InformationAffairsAuthority,Bahrain,August282011 :Inaspeechmarkingthefinaldaysof

theHolyIslamicMonthofRamadan,HisMajestyKingHamadbin IsaAl-KhalifaofBahrain

hassaidthathisGovernmentsaspirationisfortoleranceandforshunningviolence,and

notforexcessivepunishmentthataffectsourunity,cohesionandnationalco-existence.

InatelevisionaddressbroadcastonSundayeveningonBahrainTelevision,andrelayedon

other television and radio stations, King Hamad spokeof reconciliation. Whenwe see

workersattheirplacesofworkandstudentsattheirlearninginstitutions,whilesomeother

workersarenotworkingandsomeotherstudentsarenotstudying,weareprompted,he

said,tolookintotheirsituationinordertohelpthemjointheircolleaguesandclassmates.

Such an accomplishment will benefit the workers, the students, their families and the

wholenation,saidKingHamad.Theseareourorderstotheconcernedinstitutionsandtheyshouldimplementthemmorequickly.

TheKingsremarkscomeasmorethan400Bahrainistudents,whoweresuspendedduring

theunrestearlierthisyear,werethisweekreinstated.

Referringtothosewhowerechargedwithcrimesinthepast,KingHamadsaideventhough

wedonotwishtointerfereintheprocessofjusticeandtheapplicationofthelaw,westress

thatallcivilcaseswillhavetheirfinalrulingissuedincivilcourts.

KingHamadnotedthatthepastmonthsofthisyearhavebeenpainfulforallBahrainis,but

hesaidthattheHolyMonthofRamadanhascontributedtotherestorationofcohesionandmadeusallrecallourtraditionalinteractions,compassionandfraternity.

Referringtotheinternationalcommissionofinquirythathesetuptolookintotheunrestof

earlier this year, King Hamad said the decision to set up the Bahrain Independent

Commissionof Inquiry(BICI)wasthebest indicationofour fullcommitments toknowing

thewholetruthandtogivingpeopletheirrights.

HealsocommendedtheoutcomeoftheNationalDialogue. Youragreementsonfurther

reformsarehighlyappreciated,deeplywelcomedandgreatlysupported,saidKingHamad.

Regularmeetings and shunningdivision within the same nation are good traditions that

mustbeperpetuated.

security, faith, peace, health and well-being. We do hope that our beloved nation will

Whoevercontemplatestherecentdevelopmentsappreciatesthattheonlywayoutandthe

idealmannertoresumeprogressistoachieveunityandshundivisions,asorderedbyGod

whosaid:"AndholdfirmlytotheropeofAllahalltogetheranddonotbecomedivided"(Al

Imran-103).

TodaytheMuslimnationhasthedutytomovepastitsdifferencestowardsunityinaworldthat recognizesonly power. Power canbe achieved, after reliance onGod, only through

alliancesbuiltuponunityandcohesion.

Thenationisendowedwitharichcivilizationofcommontraitsthatcanreinforceitsunity

builtuponrobustpillars.

ThenationhasoneQibla(prayerdirection),oneBook,oneMessengerandoneGodwhohas

nopartner.Theunityofthenationisadreamthatitsloyalpeopleseekanditswisemencall

The last fewmonthswere painful for all ofus, and even thoughweall live inthe same

country,somehaveforgottenabouttheinevitabilityofco-existence.

Wemust not swerve from our trust and faith in our common future, regardless of the

diversityofoursects.Otherwise,we loseourtrust inoneanotherasbrothers,colleaguesandcitizensinthisbelovedcountry.

Weallgrewuponthisgoodlandthatbringsallofustogether.Ourhistorytestifiesthatour

co-existencehasplacedournationamongtheWorld'smostcivilized,openanddeveloped

countries.Noneofuswantstolivealonewithhissectandtoexcludetheothers.Oursuccess

is inourcordial co-existencewith itsvarious cultures butwith itsdefinitepatriotismand

civilization.

TheholymonthofRamadhanhascontributedtotherestorationofthecohesionandpure

hearts of our people and made us recall our traditional interactions, compassion and

fraternity thatwere an integral part ofour growingup. This is thebest indicationof thegenuinenatureofourpeople,aswellasofthestrengthoftheirfaithandthedepthoftheir

allegiance.

Dearbrothers,

Our responsibility is to launch initiatives that achievewhat wewould like to see in our

people.Weare,thankGod,stronginourfaithandintheunityofourpeople.Thisstrength,

however,doesnothinderusfromconfrontingmistakeswhentheyaremade.

Despiteourfullcommitmenttoachievingsecurity,safetyandtranquilityforourpeople,we

donotwantanyprejudicetoanyofourcitizensintheirsecurity,freedom,sourceofincomeoreducation,inawaythat resultsinbitternessandthataffectstheir contributionsto the

nation.

Ouraspirationisfortoleranceandforshunningviolence,andnotforexcessivepunishment

thataffectsourunity,cohesionandnationalco-existence.Suchawishrequiresthatwebuild

bridgesofcordialityandfriendshipsothatourheartsconvergeforthesakeofeverybody's

interests.

Whenweseeworkers at their placesofwork andstudentsat their learning institutions,

whilesomeotherworkersarenotworkingandsomeotherstudentsarenotstudying,we

are prompted to look into their situation inorder tohelp them join their colleaguesandclassmates. Such anaccomplishmentwill benefit theworkers, thestudents,their families

andthewholenation.Theseareourordersto theconcernedinstitutionsandtheyshould

implementthemmorequickly.

Asforthosewhowerechargedwithcrimesinthepastweeks,andeventhoughwedonot

wishto interferein theprocessofjusticeandtheapplicationofthelaw,westress thatall

civilcaseswillhavetheirfinalrulingissuedincivilcourts.

Wewouldliketoemphasizethatwedonotanticipateputtingeveryoneontrial.Thereare

those who were charged with abusing us and senior officials in Bahrain, and we today

announcethatweforgivethemaswehopethattheyunderstandthatabusingusandothers

infactoffendseveryoneandachievesnothing.

Therearesomecitizenswhowerevictimsofinjuries,ill-treatmentordeath,andwhichwere

causedbyseveralparties.

Therearesecuritymenwhoweremartyredwhiletheywereondutyforthenationandwe

are responsible for them and for their families. There are those who got arrested and

investigationsprovedthattheywerethevictimsofindividualbehaviorandwereill-treatedin custody. This is not tolerated by God and we do not condone it. The state has the

responsibilitytoprovidethemwiththenecessaryprotectionsothatthelawtakesitscourse.

EverybodyshouldknowthatinBahrainwehavealawthatallowsvictimsofill-treatmentto

askforcompensation.Somepeoplemaynotunderstandsuchlawsorbelievethattheywill

notbeappliedfairly,sowewillrequesttheSupremeJudicialCouncil tomonitorwhathas

beenachieved.

Thedecisiontosetuptheindependentfact-findingcommissionisthebestindicationofour

fullcommitmenttoknowingthewholetruthandtogivingpeopletheirrights.Wethankthe

membersandweappreciatetheirpatienceandfortitudeastheycarryouttheirnoblework.

Inconclusion,wepraytoGodtheAlmightytoimproveourconditionsandthoseofallArabs

andMuslimseverywhere,touniteourranksandtoreconcileourhearts.

WepraythatHeacceptourfasts,prayersandgooddeedsduringthisHolymonthandhelp

usintheserviceofHisreligion.
