Port Bailey, Kodiak Island AlaskaOverall Structure:

The former Wards Cove Processing Plant at Port Bailey, Alaska is owned by Port Bailey Wild, LLC.  The Plant is located approximately 40 mi. north of Kodiak, Alaska, just north through Whale Pass from Port Lions:

Access to Port Bailey is through the main airport at Kodiak.  From Kodiak it is a short seaplane ride to Port Bailey.  Alternatively, you can drive to the road end at Anton Larson Bay, and from there travel by boat through whale pass to Port Bailey.Kodiak, Alaska, is located 250 miles SSW of Anchorage:

The cannery at Port Bailey was operated for most of the 20th century.  Its location near the northwest coast of Kodiak Island allows for substantial production of Sockeye (Red), Pink (Humpy), Chum (Keta) and Coho (Silver) Salmon.  There is substantial halibut and black cod (Sablefish) in the area.  The Plant produced millions of pounds of canned salmon each year until it was closed in the late 1990s.

Port Bailey is approximately four hours by fishing vessel closer to the Northwest fishing grounds than Kodiak.  It is a more desirable delivery location and has lower tender costs than the plants located in the city of Kodiak.  Many fishers in the surrounding areas traditionally delivered to Port Bailey, have a substantial allegiance to it, and can be reasonably expected to again deliver to Port Bailey if a sound commercial operation is established.

In addition to the commercial potential for Port Bailey, it is surrounded by optimal sportfishing and hunting areas.  Historically, commercial and sportfishing facilities have been separated.  However, high tech processing and sport activities are not inherently incompatible.  Properly planned they are complementary.  There are sufficient facilities, buildings and land available to accommodate both a commercial operation and a sportfishing/hunting operation on the same property.

The General facilities at Port Bailey include a Store, a fully equipped Laundry, a complete Machine Shop, an Infirmary, electric generating capacity, Fuel, a more than adequate water supply, extensive storage for commercial fishing supplies, and deepwater mortgage for large vessels.

The processing plant is located in four contiguous buildings and includes icemaking capacity, a large fish processing area with modern surfaces, modern blast freezers with the capacity of more than 200,000 lbs. per day, large packaging and warehousing areas, a

cold storage with approximately 1.5 million pounds capacity, fish handling equipment, cranes and associated equipment.

Description

Port Bailey is divided into 2-parcels equaling 27 acres with 48 acres of tidelands with the majority of the camp being on the 12 acre parcel.  Since it’s construction in 1936, Port Bailey has been used as a prime location for several different uses, primarily fish processing.

For a number of years, Kadiak Fisheries contemplated moving its base of operations from Kodiak.  Actual work began in 1936 when foundations were laid at Dry Spruce Bay off Kupreanof Strait on the northwestern part of Kodiak Island, but construction did not take place until the fall of 1937.  At the time, company vice president and general manager F. Howard Bailey started work at what became known as Port Bailey, named in honor of this man who had been with the company since 1932.

The cannery, warehouse, dock and smaller out buildings were nearly completed that fall.  To develop hydroelectric power, a mile and a half of pipe was laid to bring water to a water-wheel operating a 125 horse power generator.

In the spring of 1938, Bailey and a crew of machinists and carpenters sailed north on the company tender MINNIE B with instructions to complete the cannery before the opening of the fishing season.  Two lines of American Can Company canning machinery were set in place in addition to overhauled and modernized machinery from the Kodiak plant.

The operation of the new Port Bailey plant received the company’s full attention.  The company permanently closed its Kodiak plant, placed the Shearwater Bay plant on watchman status, relinquished a lease with Shelikof Packing Company at Zachar Bay, and closed its plant at Carmel.  The pack for the first season totaled 106,956 case 72% pink salmon.  Thus, began a long history of packs, most of them about 100,000 cases.

The three legal gear types harvested salmon for Kadiak Fisheries.  In 1944 the total catch for both Port Bailey and Shearwater was 55% from traps, 37% from purse seines and 8% from gillnets.

Kadiak Fisheries, Inc made every effort to have the most modern, efficient operation possible.  Like so many other packers, the company maintained a modern fleet of tenders, pile drivers, and fishing boats.  In 1941, the power scow DUCHESS arrived in Kodiak waters to brail and tender the company traps and pick up fish from seiner's.  Considered the largest most powerful scow built for the salmon industry, the DUCHESS was 84 by 26 feet with a capacity of 75,000 to 80,000 pink salmon.  Her most striking feature was the V-bottom construction combined with a “shovel-nose”, instead of the usual square-ended construction.  Designed and built by Maritime Shipyards, Inc. of Seattle, she was the first V-bottomed scow and only the second scow to have the “shovel-nose” design.

Kadiak Fisheries built a number of “baby” seine boats between 1942 and 1945 to replace the old power skiffs built about 1931 and considered to be too slow, too small, and not seaworthy for fishing conditions around Kodiak.  Most of the new boats were in the 30- to 36 foot range, 60% of them with no deck so that they could be used for holding fish.  Rollers replaced the conventional seine tables on the stern and on both sides of the cockpit to facilitate handling of the nets.  The 36 foot boats mainly brailed and carried fish from the “jitney” boats.  In 1945 the additions to the fleet were also small, shallow draft, V-bottom craft, but with aft deck fully covered and turntable to handle the seine. These boats proved to be better for fishing in the rough waters of Shelikof Strait.

