1.0 EXECUTIVE SUMMARY

1.1 Executive Summary

The mining lease for an area 1.00 Hect. was granted in favour of Sh. Tikam Singh S/o Sh.Padam Singh, R/o - Datpa, Tehsil & Dist. - Jalore (Raj.) vide order no. 551-556 dated8/07/1996. The lease deed was executed on dated 23/09/1996 & was registered on date3/10/1996 for a period of 20 years.The mining lease period was extended 20 to 30 years from03/10/1996 to 02/10/2026 videletter no. 564 dated 29/04/2016.This mining project falls under Category “B2” as per EIA Notifications 2006 andamended thereof.

2.0 INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION

2.1 Identification of Project and Project Proponent:

The mining lease for an area 1.00 Hect. was granted in favour of Sh. Tikam Singh S/o Sh.Padam Singh, R/o - Datpa, Tehsil & Dist. - Jalore (Raj.) vide order no. 551-556 dated8/07/1996. The lease deed was executed on dated 23/09/1996 & was registered on date3/10/1996 for a period of 20 years.The mining lease period was extended 20 to 30 years from 03/10/1996 to 02/10/2026 videletter no. 564 dated 29/04/2016.

2.2 Brief Information about the Project

The project has been proposed for mining of 110146 TPA ROM of Masonary Stone by

opencast Method. The ML area is 1.00Hect. Water requirement for the proposed project for

drinking use, dust suppression and other use will be 4.0KLD, which will be taken from

nearby source.

2.3 Need for the Project and Its Importance to the Country or Region:

The mining project falls in the Jalor District of Rajasthan, the area is devoid of industrial

growth. The earning sources of the region are limited. Most of the people are dependent

upon agriculture only. Mineral wealth of the state Rajasthan provides the employment

opportunity to the people of the state as well as region also. Mining is one of the major core

sector industries which play a crucial role in the process of country economic development.

The mineral Masonary Stone finds extensive use in the construction and infrastructural

works. The basic objective of the project is the effective utilization of Material in the

country or region. Masonary Stone is the world's most commonly used material in

construction of road, railway track construction etc. Masonary Stone will help in the

economic growth of the country or region.

2.4 Demands-Supply Gap

There is a large demand of Masonary Stone for Building foundation, Walls, piers, pillars

and architectural works, lintels, Beams, Roofs and Roof covering, Cladding works, Dams,

light house, Railway, ballast, black boards and electrical switch.

2.5 Imports vs. Indigenous Production

Development needs will be met only through indigenous produced minerals against the high

cost of imported material.

2.6 Export Possibility

There is no proposal to export the minerals. However, mineral produced from the mine will

fulfill the needs of the region and surplus if any, will be considered for export.

2.7 Domestic/ Export MarketsDomestic MarketMineral excavated will be used for domestic consumption.

Export MarketThe proposed mining activity is for indigenous consumption only there is no proposal forexport.

2.8 Employment Generation

The proposed mining activity will provide employment to workers. The workers will be hired

mostly from the nearby villages.

3.0 PROJECT DESCRIPTION3.1 Type of Project Including Interlinked and Interdependent Projects, If Any.

It is an Opencast Mining project over an area of 1.00Hect. with a proposed production is

110146 TPA ROM of Masonary Stone. This is an independent mining project and there are

no interlinked projects involved.

3.3 Details of Alternate Sites

Mining is site specific so no alternative site is proposed.

3.4 Size or magnitude of operation

The ML area has been granted over an area of 1.00 Hect. During five year total production of

Masonary Stone shall be approximately 336671TPA. The average number of working days

in the year would be 300.

3.5 Regional Geology: - The entire area covers parts of Jalore district. The area is dominated by

undifferentiated Aeolian sands and alluvium with outcrops of the Erinpura and Jalore Granites,

both of Neo Proterozoic age.

Erinpura Granite Granite, migmatiteThe name Erinpura has been widely used for all granites, granodiorites or diorites. The Erinpura

granite occurs as ground-level exposures and is seen in the well section in the southern part. The

outcrops are concentrated around Mudtalasili. These granites are coarse to medium-grained, Pink

and grey in colour, comprising quartz, K-feldspars, plagioclase and biotite. Aplite and quartz

veins are common.

