The instrument landing system (ILS) at Geilenkirchen Air Base was installed in 1982 and is now being modernized. Due to its age, the system needed more maintenance and spare parts, which were difficult and expensive to get and the technical standard of today’s equipment needed to be met.

An ILS consists of two independent sub- systems, the localizer and the glide path. Both units are located near the runway and give information via special radio frequencies. The pilot in the cockpit has to tune in the right transmitter frequency to receive this important information. The localizer provides lateral guidance and its signal leads the aircraft to the centre of the runway (touchdown area). The glide path or glide slope system provides vertical guidance, which helps the pilot to fly with the correct descent rate. With this information the pilot is able to approach and land at NATO Air Base Geilenkirchen during bad weather conditions when visibility is limited.

The replacement of the ILS is published in Notice to Airman (NOTAM), so every pilot, who likes to land at Geilenkirchen, is informed that he cannot use the landing system. To enable pilots in the meantime to approach Geilenkirchen for landing, they can use the service of the Precision Approach Radar (PAR) of the local Air Traffic Control Unit. With the PAR the air traffic controller provides the pilot with the same information as the pilot receives from the ILS, with the difference that the info is given verbally. So the pilot has to listen carefully to the instructions of the controller and correct the aircraft accordingly.

Capt. Joachim Braselmann, an experienced air traffic controller at the Tower said, “With this new system, we will have a modern and precise landing system for the future.”

The final phase of construction is estimated for completion in September 2009.

NAPMA General Manager visits baseOn 7 August the new NAPMA General

Manager, Brig. Gen. Ludwig Leinhos paid a visit to the E-3A Component. The NAPMA General Manager was welcomed by Component Commander Brig. Gen. Burkhard Pototzky followed by the official guest book signing and a Component overview briefing.

Being part of the NATO Response Force (NRF), the E-3A Component is faced with new logistical challenges. The TCA aircraft are used to transport spare parts and supply items to our forward operating bases or to any other deployed base worldwide. In addition, NATO Airbase Geilenkirchen is used as a cargo hub for logistical transports into the theatre in support of Movement Coordination Centre Europe (MCCE) Eindhoven and Joint Force Command (JFC) Brunssum. The Mobility/Transport Branch in Hangar 4 supports E-3A Component owned

and transient aircraft by accepting, inspecting, storing and loading mission relevant military supplies.

Military supplies like explosives, ammunition, gases, flammable liquids, toxic or corrosive substances, vehicles and equipment may be hazardous to human health or the environment and are commonly referred to as dangerous goods. During air transport all cargo on board the aircraft may be exposed to a wide range of temperatures, humidity, air pressure, vibrations and g-forces not comparable to road or ship transport.

However, dangerous goods are very unlikely to cause any problems when they are prepared and handled in compliance with the Dangerous Goods Regulations published by the International Air Transport Association (IATA). The successful application of these regulations can only be achieved by properly planned and maintained initial and recurrent training programmes for all persons concerned in the transport of dangerous goods.

As Dangerous Goods Safety Adviser for the E-3A Component, I have been responsible for organizing these training courses at the Component for many years. Originally created for Component mobility specialists handling dangerous goods (e.g. TCA loadmasters, cargo movers in Hangar 4, cargo increment monitors), the IATA course has gained a good reputation in other NATO organizations.

During the NATO Dangerous Goods seminar in Brussels in February this year, I briefed the NATO Air Transport Panel (ATP) and European Air Group (EAG) about the E-3A Component training programme for dangerous goods at MOB Geilenkirchen. The IATA course was included in the training matrix of the NATO transport experts (CNAD/AC326-SG4). Meanwhile, I have obtained requests for seats in the MOB Geilenkirchen IATA courses from Joint Force Command (JFC)

Brunssum, Movement Coordination Centre Europe (MCCE) Eindhoven, National movement control centre (NMCC) Latvian Logistics Command, and from J4 depot personnel out of the theatre in Kabul.

Latvian NMCC was the first organization to send students to the IATA course in Geilenkirchen. Sergeant Aleksandrs Kucerovs and Sergeant Normunds Rozens were guests at MOB Geilenkirchen for one week from 3 to 7 August to take part in the E-3A Component training on the transport of dangerous goods by air.

This year’s IATA training is provided by Mr. Gilbert de Chauvigny de Blot, a qualified trainer of the Dutch Aviation College, Hoofddorp, The Netherlands and is offering 4 training courses in 2009 held at the Logistics Wing training facility in building 203.

It is my sad duty to announce the sudden death of our comrade, Staff Sergeant Norman Brunnquell, German Air Force, on Saturday, 8 August 2009.

SSgt. Brunnquell was a valued and respected member of the E-3A Component Supply Squadron Receiving Section (LWSOR) since February 2004. His supervisors, colleagues and friends will remember SSgt. Brunnquell as a hard working and dedicated professional who had a positive impact on our mission. We will all suffer his loss and we will keep him in lasting remembrance.

As a Component, we collectively offer our sincere condolences to his family and friends and we wish them the strength to overcome this bereavement.

HistoryItaly has been the cradle of many

European cultures and peoples such as the Etruscans and the Romans. Today, Italy is a democratic republic and a developed country with the eighth-highest quality of life index rating in the world. From 1861-1946, it was the Kingdom of Italy. However, in 1946, Vittorio Emmanuelle III’s son Umberto II, was forced to abdicate. Italy became a Republic after a referendum on 2 June 1946 and this day is being celebrated since as national Republic Day. “This celebration is very meaningful for social, political and historical reasons and it highlights a turning point in the Italian contemporary history,” Lt. Col. Roberto Palmisano, Italian Support Unit Commander, explained.

