The Baker County Board of Commissioners met in a scheduled meeting with the following members present: Chairman, Bobby Steele Commissioner, James Croft Commissioner, Cathy Rhoden Commissioner, James G. REGULAR SESSION
Chairman Steele welcomed everyone in attendance and called the meeting to order. Commissioner Cathy Rhoden led in the invocation and pledge. Chairman Steele requested that the recognition of the Taylor Community as Firewise for 10 years be moved up to #1 on the agenda. Chairman Steele called for approval of the agenda as amended. Commissioner James Bennett moved to approve the regular agenda as amended. Commissioner Jimmy Anderson seconded the motion. The motion carried unanimous. Chairman Steele requested approval of the consent agenda which consisted of:

Commissioner Jimmy Anderson moved to approve the consent agenda. Commissioner Cathy Rhoden seconded the motion. The motion carried unanimous. Chairman Steele called for public comments. There were no public comments. Kennie Downing presented a plaque to Nancy Oliver, Resident Leader for the Firewise Program. Mrs. Downing explained that Taylor is a small rural community located in Northern Baker County consisting of 1,700 acres and is surrounded by Federal, State and private forestland. The efforts of the Firewise Program have reduced the wildfire danger in Taylor significantly since 2008. The Board thanked Mrs. Oliver and all members involved with this achievement. Cheryl Rewis presented a request by Baker County Little League to waive the light usage fee at Knabb and Minger complexes in lieu of updates and repairs to the fields. The upgrades provided by Little League totaled $6,087 in actual costs to date with more plans for upgrades to bathroom facilities to be completed at a later date. With the bathrooms included the total cost provided by Little League totaled $11,000. Commissioner Jimmy Anderson moved to approve the request as presented. Commissioner James

Bennett seconded the motion. The motion carried unanimous. Commissioner Croft suggested the light usage policy be on the agenda for the next Board meeting for discussion. Commissioner Croft stated that he would like to look at the possibility of waiving the light fee for all users. Emily Linder representing the Women’s Center of Jacksonville requested the Board approve a
Proclamation naming April as sexual assault awareness month. Commissioner Jimmy Anderson moved to approve the Proclamation. Commissioner Cathy Rhoden seconded the motion. The motion carried unanimous. Geoffrey Sample representing the St. Johns Water Management District requested the Board approve a Proclamation naming April as water conservation month. Commissioner James Bennett moved to approve the Proclamation. Commissioner Cathy Rhoden seconded the motion. The motion carried unanimous. Joe Pietrangelo, current Interim Health Director for the Baker County Health Department, introduced himself to the Board. Mr. Pietrangelo stated he was pleased with the local health department and would like to be appointed to the position permanently. Mr. Pietrangelo stated that the State Department of Health would handle the recruitment for the position and would present their recommendation to the County to confirm or not. The Board directed staff to submit a letter to the State Department of Health requesting that they begin the recruitment process for the position. Kennie Downing presented a recommended bid award for CR 229. Mrs. Downing stated that this project was funded by FDOT through the SCOP program. Mrs. Downing stated that staff recommended award to the low bid, Anderson Columbia in the amount of $551,185.10. Commissioner James Bennett moved to approve the bid as recommended. Commissioner Jimmy Anderson seconded the motion. The motion carried unanimous. Chris Volz presented two grant applications for the E911 program. Mr. Volz stated the first grant application totaled $4494 for the purchase of PAC IIs. The second application totaled $7366 for the purchase of support software for the 911 system. Mr. Volz stated both grants were 100% of the cost and required no match. Commissioner James Bennet moved to approve the applications as submitted. Commissioner Jimmy Anderson seconded the motion. The motion carried unanimous. Cheryl Rewis presented Resolution 2018-18 amended the budget to include the two grants presented by Mr. Volz into the budget. Chairman Steele called for additional comments. Hearing none, the motion carried unanimous. Commissioner James Bennett presented information regarding the right-of-way along Nursery Boulevard. Commissioner Bennett explained upcoming Nursery Blvd. improvements will necessitate