Limited opening hours for during summerBK City will have limited opening hours for a period of six weeks during the summer of 2011. Simone Pizzagalli wins first prize in Archiprix International 2011Simone Pizzagalli, alumnum of the Public Building section of the department of Architecture of this faculty, was awarded the first prize Archiprix Inter-national 2011. Groningen — The municipality of Groningen was of big importance for the research and education program at the chair of Architecture & Dwelling during the past 3,5 years. Close relationships between the municipality of the capital in the most northern province and assistant prof. Paul Kuitenbrouwer of the chair at the faculty of Architecture, have led to a fruitful and productive collaboration. This exhibition marks the end, at least temporarily, of this collaboration in which both research and education were focused on the possibili-ties of intensifying the city of Groningen.

In 2007 the Department of Spatial Planning and Economic Affairs of the Municipality of Groningen (RO/EZ) and city-architect Niek Verdonk requested prof. Dick van Gameren and Paul Kuitenbrouwer to work on the research project ‘Intense Laagbouw. �oning-‘Intense Laagbouw. �oning-Intense Laagbouw. �oning-bouw in hoge dichtheden’ (Intense Low Rise. Dwelling in High Densities) and inspire both architects and their commissioners alike. The results of this research plus the 52 schemes for 30 sites for this campaign were finally pub-lished in a book with the same title in July 2009. Departing from the ‘Intense Laagbouw’ campaign several studios at the chair of Architecture & Dwelling have run on the theme of S M L Intense High Dense [Low Rise]. Even more, last spring semester Paul Kuitenbrouwer and Aynav Ziv ran the MSc1/2 studio BUILDING YOUNG! on youth housing, in similar coherence with the BOU�JONG! research assignment for and in collaboration with Marlies Rohmer and RO/EZ.

The exhibited projects at RO/EZ in Groningen show a wide variety of possible solutions for such an assignment related to two specific locations in Groningen, i.e. Engelse Kamp (Helperlinie), southeast, and the Enceha area, southwest of the city centre. The proposed schemes present coherent but differentiated ensembles of housing blocks for which the students had to make use of different scales in their designs, S (building and porch), M (building and neighbourhood) and L (building and city). All presented projects were de-signed in groups of two or three MSc1/2 students under the supervision of Laura Álvarez, Karin Theunissen and Paul Kuiten-brouwer and they will be exhibited until the 25th of August, so you will have the whole summer to go there and make up your own mind on the theme of Intense Low Rise Dwelling in Groningen! TERSCHELLING – In het project ‘Landscape Mirror’, geproduceerd door de eerste lichting studenten Landschapsarchitectuur, waren de getijden, het strand en het landschap het podium en de bezoekers van het festival de acteurs. De hoofdlijnen van de installatie werden door de studen-ten op het eiland afgezet en de bezoekers plaatsten hun eigen gebouwen en andere elementen, alles op schaal 1:10.

Daniel Jauslin, één van de docenten: “De organisatie van het Oerol festival heeft ons carte blan-che gegeven om dit project te realiseren, heel bijzonder voor dit soort installaties.” De objecten op het terrein geven een dwarsdoor-snede van het landschap op Terschelling weer, waarin de verschillende patronen van het landschap getoond worden: polder, strand, dorp, dijk. Jauslin: “Op basis van een kaart van Terschelling hebben we met veel materieel dat aan ons gesponsord is, onder andere huizen gebouwd van bamboestokken en terpen gemaakt van zandzakken. Het hele festival was deze installatie een work-in-progress: het publiek

BIDDINGHUIZEN – For a little less than a year, the first Dutch team ever to enter the Solar Decathlon competition have been busy developing the design for the free-standing family house. At the annual pop festival Lowlands, held from 19 to 21 August, the first full-scale prototype of the house will be built.

On 29 July, the 1:1 model, a 13 x 14 metre tent in the shape of the

house, will be exhibited at the TU Delft to students, staff and sponsors. As of 19 August the tent will go to Lowlands, where it will function as a lounge and exhi-bition space at the ‘Llowlab’: an exhibition at Lowlands featuring several sustainable technologies and innovations.

To build this model, the team is looking for as many hands as possible. So if you want to help to design and build features of this model, it’s possible to sign up. Apart from building the model,

participation in the Solar Decathlon project is featured as an elective course as of next academic year, for 3 to 12 ECTS.