With the influence of Giuseppe Garibaldi, the 27 small states were combined to form Italy as it is known today. Due to this relatively late unification and the historical autonomy of the regions that comprise the Italian peninsula, many traditions and customs that are now recognized as distinctly Italian can be identified by their regions of origin. Lt. Col. Palmisano clarified: “We have the word ‘Campanilismo’ and it refers to a strong identification with one’s native city or region, based on the idea of what could be seen from the campanile, or bell tower. Italians tend to identify themselves with their region first, and with the nation second.” He added, “The only exception is when ‘Gli Azzurri’, the Italian football team is playing.”

Culture and heritageEnjoying life through food, art,

music, and other luxuries of life is often cited as the Italian’s reason for living. When asking about Italian culture and traditions, Lt. Col. Palmisano summarized: “The Italians are very proud of their culture and heritage and the national sense of

creativity. We enjoy finding new ways of doing things, especially admiring people with a clever or ingenious way of doing something ‘outside the rules’. We’re proud in being able to get things done at the last minute, because of this flexibility.”

Italy is also known for its famous brands in the fashion and car industries. Fashion names like Armani, Valentino and Prada are popular worldwide, just like the luxury car brands Ferrari, Maserati and Lamborghini. Lt. Col. Palmisano said, ”Style and the way we present things is extremely important to Italians. This is reflected in design, fashion and the way we organize events. The image of things, how things look, strongly influences people’s attitudes and opinion. The phrase ‘bella figura’ illustrates this. Something which is not elegant or inappropriate behaviour is called ‘brutta figura’.”

Italian population on baseAbout 120 Italians, military

and civilian are employed at the E-3A Component. It is a very close community with its own news bulletin ‘Passato Present, Il giornale italiano di GK’ and website, passatopresente.net. This year, the local community participated in the Italian National Republic Day celebrations that were organized by the Italian military stationed at NATO Air Base Geilenkirchen. Downtown Geilenkirchen was touched by Italian flair on the weekend of 30 May. The specially-flown-in group of Roman gladiators gave spectacular shows and an Italian dance group entertained the local audience.

Today, Italy is a Democratic Republic, renowned throughout the world for its artistic and natural treasures. The Italian ‘bella vita’ or way of life is unique, and highly appreciated. Proud of its past, Italy now looks to its future with eagerness and determination.

Since 1990, when the World Wide Web was first created, communication and the transfer of information throughout the world have been revolutionized. The Internet is now the primary tool for the dissemination of, or searching for, information. The Component’s website is a good example, with an average of 17,000 visitors per month. This figure is steadily increasing and in June more than 19,000 visitors explored www.e3a.nato.int.

Over the past two years the website has been thoroughly updated and expanded to include images, videos and multimedia files. This month a virtual tour was uploaded to the web, inviting the public inside the AWACS to learn more about our operations and the various tasks performed by our crews.

Every year, thousands of people from all over request a visit to the E-3A Component and hope to be able to peek inside the E-3A. Unfortunately, for operational reasons, it is not possible to satisfy all of these requests. This prompted the initial idea of creating a virtual tour on www.e3a.nato.int. The purpose of the virtual tour is to enable people, not only in local communities but also around the world to learn about the Component and the AWACS mission from the comfort and convenience of their homes. The virtual tour makes extensive use of audio and video features. Various crewmembers explain their position and duties on the aircraft, supported by dynamic, operational footage. Additionally, modern technology provides the visitor with a virtual 3-D view of the flight deck and the mission crew area of the E-3A.

The virtual tour project started a year ago and involved a great deal of hard work and dedication. PAO would like to express their appreciation to Mr. Raffaele Di Caprio for the web design, Mr. André Joosten and Mr.

Hay Janssen for the graphic design and video support, and Mr. Paul Baker for linguistic support. Furthermore we would like to thank the participating crewmembers for their input, conveyed with such professionalism and enthusiasm.

Adding the brand-new virtual tour to our website is an important step towards more open communication, which is an essential part of being a good neighbour. This will be instrumental in our striving to continuously improve the flow of information both on- and off-base. Temporary closure of the saunaThe entire Building 214, which

also hosts the sauna, is currently undergoing a major renovation. The accommodation rooms will be upgraded so that they all will have their own showers/toilets. This project also involves the renewal of the sewage system in the building. Hopefully it will be finished by the end of 2009. Therefore the sauna is currently closed.

Tanning beds will be moved to the old squash building (Bldg 56) and available as of yesterday, Thursday, 20 August; door code 6432A.

The old squash court is closed for playing squash until further notice (approx. 3 months).

Trip to Augustusburg Castle and Seven Mountains with Rhein Cruise and Winegrowers Market in Königswinter

On Saturday, 3 October, 0830-2000, we will first travel to the famous Augustusburg Castle and Gardens in Brühl, which are listed as UNESCO World Heritage. From the former capital Bonn a cruise boat will take us to the beautiful town of Königswinter. On the market place in the old town the local winegrowers are celebrating the annual Winzerfest with music, wine booths and traditional food. If you like, you can visit the Drachenfels with its remnants of a 12th century castle, from where you have a spectacular view of the Rhein valley and Seven Mountains. Take the historic train up and/or down the hill or hike. Afterwards you may want to explore the big Sea Life Aquarium with its 360° glass tunnel. The bus departs from the parking lot outside the Front Gate. Cost is €23 for ages 14 and up, €21 for ages 5-13, and €12 for ages 4 and under, including guided tour through Augustusburg Castle and boat fare.
