1. INTRODUCTION

1.1 Foreword

The Flood Action Plan Component 9A identified flood problems in 15 secondary towns in the early 1990s. An initial implementation project entitled the Secondary Towns Integrated Flood Protection Project was funded by Asian Development Bank (ADB) and included six towns: Khulna, Dinajpur, Panchagarh, Kurigram, Habiganj and Moulvibazar (Figure 1). This project was undertaken between 1994 and 2000. The current Secondary Towns Integrated Flood Protection Project Phase-II covers flooding and drainage in the remaining 9 towns and addresses environmental and hygienic conditions more strongly than for the initial project. 1.2 The Project

Secondary Towns Integrated Flood Protection Project Phase-II (STIFPP-II) is funded by ADB, the Organization of Petroleum Exporting Countries (OPEC), and the Government of Bangladesh (GoB). Bangladesh Water Development Board (BWDB) is the lead executing agency and is responsible for the flood control and river bank protection works while the Local Government Engineering Department (LGED) is responsible for storm water drainage, solid waste management and other municipal activities. The broad objective of the project is to promote economic growth and thereby help to alleviate poverty in the nine secondary towns in Bangladesh: Kushtia, Rajshahi, Gaibandha, Jamalpur, Mymensingh, Manikganj, Munshiganj, Brahmanbaria and Sunamganj (see Figure 1). While the Project will benefit the entire urban community in the towns through physical works, other aspects of the Project will focus on upgrading the living conditions of the poorest people, particularly poor women. The project comprises four components:

Component-A: Flood protection works

Component-B: Urban drainage system improvement

Component-C: Urban environmental improvements, and

Component-D: Capacity building and implementation assistance. The contract for Consulting Services with the Management Design Supervision (MDS) Consultant was signed on November 02, 2006, and includes the following major tasks:

Carryout all site, soil and other investigations

Prepare designs and drawings for flood control, drainage and environmental works

Prepare tender/contract documents including detailed cost estimates

Prepare detailed implementation schedules

Monitor the supervision of construction works

Assist in land acquisition and resettlement activities

Promote social and gender development and address environmental issues

Assist in the preparation of statements of expenditure

Conduct benchmark information surveys and prepare regular evaluation reports, and

Monitor project progress and performance. 1.3 The Report

Quarterly Progress Report No. 5 covers the period January to March, 2008, identifies major tasks undertaken during the period, and makes projections of progress for the next quarter. Any potential

constraints to project implementation are identified and possible remedial measures are suggested.

2. TECHNICAL

2.1 Introduction

Presently all project documents (two Executing Agency Development Project Proformas -DPPs, ADB Loan, MDS Consultant Contract) indicate Project Completion as 31 December 2009, although the Executing Agencies and ADB have agreed that an extension is necessary. An ADB Loan Review Mission visited the Project 16-30 March 2008 and during this mission it was agreed in principle that at least a one-year and perhaps a two-year extension was required. This matter will be reviewed during the Project Mid-Term Review (MTR) Mission presently scheduled for August 2008. In the meantime, this Report assumes that the Project will be extended until 31 December 2010. The Project comprises a combination of works and contracts. A ‘work’ may be defined as a distinct structural entity at a specific location, of known length, size and/or number. To comply with ADB, BWDB and LGED contract stipulations, a single work can be undertaken under a number of contracts. Conversely, if works are small, a number of dissimilar works may be combined under a single contract. While it can be useful to assess the progress of design on a works basis, it is usual to assess tendering and construction on a contract basis.

During the reporting period, both pre-construction and construction activities were carried out: planning, investigations, design, preparation of tender documents, tender and contract award and construction. Design work for the BWDB Component-A 2008/09 work program is expected to start during the next quarter, while the remaining uncompleted design work for the LGED Component-B 2007/08 work program is expected to continue. It is anticipated that construction work for BWDB Component-A and LGED Component-B will increase significantly during the next quarter.

