KEYNOTE SPEAKERHon. Obediah Hercules Wilchcombe, MPMinister of Tourism

Obediah Hercules Wilchcombe was born November 4, 1958 in Freeport, Grand Bahama to Mary Wilchcombe and the late Jackson Wilchcombe. He was educated at Mary Star of the Sea Primary School in Freeport, Queen’s College in Nassau, and the University of the West Indies, Kingston, Jamaica.

His acclaimed media career began at the age of 16, when he joined the Broadcasting Corporation of The Bahamas. He was the youngest reporter employed at the corporation, but he quickly rose through the ranks, becoming deputy director of News in 1985 and director in 1987. In 1990, he was promoted to assistant general manager.

Minister Wilchcombe entered politics in August, 1994, when he was appointed senator by former Prime Minister Sir Lynden Pindling. He was elected chairman of the Progressive Liberal Party in 1995,

and following the General Elections of 1997, he was once again appointed to the senate.On May 2, 2002, Minister Wilchcombe was elected to the House of Assembly as the Member of Parliament for the West End and

Bimini constituency. Prime Minister Perry Christie appointed him Minister of Tourism with responsibility for the Broadcasting Corpo-ration of the Bahamas. He was also given ministerial responsibility for Bahamas Information Services.

In his 2002 - 2007 tenure as Minister of Tourism, The Bahamas enjoyed record-breaking visitor arrivals and tourism expenditure and had great success with sports, religious, and African American tourism focuses. Mr. Wilchcombe was also responsible for obtaining favored nation status from China to advance Bahamian tourism with Chinese travelers.

Although the Progressive Liberal Party was not successful in winning the Bahamas government in 2007, the party returned to gov-ernment through the polls in 2012. Minister Wilchcombe was once again named Minister of Tourism.

Minister Wilchcombe, an avid sportsman, is a former President of the Grand Bahama Basketball Association and the Common-wealth American Football League (CAFL).

SPEAKERS

KEYNOTE SPEAKERGregg SchoppmanPrincipal, FMI Management Consulting

As a principal with FMI, management consultants and investment bankers for the construction industry, Gregg specializes in the areas of productivity and project management. He also leads FMI’s project management consulting practice.

Prior to joining FMI, Gregg served as a senior project managerfor a general contracting fi rm in central Florida. He has completed complex and sophisticated construction projects in the medical, phar-maceutical, offfice, heavy civil, industrial, manufacturing, and multifamily markets. He has also worked as a construction manager and managed direct labor. Furthermore, Gregg has expertise in numerous contract delivery methods as well as knowledge of many geographical markets.

Gregg has been a guest speaker for the International Facility Management Association World Work-place. In addition, he has been the Gulf Coast Director of the Design Build Institute of America function and regularly speaks to students in the civil engineering graduate school program at the University of Florida. Gregg has also spoken to similar groups at the University of South Florida and the University of Central Florida. He has successfully completed project management implementation engagements for general and trade contractors across the country.

Gregg holds a bachelor’s degree and master’s degree in civil engineering from the University of Florida and a master’s of business administration with a concentration in international business from the University of Tampa. He was recognized as a Beta Gamma Sigma honor graduate at the University of Tampa and Tau Beta Pi honor graduate at the University of Florida. Gregg possesses an Engineer Intern certifi cate from the State of Florida as well as a Florida General Contractors license. He is a member of the American Society of Civil Engineers, International Facility Management Association and Leadership Tampa.

Leonard SandsVice President, Bahamian Contractors’ Association

Is a Senior Project Manager at CPM Consultants and Owner of Sandbank Construction Company. Sandbank is a fast growing residential construction firm focused on providing personal service, excellent quality and on time delivery of projects in the high end home building market. Mr. Sands is also Chairman of the BCA’s Public Rela-tions Committee. Mr. Sands is a strong advocate for contractor education and is part-time lecturer at the College of the Bahamas.

Stephen WrinkleCouncil Member, Immediate Past PresidentBahamian Contractors’ Association

Mr. Stephen Wrinkle is the President of Wrinkle Construction & Development Ltd., a 45 year old family busi-ness; As the developer of such residential communities as Rolling Hills Estates on Carmichael Road, he was at the forefront of providing affordable, complete house and lot packages for Bahamians. His current endeavor, Island Homes, regularly takes him to the Family Islands to construct the Company’s line of pre-built, modular homes, which are designed and constructed in their Nassau plant.

Steve is committed to bringing public awareness to the construction industry and bringing Bahamian contrac-tors into the 21st century. He also serves as Chairman of the BCA’s IDB Grant Project.

Michael (Tony) PrattCouncil Member, Bahamian Contractors’ Association

Mr. Pratt is Sr. Vice President and General Manager of Heavy Marine & Foundations Bahamas Ltd. He has a degree in Management and more than 15 years of banking experience. Mr. Pratt is the Vice President of Busi-ness Administration and Finance for Heavy Marine & Foundation, Bahamas Ltd. Widely traveled; he has served in senior managerial positions, overseeing the operations of Credit Suisse Bahamas’ banking operations. He has extensive knowledge of all phases of construction, cost analysis, project and crew management.

Godfrey ForbesPresident, Bahamian Contractors’ Association

President – Godfrey Forbes – Mr. Forbes is the Owner of Dykton Mechanical Company Ltd., (Dykton), which he founded in 1986. Today, Dykton operates from its 3000 square foot office/warehouse facility on Soldier Road.

Mr. Forbes began his training as a plumber in 1975 and in 1978 he became the youngest person in the Bahamas to achieve the certification of A Master Plumber. Prior to opening Dykton, Mr. Forbes demonstrated his knowledge and abilities with exceptional performances in the ranks of Lead Plumber, Foreman, Assistant Engineer, Service and Project Manager.

Mr. Forbes has served as President of the BCA since July 2011. Prior to his appointment as President, Mr. Forbes served three- terms as the Association’s Vice President. He has been actively involved with the BCA since the early 2000 and during that period also served on the Public Relations sub-committee.

Mr. Forbes has also made contributions to the education of future contractors. He has been called upon to speak to students of various local high schools and The Bahamas Technical & Vocational Institute (BTVI).
