Convergence of global investment majors while putting the Stateon the path of an incomprehensible Industrial Resurgence hasgenerated many a challenges for us. The State which was in theshadow zones of attention for decades has suddenly emerged tocommandeer an investment in core sector Industries and mining. Inview of increasing Industrial environment in the State, BalasoreChamber of Industries and Commerce has organizedSeminars/Workshops, Awareness and motivational Programs, arrangeinteraction with Government authorities, National LevelExhibition-Cum-Trade Fair and Buyer Seller meet EXPO ODISHA-2011 inorder to attract entrepreneurs for setting up units. It will yield result inthe coming days.

Chamber is continuously trying to pick up entrepreneurs from thegrass root level .That is why awareness & Motivational programs arebeing arranged at technical Institutions to motivate and induct theideas in the mind of students to think what to do after passing out. ThePass out students are also guided through our Consultancy Cell forstarting self employment ventures.

We are planning ahead of creating a better environment forgrowth of Industry, Trade and Services in the district and around. I wantto keep on record that our Members are actively supporting in all theactivities.

SKILL UPGRADATION TRAINING UNDER THE SCHEME PLASTICCLUSTER DEVELOPMENT

A two- days “Skill Up Gradation Training” was organized by BalasoreChamber of Industries and Commerce under Plastic cluster developmentprogramme during 11th & 12th May’ 2010 . The inaugural programme waspresided over by Sri Himansu Das, President of the Chamber andinaugurated by Dr. S.K. Jain, Senior Technical Officer, Central Institutefor Plastic Engineering and Technology, (CIPET), Bhubaneswar. Sri Jainpresented the key note address and explained the objective of thetraining. Sri Himansu Das , welcoming all the participants from theindustries, stressed upon to participate actively as the technical Officersof CIPET have come to our door step to impart training. Training wasconducted in four technical sessions .During the two-days training onSKILL UPGRADATION , three sessions were taken by both Sri S.K. Jainand Sri Jitu Pattanaik Technical Officers from CIPET, Bhubaneswar andone session on Entrepreneurship development was taken by Sri AmarMohapatra, Faculty from Institute for Entrepreneurship Development,Bhubaneswar. Participants from different industries have participated inthis programme. Sri Sanjay Acharya, Balasore Alloys Ltd. and Secretary,BCIC gave the vote of thanks. Choudhury, Deputy- DirectorGeneral, BIS, Kolkata who delivered on the topic along with his technicalexperts Sri M.P. Chakrabarty, Director and Sri A.K. Purohit, Jointdirector as resource Person. WORKSHOP on entrepreneurship orientation programme under plasticcluster development:

On development of plastic cluster, a workshop on EntrepreneurshipOrientation Programme was organized by Balasore Chamber of Industriesand Commerce on 17th December 2010 under the PLASTIC CLUSTERDEVELOPMENT PROGRAMME. CLUSTER VISIT: A team of entrepreneurs of Balasore under the leadership of SriHimansu Das, Managing Director, Hari-Udyog Pvt. ENTREPRENEUR SKILL DEVELOPMENT TRAINING

In order to generate rural employment and create awareness forself employment opportunities, MSME Development Institute, Govt. ofIndia, Cuttack have organized six weeks Entrepreneur Skill DevelopmentTraining on Bamboo Craft at Jamujhadi in the district of Bhadrak on22nd June’ 2010 in association with Balasore Chamber of Industries andCommerce . The Programme was inaugurated by Sri G.V.K. Naidu, Asst.Director, MSMEDI, Cuttack and Er. Bharat Charan Swain, Director,Institute for Industrial Research and Development, Balasore grace theoccasion as Chief Guest. 22 women from near by villages has undergonethe training for manufacturing of different handicraft products out ofbamboo which are available locally.

SKILL UPGRADATION TRAINING PROGRAMME:

Six weeks Skill Up gradation Training Programme was organized at SITD,ADM Square sponsored by MSME Development Institute, Govt. of India,Cuttack in association of Balasore Chamber of Industries and Commerce onFASHION DESIGN which was concluded on 4th February, 2011. 25 nos ofladies were undergone training. Another Skill Development TrainingProgramme is continuing since 4th February’2011 at SITD on BEAUTICIAN.This training is sponsored by MSME Development Institute, Govt. of India,Cuttack and 25 ladies are undergoing training.