2.2 Overview of Project Activities

Tables showing the type, number and total cost of works in the 2007/08 Work Program by town are presented in Appendix A Tables A-1 and A-2. A total of 14.5 km of new riverbank revetment valued at Tk 11,533 Lac, and 89.2 km of new drainage work at Tk 8,239 Lac, will be initiated in 2007/08.

Appendix A Table A-3 shows the projected project expenditure based on a revised work plan and projected program costs. The projected expenditure is considered optimistic because it assumes that all physical works will be completed by the end of the 2009/10 fiscal year, although 2007/08 implementation projections (refer to Section Error! Reference source not found.) suggest that this is increasingly unlikely. The 2007/08 projection for Component-C includes recently approved approach roads to the sanitary land fill sites and the purchase of solid waste management equipment.

The overall weighted project progress is presented in Appendix A Table A-4 and shows that the progress achieved to the end of the reporting quarter is 32%. The progress is computed by identifying a list of project activities and milestones and assigning a weighting to each which quantifies the time/effort/resources required to complete the individual tasks. These weightings may be re-evaluated in future. Figure 2 shows project progress over time. During the period, the primary activities performed by the MDS Consultant were detailed design work, contractual procedures and construction monitoring. For BWDB Component-A, designs were completed and approved by the design office for all the 16 works in the 2007/08 work program. Work orders for 21 contract valued at Tk 11,136 Lac have been issued, and construction work worth Tk 1,792 Lac has been executed. For LGED Component-B, designs for 41 of the 55 works in the 2007/08 work program have been approved. Work orders for 34 contract packages worth Tk 3,522 Lac have been issued, and construction work worth Tk 644 Lac has been executed. Other important project activities include those related to land acquisition and resettlement, monitoring and evaluation, solid waste management, and social and gender issues.

2.3 Progress of Civil Works Program

2.3.1 Planning Investigations

Engineering Surveys: Table 1 gives the status of topographical surveys. During the reporting period the focus of surveys was on primary drains under Component B.

Geotechnical Investigations: Site selections for all works have now been finalized and details of the geotechnical program and progress are shown in Table 2.

Hydrological Investigations: During the quarter, the project hydrology database continued to be updated to support ongoing hydrological analyses. To assist ongoing flood protection design work and future construction activities, additional hydrological design parameters were evaluated for each town, including:

long duration rainfall depth duration frequency data

monthly rainfall frequency data

pre and post-monsoon maximum river level frequency data

average daily water level data, and

10 day average river level frequency data from April to November. Design parameters for all towns have been evaluated. A numerical hydraulic model was developed using HECRAS to determine the drainage disposal requirements of Aqua Khal in Mymensingh. Additional hydrologic inputs are required, and a field data collection programme is planned for the 2008 flood season (July – September). A study was undertaken to determine the flow distribution of the Titas River into Town Khal and Anderson Khal in Brahmanbaria based upon field measurements collected during the 2007 flood season. Model Studies: The physical model of the proposed bank protection works along the right bank of the Gorai River in Kushtia were substantially completed by the River Research Institute (RRI) at their Faridpur laboratory by mid-February 2008. Finalization of their report will be undertaken following a meeting planned in late in April between RRI, BWDB Design and Project staff. 2.3.2 Design Activities

2007/08 Design Programme (Table 3): The 2007/08 design program for BWDB Component-A is finalized. All remaining uncompleted designs have been shifted to the 2008/09 design program. Under the 2007/08 design program, a total of 16 work designs were completed, submitted to the BWDB Design Office, and approved. The 2007/08 design program for LGED Component-B is considerably more variable in nature and has changed substantially to accommodate changing priorities of the Pourashavas. A significant number (25%) of design works defined under the 2007/08 program are still ongoing, although clearly their implementation will be done next year. Of the 55 designs in the current work program, design data has been collected for all 55 works, 42 designs have been completed, and 41 designs have been submitted and approved. A summary of the ongoing LGED Component-B 2007/08 design program, on a town basis, is given below. Details of the 2007/08 design program, for both BWDB and LGED components, on an individual works basis, are given in Table A-5. 2008/09 Design Programme (Table 4): Preliminary design programmes have been developed for 2008/09 works for both BWDB and LGED components.

