The major challenges o 2006 were to expand the Groups inuence globally, and incorporate
RFIs entire skills base into a new multimedia service.
We synergized the Groups various desks and re-organized RFI into three services: Arica,
World and Multimedia. By creating a ully-edged Multimedia service, RFI now has a
urther plus point or acing the growing competition and addressing the specifc demands
generated by this new media. RFIs web portal now oers an even richer and more diversifed
array o services and content, processed with the same degree o reactivity as that required or
radio. In 2006, the Groups sites attracted more than 33 million unique visits and, with nearly
77 million pages viewed, have expanded the user base by 42%.
The editorial objectives o our radio services in 2006 were to oer more live broadcasts,
generate more conversations and discussions, and grow closer to our listeners. And the wager
paid o. We have expanded our magazine programs rom 143 to 167 per week together with
our news columns, especially targeting the Arican continent.
International news has naturally been the mainstay o our editorial line and acts as an identity
statement or our listeners. Our news slots have been organized around time zones to actor
in the specifc needs o the fve continents.
We have also considerably boosted the presence o our correspondents in the feld, enabling
us to report in real time on events impacting every region in the world.
As a public service, RFI is naturally dedicated to enhancing the international inuence o
the most varied orms o cultural expressions. As the initiator or partner o many operations
in the realms o literature, theater, music and cinema, and by supporting the work o both
confrmed artists and young talent in every country, RFI demonstrates each day its role as an
international catalyst o cultural excellence. The various prizes that we have created are now
widely recognized by proessionals and our audiences alike, and have launched a growing
number o careers. RFI can be proud to have acted as a springboard or many young artistswho have now achieved international acclaim.

2006 was, then, a transition year during which RFI was able to implement the changes
needed or its continuing development. The Group now enjoys a high growth potential,
driven by the installation o new FM transmitters, greater web coverage, the signing o new
partnerships and in the medium term, the introduction o digital radio in France (the CSA
is due to launch a call or candidatures at the end o 2007).
In February 2007, we unveiled Beta RFI, the only international radio in Belgrade, through a
partnership with the Serbian press agency Beta. During the 2006-2007 period we substantially
expanded our FM presence by installing a urther eleven transmitters, mainly in large cities
in French-speaking Arica, Mauritius, Paraguay and Chile. With a total o 158 transmitters,
RFI now has the largest FM network in the world. At the same time, we are stepping up our
satellite broadcasting, especially in Asia. And we have pursued our long-standing partnership
policy with new take-up agreements in English- and Portuguese-speaking Arica and in LatinAmerica. There are currently 580 radios around the world broadcasting RFI programs daily.
Yet we are aware that all these growth drivers will only be truly eective over the long
term provided that the enterprise is properly managed. In a difcult budgetary context
we have paid close attention to stabilizing operating expenses and to renegotiating certain
broadcasting costs, thereby releasing substantial resources to und our expansion in the years
ahead.
Drawing on its expertise in international news coverage, its multilingual journalists and its
network o oreign correspondents, and through its clear, coherent development plans, RFI
enjoys considerable advantages or conronting new challenges and strengthening its position
as one o the leading international radios.

has not led to a reductionin oreign language programs,but rather to a judicious

English, Arabic, Bulgarian,Cambodian, Laotian, MandarinChinese, Persian, Polish,
Portuguese, Romanian, Russian,Serbian and Croatian, Turkish
and Vietnamese content streamshave had their programs modifedand some languages have been
switched to the Internet.At the beginning o 2007, RFIstarted a new Balkans radio
in Belgrade - Beta-RFI,
and also created o a majorPortuguese-speaking branch,
targeting three geographical spreads- Arica, Brazil and Portugal.
The morning (local time) programsin Mandarin Chinese have been
extended. Ater the creationo Spanish, Chinese andPortuguese (Brazil) versions
o the web site, RFI has launchednew sites in Polish and Laotianas well as Turkish.

Internet rolloutAlthough RFI is wagering
on Multimedia and movingtowards a two-media confguration,
the development o the Internetis still limited due to the majorobstacle o poor inrastructure,
with subscribers located mainlyin large cities.
Westand Central afriCa
The year 2006 saw RFIsextension in Mauritania,with an extra requencyin the capital granted to MonteCarlo Doualiya. Mauritaniassecond largest city Nouadhibounow has a relay. RFI has alsoextended to Niger with a relayin Tahoua that broadensits ootprint with the other threeFM stations. This is a majormedia or broadcasting RFIprograms in the Hausa language.Ater the opening up o Guineanbroadcasting to the private sectorand international radios,RFI is broadcastingin the countrys two main citieso Conakry and Lab,and waiting to install in Kankanand Nzrkor. These newlocations now provide FM accessto RFI in all French-speakingcountries in Sub-Saharan Arica.
Partnering WorldSpace, RFIhas developed a computerterminal called Ordispace,which enables audio and textdata to be communicated directlyby satellite, replacing contentthat used to be sent on CD.In addition to radiosthat subscribe to RFIs recordedmagazine programs, many radiosthat used to rebroadcast live RFIprograms now usethis equipment. Networkshave been set up in Mali,the Democratic Republico Congo and Togo. This eortwill continue in 2007, enablingthe emergence o a uniquenetwork o 200 mainly specialinterest and community radiosthat receive RFI programswithout requiring Internet access.

Initially, RFI was part
o the ORTF and then rom 1974,o Radio France. RFI becamean independent enterprise in 1982,
and then a national companyproducing its own programs
