjected to regular swab testing and residing in non-dormitories (e.g. HDBs, private residential premises and hotels), BCA will contact eligible companies to arrange for these employees to be tested. All swabs will strictly be by appointment only. An online swab appointment service is being developed by Health Promotion Board (HPB) and details will be released later. For employees staying in dormitories Purpose-Built Dormitories, Factory-Converted Dormitories, Construction Temporary Quarters, Temporary Occupation license Quarters and Temporary Living Quarters*, MOM/HPB will arrange for periodic testing after the dormitories are cleared. MOM will inform the companies on when the periodic testing of the workers will begin at a later date. For employees staying in Government-provided accommodation facilities (e.g. hotels, vacant HDB flats, old schools), MOM will similarly inform the companies on the start date of the periodic testing at a later date. Q8. Can employers arrange for their own swab tests for their workers? A8. Companies should not approach laboratories/hospitals to set up a private arrangement for these tests. Eligible companies will be contacted by BCA/MOM to arrange for the employees to be tested.

Q9. Who will bear the cost for the swab tests? A9. The cost of swabbing for existing construction projects will be paid by the Government until August 2020. Beyond that, the Government will work out the arrangements on how the cost of testing should be shared fairly among parties.

Q10. Can workers continue to work after 15 June if there is still no arrangement of swab test of them by then? A10. Swab test arrangement will be made by 15 June in order for workers to continue work.

Q11. What are the guidelines on site meetings and inspections? A11. In line with safe management measures, all internal and external meetings should be conducted virtually where possible. Physical meetings must be minimised, e.g. by using tele-conferencing facilities. If a physical meeting must take place, the project team should try to hold the meeting at HQ instead of at the construction site. The Project team should keep access to construction site for actual performance of works, instead of meetings, where possible. Personnel working on construction sites, include full-time and part-time employees, such as resident engineers, resident technical officers, consultants, project managers, are required to undergo swab test before they are allowed to start work. Subsequently, they will be subjected to regular swab test, once every 2 weeks. For Singapore Citizens / Permanent Residents / Employment Pass holders, they will undergo swab test within first 2 weeks of starting work. Subsequently, they will be subjected to regular swab test, once every 2 weeks.

Q12. SGWorkPass – There is inconsistency in my worker’s status in SGWorkPass App. For workers who have been working in essential works during Circuit Breaker period, and whose project has obtained approval for restart, why do their SGWorkPass indicate Red or Grey? A12. Your construction sector worker should only be deployed to work if the AccessCode in the SGworkpass app indicates a green status. Your workers’ Accesscode may not have a green status due to the following reasons:

1. Your worker may not be approved by the respective lead agencies to work. All companies can check the GoBusiness portal if they are allowed to resume operations. Companies in Construction must apply to the BCA for approval to

resume works, while all other sectors should apply to for approval through the GoBusiness Portal (www. covid.gobusiness.gov.sg).

2. Workers may be staying in dormitories and they are not allowed to come out.

3. If they are not staying in dormitories, it is possible that your employees’ residential addresses have not been updated with MOM. As such, please ensure their residential addresses are kept updated via:

Online Foreign Worker Address Service (OFWAS) – For Work Permit holders

Employment Pass (EP) Online – For Employment Pass and S Pass holders If their residential addresses have changed, please update their address by 1pm for their AccessCode status to be updated after 2am the next day.

4. Your workers may have recently gone for a swab test and is awaiting results. For (1), (3) and (4), please wait for 1-2 days for AccessCode status to be updated. You may refer to MOM’s FAQs at https://www.mom.gov.sg/covid-19/frequently-asked-questions/sgworkpass for more information. If you have obtained BCA’s approval for your construction sector WP/ SP workers to work and have updated your address with MOM, but you are still encountering problems, please download this file [https://go.gov.sg/bca-workers-sg-workpass-status] and send it to [email protected].

