From the Editor

July already, this year has raced by at breakneck speed and we are now into the latter part of the year.

Saturday was a beautiful day for the Blackall races and a really good crowd was able to enjoy good fields in all races. Congratulations to the organising committee.

The touring adventurers are in force at the moment enjoying the weather and all that Blackall and Tambo have to offer them as they make their way around the Queensland outback. I dare say many would have swelled the crowd at the Blackall races.

Rehearsals for the Queensland Music Festival production of “Radio Plays” were held last week with Ian Lawson, a Director of the QMF. Ian will be returning next week to continue the production of three Radio Plays which will have their own musical score played at each of two performances at the Blackall Cultural Centre on July 29-30.

While the performances are free, I understand it is advisable to book a table or seats. Phone the Blackall Tambo Regional Council office to make your booking.

The Blackall Tambo Regional council workforce is currently working on the Emmet Road and planning to once again attempt the Dismal Creek project. Tumbar Road is also in the work program as are the Alpha/Tambo, Springsure/Tambo

and Mt Playfair roads. The Blackall Tambo Emergency Services were able

to assist a caravan motorist and passenger who rolled on the Blackall Tambo Road. The road conditions are safe, however there are circumstances which will make it difficult especially when towing a heavy large caravan. I trust the folk involved will soon be on the road again. Congratulations to our wonderful SES for their swift action and concern.

--Jan Ross

FROM THE MAYOR’S DESK

What a lovely experience it was last weekend to be able to enjoy the Blackall races in fine weather, with a good turn out making for a very fun day.

I enjoy seeing people making the effort to attend events as it’s the community involvement that really makes the country way of life stand out from city living. It’s excellent to see the preservation of community spirit and I hope to see many more of you out and about at upcoming events.

Similarly I would like to encourage people not to be deterred from attending events by distance. If you can attend events in other towns, it’s always worthwhile doing so. Getting to know people from across the wider district is fantastic and makes social outings that little bit more exciting. Here in the Barcoo Independent we usually only list events in the Blackall Tambo area, but I want to remind everyone of great events that are coming up across the

wider central west district. Race meetings alone are thriving with one in Barcaldine this Saturday, one in Ilfracombe on July 16 and one in Longreach on July 23, with the Winton Camel Races also scheduled for that day.

While Blackall will be hosting radio plays this month for the Queensland Music Festival, Alpha, Muttaburra, Barcaldine, Aramac, Winton and Longreach have their own plans with the Stretch the Truth roadshow.

QANTAS FLIGHT DEPARTURE DEADLINES

Passengers departing on QANTAS flights from Blackall Airport are reminded of the need to arrive at the Airport at least45 minutes before the scheduled departure time of the flight. There are very good and valid reasons for requiringpassengers to arrive 45 minutes prior to departure as the check in process can be lengthy and may not be withoutproblems which need resolution.

For passengers with special needs or those who are concerned that they may encounter ticketing problems for theirflights or later connecting flights it is advisable to arrive earlier than the 45 minute deadline to ensure these issues canbe addressed.

Once the plane has landed passengers who have not checked in will be considered as “no show” and will be unable todepart on that flight.

Everyone wants the flight to depart on time so to be fair to passengers who have arrived in the required timeframe (45minutes prior to departure), baggage check in closure times (30 minutes prior to scheduled departure time) and checkin closure times (15 minutes prior to scheduled departure time) will be strictly enforced for future flights.

Please note – THIS IS THE FINAL CALL FOR LATE PASSENGER ARRIVALS FOR FLIGHTS DEPARTING FROM BLACKALLAIRPORT

Blackall boy becomes renowned fashion photographerFashion photographer Georges

Antoni’s schedule for this year includes trips to Japan, New York, Dubai, London and Los Angeles, but the earlier years of his life were spent far from the city, growing up in Blackall.

Mr Antoni’s photographic portfolio is extensive with recent weeks seeing him shoot campaigns for Westfield, Peter Alexander, Jag, Sheridan and other renowned brands as well as working for magazines including Grazia and Madison.

Georges Ghourayeb, who later adopted the name Georges Antoni for his photography career, was born in Blackall, where his parents ran a clothing store in town.

It was during these years at the Ghourayeb’s clothing store, located at the site of Seymour’s Department Store, that Mr Antoni said he developed his love of fashion.

“I’d go on buying trips to Brisbane with my parents, so my love of fashion was really intertwined in my life,” Mr Antoni said.

“My career isn’t because I love photography, it’s because I love fashion.”

Mr Antoni lived in Blackall from 1975- 1992 attending St Joseph’s for his primary schooling and the Blackall State School for the first few years of secondary school. He then went away to boarding school in Brisbane with his family residing in Blackall until he was 18.