an additional 15 feet of western Right-of-Way, taking in that dimension of the eastern property boundary of the proposed Glen Oaks RV Resort property. The conveyance of this strip of land from the RV Resort to the County will enable adequate Right-of-Way width needed for paving and drainage improvements of the road. This conveyance will impact the county-regulated setbacks on that property line owned by the RV Resort. The impacted property boundary does not abut lands owned by other private property owners, only the County. As such, the County Community Development Department can grant an administrative variance to its self-imposed setbacks. Currently, the approved Planned Unit Development for the subject RV Resort allows a minimum setback for recreational vehicles and buildings of fifteen feet from the property line. The Community Development Department will work with the RV Resort property owners to determine a mutually agreeable, modified setback on the subject property line that does not adversely affect either party or the general public. Commissioner Bennett moved to approve as presented. Commissioner Jimmy Anderson seconded the motion. The motion carried unanimous. Kennie Downing presented Resolution 2018-21 accepting FDOT reimbursement for work the County performed on state roads during Hurricane Irma. The total reimbursement for work done to CR 122, CR 23A and CR 125 was $26,565.35. Commissioner Jimmy Anderson moved to approve and read by title. Commissioner James Bennett seconded the motion. Cheryl Rewis presented Resolution 2018-21 adding funds to the budget from general revenue to cover the expenditures on damage to an EMS cab that is being remounted on a new chassis. Mrs. Rewis stated the cab was damaged during a vehicle accident and went unnoticed until now. The damage allowed water

Kennie Downing requested updates on the BCDC member vacancy. The Board stated they all had been working on a member for recommendation but were not ready at this time. Staff will add this item to the pending business report until more information is available. Kennie Downing presented the vision and mission statement for consideration. MISSION: To provide quality government services in a fair, professional, and courteous manner. Services shall enhance and protect the health, safety and welfare of those who live and work in Baker County. VISION: Baker County strives to be a place of opportunity for all, and is a great place to live, work, play and operate a business. We encourage growth while being good stewards of the natural and economic resources. We value and maintain our unique rural character while encouraging diversity and inclusiveness. There’s a feeling of unity where neighbors respect each other through
dialogue, litter-free landscapes, and through safe, law-abiding lifestyles. We are committed to partnering with others in our community who share a dedication to making life better for our citizens and making residents proud to call Baker County “home”. Commissioner Bennett suggested adding language to the mission statement reflecting those that visit Baker County as well. Commissioner James Bennett moved to approve the mission and vision statement. RESOLUTION 2018-22
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BAKER COUNTY, FLORIDA, UPDATING THE BAKER COUNTY VOTING PRECINCTS; PROVIDING FOR POSTING AND FILING OF COPIES; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, pursuant to Article VIII, Section 1(e) of the Florida Constitution, Section 101.001, Florida Statutes, and Baker County Resolution 2017-31, the County districts were amended; and,
WHEREAS, the Baker County Board of County Commissioners with the recommendation and approval of the Supervisor of Elections, desires to alter precincts for voting in the county, and each precinct is numbered and, as nearly as practicable, composed of contiguous and compact areas, and the proposed precincts will be changed with the consent of the Supervisor of Elections and a majority of the members of the board of county commissioners; and,
WHEREAS, the Supervisor of Elections and the Board of County Commissioner of Baker County, Florida find as a matter of fact that the following described precincts with their boundaries as set forth herein meet the requirements of law.
NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners of
Baker County, Florida that in Baker County, Florida the voting precincts are amended as follows:
The Baker County Voting Precincts are hereby amended to reflect the districts described in Baker County Resolution 2017-31, and the voting precinct map which is attached hereto as Exhibit “A” and incorporated by reference.