All the post-Erinpura granites are included in the Malanis. Crawford and Compston (1970)

determined the age of Jalor Granite (from Jalor) as 428 Ma, and 794Ma, respectively. The field

relationship shows that Jalor Granite is more irregular and patchy. Exposures are found in the hill

ranges of Liluon Bhakar, Ranawa-Ka-Bhakar and Ratnagar pahar, Thordi, Bhandara, Kot

Ledermar, Borta, Tabab and Gadi,

Grey coloured Jalor granite is coarse-grained and porphyritic, at places whereas medium-grained

variety occurs as veins with a gradational contact with porphyritic variety (in Kot area).Apart

from these two types, light reddish-brown, coarse-granite hornblende granite has been observed

in Ratnagar Pahar and hillocks around Tabab.

The dominant joints in granite are NE-SW, NNW-SSE, and N-S.

Local Geology:-

They are the most common types of ignegous rocks. The Lease rocks of Malani Ignegous Suite

group i.e. Rhyloite instead of Quartze and carbonaceous Phillite. The Rhyolite belongs to

Prscambrian age. The Rhyolite of the area is belongs to Malani Igneous Suites of rock. (In the

existing area Rhyolite used as masonary stone)

3.7 Project description with process details

3.7.1 Proposed Method of Mining

The mining lease area shall be developed by opencast mechanized mining.

The Proposed Production of Masonary Stone in next five year is shown below:

3.8 Raw Material Required Along With Estimated Quantity, Likely Source, Marketing

Area of Final Product/s, Mode of Transport of Raw Material and Finished Product

No raw material will be required for production of proposed minerals. The mine mineral

shall be collected and dispatch to various industries through trucks.

3.9 Resource Optimization/ Recycling and Reuse

Not envisaged.

3.10 Availability of Water Its Source, Energy/ Power Requirement and Source

3.10.1 Water Requirement

Total water requirement is about 4.0 KLD = 1.0 KLD (Drinking & Domestic Uses) +

1.5KLD (Plantation) + 1.5 KLD (Dust Suppression). Water for Drinking, dust suppression

and plantation will be collected.

1.10.2 Power

Electric power supply Line exists near the mining lease site. It is proposed to connect the

mine with supply connection.

4.0 SITE ANALYSIS

4.1 Connectivity

The mining lease area is situated near village - Ledormev, Tehsil - Bhinmal, District - Jalore.

The lease are is 2.6 Km Ledormevand Ledormevis 55 Km from Jalore (District headquarter)

connected by Tar road.

The applied area is having Govt. land

4.4 Existing land Use Pattern

Masonary Stone and soil are mostly occupying the mining lease area. The surface texture varies

from rugged terrain of debris and mild Gradient terrain covered by bushes. There is no

agriculture land exist in the area.

4.6 Soil Classification

Average 1m Cover has been considered as soil.

4.7 Climate data from Secondary Sources:

Climate Condition of area will have no change by mining activities, as the mining activities will

be of a very limited nature, so there will be no impact of mining on climatic condition

5.0 PLANNING BRIEF

5.1 Planning Concept:

The mining lease area shall be developed by opencast mining. The mining shall be started from

surface. The Masonary stone is showing on the surface therefore open cast mining has been the

obvious choise.

5.2 Land use Planning

At the end of the life of mine some area will be restored by plantation. Mining will be done after

leaving 7.5m of barrier zone from the boundary of ML area.

5.3 Assessment of Infrastructure demand (Physical & Social)

On the basis of the preliminary site visit, the infrastructure demand in the village was assessed on

the basis of need and priority.

The health infrastructure of the study area requires improvement. The lack of medical facilities

needs improvement. Medical facilities will be provided by mine owner during mining.

5.4 Amenities/Facilities

Workshop

For maintenance of vehicles it is proposed to establish a workshop nearby to mine site welding,

puncture etc.

Power supply

Electric power supply Line exists near the mining lease site. It is proposed to connect the mine

with supply connection.

Water Supply

Water is being supplied from a tube well near the mining lease area and a tractor-mounted tanker

is proposed for supply of water to mining work, spraying, watering the plants and drinking

purposes.

First Aid

First aid facility shall be available at office.

Rest Shelter

Rest shelter is proposed near mine site.

6.3 Green Belt

Total area of green belt would be 33% out of lease area.