In September 2012, the Revolt House will be constructed in Madrid to compete with twenty other universities from around the world, to build the best house that draws all its energy from the sun. The houses will be judged along ten main criteria (hence ‘decathlon’): the highest total score wins. (MS)

Gemengde gevoelens

Zomer. Vakantie. Ik ben eraan toe. Net als velen van jullie denk ik. Voor mij werden de laatste maanden gedomi-neerd door de herijkingsplan-nen. Samen met het MT ben ik daar intensief mee bezig geweest. En het plan is af. Een prestatie gelet op de omvang van de bezuiniging die we moeten bereiken. Het lukt ons om in 2014 een ‘nulbegroting’ te realiseren. Hoe voelt dat? Beetje gemengd eigenlijk. Enerzijds voel ik trots. We hebben een goed plan gemaakt. Een plan dat kijkt naar de toekomst. Een plan waarin we keuzes maken. We zijn uitgegaan van het bestaan-de en hebben daar kritisch naar gekeken. Wat kan slimmer, zuiniger, maar ook: wat willen we anders, nieuw, passend bij de toekomst. En dat natuurlijk onder de druk dat er flink wat af moet. Wat helpt is dat de studentenaantallen gaan afnemen door de numerus fixus. Daarmee neemt de onderwijsbelasting af. En wat helpt is dat er flink wat collega’s met pensioen gaan; dat reduceert pijnlijke personele ingrepen. Daar zit wel de keerzijde van wat ik voel. Ik realiseer me dat onze plannen voor een aantal collega’s heel ingrijpend zijn. Zij zien in het plan hun functie verdwijnen of hun tijdelijke contract wordt niet verlengd. Dat doet pijn. Natuurlijk gaan we ons best doen om samen met de betrokkenen goede oplossin-gen voor hun situatie te vinden, maar dat neemt desondanks niet weg dat het voor hen een harde boodschap is. We hebben flink doorgewerkt om het plan voor de zomer af te hebben en zo iedereen duidelijkheid te geven. Daarom geven we nu ook openheid over onze plannen; ook al moeten ze nog naar het CvB en de ondernemingsraad.

De zomerperiode komt eraan, tijd voor wat rust en afstand. We hebben allemaal hard gewerkt. Ik wens jullie – met gemengde gevoelens – een goede vakantie.

dat ons bezocht, ongeveer 5000 mensen, heeft eraan meege-bouwd. Hierna gingen zij ook in discussie met de studenten. Een beetje stadje spelen dus. Erg leuk en leerzaam allemaal.”

De elementen stelden het improvisatievermogen van het team op de proef: tijdens de derde dag van het opbouwen is het hele terrein overstroomd. Jauslin: “Die ochtend toen ik vanuit onze camping op de duinen aankwam, zag ik dat ons materiaal en materieel wegdreef en alles een halve meter onder water stond. Gelukkig hebben we alles nog kunnen redden. Nadat het terrein weer droog werd hebben we alles opnieuw op kunnen bouwen, met wat aanpassingen: er zijn bijvoorbeeld

kanalen gegraven waardoor het water weg kon stromen.”

Nu het festival voorbij is wordt het project geëvalueerd en er komt ook een napublicatie. “Nu krijgen studenten er 3 ECTS voor, wat veel te weinig is gebleken gezien het werk dat je ervoor doet”, aldus Jauslin. “We willen dit soort projecten als groter onderdeel in de Master gaan invoegen. Bij het Oerol festival, of bij soortgelijke evenementen. Het is immers echt iets speciaals, ook omdat Landschapsarchitectuur zich ermee onderscheidt.” (MS)

The students of Explorelab 12 had to describe their own research assignment, but since their interests are very diverse and the topics for their graduation projects differ so much, it was hard to find a subject to analyze, suitable for all of them. This is why the idea for this exhibition was actually born from the notion of a specific method to use for a research project.

Elke Miedema, one of the students, explains that she was inspired by the work of ‘Exactitudes’, in which photo-graphs of individuals from various social backgrounds are placed into groups with striking similar dress codes (www.exactitudes.com). She was convinced that such a method of using photography could be very fruitful in research of the urban environment as well. “Isolating objects from their context through photography and organizing them into series of images enables viewers to make more clear-cut comparisons of the researched subjects in a broader context,” Elke states. This happened to be the starting point for the group research.

