  • 8Tis the season to be jolly-or is it?This has been another tough year for the Barbados economy and real estate has beenaffected just like everything else. We now hear more about Standard and Poors thanwe do about our cricketers Chris Gayle and Shivnarine Chanderpaul, which confirmsour cricket is just as bad as the economy. There are interesting synergies in both. Whenplayers lose form and performances are poor the West Indies Cricket Board makeschanges. Players are dropped and coaches are fired, but it all results in change and anew approach. This gives us hope and optimism for better days ahead.Our economic strategy needs a similar approach.

    We have been sliding down the performance ladderfor some time so we need a fresh initiative andleadership. It is time for our decision-makers to show

    their mettle in both government and private sector and set the country on afirm financial basis going forward. There are many ways to stimulatebusiness and provide employment in tough times other than raise taxes andsend people home. Let everyone throw their weight behind the wheel andwork for the good of Barbados. The vision starts at the top so lets see somechange and a better way forward.Amazingly, despite our economic challenges our beautiful little island

    remains undaunted by everything going on around and on it.     I have never believed in too muchbureaucracy and I attribute this tospending 18 months in theNorthern Ireland Civil Service asmy first job before breaking in theworld of finance and then self-employed for the last decade.However, I strongly believe inorganization and productivity andfeel these objectives can only beachieved by deeds rather than

    words. That said, theres a wonderful simplicity within self-employment that gets things done without undue bureaucracyand stress.We are a nation of talkers. Everyone has an opinion, from cricketto Prime Ministers, and from garbage collection to ZR vans. Weall like to sound off and little wonder the call-in programmes onradio are compulsive listening. Newspapers are full of FeatureColumns and the writers have no problems on expounding theirviews on just about every subject under the sun. It is the land ofmilk and honey for correspondents as theres so much to writeand talk about these days. But is anyone listening? Do our politicians read Facebook or follow the daily bulletins

    on radio, television and newspapers? Is our Prime Minister soconsumed by reading everything being said about hisGovernment that he couldnt allot any more time to rare publicappearances and are statutory bodies and their staff immunefrom everything and everybody?Committees, sub-committees and consultant committees all

    add up to one thing-too much talking and too much bureaucracy.We laud the work of people who devote endless time to voluntarycommittee roles and ignore the fact that they do it during officehours and if they are employed, as most of them are, are theymore productive on committees than at their place of work? A wily old sage once told me the best committee was a

    committee of one and while I felt at the time his claim was self-indulgent and endorsed his dictatorial and dogmatic style ofChairmanship, 40 years later I can now see a lot of merit in whathe was saying. Think of the money that could be saved with fewer

    meetings, less people involved and less documentation. If wepaid bills quarterly instead of monthly would we cut the amountof work by 66% and if we limited flexi time, bereavement andsick leave would we get people to work more effectively? Ifemployers and staff worked together and equitably within a StaffAssociation would we need trade unions, strikes and gardenleave? If we had fewer politicians would we have less expense,reduce the need for so many days spent talking at parliamentand give politicians more time to make a meaningfulcontribution to national governance? Have we not made sticks to beat ourselves with?Barbados has reached an impasse where the talk greatly

    outweighs the action and it stretches across many sectors ofsociety and everyday business. Our country has slipped into atalking mode and cant produce solutions. We need to lookoutside the box and streamline as many talking-shops aspossible to reduce costs, make better use of electroniccommunication and get on with the business of decision-making, action plans and results. But it all has to start at the top and ironically that means

    appointing another committee!Our country needs a small Task Force at the highest level to setin place an Action Plan that can achieve results in a short spaceof time and halt the economic slide. The Task Force should beacross political boundaries and have no more that ten members.It needs equal representation from each party and is headed bythe Prime Minister of the day because of his/her status. It alsoneeds a strong presence from the Private Sector that isrepresentative of our key industries and a Civil Service input.Above all, it needs the power and the will to act quickly and inthe best interests of the country going forward. Some peoplemight see it as an economic War Cabinet, but is this not thestage we have reached?We need action not talking shops.

    Members of the board of BEAVA walked away smiling, afterhosting the associations first ever EXPO at the Barbados YachtClub this past October. The feeling of accomplishment was a result of the successful

    and professional execution of the event, the camaraderie of theagents present and the support garnered from all of the vendors,especially our sponsors, CIBC First Caribbean, FLOW and GlobeFinance Inc.The day saw visitors to the event receiving advice from a range