The BWDB 2008/09 work programme is well defined, but could change due to requests from the various stakeholders. Much preliminary data (hydrological, topographic survey, geotechnical) have been obtained and additional data will be available by end April. Designers for the LGED works are still concentrating their effects on the remaining designs in the 2007/08 work program, so the LGED 2008/09 work program is currently in a preliminary stage of development based on current priorities defined by the Pourashavas. Some surveying data for the primary drains has been collected. Details of the 2008/09 design program, on an individual works basis, are given in Appendix A Table A-5. These tables provide details on the current availability of preliminary survey data. 2.3.3 Tender and Contractual Procedures

For the BWDB Component-A 2007/08 work program, 24 tender packages valued at Tk 12,737 Lac have been floated, 23 have been received and 21 work orders have been issued. For the LGED Component-B Drainage Works, 47 tender packages valued at Tk 5,013 Lac have been floated, 45 have been received and 34 work orders have been issued. For LGED Component-C Environmental Works, 9 tender packages worth Tk 846 Lac have been floated and received, and 7 work orders have been issued. A contractual summary, on a town basis, is given in Table 5. Tender progress details, on an individual contract package basis, are given in Appendix A Table A-6. 2.3.4 Construction Activities

The total cost of works to be initiated in the 2007/08 BWDB Component-A work program is estimated to be Tk 12,737 Lac. The original 2007/08 fiscal target for the value of executed civil work, based on projected completion percentages of individual works, was Tk 8,781 Lac. At the end of the reporting quarter, construction was on-going at 12 major works out of 16 in the 2007/08 work program. Tk1,792 Lac of construction work was executed by the end of the reporting quarter and Tk 7,975 Lac is projected to be executed by the end of next quarter (end of the fiscal year). However, this projection from field personnel, which is 91% of the original fiscal target, is considered to be optimistic. The total cost of works initiated in the 2007/08 LGED Component-B work program is estimated to be Tk 8,326 Lac. The original 2007/08 fiscal target for the value of executed civil work was Tk 6,794 Lac. At the end of the reporting quarter, construction was on-going at only 16 major works out of the 62 in the 2007/08 work program. Tk 644 Lac of physical work was executed by the end of the reporting quarter and Tk 1,466 Lac is projected to be executed by the end of next quarter. This projection from field personnel, which is only 22% of the original fiscal target, is considered to be realistic. It acknowledges that a large number of LGED works are unlikely to start due to concerns by contractors over rising material prices (reinforcement bars in particular). The total cost of works initiated in the 2007/08 LGED Component-C work program is estimated to be Tk 1,084 Lac, all of which was expected to be completed in the original 2007/08 fiscal target. This includes the purchase of sanitary equipment (Tk 720 Lac) and approach roads to sanitary landfills (Tk 223 Lac); both of which may not be implemented during the current fiscal year. It is estimated that Tk 81 Lac of work was executed by the end of the reporting month, and it is anticipated that Tk 108 Lac of work will be executed by the end of the next quarter (all for public toilet construction). A summary showing the number and value of ongoing construction works, the original fiscal target, and the actual and projected value of executed construction, on a town basis, is given in Table 6. Similar details are presented on an individual contract basis in Appendix A Table A-7, and on an individual work basis in Appendix A Table A-8.

PIU Offices and Personnel: LGED and BWDB PIU offices have been established in each of the 9 towns. These offices house MDS field personnel and are gradually being provided with furniture, computers, motor bikes and all other necessary equipment. The status of the PIU offices are detailed in Section .

In addition to their construction supervision duties, the PIU personnel have also been involved in a number of pre-construction activities: including engineering and geotechnical surveys, and tender evaluations.

Construction Monitoring Guidelines: Draft Construction Monitoring Guidelines have been issued to both BWDB and LGED supervisory staff. These guidelines discuss the following topics:

responsibilities for contract terms and conditions, and construction supervision

monitoring the quality of materials and work specifications

early detection and resolution of problems

Variation Orders, Compensation Events, Contract Completions Dates, and Certification of Bills and Completion Certificates

documentation requirements An organization chart is given that includes all personnel responsible for construction supervision. A set of forms that document the quality and quantity of construction is presented, along with sample data. Recently developed construction procedures, such as those for the controlled dumping of geo-bags, are also discussed.