Top Questions: Q1. Please clarify on the dormitory status with respect to the stipulated conditions. A1. Companies can check with the website https://www.mom.gov.sg/covid-19/cleared-dormitories

Q2. Please advise on the location of the one-stop shopfront and the procedure for the application of CTQ/TOLQ. Where can we find the standardised modular design for the dormitory? A2. BCA has set up a one-stop online shopfront for interested parties to submit their application. BCA will help to consult and seek technical agencies’ support or approval for the construction of such CTQ/TOLQ/FCD. Once support and clearances from the relevant technical agencies have been obtained, the applicant can proceed to engage a designer / Qualified Person, to follow up with the design and supervision of the construction of such housing subject to the necessary regulatory requirements. Interested parties can submit their application via: https://go.gov.sg/ctq-tolq-fcd-application.

Q3. Can workers working at different construction sites stay within the same HDB unit? A3. The workers staying within the same HDB unit can only work on one project site.

Q4. For specialist contractors servicing multiple sites, must their workers be restricted to stay at the on-site accommodation provided by Main Contractors? If we choose to house their workers at the on-site accommodation provided by Main Contractors, what is the process to extract and clear workers to move on to another site after our specialist contractors’ works have been completed? A4. There is no requirement for workers for specialist contractors to be housed in the same premises in main-contractor provided site accommodation. If you choose to do so, workers for specialist contractors serving multiple locations should not be staying in the same floor or near the workers of the main contractor deployed for construction site works. There is no process required to clear or extract the workers to another site after the specialist contractors’ works have been completed

Q5. For specialist contractors who have S-Pass / Work Permit holders working as technicians / engineers staying together in 1 HDB/PRP but work on different projects, how should I segregate them? Similarly, what if they are staying with their families? A5. They can stay in the same HDB/PRP unit but workers working on different projects should not be staying in the same room.

Q6. For workers involved in facility management, is there any specific Safe Accommodation requirement? A6. They can continue to stay in the same HDB/PRP unit but workers working on different projects should not be staying in the same room.

Q7. For consultants /RTOs/ Site Staffs staying in HDB/PRP, do they need to be cohorted at CTQ/TLQ similar to the S-pass holders? A7. There is no requirement for Consultants / RTOs and Site staff who are SP/PR/EP’s to be cohorted and they can continue to stay at their residences.

Q8. For RE/RTOs S-pass holders working in construction sector staying together with S-pass holders working in either construction or other industry, how should they accommodation be arranged? A8. It is encouraged for RE/RTO S-Pass holders to be cohorted although there is no requirement to do so. This is to prevent and minimise the spread of COVID-19.

If they continue to stay with S-Pass holder working in either construction or other sectors, they should take all necessary precautions, such as staying in separate rooms to prevent and minimise the spread of COVID-19.

Q9. What are the safe accommmodation guidelines and segregation requirements for workers of CTQ/TLQ/TOLQ site from workers of main construction site? A9. The CTQ/TLQ/TOLQ should be constructed in accordance to MOM’s safe living measures. For workers who are housed CTQ/TLQ/TOLQ’s sites, they are encouraged to be further segregated into different rooms in relation to their work teams to prevent intermixing.

Q10. Please clarify on the definition of “clear floor space” during transport. A10. For employer-provided vans and lorries for ferrying workers, there is a minimum clear floor space of 0.496 sqm per passenger, which translates to a 25% reduction in the Maximum Passenger Capacity.

Q11. Please clarify on the definition of “dedicated transport”. A11. Dedicated transportation can include employer-provided transportation (e.g. private bus, vans and lorries) and personal vehicles (incldg, cycling and walking if the site is near to their place).

Q12. Do S-Pass/Work Permit holders need to have dedicated transport if they are not working at construction site?

A12. If their place of work is at the HQ and away from the site, they are allowed to take public transport such as grab and buses.

Q13. Can the same bus/lorry ferry workers to 2 different worksites? A13. The same bus/lorry should not be ferrying workers from different project teams to 2 different worksites. The company can stagger the transport arrangements to ferry workers from different work sites one at a time.

Q14. Are workers allowed to take public transport after working hours / on their off days? A14. As advised by MOM, only foreign workers living in cleared dormitories are allowed to carry out essential duties outside of their dormitories on staggered rest days and at staggered timeslots for up to two hours to one of 8 Recreational Centres using dedicated transport. They should not be using public transport.