After studying commerce and law at university, Mr Antoni worked at the Coca Cola Company before moving to Singapore to work for Price Waterhouse Coopers.

After returning to Australia in his late twenties, Mr Antoni helped his parents start a chain of health food stores and was lecturing at Bond University when he started to develop an interest in photography.

Some of Mr Antoni’s career highlights have been shooting for the Australian Wool Innovation, the Harper’s Bazaar Sydney Harbour Bridge 75th anniversary and the 50th anniversary of

Australian Vogue. Mr Antoni said he believes

that his photography has been influenced greatly by his years living in Blackall.

“We were never constrained by fences or boundaries and you had the opportunity as a child to be able to roam around and explore,” Mr Antoni said.

“I think that means you tend to have a lot more creativity.”

Mr Antoni said although coming from a Lebanese background sometimes made life more challenging, his childhood in Blackall was largely positive.

“The bottom line is I think there’s a lot more love in those small towns than anything negative,” Mr Antoni said.

Mr Antoni said he would advise anyone wanting to get into photography to develop their practical skills rather than focusing too much on theory.

“My one word of advice would be don’t stop shooting,” Mr Antoni.

SPORT ON THE BARCOOAn influx of southern visitors

helped boost the numbers at the annual Yaraka gymkhana last Saturday.

People from as far afield as Hong Kong, Goondiwindi, Beaudesert and the Gold Coast were enjoying visiting family out west and taking in the horse and motorbike action at Yaraka’s sports complex.

They joined faces from Longreach, Stonehenge, Blackall, Adavale, Ilfracombe and Thargomindah in the chase for the $2000 prize money on offer.

Paul Moody, now living at Allora but well known in local circles, was one of the big winners on the day, taking home trophies for best male rider and best horse.

Longreach’s Mandy Curran collected the ribbon for best lady rider.

In the motorbike section this prize went to Kylie Hauff of Blackall while her brother Craig Ross of Yaraka shared the champion

male rider trophy with Justin Littlewood.

Lisa Alexander from Blackall won the Chubb Nielsen trophy for participation in her first year of competing.

Yaraka’s Andi-Claire Pegler has grown up with the event and it showed as she guided her motorbike around the pegs to be the champion child rider.

Dylan Little of Ilfracombe was the champion horse rider on the day and his horse Kandy won the champion horse ribbon.

Dylan also shared the Jock Mackenzie Memorial trophy with Jess Scott of Yaraka and Matt Doyle of Longreach.

Adavale rider Luke Vetter received the Colin Wood Memorial trophy for sportsmanship.

Motorbike encouragement awards went to Neen Hawkes and Jack Joseland of Yaraka and the sportsmanship prize winner was Ben Simpson.

The lunchtime crowd put their hands in their pocket to support Bronte Lloyd who had her locks clipped for Shave for a Cure before getting on her bike for the afternoon session.

She raised $437.45 amongst the audience and has made over $1000 so far for the Leukaemia Foundation.

Funds raised on the day by the Yaraka Gymkhana committee go towards the Royal Flying Doctor service.

Treasurer Anne Godber said that while horse nominations were down this year, it was balanced by an increase in motorbike nominations.

The afternoon finished up with the Old Buffers footrace – the entrants were puffing a bit afterwards but still managed to be amongst the last to leave the dance floor in the evening.

Clinton to represent Australia at world shooting championships

Clinton Sondergeld is prepared for the world shooting championships in South Carolina later this month.

Blackall resident Clinton Sondergeld will be competing on the world stage later this month when he represents Australia in the World Rimfire and Air Rifle Benchrest Championships being held in the USA.

Clinton will travel to Charleston in South Carolina to compete at the championships from July 30 to August 7, which are only the second to be held in this discipline.

Clinton competed in his first nationals at age 15, where he won the 20M Open which made him become more serious about the sport, he said.

“That’s probably when I got hooked into shooting,” Clinton said.

His first introduction to the sport had come at age 11 in Toowoomba thanks to John Patzwald, another member of the current Australian team, Clinton said.

“I guess when I first started

I never thought I’d get this serious,” Clinton said.

Clinton competed in the National Target Rifle competition earlier this year where he ranked sixth overall.

Clinton will compete in the 25m and 50m events in the heavy varmint, light varmint and international sporter sections as part of the Australian’s contingent’s A Team.

Clinton said living in a rural area posed challenges to him in terms of training but competing was still rewarding.

“It gives you a thrill to be able to achieve with limited facilities,” he said.

Clinton has received sponsorship for the trip from local businesses Spink’s Concrete and Barcoo Photography and has been training on weekends in preparation for the championships.

