Background
The Municipality of New Lucena being a 4th class municipality has a very low income. It is composed of twenty one barangays with a total population of 22,236 as of 2010 data. Agriculture and labor are the main sources of income. It has been a JICA’s pilot area for a 3-year Non Handicapping Environment program which brought changes to the status of the PWD’s including PWID’s. Project sustainability and further innovations are a need and a challenge as a showcase area for NHE and child friendly. The LGU also won millions of cash incentives from several contests like excellence award where transparency of using public funds are being implemented, child friendly and health. The officials and employees are committed and very supportive to any programs relative to the welfare of the people.
The following are some of the strengths:
* There is an existing group association, Municipal Council for the welfare of PWID’s and PWD’ s and also a
management team assigned for accessibility, capability, Profiling, Advocacy and Networking implementing
mechanisms.
* PWID’s can avail 20% discounts on medicines, fares, foods and 5% on groceries and most have PHilHealth cards
to be used during hospitalization.
* The group has existing space with electronics and a beauty parlor with complete equipment where they can use
for training and livelihood.
* There is also a newly opened (just 2 years in operation) SPED school with two teachers. The LGU initiated the
opening of this school and pay this teachers however, this year it was transferred to the DepEd or Department of
education.

and the weaknesses :
* There is a minimal participation among PWID’s in any activities and no updated data
on the number of PWID’s as of this year.
* All PWID’s are dependent to parents or relatives. They have no assistance from the
government in terms of basic needs and most of them are out of school and
unemployed.
* Some PWID’s are still vulnerable for isolation, crimes, pornography and even physical
abuse.
* Since the government and family itself has a limited resources, some PWID’s need for medicines,
rehabilitation, psychological testing and psychiatric therapy are left unattended especially the poor.
* Only 16 PWID’s were able to enroll in the SPED school wherein only those who have dedicated
family members availed.
Overall objectives
Twenty years from now, at least 60% of non severely PWID’s in the Municipality be able to have full
and equal access to education, opportunities for employment, participate in community and enjoy living
in a bias free society.
Specific Objectives
At the end of three years, All PWID’s are identified and registered, participative in community activities
and at least 30 of them are educated in SPED class.

Strategy 1: Installation of PWID’s Comprehensive Profile and Plan
in 2 Pilot barangays Activities
a. Conduct courtesy call with barangay leaders, orient them and identify potential volunteers to assist in
working with PWID’s in respective area.
b. Meet Potential volunteers re: the tasks, preparation and attendance of PWID’s and community
c. Conduct PLA methods in 21 barangays (Resource, social, personal mapping, seasonal calendar,
Relationship Diagram and Problem prioritization).
d. Identify problems, needs and prioritize this as basis for planning
e. Facilitate plan formulation and consolidation of profile based on the results of PLA.
f. Conduct presentation of Profile and Plan by a group leader during barangay assembly.

skills training talent shows etc. being held in specific

Monitoring Monitoring can be done every two months through home visits and data gathering from barangay leaders and volunteers.
Documentation
All activities will be recorded and documented through different types of media and communications. Public awareness must be
provided through continuous publication of a bi-monthly ACCESS Newsletter.
Evaluation
This will be conducted on Sept.2016 .Team of evaluators will be those who are present during the conduct of PLA. Baseline
data will be used as indicators re: the changes in the situations of PWID’s. PLA must be conducted again if possible. Old plan
maybe updated
Sustainability
The project must be continued and maybe serve as a showcase area for expansion to other barangays. In order to sustain the
Project, the PWID’s welfare program must be added separately to the Programs and Services of the Office of the Municipal
Social Welfare and Development. A separate budget will be allocated each year and have a permanent focal person assigned.
