    SPORT ON THE BARCOONQ Cowboys visit Blackall

    Blackall students got an injectionof sporting inspiration last weekwith visits from a group from theNorth Queensland Cowboys.

    The group was made up ofCowboys development managerDean Payne, recruitmentmanager Adrian Thompson,development ofcer Gavin Lloyd,

    QRL development ofcer Andrew

    Lawrence, Toyota Cup forward

    Sam Hoare and injured NRL

    centre Antonio Winterstein.

    Clinics were conducted at both

    schools on Thursday, with the

    Blackall Magpies also getting

    the chance to benet with Mr

    Winterstein attending training

    last Tuesday evening.

    Adams bound forshooting World Cup

    Local shooting champion Ashley

    Adams has returned to Blackalltriumphantly after qualifying to

    represent Australia in internationalopen shooting events.Competing at the Australia

    Cup 3 in Brisbane last weekendAshley scored 595 out of 600 tobeat his own previous record andcame second in the 50m mens rie

    prone.Ashleys new score has allowed

    him to qualify to representAustralia in able-bodied shootingevents and will see him compete

    in the Shooting pre-Olympic WorldCup in London in April next year.Ashley has previously competed

    in the Paralympics in Atlanta1996, Sydney 2000, Athens 2004,Beijing 2008, but his new scorecould see him headed for the openOlympics in London next year.

    Ashley competed in the Open .22rie and the disabled air rie and

    disabled .22 rie.

    After the event, Ashleys 12

    month average sees him placedsecond in Australia, with his six

    month average seeing him rankednumber one in Australia.

    Ashley is also currently rankedthe number one disabled shooterin the world.

    Ashley said he was pleased withhis results and had achieved along held dream.

    Its always been my dream torepresent Australia in the able-

    bodied shoot and now Ive done it,Ashley said.Ashley said that weather

    conditions made the competitionmore challenging but he felt thathed shot well.

    I was only one down on 45 butthen I dropped 4 more points afterthe wind picked up, Ashley said

    Ashley will be kept busy overthe next few months, competing

    in disabled air rie competitions

    in London in August and FortBenning, USA in October as wellas competing in the Oceania2011 Continental Championshipand Grand Prix in Sydney in

    November.

    Blackall and Tambos actingtalent was showcased as part of theQueensland Music Festival when

    two radio plays were presented atthe Blackall Cultural Centre onthe weekend.The plays, presented in a casual

    cabaret format, gave people achance to look behind the scenesinto how plays set for radio aremade.The plays were selected from an

    annual national competition runby the Dogwood Theatre Initiativein Miles, which receives over 150entries a year.

    According to the QMFs event

    coordinator Hilary Perrett, theplays are usually performed with

    recorded music.We could see a terric

    opportunity to use live musicinstead and reimagine the wholeidea for the 21st century, shesaid.

    Brisbane band Clocked Out wasengaged for the performances inMiles and Blackall.

    Dressed in military costumes,they gave the rst play of the night a

    zany madcap feel before switchingto a slinky jazz theme for the

    evenings second performance.Local people were cast in the

    speaking parts, which proved tobe one of the hits of the show.

    Performers included policesergeant Bruce Trickett as aCanberra bureaucrat, state schoolprincipal Jason Smith playingthe part of a lovestruck shopassistant, and local journalistVictoria Nugent, who acted as hisshort-sighted love interest.

    People in the audiencecommented that they had seentheir fellow community membersin a whole new light.Two plays were presented,

    Queen Bea and The Call of the

    Night Parrot.The rst had two separate casts,

    with Blackall people acting onFriday and a cast from Tambo

    coming over to perform onSaturday night.

    Other actors included Lisa

    Kings, Alison Mobbs, Alison Shaw,Janette Lawler, Carroll Nugent,

    Murray Hilton, Colin Duffy,Trethella Smith and Lily Kent.

    Around 200 people attendedthe performances, which werestreamed live to the world on theQMF website on both nights, and

    watched as packets of Cornakes

    were used to make the sound ofwalking on a gravel path, or atrumpet providing a background

    talking effect.I found the second play was

    easier to understand if I shut myeyes and listened, like you wouldwith a real radio play, SallyCampbell said.

    An exceptionally busy week has

    passed and a varied focus on eachday made for a very interestingtime despite the hectic agenda.