Travelling pastor steps in at Heartland

Pastor Brian Baillie is filling in at the Heartland Church for the rest of July.

The Heartland church has a new pastor temporarily with Pastor Brian Baillie taking the reins for four weeks while taking a break from travelling around Australia.

Brian has been travelling around the country with his wife Margaret for the last 15 months and arrived in Blackall last Thursday

Brian and Margaret have parked their caravan behind the Heartland church where Brian will be running a series of sermons over the next three weeks on what he refers to as “the end times”.

On their travels around Australia, Brian has stepped in as a temporary pastor at a number of churches in places including Maleny and Mundubbera but will return to his own church in

Jimboomba in September. Brian said he was enjoying his

time in Blackall and was looking forward to the next three weeks.

“In the smaller centres, there certainly is a greater sense of community,” he said.

“In the cities that doesn’t seem to happen quite as much.”

Brian said he liked to travel to rural churches as a way of giving back to communities while travelling.

“There’s the simple fact that it’s hard to get pastors to come out to remote and regional areas,” Brian said.

“We combined our travels with doing some of these smaller churches as a way of putting some input in and helping them out.”

The Blackall RACQ agency has been kept busy in recent weeks with around seven caravans needing to be towed into town.

The spate of recent incidents includes a vehicle and caravan rollover 60km south of Blackall where the occupants of the vehicle escaped uninjured.

David Dendle from the RACQ in Blackall said the number of caravans needing to be towed was normal for this time of year.

“We’ve had at least three snapped springs, one with broken spuds, and blown tyres,” David said.

David said he believed there were a number of factors involved in the breakdowns.

“It could be because of the conditions of the road, or it could be a lack of maintenance,” he said.

“You’ve got to consider the age of the caravan, the wear and tear on the springs and other things.”

David said caravanners needed to be aware of the road conditions and travel at a safe speed, as well as taking care of their caravan.

“I would say just keep up the maintenance of the van,” David said.

Barron Agencies is down but not out after their application to operate a fortnightly Tuesday sale was denied by the Blackall Tambo Regional Council last week.

Paul Barron of Barron Agencies said the business understood a Tuesday sale would pose challenges, but they wanted the opportunity to address council’s concerns.

“We’re a bit frustrated but we’re not throwing in the towel,” Paul said.

“Barron Agencies are going to sell cattle at the Blackall saleyards eventually.”

“We’d like council to give us the chance to discuss the issues and work out some solutions.”

Paul said Barron Agencies believed an additional sale would be positive for the saleyards and the local economy.

“We can’t understand why the Blackall Tambo Regional Council is so negative towards a new business in town,” Paul said.

“If there was another sale in town, it would bring more business into the town.”

Mayor Jan Ross said council’s decision to deny Barron Agencies’ application was unanimous amongst all councillors and had been made after wide consultation on the matter.

“On all good advice we received, it just didn’t look to be a possibility,”

Cr Ross said.Cr Ross said the decision to

deny the application to operate a Tuesday sale had been made after considering council business conducted at the sale yards other than cattle sales, animal welfare concerns, the capacity of the yards, movement of stock into and through the yards, staffing of the yards and buyer viability issues.

Cr Ross said animal welfare was a big concern with the possibility that a Tuesday sale would cause overcrowding of pens, with some pens in the yard also not having watering facilities.

“If there was a Tuesday sale, Barron Agencies would only have until Tuesday night to get the cattle out before BLAA needed the yards,” Cr Ross said.

“You have to worry if they would be cleared by the time the next sale needed them,” she said.

“Then you’re also getting down to lacking of presentation room for the vendors.”

Council has also decided to review the basis for selling at the Blackall sale yards and how agents operate from the yards.

Cr Ross said she believed a Tuesday sale would not be a possibility until the saleyards had been developed more.

“In my opinion, it has to be considered in the future once we have some more pens and greater

capacity,” Cr Ross said.“We really do want it to be the

premier saleyards in the central west.”

The decision came after months of discussions with Barron Agencies’ asking council to be allowed to either operate in conjunction with the Thursday sale operated by the Blackall Livestock Agent’s Association (BLAA) or to conduct a fortnightly Tuesday sale.

BLAA has an agreement with the council allowing them access to the yards from 6am Wednesday to 6pm Friday each week and council granted BLAA approval to conduct weekly sales at the Blackall Saleyards on Thursday on an exclusive basis.

President of BLAA Paton Fitzsimons said the organisation has welcomed council’s decision.

“The long and successful relationship between the local council and BLAA has enabled the saleyards to grow to such a level where they are now ranked the third largest saleyard he Queensland,” Paton said.