Programme for Plantation

The area falls is semi arid zone and there is a shortage of water so a large-scale plantation is not

possible. The rains are also scanty hence it is essential that the sapling of plant should be such

which required minimum water and hence it is proposed to plant 66 trees per year of the

following:

1. Karanj 2. Shisam

3. Gulmohar 4. Neem

Eco-Friendly Mining Association and the Association shall also plants as their plan.

Place of proposed plantation: - The plantation shall be done at the following places:-

1. At the boundary of the Lease or reclaimed land near by leases.

2. Both site of the road.

3. At the Dumps.

4. At the Govt. waste land provided by the Govt. and own land.

Post Plantation Care:

(i) Protection from Grazing

Protection from grazing will be done by erecting suitable boundary in the plantation area. As

such in this area lessee will erect stonewall. This will protect plants from grazing.

(ii) Watering during Dry Spell

Though these trees will required very less water however, in the first year from March to July,

the watering will be done daily and September to February Thrice a week by water tanker/Over

head tank in the plantation area. Thereafter each year watering will be done alternate day from

January to June and once in Five day September to February. After five years no watering will be

required.

(iii) Manuring - The manuring will be done while plantation work is taken up, for this purpose

goat Dung will be dumped in the pit only once, because once the Goat Dung manuring is given it

will last for five years. No other manuring is required for the proposed plantation.

(iv) Protection from pest like white aunt etc. will be done during the plantation and in the

proposed pit 10gms of BSC powder will be given before plantation. After a few months liquid

pesticide mixed with 100 times water will be spread near the planted sapling.

(v) Replenishment of Casualties

The loss of each year will be counted and in subsequent plantation casualties will be again

planted at same place. This way in the end of 5 years 100 healthy trees will remain in the area

giving proper density.

6.4 Social Infrastructure

The Lessee shall spend 2% of profit for the development of the area i.e. treatment of poor,

schools, and other social work.

6.4.1. Budget for Environmental Social Responsibility (ESR)

The Applicant shall spend 2% of profit for the development of the area i.e. treatment of poor,

schools, temples and other social work.

6.7 Solid Waste management

The waste overburden in the area is only soil, which will be mined out separately and will

be preserved for reuse in plantation.

6.8 Generation of Top Soil:

No top soil will be generated the mineral is exposed to the surface.

6.9 Power Requirement & Supply/Source

The electricity facility is not available at ML area. It is proposed to connect the applied ML

area with the power supply connection from nearby villages. Only diesel equipment will be

used.

6.10 Environmental Management Plan

The environmental management plan consists of the set of mitigation, management,

monitoring and institutional measures to be taken during the implementation and operation

of the project, to eliminate adverse environmental impacts or reduce them to acceptable

levels. The present environmental management plan addresses the components of

environment, which are likely to be affected by the different operations in the mine area.

7.0 REHABILITATION AND RESETTLEMENT (R&R) PLAN

As no personnel are expected to be migrated due to mining in the ML area and the adjoining

region is also having a good mineral potential, the rehabilitation of the employees is not

going to be a problem. The workers and other staff can get job in the neighboring areas after

the end of life of mine. The lessee shall also try for employment of the workers.

8.0 PROJECT SCHEDULE & COST ESTIMATES

8.1 Likely Date of Start of Construction and Likely Date of Completion

No construction activities are proposed. The mining activity will commence only after

receiving environmental clearance and other statutory clearance.

8.2 Estimated Project Cost along with analysis in Terms of Economic Viability of the

Project

Estimated project cost is Rs. 18 Lacs. The lessee has all the mining equipments used for the

scientific mining. The mine is Eco-Friendly. Economically the ore is mineable as compared

to overburden thickness.

9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)

The proposed mine will bring economical benefits to the state by the way of Royalty for

mineral and to the local people by way of direct and secondary employment opportunities.

Proposed minerals are used for a variety of structural and decorative purposes. The material

is in high demand at the local market for real estate industry.

The project will bring about socio-economic improvement of the area and will prove

beneficial to the area.

Ground water sample analysesfor one location, at or near the site for all relevantparameters (physical and chemical) should besubmitted. (b) The consultant should mention the serial no. atwhich the name of the consultant appears in the latestlist available on MoEF website. The accreditedconsultant should also submit a copy of accreditationletter issued by MoEF/QCI/ NABET indicatingapproval of sectors and experts.

8. A statement of commitments related to the proposedproject, for compliance during post E.C. period shouldbe submitted in the format prescribed at Annex-“F”.