During the tow from Seattle to Port Bailey in 1945, the company lost a new wooden pile driver scow in a snow storm, and it was found shattered on the shore of Shuyak Harbor.  Kadiak Fisheries replaced the pile driver with tone built of steel, the first such pile driver on the North Pacific Coast and probably in the world.  Hydraulic Supply Manufacturing Company of Seattle constructed the pile driver from designs by H.C. Hansen.

Not only was the company innovative in the design of its fleet and cannery, but it tried to provide pleasant working conditions for its employees in the cannery.  The company installed a juke box with loud speakers strategically placed about the plant.  One of the speakers on the dock allowed music to be heard over the water and adjacent hills.  The repertoire ranged fro the “latest popular hit to “Indian Love Call” with generous

sprinklings of the much-in-demand polkas and schottisches”.  A Kodiak newspaper reporter editorialized, “We can’t think of anything more appropriate than canned music for canned salmon.”

The call “FIRE”, the most dreaded word at a remote cannery, echoed off the hillsides on the late afternoon of August 16, when morning came, only smoldering piles and Oriental bunkhouse, and the cookhouse remained.  The fire started in the net loft and then swept through the cannery and warehouses where 14000 cases of salmon were stored.  The blaze proved more than the fire fighting equipment at PB could contain, and a Navy tug and a Coast Guard boat from Kodiak arrived too late to save the cannery.

Fortunately no one died in the fire.  About 200 laborers, with their bags packed at the end of the season, took to the hills and the nearby island to avoid the fire.  A group of 40 Filipino workers had left a short time before the blaze and reached Ouzinkie before hearing of the disaster.  Clean-up began soon after the fire.  Some 600 cases of salmon were reprocessed on the floating cannery SKARSTONE of Cape Douglas Canning Company.

The decision to rebuild the cannery on the former location first required the removal of the ruined, melted machinery and metal fittings, all of which had fallen into the bay: a job accomplished by a crew of 35 men.  The 800 pilings had to be pulled after an examination showed that the fire had burned into the centers of the old piles.  This proved to be a tedious and difficult task.

Fortunately the new steel pile driver had been undamaged in the fire, and it drove over 1000 creosoted piling for the new dock and cannery.  Otto. E. Olsen (superintendent of the Shearwater Bay Plant) supervised the work.

Nothing seemed easy.  All shipping to Alaska had been canceled as a result of a coast wide maritime strike, and the piling and timbers had to be loaded aboard a Foss barge and towed North.  Seine boats also made trips with smaller loads.  Once at PB, a severe winter brought unusually heavy snow.  Somehow all of these difficulties were overcome and the dock was built in November and December and completed mid-January of the next year. 

The company decided to use prefabricated steel buildings for the new cannery, because of the speed with which these structures could be erected and their ease in shipping.  The shipping strike continued to tie up all freighters during the fall of 1948, and so the main cannery building, 60 by 200 feet, had to be carried north knocked-down aboard the company’s 75 foot tender FOREMOST.  After its arrival, construction began on Feb. 1 1949.

Electric power was provided by two General Motors diesel engines, each driving a 300 kilowatt, 3 phase, 220 volt generator, one Caterpillar diesel driving a 75-kilowatt generator, and one 75 kilowatt hydroelectric generator.  Individual electric motors drove all of the equipment in the cannery, except the reforming line.

The cannery had three Iron Chinks which fed American Can Company canning lines, but the reforming line was placed on the main floor, different fro usual cannery practice.  Another unusual feature was the “merry-go-round” rotary slime tables, and idea developed by Don Mullis, foreman at the Shearwater plant.  These tables had the advantage of using a negligible amount of power, eliminating conveyor belts and pulleys, and simplifying cleaning since all surfaces was smooth and accessible.  Flake-ice machines, similar to those installed during the 1948 season before the fire, provided ice for company tenders.

Port Bailey, the first major salmon cannery to be built following World War II, was designed to provide the high standards and concepts of a modern food packing plant.  Its construction took less than a year thanks to the enthusiastic, loyal management of Kadiak fisheries, inc.  the general manager and vice-president of the company, F. Howard Bailey; the cannery superintendent Gordon Jenkins; and the outside superintendent, Charles P. “Chuck” Turner.

Bailey died in Seattle in spring 1951, and Turner succeeded him as vice-president and general manager.  Turner had joined the company in 1937, first as a tender skipper, then as an outside foreman, and finally as a cannery superintendent.  Later he became president of the company.  In 1952, Earl Sifferman became superintendent, a position he held into the 1960’s.

The Port Bailey plant continued to can salmon, except for 1963 and 1967.  In 1962, it hit a record pack of 188000 cases and paid the resident fishermen some $1,346,578 for their salmon. 

Columbia-Wards Fisheries purchased Port Bailey plant in 1968, and sold to Port Bailey Wild Enterprises, LLC in 2003.