“The results achieved and professionalism shown by our agents and saleyard manager has often been described as irreplaceable,” he said.

“Such a proven and successful asset should always be protected.”

The Commonwealth budget is out, and the FarmReady program has been continued. FarmReady provides subsidies for farmers to do a range of workshops to improve their skills. This is based on the premise that small businesses survival is linked to the skills of their owners.

The consulting company RCS (see http://www.rcs.au.com) is holding a Grazing for Profit School in Rockhampton from 20 – 26 July. Check their website for other dates.

MLA are prepared to run more workshops locally if they get the numbers. Interested? Contact the Council EDO ([email protected]) or Wayne Hall at the MLA, on [email protected].

Watch out for others as they come along. Remember, Commonwealth drought policy is moving to a situation where there will be no drought assistance payments but assistance to plan for drought and so minimise losses. So, get in now

and improve your business skills. Why the fuss about people doing an MBA, a Masters Degree in Business Administration? Why is there a waiting list a mile long to get into the Harvard MBA program, which costs tens of thousands of dollars? The answer is because business skills are so important.

There are also a range of other business skills programs, aimed at the non-farm sector as business skills are common no matter what sector to which you belong.

Small Business Solutions, part of Qld TAFE, offer Planning for Success workshops. These people spoke at the Business Breakfast workshop in Blackall on 7 April and said they would be happy to discuss workshops locally if we got the numbers. Interested? For more details see www.smallbusinesssolutions.qld.gov.au. They also offer on-line training.

A new program has just been launched to allow small business

owners, including farmers, to do a Certificate III in Small Business, on-line. This is called the Building Business Blocks Program. This was funded by the Commonwealth and developed by the Council of Small Business of Australia, Business Enterprise Centres Australia and the University of Western Sydney. For more details, or to register, see www.businessbuilding.com.au.

A financial planning workshop was held in Blackall on 8 June and nine people in Tambo sat in via a videoconference link at the Council offices at Tambo. Feedback is that the videoconference link worked well. The council is exploring other ways to use this technology for workshops. Watch this space.

Local graphic design business Design Hub has stepped out on its own from the start of July after 12 months operating as an initiative of the Creative Pathways program run by Brisbane creative enterprise Human Ventures.

The business was started by local graphic designer Scott Walker and client liaison officer Rachel Walker when Human Ventures received a grant to help them establish a graphic design business in Blackall.

The business started off by undertaking design jobs for Human Venture’s locally run events such as the Shockwave Festival and the Creative Pathways programs, at the same time as building a client base.

Scott Walker said the help they’d

received from Human Ventures had been vital to establishing the business.

“There’s been that financial stability at a time when we’ve been building the business,” Scott said.

“It was also about being able to ask them questions and get direction from some of their designers,” he said

“We’ve gotten some good clients over our time with Human.”

Scott said their new independence meant that the business would start to operate on a more freelance basis and hours will depend on the amount of work they received.

“We’re going to keep trying to get our name out there and keep trying to get more clients,” he said.

“Hopefully we’ll have enough work to keep us operating the two days a week.”

Scott said Design Hub would continue to focus on jobs within the central west region.

“Expansion wise, we’ve gotten our name out to towns close to Blackall like Barcaldine and Longreach,” he said

“The next big thing is trying to get ourselves to places like Charleville and Emerald.”

Scott is also hoping to enhance his skills in web design to expand the business to include designing websites.

Local design business steps out on its alone

Community members in the Blackall Tambo region will have the opportunity to give their views to the independent Local Government Change Commission about changes to council’s electoral arrangements for the 2012 local government elections.

Deputy Premier and Local Government Minister Paul Lucas said he had directed the Change Commission to conduct public consultation before making any recommendations for changes in a number of councils, including the Blackall- Tambo Regional Council.

Earlier this year the Blackall-Tambo Regional Council submitted an application to the commission to

increase the number of councillors and to remove divisions within the electoral area.

“The independent Change Commission is responsible for recommending whether to change local government electoral arrangements and I expect them to talk to the local community before making any decisions,” Mr Lucas said.

“We already know that there is very strong support from the local community for change in some of these areas.

“The Local Government Act 2009 (Section 19) provides for the Commission to conduct public consultation on this important issue.

“That’s why I’m using my

powers under the Act to ensure

the Change Commission conducts

public consultation and ensures

communities are heard.

“While the ultimate report from

the Change Commission, after

undertaking its enquiries, is a

matter entirely for the Commission,

it’s my view that conducting public

hearings and allowing public

submissions will assist the Change

Commission in determining

whether these proposals are in the

public interest,” Mr Lucas said.
