    Important Note to Prospective CandidatesYou do not become a candidate until all required nomination documents and the nominationdeposit are accepted and a certificate of candidacy is issued by the BC Conservative Party.

    Review this document carefully and complete it in full. Several solemn declarations may berequired. For your convenience it is recommended that you have all solemn declarationsadministered at one time.

    All requirements of Elections BC are solely the responsibility of the Candidate.

    Nominations are to be filed with the Secretary of the BC Conservative Party. (See Page 1)

    If a nomination is incomplete at the end of the nomination period, the documents will not bereturned and the deposit is forfeited.

    A $10,000 Nomination Fee ( certified cheque, money order, or travelers cheque payable to the BCConservative Party) is a requirement for a Nomination to be considered. Uncertified cheques will not beaccepted. Funds must be in Canadian dollars.

    I am a Canadian citizen;

    I am 18 years of age or older, or if an election is in progress, I will be 18 years of age onGeneral Voting Day for the election;

    If you wish to have your usual name printed on the ballot instead of your full name, complete this section. Usualnames include nicknames (e.g. Stretch, Kid, Buddy, etc.), and abbreviations (e.g. Bev, Bob, Sue, Al, etc.). Forexample, if Allan William Peter Smith usually goes by the name Bill Smith, this name may be used on the ballot.

    However, there are some restrictions as to what can be on a ballot, and these restrictions may prevent you fromusing your usual name. A ballot cannot include any indication that a candidate is holding or has held an electedoffice, a candidates occupation, or an indication of a title, honour, degree or other decoration rece ived or held by

    the candidate. If the individuals usual name falls under any of these restrictions, it cannot be used. For example,if the candidate is a doctor, Doc cannot be used on the.     BC Conservative Party

    2011 LEADERSHIP

    REGULATIONSThese Regulations are established as per the authority given to the Board ofDirectors pursuant to the Purposes and Bylaws of the Party. The Objectiveof these Regulations, read in conjunction with Article 9 of the PartysBylaws, is to provide a democratic process to optimize the opportunity forthe membership to obtain information to assist in the election of an effectiveand trusted Leader of the Party.

    1. The Leadership Convention will take place at the SheratonVancouver Guildford Hotel in Surrey on May 28, 2011.

    2. Nominations for the Leadership Contest will be received by theParty Secretary from March 1 to March 29, 2011. For the Party toconsider an application from a member to become a LeadershipCandidate for the Leadership vote, their signed and witnessedCandidate Application, with completed Candidate Questionnaire, theNomination Fee and the Nomination Papers must be received by theParty Secretary as prescribed by 4:00 pm on March 29, 2011.

    3. The Nomination papers of the candidate for Leader will have thenames, addresses and signatures of at least twenty-five (25)members who are in good standing.

    4. The election of the Leader will be by universal ballot. Theballots to be mailed at least 15(fifteen) days prior to the May28, 2011 Leadership Convention to every member in goodstanding as of May 28, 2011. The ballots may be returned bymail and will be delivered unopened to the LeadershipConvention May 28, 2011. Ballots may in the alternative behand delivered to the Leadership Convention. No ballots willbe counted if received after the voting cut-off time.

    5. The Leadership Ballots shall be opened and counted in the presenceof the scrutineers appointed by the Leadership candidate(s). Allballots will be delivered to the Convention unopened.

    6. Where there are two candidates for Leader, election shall be by the50%+1 method. When there are more than two candidates forLeader, voting will be by Preferential Balloting. In the event there isonly one candidate for Leader, the candidate for Leader must havethe support of at least fifty percent plus 1 (50%+1) of the ballots castfor the Leadership Convention in order to be acclaimed as Leader.

    7. A candidate for Leader must be a member in good standing who iseligible to vote in accordance with the British Columbia ElectionsAct.

    8. Each Candidate must pay a $10,000.00 nomination fee to enter the

    contest. This will be refunded if the Candidate receives at least 10%of the total votes cast.

    9. Each Candidate must comply with the requirements of Elections BC.

    10. A candidate may become disqualified for failure to follow theElections BC Regulations.

    11. Any candidate voluntarily stepping down from the race shall do sowith a news release in consultation with the Party Executive. Thecandidates deposit fee would be forfeited.

    12. The spending limit for each Candidates campaign is set at$50,000.00.

    13. The Board of Directors may prepare relevant questions from time totime for each Candidate to answer with a limited amount of printspace, email pages, and or video time available for their answers allwith an objective of informing the membership.

    14. The Party may publish information generated by the Candidates onthe official Party web site.

    15. Candidates shall be expected to speak with respect for the Partyscurrent policies and shall clarify matters clearly when deviating from

    current policies. A Candidate stating an objective to lead the Party ina direction different than current stated policy is considered fair;stating a new direction as a current policy is not acceptable.

    16. Candidates are expected to be collaborative with the Party and othercandidates to ensure the best possible public face of the Party. Adecorum normally expected in a legislative assembly shall be thestandard in which candidates shall conduct themselves. The PartyExecutive shall act as the disciplinary body the decisions of whichmay be appealed to the Board of Directors.

    17. Candidates are expected to respect the truth at all times and shall not

    willfully make statements which they know or ought to know aremisleading or untruthful.

    18. Utilization of the Party logo is by permission only and as such theParty can issue a Cease Use Order which shall be immediatelyadhered to. The Party is not required to reimburse candidates forexpenses incurred due to a Cease Use Order. The Executive or the

    Board of Directors can issue a Cease Use Order which may beappealed to the Board of Directors.

    19. All Candidates will have access to the Partys membership list.

    20. Party memberships may be purchased by utilizing the Partyprescribed written form attached with payment or directly by onlinepurchase. All memberships purchased by written form shall beentered online within seventy-two (72) hours. The Party reservesthe right to accept or not accept any application for membership.Membership is only achieved upon the official acceptance of theParty. Special rules may be published by the Board of Directors withrespect to Memberships purchases or renewals occurring at or nearthe deadline of twenty-one (21) days in advance of the LeadershipConvention. Membership applications to be considered must beaccompanied by an allowable form of payment.

    21. After all speeches have concluded, an announcement will be madestating that ballots will be received for another 30 minutes.

    22. The Application Form, the Nomination Papers and the CandidateQuestionnaire are all collectively represented within the LeadershipCandidate Nomination Booklet as attached to these regulations.

    23. The Board of Directors may add additional Regulations at any timeshould the need arise.