BE IT FURTHER RESOLVED that pursuant to Section 101.001(4), Florida Statutes, a copy of this Resolution shall be posted at the Supervisor of Elections Office within ten (10) days, and the Supervisor of Elections shall make in writing and post with this Resolution an accurate description of any new or altered precincts, setting forth the boundary lines and shall identify the location of each new or altered polling place. I am so excited and appreciative for this opportunity. I spoke with Rich this morning and we wanted to provide you guys with some information. We will set up a table for the event which I will man. We will ask board members that can to attend as well. At our table we will have brochures and information about PCC. With power we can also show attendees our statewide cold case database, our Faces of Unsolved Homicide page and our Cold Case Spotlights. Also, we have been working with the Jacksonville Sheriff’s Office and the Baker County Sheriff’s Office on a joint jurisdictional cold case. A young woman was reported missing from Jacksonville and a year later her remains were found in Baker County. My hope is to feature this case on one of our TV station cold case series. If that happens we may be able to promote the Possum in the Park event on TV too. The Action News Jax Project Cold Case series is usually done with a TV spot, a podcast and a follow up interview with me on Action News Jax Sunday. Hopefully we can time the segment right around the event. One last thing, Rich said you might be doing raffles during the event. We received 4 tickets to Wild Adventures in Valdosta, GA for our January event but they didn’t show up until the Monday after the event. The tickets are good until the end of the year. I need to locate them as we are in the middle of an office move but I’d like to throw those in the mix if it’s okay with you all. Re: Award of Bid# 2018-01 Multiple Facility Roof Repair/Replacement Hurricane Irma
BACKGROUND The County issued Bid# 2018-01 seeking bids from qualified roofing contractors repair damaged areas on several buildings due to issues caused by Hurricane Irma. The buildings included in this Bid were Community Development, Animal Control, Sanderson Community Center, Sanderson Fire Station and the Administration Office. In addition, we requested alternate quotes on these buildings for the complete roof replacement in shingle and galvalume. A mandatory pre-bid meeting was held on March 1, 2018 at 10:00 a.m. The meeting was attended by Shannon Whitfield, Sara Little and representatives from eight roofing contractors. DISCUSSION Bid responses were due March 15, 2018 by 3:00 p.m. Five responses were received and are detailed in the attached spreadsheet. After reviewing the bid responses, staff is recommending the Board award Bid# 2018-01 to Plumb Level Construction. The project is to be discussed further during the Board meeting. FINANCIAL IMPACT
With the exception of the Sanderson Fire Station, funds have not been budgeted for this project. Should the Board decide to move forward funding would be transferred from reserves to cover the expense.

BACKGROUND The County issued RFP 2018-02 seeking qualified forest management, timber or harvesting companies to manage the replanting, thinning and sale of timber located in St. Mary’s Shoals Park. This company would carry out the detailed plan previously adopted by the Board for the next 4-years regarding forest management at Shoals Park. DISCUSSION Thirty-One companies were notified regarding RFP 2018-12 by either email or direct mail, of those two responses were received. Staff has reviewed each response and ranked on a 100 point system based on the following criteria:
1. Reference on past projects – 40 points 2. Ability to comply with Project Schedule – 15 points 3. Management Approach – 20 points 4. Cost Proposal – 25 points
After reviewing the bid responses, staff is recommending the Board award RFP 2018-02 to Jowett and Wood based on the ranking as seen in the attached spreadsheet.

Re: Recruitment of Community Development Director
As you are aware, Chris Milton, Community Development Director, has accepted another position in the private sector and his last day is scheduled for April 20, 2018. While we are saddened by the news that Mr. Milton will no longer be a County employee we are excited for his future! At this time, staff is requesting Board approval to move forward with recruitment for this position and salary range as listed in the attached job description. Recruitment procedures, including interviews and ranking, will be made by the Board of Commissioners per County policy relating to hiring of Directors.
JOB OVERVIEW Under the direction of the County Manager, directs the activities of the Community Development Department. Performs professional and administrative work with the County’s Planning, Zoning, Housing, Code Enforcement, Building and Economic Development activities. The Building division is currently operated under a professional services contract. Incumbent exercises independent judgment in determining work methods within guidelines of the Baker County Land Development Code and comprehensive plan. The Community Development Director promotes the County as a positive location for future development. Work is reviewed through oral and written assignments and results obtained. Performs other work as requested. Hiring of this Department Head position shall rest with the Baker County Board of County Commissioners. MINIMUM QUALIFICATIONS Completion of a bachelor’s degree program in urban/regional planning, economic development, community development or a related field from an accredited college or university and two years of planning, zoning, or building experience. Any combination of equivalent education, training, and experience will be considered. Must maintain a valid State of Florida driver’s license. Applicants who possess a valid out of state driver’s license must obtain the Florida driver’s license within 10 days of employment.
Salary $50,000-$60,000 depending on experience.

As the current EMS Director, David Richardson, will retire in May 2019, we’d like to begin discussion of recruiting a Fire/EMS Chief and Deputy Fire/EMS Chief. Attached are job descriptions for your consideration for a Fire/EMS Chief and Deputy Fire/EMS Chief. Staff is requesting the Board to: 1) Approve the job descriptions, 2) Set a salary range for each position, and 3) Authorize the recruitment process for the Fire/EMS Chief at this time.