    I attended a Remote AreaPlanning and Development boardmeeting in Longreach which

    was focused on mining and theimpact of mining on communities;a coal seam gas presentation bythe Industry and the newly created

    DERM Entity in Queensland andthe LNG Enforcement Unit alongwith DERM Coal and coal seamgas operations.There has been a coal seam gas

    water management policy createdto manage this very concentratedsaline efuent by-product of

    the CSG industry. Papers were

    presented on good obligations,Underground Water ManagementFramework, (an Amendment to the

    Water Act 2000), an undergroundwater impact report, rehabilitationof land disturbance from coal seamgas activities, new arrangementsto protect groundwater resourcesin coal seam gas extraction

    areas, managing impacts of CSG

    extraction on underground water

    in the Great Artesian Basin,

    hydraulic fracturing in CSG

    wells, environmental assessmentand management of coal seamgas developments, coal seam gas

    water, coal seam gas water damsand bore assessments.

    There were also presentationsby the Hon Fred Chaney AO

    and Dr Bruce Walker of DesertKnowledge Australia regardingthe Remote Focus project which

    seeks to reform governance,administration and engagementin remote Australia with theaim of signicantly advancing

    regional development througha more strategic, systemic and

    sustainable process of governanceby government. The key aim ofRemote Focus is to develop a

    national conversation about howremote australia should best begoverned. This project could havea far reaching effect on all remotecommunities across the top ofAustralia.The RAPAD board was addressed

    by members of the New SouthWales Standing Committee onState Development, The Hon RickColless MLC, Chairman, NSW

    Legislative Council, and Standing

    Committee on State Developmentthe Hon Amanda Fazio MLC,

    Member of the NSW Legislative

    Council, Standing Committeeon State Development. Thiscommittee is currently conductingan enquiry into the developmentof central western NSW and wasinterested in the work of RAPAD,in particular the process followed

    to achieve increased infrastructurefunding and economic growth bylocal government collectively co-operating.There was a presentation on

    Wild Rivers by DERM director

    Scott Buchanan. There was arecommendation by the board thatthe Wild Rivers Advisory Panelremain in place for at least twoyears after the implementation ofthe legislation.The Regional Water Group

    agreed to be a part of a pilotproject which will be conducted byDERM and the LGAQ. The RAPAD

    board is operating the Water

    Group in a similar manner as theOutback Regional Roads Group,

    with a technical committee and anelected members committee.The RAPAD board also agreed

    to continue RAPAD Skilling as aregistered training organisation forthe region and is seeking fundingto provide training necessaryfor jobs such as those for thedisaster recovery work on ourroad networks. All participantswill undertake accredited trainingin Construction White Card andat least two of the following: Level

    11 Trafc Controllers: Stop/Slow

    Bat, Level 11 Trafc Ticket, Skid

    Steer Ticket, Roller Ticket, Grader

    Ticket and First Aid.

    This should give participantsan advantage to prepare them foremployment by regional councilsand shires as well as private

    enterprise.The Outback Regional RoadsGroup Meeting was also held and

    I will give a report in the next

    edition.

    Blackall residents should beprepared for an increased amountof trafc on the road on August

    19 when a convoy of trucks andvehicles protesting the actions ofthe current federal governmentrolls into town.

    The Convoy of No Condencein the Federal Government is

    the brainchild of Mick Pattel,a livestock transporter fromNorth West Queensland and thepresident of the National RoadFreighters Association (NRFA).

    Eleven convoys will travel acrossAustralia to converge on Canberraon August 22 to express their

    dissatisfaction with the federalgovernment and attempt to force

    an election.NRFA treasurer Peter Whytcross

    is the leader of Convoy Number

    One which will travel from PortHedland in Western Australiato Canberra, passing throughwestern Queensland townsincluding Longreach, Barcaldine,

    Blackall and Tambo.Mr Whytcross said it would be

    hard to know how many vehicleswould pass through Blackall, aspeople are welcome to join theconvoy for part of the journeyrather than travelling the wholedistance.

    We anticipate that this wholething will snowball in the next few

    weeks, Mr Whytcross said.Were getting a fair bit of interest

    out of the Top End, from peopleunhappy with the live export

    situation, he said.Were hoping there could be

    100 people by the time we get to

    Blackall.The vehicles travelling through

    Blackall will be decorated withbrown streamers and balloons torepresent their convoy and willstay in Blackall for the night.

    A petition will circulate inBlackall in the week prior to theconvoys visit and will then bedelivered in person to Canberra.

    Mr Whytcross said he hoped tosee western residents joining theconvoy as well as lining the roadto greet the participants.

    Its going to support thelocal communities as well, MrWhytcross said.

    Were hoping that in the town

    the local clubs will be able to puton barbecues to provide dinnerand breakfast for the convoy.