The overall theme of the architecture in VINEX-neighbor-hoods and the possibilities for its inhabitants to personalize it, seemed to be an appealing subject to analyze with this method. The result is an overwhelming amount of pictures, trying to show an overview of the residential life in Ypenburg captured from the streets. Series of different front doors, house numbers, furniture in front of the dwellings, window frames and items by which the inhabi-tants present themselves to the outside world are all recorded and presented on a panel for each building block. It shows how residents have to comply to the architecture or try to find ways in which they can have influence on their living environment themselves.

The work is providing the viewer with loads of information presented almost as pure facts. This emphasizes that the viewer has to take notice of this ‘data’ in order to formulate a more deliberately opinion on the subject that seems to be spoiled by persistent presumptions assuming that the architecture in such neighborhoods leaves little room for its residents to manifest their personal preferences. Though, the makers don't state whether this assumption is false or not, that’s up to you!(FvdZ)

The new accreditation system introduced in January 2011, requires, amongst other things, for the university to demonstrate that its quality improvement process have been put into motion. Thus, every faculty at the TU needs to undergo an internal audit, to check the progress of quality improve-ment. The Faculty of Architecture was the first Delft faculty to success-success-fully organize an internal audit, to monitor the progress of quality improvement, to point to out best-practice cases and to provide suggestions for further improve-ment. The audit was mostly concerned with education, in order to prepare the faculty for the coming official Education Visitation in 2012. On 14 July 2011, the varied six member audit committee included the Director of Education of Informa-tics from the faculty of Electronics, Mathematics and Computer Science, policy advisers of the faculty of Architecture form Eindhoven; a policy adviser from the Education and Student Affairs from TU Delft; the Education Coordinator of Bsc; as well as a tutor and a student representatives of the Education Commission. The Committee got together and reviewed the progress of quality improvements in educa-tion that have taken place at our faculty since the last Education Visitation in 2006 (The last Research Visitation took place in 2010). These visitations are required by the government in order to safeguard the quality of university education and research.

The Internal Audit Committee's feedback is often positive. For example, the committee commends the approach taken by the coordina-tors of the Bachelor thesis (‘Bsc 6 eindwerkstuk’), where there is a large amount of teacher feedback, during which the assessment criteria are introduced to students very early on and at the end of which, two teachers award the final mark to the student, after reviewing the students’ work individually.

Another improvement commended by the committee was the training and further education of the teaching staff. This is directly related to the fact that, while some teachers might be gifted architects, their pedagogical skills, knowledge and vision may be lacking. Students frequently complain that the design tutors assume that their design course is the only subject they are taking at the time.

Furthermore, several changes in the organisation and administration of the chairs were applauded, such as appointing a staff member responsi-ble for the quality of the tests and thus enabling more consistency in education and examination. In addition, the audit committee acknowledges that both students and staff are very keen to improve the quality of education. And lastly, the department of Quality of Education Assurance (‘Kwaliteits-zorg’) of our faculty has been acknowledged for its monitoring and outlining of the education quality and different processes that have been put in place.

However, there is also criticism. The examination criteria are not always made available to students and the grading is often subjective. Also, the progress that has been made since 2006, has not always been commu-nicated, which leads to less feed-back from students. Similarly, the committee is not fully convinced of the coherence of the education and research portfolio in some Masters’ studios. These two points need to be accentuated in preparation for the next visitation in the spring of 2012.

Hopefully, these issues will be resolved in time. As the report shows, the recent budget have not stood in the way of the more modest improvements in some areas of the education. Let us hope that further budget cuts will not hinder the improvement of education. (PS)

WEAPONS OF MASS ORIGINALITY

ting in competitions, La Roi and Wang are also a part of a loose parametric collective “Make a Hybrid” where students post their parametric projects, tutorials and thoughts online. Time needn’t be an issue, though, because as La Roi told us: “We are both able to work without much sleep, while still doing other projects. Two days before the deadline of the last competi-tion, I got back from China, while doing a parametric workshop there, and when I got back I continued working.” Also, a smart application of their own know-ledge and research they have done during their studies can save some precious time. “In MSc1 and 2 in Hyperbody we do a lot of avant-garde and experimen-tal research. This research gave us the capacity to act and think independently, and of course, we learnt to use many digital tools and computational methods. That actually is we didn't spend too much time on the concept and idea part of these competitions, because during our studies we like to record various strategies that we use later on. So when a competition comes, we can begin more quickly. Architects should always look around and engage in introspection to update their mind and strategy.”