Our hope is to complete the Fire/EMS Chief hiring process and have him/her on board by January-February 2019 in order to train with David Richardson before he leaves. Also attached are the various places we’d like to advertise in addition to the Baker County Press. All existing staff, including volunteers, and other interested parties are welcome to apply for the positions.
When the Chief is ready and comfortable, he/she will request to start the recruitment process for the Deputy Fire/EMS Chief. It is important to note, that the Deputy Fire/EMS Chief is not hired by the Board, but by the County Manager. Secondly, the Board is requested to discuss the salary for each position. JOB OVERVIEW Baker County, Florida seeks a hands-on Fire/ EMS Chief responsible for the day-to-day operation of the Baker County Volunteer Fire Department and EMS Department. Currently, the fire department is an “all volunteer” department made up of 30 volunteers and the EMS department has 20 FT staff and 20 on-call. The Fire/EMS Chief is a new position that is currently held by the EMS Director who oversees EMS operations and the Fire Chief. The County is looking for an outstanding manager and leader to be its first Fire/EMS Chief as the County wants to transition from two separate departments into one consolidated department, and hire full-time firefighter personnel to work side by side with the volunteers. ABOUT BAKER COUNTY Baker County is one of Florida's First Coast counties located in Northeast Florida, 30-45 minutes west of Jacksonville and the Atlantic Ocean. The County borders the state of Georgia to the north, and is 140 miles from the State capital in Tallahassee.
Baker County has a population of 27,000 with one incorporated city: Macclenny (population 5,000); and one incorporated Town: Glen St. Mary (population 500). Most of the County’s land mass falls in the unincorporated area and Glen St. Mary and is served by the Baker County Volunteer Fire Department. The EMS department services the entire county. Primarily a rural county with numerous dirt roads, Baker County has seven fire stations and one main EMS station. Baker County is projected to grow rapidly due to its prime location and the availability of five interchanges on Interstate 10, which crosses the county from east to west.
The Baker County Board of County Commissioners operates under a Commission -County Manager form of government and provides a full range of government services including but not limited to: Administration, Fire protection, EMS Services, Animal Control, Public Works, Community Development, Library, Veterans Services, Extension Services, Information Services, Maintenance, Parks & Recreation, and Human Resources. MINIMUM QUALIFICATIONS A Bachelor’s degree from an accredited college or university, with a major in administration,
management, fire services or a related field, is required.
A minimum of 10 years of progressively responsible experience in Fire and Rescue Services and at least two years as a manager overseeing the efforts of at least 30 employees and multiple fire stations.
While it is not necessary that a candidate be presently certified in Florida, he/she must obtain
the following certification within six months-one year of being hired:

The individual must become familiar with Florida Administrative Code 64J-1.001 regarding Emergency Medical Services. The individual will serve as a trusted advisor, partner and supporter of the Board and staff. He/she will work very hard, be responsive with a “can do” attitude and exhibit excellent independent judgement as well as the highest level of professionalism, integrity, ethics, and dedication.
The ideal candidate will be an outstanding communicator. The individual will be comfortable speaking to and communicating effectively with people from all walks of life. He/she will be straightforward while being diplomatic. The next Chief will be an excellent presenter to both the Board and to citizens’ groups, but also communicate extremely well with staff up and down the ranks. The County is facing some very difficult challenges financially. Successful resolution will depend on the next Chief establishing a strong rapport with the Board and employees and finding solutions that work well for citizens and the staff. Demonstrated successful experience in collective bargaining and creating win-win solutions will be essential. The individual will realize listening is an important part of communications. Customer service will be very important to the individual and expect it to flow throughout the organization. The County wants someone who is a problem-solver with a track record of success and of optimizing resources. He/she will be creative, think outside the box and, given the very tight resources, be relentless in seeking ways to optimize those the County has. When confronted with, “We have always done it this way,” the individual will respond with, “Yes, but why is it the best way?” It may, in fact, be the best methodology but that will need to be demonstrated.
The Chief will be a leader who can inspire the employees and take the department to the next level. The individual will not be someone who spends all day behind a desk but someone who puts on bunker gear and works side by side with staff, arrives unannounced at stations to chat with the crews—to hear their ideas and get their input. Member Agreement
This Agreement ("Agreement") is made between
and the Multi-State Information Sharing and Analysis Center of the United States (MS-ISAC), a division of the Center for Internet Security.