    New signage for Tambos Coolibah WalkTambo residents celebrated

    the installation of new signsat the Coolibah Walk along theBarcoo River with a communitywalk and a barbecue breakfaston Sunday morning.The revamp saw the

    installation of new descriptive,interpretative signs identifyingthe trees along the walk, whichwas also regravelled to helprestore it after it was ood

    damaged earlier this year.The project was undertaken

    by the Blackall Tambo RegionalCouncil in conjunction with theTambo Tourism and BusinessAssociation.

    Funding for the project was

    provided by Desert ChannelsQueensland and South WestNRM with further help from aBuilding Rural CommunitiesCapacity grant.The barbecue breakfast was

    provided by Queensland HealthPopulation Health.

    The Blackall State School will be setabuzz on Monday when the 2011 NewSouth Wales variety bash rolls into town.The variety bash will see 370 participants

    in more than 100 decorated pre-1974vehicles travel 5423 kilometres in 12 daysto raise money for children in need.

    Blackall students will line the streetsto greet the colourful convoy shortly after11am with the P and C set to provide lunchon the day.The day will also see the group present

    the school items for their special needsunit, including a body cycle bike worthmore than $4,000.The rallys stop at Blackall is one of many

    schools they will visit during the adventure,donating over $60,000 in equipmentand resources to help and support local

    communities and schools.The variety bash has been running since1985, traditionally starting and nishing

    at a destination starting with the letter B,with the convoy this year travelling fromBaulkam Hills in New South Wales toBuccaneer Rock in Western Australia.

    Tambo glass artist Alison Shaw willgain a wider audience for her work whenseveral of her pieces are showcased in anexhibition being held in Brisbane from

    August 13-20.Alison is one of six western Queensland

    artists whose work will be featuredin the Small Objects exhibition at the

    Contemporary Artisan Collective Gallery at

    20 Lyons Terrace in Windsor.

    Alison has made a series of miniatureglass owers for the exhibition and said she

    will try to make a trip to Brisbane duringthe exhibition.

    An ofcial opening will be held on Sunday

    August 14 from 3:30pm with drinks and

    nibbles provided.Other artists featured in the exhibition

    are Jane Colvin, Jill Dyer, Heather Hale,Dawn Head Rose and Margaret Stevensonwith each artwork limited to a size of15cmX15cmX15cm.

    Tambos Lynn Ogden was recently announced

    as the Peoples Choice winner in the HeartlandFestival photography exhibition which was

    hung at Tambos Grassland Art Gallery in

    June.Relatively new to the art of photography,

    Lynns winning photograph was of a foal

    bathed in the afternoon sun.She has only been serious about photographyfor three years, attending workshops withJohn Elliott and Mark Coombes to rene her

    technique.Having the gallery at Tambo has really

    helped too, she said.The Heartland exhibition in 2010 showed

    me what could be possible and gave me thedesire to exhibit there.

    Lynn said that her main interest at the

    moment lies with capturing the moods ofanimals and local wildlife.

    You have to take a lot of photographs toget that one perfect shot when youre dealingwith animals, she noted. Thank heavens fordigital cameras, which have made it much lessexpensive.

    Council releases budgetThe Blackall Tambo

    Regional Council hasadopted a budget for the yearahead after a special meetingheld on Wednesday.The 2011/2012 budget

    will see the general rates

    increase by 5%, whileservice charges haveincreased in the water andsewerage areas as a resultof increasing depreciationcharges.

    Cleansing charges havebeen modied and for the

    rst time Blackall and

    Tambo Residents will paythe same charge.

    Mayor Jan Ross said theincreases are necessary tohelp maintain the currentstandard of services in theBlackall Tambo region.

    It would be remiss of theCouncil to have come in at alower rate as the communityexpectation is to have well

    maintained infrastructure aswell as all essential servicesfunctioning in excellent

    condition, Cr Ross said.Replacement costs for

    water and sewerage haveto be borne entirely bycouncil.

    Council has madeslight modications to its

    deferential rate categories,following the recent landvaluations which sawrural valuations remainunchanged, while someurban valuations increasedby more than 3000 percent.

    the modications to try to

    assist ratepayersIt would have been beyond

    some people to have to paythe unmodied rates, Cr

    Ross said.We have tried to do the

    very best we can by all ourratepayers.The budget has also seen

    $1million set aside in reservefunds for the upgrade of theBlackall Aquatic Centre.Tambo has also been

    considered with anallocation of $80,000 madeto re-broadcast digital TVto Tambo in the case thatcouncil decides to undertake

    the project.The Blackall Tambo

    Regional Council will spendapproximately 25 million

    dollars on the regions roadnetwork with ood damage

    funding being a signicant

    portion of this gure. Capital

    works will continue on theEmmet and Alpha/ Tamboroads as well as minorprojects on other roads inthe district.