REVIEW MEETING ON PROGRESS OF CLUSTER DEVELOPMENT & PMEGPSCHEME IN THE STATE OF ODISHA

A review of progress of Cluster Development & PMEGP Scheme inthe State of Odisha was made by Sri Dinesh Rai, IAS, Secretary,Ministry of MSME, Govt. of India on 10th April’10 in the conference hallof KVIC, Bhubaneswar. Sri Saurav Garg, IAS,

Commissioner-cum-Secretary, Sri Panchanan Das, IAS, Spl. Secretary,Industries Dept. Govt. of Odisha, Sri Hemant Sharma, Director ofIndustries, Odisha, Sri Kabindra Khatai, IAS, M.D., OSFC & OSIC ,SriK.L. Rao, Director, MSMEDI, Cuttack, Sri K.D. Kamble, Dy. CEO(EZ),KVIC,Sri K. Sudhakar, State Director, KVIC, Bankers and representativesfrom different clusters participated in the review. Sri N. C. Pattanaik,General Secretary, BCIC & Sri B.C. Swain, CEO, Participated andpresented the progress of plastic cluster on behalf of Balasore Chamberof industries and Commerce.

INTERACTION MEET Balasore Chamber of Industries and Commerce has organized anInteraction Meet on 19th June’10 for the Members of Trade andCommerce sector to educate them relating to various changes/amendments made on Sales Tax, Income Tax, Service Tax, VAT Rulesand Labor Laws , Reports and returns on these matters. Sri JagadishKhandelwal, Advocate, Sri Mahesh Khandelwal, CA, M/S M. K. Khandelwal& Co. and Sri Sunil Modi, CA,M/s N. Jatania & Co., Balasore attended asResource Persons, and clarified the doubts of the members on variousmatters. Problems like theft at railway stock yard, Balasore, delay inissue of way-bill by Commercial Tax authority etc were discussed in detailand it was decided that the chamber will take up this matter with theappropriate authorities for solving the problems at an earliest possibletime.

Another interaction meet of Members of Balasore Chambers ofIndustries and Commerce on INCOME TAX with Sri A. C. Naik, IRC,CIT, Cuttack was at Hotel Banjara, Balasore on 8th September’10 todiscuss various problems on Income Tax matters and submission ofreturns at ground level. Sri Naik clarified all the doubts of the Membersin detail.

INTERACTION PROGRAMME ON E-SERVICE BY COMMERCIAL TAXDEPARTMENT

An interaction meet on the above topic was organized by Balasore Chamberof Industries & Commerce on 03-03-2011 under the chairmanship of SriHimansu Das, President, Balasore Chamber of Industries & Commerce. SriSurendra Behera, Jt. Commissioner and Sri Subrat Senapati,Dy.Commissioner, Commercial Tax were tha resource persons who haveexplained in detail about submission and preparation of the Tax return withthe Commercial Tax authority. Sri Jagadish Khandelwal, Tax Consultant hasalso presented some salient points to be taken care of during the submissionof Tax return. The resource persons clarified the different problems facedat ground level by the Tax consultants, industries, services, trade andcommerce establishments participated the programme during interaction. PRESS MEET A press meet was organized jointly by Balasore Chamber ofIndustries and Commerce, North Odisha Chamber of Commerce andIndustries and District Small Scale Industries Association, Balasore atHotel Kalinga on 31st August’10. The programme was directed towards theindustrial disturbances relating to labour, transporters and power supplyunder the chairmanship of Sri Himansu Das, President, BCIC. Amongstothers, Sri Debasis Das, President, NOCCI, Sri Sudhir Das,Vice-President & Sri Vivek Bajpai, Secretary, DSSIA, Sri MBS Nair, Sr.President, Emami Paper Mills, Sri Trailokya Mishra, Chairman, ECPIndustries .Sri P.K Kar, Sr. Manager, Birla Tyres and Sri Sanjay Acharya,Sr. Manager, Balasore Alloys were present and expressed their concernon the issues. It is a matter of concern that if this scenario will continue,industries will be affected badly and more than 30,000 families willsuffer. It was unanimously resolved that office bearers of the three

Industry Associations will meet the collector to take timely action sothat disturbances in this industry friendly zone will not be aggravated.

PLASTIC PARK AT BALASORE:

In & around Balasore/Khurda/Berhampur & Rourkela, State Govt. andMinistry of Chemical and Fertilizers, Govt of India, are planning to set upPlastic Parks. Principal Secretary, Industry Deptt.,Govt of Odisha SriT.Ramachandru, IAS had convened the 2nd meeting on 15th December’10relating to establishment of the Plastic Parks and had a detail discussion withthe senior officers of IDCO, CIPET, IPICOL, Finance Dept., Forest &Environ Dept., Energy Dept. and Industry Associations. Sri Himansu Das,President had attended the meeting on behalf of Balasore Chamber ofIndustries and Commerce. The proposed product mix of the Plastic Parksincludes Engineering Plastic Items(Switch gear, Switch board & Switches),Electronics & Telecommunication Materials( PCBs,CDs, DVDs, Cabinets forTV, Mobile cases & Covers),Health Care Products(Blood & Saline pouches,Disposable Syringes, Surgical Trays and Equipments),Automobile Items( Carbumpers, Under hood plastic parts, Wheel caps, Door panels & handles) andexport oriented items( food & frozen food packing materials)

CELEBRATION OF 7TH ENTERPRENURES WEEK :