The MS-ISAC will enable information sharing, analysis, gathering and distribution in a secure manner using facilities and methods designed to permit individual Members to submit information about security threats, vulnerabilities, incidents, and solutions securely. Only MS-ISAC members have access to review and retrieve this information. When submitting information to the MS-ISAC, Primary Custodians will identify information to the MS-ISAC in the following categories:
Category A: information that is provided only to the MS-ISAC and will not be shared with the MS-ISAC members or others except as authorized by the Primary Custodian. Category A information also consists of any non-categorized information provided to the MS-ISAC and/or pre-cleansed category B information.
Category B: information which is shared with the MS-ISAC and in consultation with the Primary Custodian is cleansed by the MS-ISAC of all identifying information and then, consistent with applicable laws, will be shared only with MS-ISAC members, or the Department of Homeland Security consistent with paragraph six (6).
Category C: information which is shared with the MS-ISAC and does not need to be cleansed and may be shared within the MS-ISAC and outside the MS-ISAC as appropriate.
MS-ISAC members acknowledge that Primary Custodian has certain cyber and/or critical infrastructure information and material that is exempt from disclosure to the public or other unauthorized persons under federal or state laws including the Homeland Security Act of 2002 (6 U.S.C. § 133). MS-ISAC members may provide access to this information and material in order to facilitate interstate communication regarding cyber and/or critical infrastructure readiness and response efforts. These efforts include, but are not limited to, disseminating
early warnings of physical and cyber system threats, sharing security incident information between U.S. states, territories, the District of Columbia, tribal nations and local governments, providing trends and other analysis for security planning, and distributing current proven security practices and suggestions. As a participating member of the MS-ISAC, Primary Custodian agrees that when sharing this information with MS-ISAC members it will do so through the MS-ISAC in accordance with the categories established in this document. MS-ISAC members agree to the terms and conditions contained in this Agreement.
NOW THEREFORE, in consideration of the above promises recited herein, the parties agree to the following:
Definitions:
1. Primary Custodian – the entity that developed or owns the Data. Each collection of Data (database, file, etc.) shall have a single Primary Custodian.
2. MS-ISAC members – the members (U.S. states, territories, the District of Columbia, tribal nations and local governments) who may be in possession or use of Data acquired from the Primary Custodian or from the MS-ISAC.
Purpose:
3. MS-ISAC members acknowledge that the protection of Category A information is essential to the security of Primary Custodian and the mission of the MS-ISAC. The purpose of this Agreement is to enable Primary Custodian to make disclosures of Category A information to MS-ISAC while still maintaining rights in, and control over, Category A information. The purpose is also to preserve confidentiality of the Category A information and to prevent its unauthorized disclosure. It is understood that this Agreement does not grant MS-ISAC or members an express or implied license or an option on a license, or any other rights to or interests in the Category A information, or otherwise. If Primary Custodian retracts any information it sent to the MS-ISAC, then, upon notification by the Primary Custodian, the MS-ISAC will destroy such information and all copies thereof, and notify MS-ISAC members to destroy the information. If an MS-ISAC member is unable

to destroy the information based on applicable law, then the member will continue to maintain the confidentiality of the information consistent with this agreement. Upon receiving such notification, MS ISAC members will destroy such information and all copies thereof.
MS-ISAC and Member Duties:
4. MS-ISAC and members who are authorized by the Primary Custodian to receive Category A information shall, and shall cause their contractors, subcontractors, agents or any other entities acting on their behalf (hereinafter referred to as the “Affiliates”) to:
(a) copy, reproduce or use Category A information only for the purposes of the MS-ISAC mission and not for any other purpose unless specifically authorized to do so in writing by Primary Custodian; and
(b) not permit any person to use or disclose the Category A information for any purpose other than those expressly authorized by this Agreement; and
(c) implement physical, electronic and managerial safeguards to prevent unauthorized access to or use of Category A information.
Such restrictions will be at least as stringent as those applied by the MS-ISAC and/or members to their own most valuable and confidential information.
MS-ISAC agrees to promptly notify Primary Custodian of any unauthorized release of Category A information.