Q15. Can construction S-Pass / Work Permit holders staying in HDB or their own private homes allow to take public transport including taxi / grab to site? Is Grab/Taxi considered dedicated transport? A15. Presently, Site staffs (RTO/RE) who are S-Pass Holders and other Work Permit Holders staying in HDB/PRP who needs to commute to the worksite/site office are not allowed to take public transport such as grab and taxi.

Section D: Submission & Application

Top Questions: Q1: If the firms have already obtained MTI's exemption from suspension, do they still need to obtain BCA's approval before starting work? A1. Companies previously approved by MTI during the Circuit Breaker to carry out essential services such as Facilities Management and Lift and Escalator Maintenance are required to make the necessary submission to BCA (https://go.gov.sg/bca-reno-construction-accounts) by 15 June 2020, failing which the companies will not be allowed to deploy their construction work pass and S pass holders beyond 15 June 2020. Companies carrying out essential site activities as indicated in Annex A of BCA’s Advisory dated 2 May 2020 (http://www.go.gov.sg/bca-advisory-construction-industry), e.g. Qualified Persons (QPs) and any personnel maintaining site safety, instrumentation and monitoring, are to be included in the Main Contractor’s application to restart. Sub-contractors of these construction projects do not need to apply separately. Companies that were previously approved by MTI to carry out essential site activities but for construction projects not yet approved to restart need to apply to BCA for approval so long as the works deploy construction account work permit holders and S-pass holders. Companies can make their submission to BCA via https://go.gov.sg/bca-essential-site-activities, by 15 June 2020, failing which the companies will not be allowed to deploy their employees beyond 15 June 2020.

For Construction Projects, a joint application form endorsed by the Developer and Main Contractor should be submitted through the Main Contractor of the construction project applying to BCA for the approval to restart. For joint arrangement of main contractors (e.g. Consortium, Joint Venture, etc.), all parties shall collaborate and jointly submit one application. The Main Contractor should also consolidate the information for all works performed by all subcontractors and submit in one application. The application by the Main Contractor should also include all personnel involved in the Construction Project (e.g. Project Managers, RE/RTO/Qualified Person(s) for site supervision). Short term visitors (e.g. delivery personnel) to the site should also be included in the application as far as practicably possible. For Supply Works carried out in Supply Works Premises, the owner should be the party to apply to BCA for approval before works in these factories can restart. BCA will identify selected Construction Projects and Supply Works for resumption of work on 2 June 2020, and notify the respective project owners and owners of Supply Works Premises the application process by 27 May 2020. Project owners and owners of Supply Works Premises that have not received any notification from BCA by 27 May 2020 will be scheduled to resume work at a later date. Top Questions: Q1. Will there be any co-sharing of additional costs borne by contractors? A1. Public sector will take the lead to co-share on an ex-gratia basis, 50% of the prolongation cost for delays due to (i) the CB and Controlled Restart, and (ii) loss of productivity in compliance with COVID-Safe requirements for public sector construction contracts. The co-sharing will be up to 0.2% of contract sum per month of delay, with an overall cap at 1.8% of contract sum. More details of this measure, including qualifying items, will be shared through a separate circular.

Q2. Would the consultants / contractors allowed to claim for prolongation cost due to the circuit breaker? Would contractors be allowed to claim for the loss and expense / additional preliminary due to the additional measures in place? A2. Public sector will take the lead to provide support to the industry by co-sharing the prolongation cost of contractors for delays arising from (i) the Circuit Breaker and Controlled Restart, and (ii) loss of productivity in compliance with the COVID-Safe requirements, for public sector construction contracts. It is meant to help cover part of the operating costs during the prolonged period. We recognise that Consultants will incur additional cost as well, which is why the enhanced Jobs Support Scheme (JSS) announced covers Consultants.

Q3. Is there any financial support considered to the Contractors for the erection of Construction Temporary Quarters (CTQ) or Temporary Occupation License Quarters (TOLQs) for the project? A3. Government provides cashflow assistance for contractors to build CTQs / TOLQs in order to comply with Safe Accommodation requirement. Firms could apply for government’s Temporary Bridging Loan Programme (TBLP) to secure low-interest loans in building CTQs/TOLQs. Loans can be applied through their preferred local banks. Foreign Worker Levy waiver and rebate in Jun and Jul 2020 are applicable regardless whether construction firms have started works, subject to MOM’s conditions.