Coordination Meetings: During the reporting period, two coordination meetings were held, one for personnel responsible for flood protection works (BWDB Component-A), and the other for personnel responsible for drainage and environmental works (LGED Component-B and C). The meetings provided field personnel with an overview of project objectives, detailed their own specific roles and responsibilities, and answered any questions or concerns that they had.

3. SOLID WASTE MANAGEMENT

3.1 Sanitary Land Fill

A final decision on whether to implement sanitary landfills or controlled dumping is pending. The primary difference between the two systems is that the sanitary landfill includes an impervious clay membrane and a system to collect and treat leachate that could contaminate surrounding water bodies. Once a decision has been made by LGED and ADB, preliminary designs and cost estimates can be finalized. Calculations of the current volume of solid waste generation, together with a projection up to 2017, have been made for all towns except Manikganj. The proposed landfill sites in eight towns have been inspected and while technically feasible IEEs will have to be prepared. Additional land will have to be acquired in some towns. Approach roads to five land fill sites will be included in the 2007/08 Work Program. Designs and cost estimates have been prepared for Kushtia, Gaibandha and Munshiganj, while designs for Jamalpur and Sunamganj are held up due to lack of design data.

3.2 Transfer Stations

Specific sites for proposed transfer stations remain to be finalized. However, standard designs and tender documents have been prepared and estimates made. Alternative layouts have been prepared:

Type A: 2m x 8m raised platform on side of road, with no sorting arrangement

Type B: 6m x 26m raised platform adjacent to road, with no sorting arrangement

Type C: a separate dedicated 13m x 20m plot, with sorting arrangement 3.3 Public Awareness

Orientation sessions have been held with pourashava officials in each town, except Gaibanda. The objective of the sessions is to improve awareness of solid waste management issues. 3.4 Equipment

Equipment to be purchased under the project includes: garbage trucks, bulldozers, vaccu- tugs, drain cleaning spoons, mechanical sweeping equipment, and rickshaw vans. LGED is at present undertaking procurement of this equipment directly. 3.5 Composting and Incineration Plants

Outline designs and draft tender documents for a pilot composting and incineration plant have been prepared. It is hoped that composting and incineration plants can be included in all eight towns. Composting plants reduce the volume of waste to be deposited in land fills by up to 75% which would significantly reduce the land required and costs for collection and treatment of leachate and gas. Incineration plants are required to safely dispose of clinical and toxic waste A pilot composting plant was set up in Rajshahi in 2006 under a UNICEF/DPHE program with technical assistance from Waste Concern. At present it is difficult Rajshahi City Corporation to sell the end product of the composting process which is a tea-like substance which can be used as fertiliser. A public awareness campaign is required.

4. LAND ACQUISITION AND RESETTLEMENT

The total land requirement for the nine towns included in the Project Proformas was 44.35 ha for BWDB and 2.91 ha for LGED. These areas will increase significantly due to major changes in the flood protection design, changes in the alignment of flood protection works based on consultation with local stakeholders and the need to acquire land for landfill sites. Table 7 presents the original and current best estimate of land acquisition requirements for each town. Until designs have been finalized, further changes to land requirements must be expected. A Non-Government Organization (NGO), the Christian Commission for Development in Bangladesh (CCDB), has been engaged to assist in land acquisition and resettlement. They have identified 1,415 households with persons entitled (EPs) to compensation in eight of the towns related to the BWDB components (work in Kushtia has yet to commence). The compensation to which each household (or person) is entitled has been calculated in accordance with the Project Resettlement Framework. Preparation of the identity cards (ID) that will be used when people claim their compensation is in hand. Table 8 gives the budget, unit rate/km and number of entitled households for BWDB components.

