    BackgroundKampala Cultural Tourism Cluster (KCTC)

    The Cultural Tourism Cluster,Kampala (CTC-K) is one of therecently approved Clusters underthe auspices of the InnovationSystems and Cluster Programme inUganda (ISCP-U) which isspearheaded by the Faculty of

    Science and Technology of Makerere University. The programis designed to stimulate innovationand competitiveness for sustainableeconomic development amongcommunities in the regional membercountries which include UgandaTanzania and Mozambique.Through the Secretariat of the

    ISCP- Uganda, a bench makingexercise was arranged for severalselected Clusters in Uganda to visitrelated Clusters in Tanzania. TheCultural Tourism Cluster, Kampalawas therefore mandated to visit theBagamoyo Cultural HeritageTourism Cluster in Tanzania.

    Cluster (BCHTC), about

    70 Km North of Dar esSalaam is defined as an

    area delimited by the

    Sadaani National Park

    in the North, Mbegani

    Fisheries Institute to thesouth and the beautiful

    beaches on the western

    Indian Ocean to the

    East.

    BAGAMOYO CULTURAL

    HERITAGE TOURISM CLUSTERThe cluster is unique for it has awide range of tourism productsand services; characterized bymulti- ethnic and multiracialsociety with her peoplepracticing different beliefs. Thecluster is made up of groupswith different types ofbusinesses and forms thefollowing main sub-clusters;Tour Guides, Artists (Carvers,painters and performers),

    Transporters, Food processors,Fishers, Restaurant and Barowners, Hotel and Lodgeowners, Academia andTraditional healers.

    OBSERVATIONS /LESSONS LEARNT

    Although our Cultural Tourism Cluster inKampala is regarded as a correspondingcluster to the Bagamoyo CulturalHeritage Tourism Cluster in Tanzania,there are several differences that makeeach very distinct from another.

    Bagamoyo district has almost all of theimportant tourism sites and attractions

    including all the land, owned by theGovernment. There is a responsive anduse-friendly working relationship betweenthe Government and the local communityof Bagamoyo which enables the locals tohave maximum control over the tourismenterprise.

    The cluster has been clearly organizedand divided into sub clusters whichenable the smooth running of activities in

    the different sectors of the main cluster.The different sub cluster have a semiautonomous existence which gives themmandate to come with new developmentsand innovations and later report to themain stream executive during the generalmeeting.

    LESSONS LEARNT

    The single Bagamoyo district is proud of its

    three prominent and well stocked

    museums. The main museum is found at

    the first Roman Catholic Church in

    Tanzania which was established in 1868

    and now is an important pilgrimage for the

    catholic believers. The museum

    documents the history of the Roman

    Catholic Church ad her efforts in the

    abolition of slavery. The last two are found

    at Kaole ruins and Caravan Serai

    respectively.

    Although five facilitators were trained by

    ISCP- EA, only one was still active. The

    rest had lost interest even before the

    official inauguration of the cluster. It is

    rather alleged that this resulted from the

    fact that all the five facilitators were not

    residents of Bagamoyo.

    NEW AREAS OF

    IMPROVEMENTS

    Tourism work becomes easier

    with the involvement of the

    Government and academia.

    It is easier to operate the cluster

    if it is divided into semi

    autonomous sub clusters.

    Activities and progress can then

    be reported in the general

    meetings and the main stream

    administration could deal with

    the monitoring and evaluation.

    In order to retain the authenticity

    after the rehabilitation of cultural

    and historical monuments, its

    important to restore them to

    their former appearance rather

    than making major alterations.

    Promotion of Community Tourism

    Major emphasis should also be

    put on the documentation and

    preservation of artifacts. There

    should be documentaries,

    pamphlets, brochures, fliers and

    posters or any other meansillustrating the tourism

    attractions in a place.

    Cultural tourism moves hand in

    hand with community tourism.

    The community in Bagamoyo

    district is very much aware ofthe Tourism enterprise in their

    place and readily promotes it

    with maximum hospitality.