The 7th Entrepreneurs Week was jointly celebrated on occasion of Jayanti oflate Biju Pattanaik by District Industries Center and Balasore Chamber ofIndustries and Commerce, North Odisha Chamber of Commerce andIndustries and District Small Scale Industries Association on 5th March’11under the Chairmanship of Sj. Sanatan Naik, General Manager of DIC,Balasore. The Programme was inaugurated by Sj. Himansu Das, ManagingDirector, Hari Udyog Pvt. Ltd. The celebration followed by a Road Show onFly Ash and Plastic based Industries. Sri P. K. Mitra, Vice President of BirlaTyre and Sri L. Chandak, Asst. General Manager, Emami Paper Mills, Balasoregave presentation on the use of fly ash and promotion of Fly ash based

industries. Sj. S.K. Choudhury, Manager, CIPET, CPPTC, Balasore gavepresentation on the scope and prospect of Plastic based units. The RegionalManager, OSFC, Balasore requested the entrepreneurs to come up to set upindustries and he will assist for finance. The presentation followed byinteraction and the resource persons clarified all the doubts of theparticipants from the different industrial units. Sri Naik well come all theparticipants and assured all assistance for facilitating industrial growth ofthe district. Sri P. Pravakar Rao, Asst. Manager gave vote of thanks.

Closing ceremony of 7th Entrepreneur’s Week-2011 was organizedby DIC, Balasore under the chairmanship of Sj. Sanatan Nayak, GeneralManager followed by a Seminar organized by MSME Development Institute inassociation with Balasore Chamber of Industries and Commerce on“Industrial Development in the District of Balasore”. The programme wasinaugurated by Sj. Bharat Charan Swain, Director, Institute for IndustrialResearch and Development and expressed his concerned that the Linepromotional agencies have to look after their self employment projects. Hesaid that infrastructure for setting of SMEs is available in the district ofBalasore but there is dearth of entrepreurs. This programme shall encouragethe youths to come up to take up the challenge. Sj. Himansu Das, President,Balasore Chamber of Industries and Commerce grace the occasion as ChiefGuest and encouraged the youths participated to avail the opportunities to bean entrepreneur and not to seek for employment. Maity, General Manager, cttc, Bhubaneswar. SriHimansu Das, President, BCIC grace the occasion as Chief Guest, and Sri B.C.Swain, CEO, BCIC and Sri Asok Mandal, East Zone Co-ordinator, NIDAhmadabad were the Guest of Honor. Sri S.K. SriMaity, explain in detail the different promotional Policies and schemes of DC,MSME, Govt. of India for benefit of SMEs and for their sustainable growth.Sri Himansu Das while appreciating the activity of CTTC and for organizingthis programme at Balasore, requested to all SMEs to take advantage of thesschemes as the experts are coming to our door steps. Sri Charls Tirkey,Empanneled Design Expert, NID, Ahmadabad, presented in detail how thedesign development of product and systems etc effect thr viability andcompetativeness in the market. The programme ended with interactionsession.

EXPO-ODUSHA-2011

National Vendor Development Meet-Cum-Industrial Exhibition wasorganized at Balasore by MSME Development Institute, Govt. of India,Cuttack in Association with Industries Department, Govt. of Odisha,Balasore district Administration and Industries Associations of Balasorefrom 21st to 24th January, 2011. Large, Medium and SMEs includingCottage, Handicraft and SHGs Units besides Central and State Govt.PSUs like NALCO, MCL, Indian Oil Corporation, Regional ResearchLaboratory (RRL), TATA, Reliance Industries Ltd, SIDBI, NSIC, IDCO, CIPET,CTTC, SBI, NABARD, HAL, ITR etc. have participated. Banks, Trade &Commercial houses and Institutions from the state and outside havealso participated. The programme was inaugurated by Sj. R. N. Das, IASChief Public Relation Officer(Rtd) in presence of Honored Guests , Sj.Jeevan Pradip Dash, MLA, Sadar, Sj. Sudarsan Jena, MLA, Remuna, SjArun Dey, Ex-MLA, Balasore, Sj. Sri B. B. Panigrahi, SriSukanst Sahoo and Sri Subash Das all Asst. Managers from MSME Dev elopmentInstitute, Gov t. of India, Cuttack presented the details of promotional differentschemes of Gov t. of India for promotion of SMEs and scope and prospect ofsetting up SMEs in the district of Balasore.

Balasore Chamber of Industries and Commerce organized a workshop onBuyers and Sellers Meet (Vendor Dev elopment Meet) on 23rd January’11under dev elopment of Plastic Cluster to facilitate the sustainable growth ofSMEs. Sri Himansu Das, President, Balasore Chamber of The PSUs, Industries andCommerce presided ov er the programme .Representativ es from PSUs, MotherPlants and SMEs inter acted each other in order to meet the requirement ofPSUs and mother plants by the SMEs.