5. SOCIAL & GENDER DEVELOPMENT

Town-Level Social Development and Gender Equity Manuals have been prepared for each project town. These manuals include: project background information, baseline data (in graphical form wherever appropriate) guidelines for monitoring project social and gender-related activities and a town-specific Gender Action Plan.

Project orientation and training using the previously-prepared manual and the Town Level Manuals has been given in Rajshahi, Mymensingh, Munshiganj, Jamalpur and Manikganj. Guidelines and monitoring forms have been devised to facilitate compliance with gender equity

targets in project works. The form will be completed by the construction supervision staff at monthly intervals. Close working relationships are being developed with female Ward Commissioners and an assessment is being made of the impact of the project on their roles in pourashava government.

6. MONITORING & EVALUATION

The MDS Consultants are responsible for establishing procedures to monitor and manage project programs in accordance with ADB PPMS guidelines.

It is proposed that the socio-economic survey undertaken by Bangladesh Unnayan Parishad (BUP) in 2004 be adopted as the pre-project baseline survey. A final baseline survey will be prepared upon project completion, while monitoring will be carried out throughout the project period to assess performance. As project flood protection and drainage works are implemented, it is expected that socio-economic conditions in the nine towns will gradually improve. A series of formats have been developed to collect socio-economic data. On the basis of this information, changes to socio-economic indicators can be identified. Monitoring indicators and forms pertaining to physical and financial project progress, and Pourashava capacity building activities have been developed. Forms were passed to the Project Directors and ADB some months ago for their review and comment. Upon agreement, these forms will be circulated

to PMOs, PIUs, and other responsible personnel who will be asked to provide the required information on a regular basis. After compilation and analysis, these data will be used to evaluate

project progress and performance.

7. ENVIRONMENTAL ISSUES

The International and Domestic Environmental Specialists completed their first assignments during Q2 2007 and no further inputs have been made. During their assignments, they reviewed the Environmental Management Plan (EMP) and Environmental Data Collection Program developed during project preparation. They prepared reports on the Environmental Action Plan (EAP), the environmental impact of using geo-bags in erosion protection work, and advised PMOs and PIUs on establishing and implementing the EMP. The sanitary landfills will be the most sensitive environmental aspect of the project and IEEs will be required and TOR for conducting these IEEs have been prepared The Project will undertake much construction work and relevant reporting to the Department of Environment is required. It is proposed that the Domestic Environmental Specialist be moblised to orientate the site supervision staff and others on their duties with respect to the EMP and EAP and also to make follow up visit to ensure compliance.

8. OVERSEAS TRAINING

The Project has provision for overseas training of key staff. Proposals for two study tours to various cities in Australia facilitated by the Consultants home office were prepared in late 2007 and finalised in January 2008. During the recent ADB Review Mission, the proposals were approved and arrangements are now being made for the BWDB-related 12 day study tour in late May early June, to be followed a few weeks later by the LGED-related tour.

9. ADMINISTRATIVE ARRANGEMENTS

9.1 Establishment of Project Office

The Consultant has established the Project Office in Dhaka and purchased the necessary equipment. 9.2 Mobilization of Consultant’s Team Members

The full Consultant team has been mobilized, including the six International Specialists, 15 Domestic Specialists, and 24 Other Domestic Professionals, although three positions are unfilled at present due to resignations. The initial Team Leader, Mr Anthony Aitken, resigned for personal reasons with effect from 8 March after having been in post for some 13 months, he was replaced on the same day by Mr Martin Gillham, who was approved at a meeting held in MOWR on 9 April. 9.3 Current Status of Utilization of Person-Months

At the end of the reporting period, 48% of the International Specialist, 47% of Domestic Specialist and 24% of Other Domestic Professional person-months had been utilized, while 34% of the support staff Provisional Sum had been utilised. 9.4 Establishment of Offices for Project Implementation Units (PIUs)

BWDB and LGED PIU offices for the Consultant have been established in all nine towns to provide daily supervision of project construction works. Eighteen PIU offices have been established and furniture had been purchased, also mobile phones, some computers and motorcycles had been distributed to the PIU offices. All motorcycles have been purchased and registered, but have not been distributed because proper storage facilities have not been located everywhere. 9.5 Important Meetings

Only two important meetings took place during the reporting quarter.