5. MS-ISAC and members will not remove, obscure or alter any notice of patent, copyright, trade secret or other proprietary right from any Category A information without the prior written authorization of Primary Custodian.
Multi-State ISAC Duties:
6. The MS-ISAC and members may share with the Department of Homeland Security (DHS) pursuant to 6 U.S.C. § 133, Category A, B, and C information, unless the Primary Custodian has designated in writing that the information in question cannot be shared with our federal partners. All other information is voluntarily submitted and may be shared with the Federal Government with expectation of protection from disclosure as provided by the provisions of the Critical Infrastructure Information Act of 2002.
7. If any third party makes a demand for any Category A or B information, the MS-ISAC or member shall immediately forward such request to the Primary Custodian and consult and cooperate with the Primary Custodian and will make reasonable efforts, consistent with applicable law to protect the confidentiality of the information. Primary Custodian will, as needed, have the opportunity to seek judicial or other appropriate avenues of redress to prevent any release.
8. In non-emergency situations, as part of its multi-state communication sharing efforts, the MS-ISAC may prepare written reports. For such reports, the Primary Custodian shall be provided a period of time to review such reports, papers, or other writings and has the right to edit out its Category A information, correct factual inaccuracies, make recommendations and comments to the content of the report, and append comments to the final version of the report. The MS-ISAC members and Primary Custodian agree to work together in good faith to reach mutually agreed upon language for the report. If the parties are unable to reach agreement on an issue, Primary Custodian has the right to edit out its Category A information.
General Terms:
9. Should any court of competent jurisdiction consider any provision of this Agreement to be invalid, illegal, or unenforceable, such provisions shall be considered severed from this Agreement. All other provisions, rights, and obligations shall continue without regard to the severed provision(s).
10. The term of the Agreement shall continue so long as Primary Custodian remains a member of the MS-ISAC, and paragraph 3 the obligations of confidentiality as provided herein shall survive the expiration of this Agreement.
11. This Agreement will be construed and enforced in all respects in accordance with United States (U.S.) federal law or other applicable laws as addressed herein.
12. This Agreement contains the entire understanding between the parties with respect to the proprietary information described herein and supersedes all prior understandings whether written or oral. Any modification, amendment, assignment or waiver of the terms of this Agreement shall require the written approval of the authorized representative of each party.

WHEREAS, in 2003 Governor Jeb Bush, by executive order, identified fourteen counties (Baker, Bradford, Columbia, Dixie, Gilchrist, Hamilton, Jefferson, Lafayette, Levy, Madison, Putnam, Suwannee, Taylor, and Union) as one of three Rural Areas of Opportunity (RAO), and that this designation was renewed in 2008; and 2013; and
WHEREAS, the North Florida Economic Development Partnership (NFEDP) was created as the regional organization to work in cooperation with the 14 counties to promote and improve economic development throughout the North Central Florida region; and
WHEREAS, the various counties and municipalities in the NFEDP’s region request that
Governor Rick Scott renew this designation as a Rural Area of Opportunity; and
WHEREAS, the NFEDP in cooperation with and through the support of the 14 counties, all municipalities within the 14 counties, all Local Workforce Development Boards serving the region, and corporate sector partners, has made great strides in improving the economic outlook for the North Central Florida RAO by assisting with recruiting new industries, supporting infrastructure projects and working together with local communities and other organizations such as Enterprise Florida, DEO, DEP, FDOT, and the Governor’s Office; and
WHEREAS, notwithstanding the progress that has been made since 2013 there is still much work that needs to be done to help these fourteen counties and the region strategically plan and actually compete for economic development projects, and to retain and expand existing businesses to generate jobs and wealth in the region.
NOW, THEREFORE, BE IT RESOLVED, that the Baker County Board of County Commissioners does hereby express its support of the following:
1. That the designation of the North Central Florida Rural Area of Opportunity (RAO) continue
to apply to Baker, Bradford, Columbia, Dixie, Gilchrist, Hamilton, Lafayette, Levy, Madison, Putnam, Suwannee, Taylor, and Union counties; and
2. The continuation of all Regional Rural Development Grant funding be continued and expanded
for the North Central Florida Economic Development Partnership (NFEDP) through funds appropriated by the Florida Legislature and administered through the Florida Department of Economic Opportunity, Enterprise Florida, Inc., and/or other designated agencies.