    Other items includedin the budget include theengagement of a sports andrecreation ofcer, upgrades

    to the industrial estates inBlackall and Tambo withthe addition of power, waterand sewage and an upgradeto the Blackall airport tocomply with Australian

    standards.

    Blackall producers will be ableto brush up on their ofce skills at

    a workshop being held on August23.The workshop is being run

    by Partners in Grain and the

    Queensland Rural Womens

    Network and aims to helpproducers implement streamlinedsystems in the farm ofce, achieve

    goals and stop procrastinating.The workshops will be delivered

    by Jeanette Buegge, an experienced

    trainer and primary producer fromWestern Australias wheatbelt.

    Ms Buegge said that having anefcient farm ofce is important

    and that other businessesemploy someone specically to do

    administrative work.It means members of the

    farming business have to respect

    the role of the person doing theofce work, Ms Buegge said.

    The content of the workshopwill include ofce set-up and

    procedures including payingbills, ling systems, archiving,

    ofce design, wages and business

    communication.

    and Tambo districts will be ableto learn about how to recoverMitchell grass country through wetseason spelling with paddock andplanning sessions being organisedby DEEDI.

    The free series will see half tofull day paddock sessions held onlocal properties, followed up byplanning sessions to be held intown a few weeks later.The paddock sessions will

    address locally relevant pasturemanagement, discuss howspelling country helps recoverland condition, combine scienceand local knowledge throughdiscussions on practical hurdlesand solutions to wet seasonspelling and discuss what actualresults people have seen frompasture spelling.The sessions will also cover how

    to assess ABCD land condition,how to use a feed budget as a toolto estimate short term carryingcapacity, how to estimate treebasal area and how to establish a

    simple monitoring site.The planning sessions will then

    allow for each landowner to createa spelling plan for their individualproperty, focusing on individualspecications such as business

    goals, costs, stocking rates and

    pasture indicators.Sessions will also be held in theBoulia, Longreach, Ilfracombe,

    Cloncurry, Hughenden andWinton districts.

    Fires are up around BlackallBlackall and Tambo residents

    were left without power for overthree hours on Tuesday afternoonafter a faulty circuit breaker at theClermont substation tripped supplyon the high voltage line supplying theBarcaldine bulk supply substationwhich services the district.

    6000 Ergon Energy customersacross the Barcaldine, Longreach,

    Muttaburra, Aramac, Alpha, Blackalland Tambo areas were affected bythe outage.

    Local eld crews assisted by

    specialist substation staff investigatedthe problem and after conrming

    the fault was not at the Barcaldinesubstation, investigated the linefrom Barcaldine to Clermont.Tests of high voltage equipment

    at the Clermont substation thenidentied the faulty circuit breaker.

    A gas turbine at Barcaldine thatwould normally provide power to thecentral west district during such aproblem also malfunctioned.

    Bob Pleash from Ergon Energysaid the company would be takingmeasures to limit any similar outagesin the future.

    We certainly will be carrying out afull investigation into why the circuit

    breaker malfunctioned and into theunavailability of the gas turbine atBarcaldine, Mr Pleash said.

    Mr Pleash said the fault wasunrelated to two other recent poweroutages affecting the central west andcentral highlands, which were causedduring scheduled maintenance atthe Lilydale station.

    district have been kept on theirtoes over the past week with anumber of res breaking out

    across the region.Amongst the reported res

    were two grassres at Wooroolah

    Station and Malvern Hills late lastweek with damage to pastures atboth properties.

    On Tuesday afternoon shortlybefore 4pm, a re broke out near

    the Blackall saleyards, with theBlackall re brigade kicking into

    action to put it out.Blackall re brigade captain

    Matt Richardson said theybelieved the re may have been

    started by a spark from a welder.

    Matt said the recent res werea reminder to landowners to takeadequate re preparations.

    If people are thinking about

    making rebreaks, they should

    do it now, Matt said.Dont leave it any longer.Matt said he thought that the

    number of res could increase

    even more in coming monthsand that drying pastures wouldcontribute to the risk.

    After the big rain that wevehad, theres a lot of feed aboutthats drying off, Matt said

    Normally we havent got thebody of feed that is there now,he said.

    It only needs a stone to get hitand cause a spark for a re to

    start.The Blackall re brigade will be

    conducting controlled burning onMonday evenings in the comingweeks to help decrease the re

    risk.