(a) Inter-Ministerial Project Steering Committee: The IMPSC held its third meeting on 16 January 2008 (b) ADB Loan Review Mission: The Mission took place over the period 16-27 March 2008. Many meeting were held both in Dhaka and in the towns of Manikganj, Munshiganj, Brahmanbaria and Sunamganj.

10. FINANCIAL ARRANGEMENTS

10.1 Statements of Expenditure for Civil Works

The Consultant assists the BWDB and LGED PMOs in the preparation of the statements of expenditure (SOE) for submission to ADB as and when required. Using a database, the Consultant is staring to track amounts paid to contractors for project works. This will provide an independent verification on the figures provided from the BWDB Regional Accounting Centres (RACs) and LGED Town Account Sections. Before payment is made to contractors for civil works, consultant personnel are required to certify each invoice to confirm the measured quantities and quality of work. During the period, two BWDB applications for civil works were prepared and forwarded to ADB for reimbursement. Applications for the BWDB disbursement are shown in Appendix A Table A-9. Financial details on an individual contract basis are shown in Appendix A Table A-10. At the end of the reporting period, the gross amount submitted to ADB for reimbursement of civil works was Tk 247 Lac. This amount was to pay for the 10% advance payment made to contractors in two towns, Manikganj and Mymensingh 10.2 Financial Status of PMOs

Basic information regarding the BWDB and LGED project components together with actual expenditure is given in tables included in Appendix A

11. ISSUES FOR DISCUSSION AND AGREEMENT

11.1 Availability of Funds

On the basis of the detailed design and bid prices it has been found that the cost of the planned works has increased considerably and it seems likely that additional funds will be required to complete the works.

The estimated cost of the full program of works is summarised below: BWDB Works Components: USD 72.88 million LGED Components: USD 24.85 million 11.2 Design Capacity

It has been apparent from the outset that the Consultant team has insufficient capacity to design the proposed works. Additional staff was fielded at the Consultants expense in 2007 and rather more additional staff will be fielded in 2008.

This issue was recognised during the recent ADB Review Mission and additional staff will be funded from Contingencies.

11.3 Resettlement Activities

Although the local support level for flood protection works remains high in all nine towns, construction progress could be hampered if resettlement issues are not resolved in a timely manner. The NGO responsible for resettlement activities, CCDB, has made significant progress. However, there is still a risk that affected persons may disrupt construction activities, unless they are assured of early compensation for their displaced assets.

11.4 Revised Schedule of Consultants Inputs

The Consultant is assisting the PD to prepare the revised DPP, in particular to accommodate Project Completion by 1 July 2010 and Loan Closure by 31 December 2010. Additional domestic Consultant inputs will be required to cater for the extended period which was a result delayed start-up. A revised Staffing Schedule is presented as Figure 3. The opportunity has been taken to re-arrange the international inputs, within a slightly increased allocation of 66 rather than the existing 64 months, to more closely reflect requirements. 11.5 Consultants Office Space

While the Consultants requested 5,000 sq ft of office space, to date it has unfortunately only been possible for PD to provide 3,500 sq ft. The difficulty of working in such an environment, in particular preparing detailed designs, should not be underestimated.

Another issue relates to electricity supplies, by the end of the reporting period, some 50days had been lost due to power outages. In all it is estimated that 28 input-months of senior staff and 44 input-months of other Dhaka-based staff had been lost

11.6 STIFPP III Terms of Reference

The late preparation of the Terms of Reference for the Project resulted in a long gap between the completion of STIFPP-I and the start of STIFPP-II. As a result, flood damage and inadequate drainage facilities continue to be a problem in the towns, and the credibility of the Consultant, BWDB, LGED and donors have been unnecessarily diminished amongst project stakeholders. To avoid a similar delay in the implementation of STIFPP-III, it is important to commence reconnaissance and preparation of the terms of reference for the feasibility study (ADB Preparatory Project Technical Assistance) as soon as possible.
