Dual band MS : 900 SDCCH and TCHDual band MS : 900 SDCCH and 1800 TCH

The flag EN_BETTER_ZONE_HO is not taken into account

Average level : if more than A_LEV_HO measurements have been received,

AV_RXLEV_UL/DL is used

if less than A_LEV_HO measurements have been received, theaverage of these measurements is used