In the end, the successful duo hopes to realise as much as possible. But when working on a competition they agree that the architect does not have to slavishly follow the brief, but should rely on his or her own knowledge to try and find the most beautiful resulting design and ultimately offer more that the client expects. And the last impor-tant tip that they offer is to work in pairs or small groups, where team members can critique and give feedback on each other’s ideas.

At the end of this month, Wang will graduate and after the vacation, La Roi will also com-mence graduating. But apart from a possible project this summer, it is clear that their time is just coming. “There is a very big range in parametric design. These competitions offer us a platform to develop our position and our style,” Wang concludes. We certainly wish them the best of luck.

THERE ARE COUNTLESS EXAMPLES OF YOUNG ARCHITECTS WINNING A COMPETITION AND BEING CATAPULTED TO WORLDWIDE FAME, ESPECIALLY WHEN THE DESIGN IS ACTU-ALLY BUILT. AND WHILE WE CANNOT YET SAY WHETHER MATTHIJS LA ROI AND XING WANG ARE THE NEW SMITHSONS OR JØRN UTZON, IN THE LAST HALF A YEAR, THEY HAVE WON TWO COMPETITIONS IN THE NETHERLANDS USING THEIR PARTICULAR PARAMETRIC APPROACH.

In Bnieuws #7 we already reported that La Roi and Wang have won the IJbunker competi-tion, where a developer, anxious to develop an abandoned bunker in IJmuiden, asked the partici-pants to submit their ideas as to the new function of the structure. But before all this happened, La Roi and Wang were simply classmates in an MSc2 Hyperbody studio under the tutelage of Marco Verde. “That semester we worked quite hard and our project was exhibited at a parametrics expo in Beijing, says La Roi, “I was looking for a job at the time, and then we saw this competi-tion. We really wanted to test the knowledge and strategy we got from our tutor, but we also wanted to test our own thoughts and ideas.”

And they certainly did. Their design proposal for a yacht factory on the site, with added office and hotel functions im-pressed the jury and brought them the first prize. And now, half a year later, La Roi and Wang have proven their talents by winning yet another first prize, this time for a “A View 4 You” a brand centre complex along the A4 highway near Leiderdorp, where a developer wanted to explore the possibilities of a small narrow plot near the highway as a means of promoting brands of the companies that would have their showrooms there.

“These two competitions have in common that they were both organized by developers. We’re doing very experimental things in school. But it is possible to use these advanced technical tools and combine it with the more traditional and practical approach, which is what these competitions demand”says Wang. And indeed. While their first competition took place within an existing structure of the IJ-bunker (surely a task for RMIT if there ever was one). Their second competition entry, despite its futuristic form, used wood as its structural material, albeit laminated and prefabricated into the desired shape. “Except the computational form-finding and information control, we want to take more care on the material property and manufacture process of our designs ,” Wang concludes.

A LITTLE BIT CLOSER

TOWARDS A NEW BOUWKUNDE

It’s hard to believe that only a few years ago the faculty was a disused and run down former university building. Even harder to believe is that within such a small period of time it has become the sparkling symbol it is today, highlighted by the folly of awards and awards nominations it has recently received. Despite these feats, the building is still suffering immensely from major problems, primarily in its energy consump-tion and efficiency. But alas, an architectural competition to tame these problems! (as an architec-ture faculty would expect) Bring to the fore, BK City Slim.

The primary aspirations of BK City Slim are to transform the faculty of architecture into a sustainable and carbon neutral building through new and innovative solutions, ultimately ‘slimming’ down its energy consumption as much as possible. These aspirations are a means to contribute to the already sustai-nable aspect of the building created by the fact that it has been recycled from a building that was previously unoccupied and disused. Such moves would lead to the faculty becoming a shining and innovative example within

the field of sustainable architec-ture. In the latest BK City Slim report, each proposal is broken down and analysed, and subse-quent conclusions have been drawn as to how the faculty can progress into the future.

In order to reach a sustainable future the teams were asked to deal with the buildings inade-quate climate and old heating system, the poor indoor climate control, the high energy consump-tion, overdue maintenance, high operating costs and a desire for extra floor space. Combined with these tasks and issues, there is also the aspiration to address the ecological, social, and economical aspects of the building that should also be dealt with in through innovative solutions. These parameters for the project were set by a series of previous research reports conducted on the functioning of the building. On top of this, a budget of €25m was set as the final parameter. Projects were assessed by a committee led by its chairman, and former Dean of the faculty, Wytze Patijn. Each project was assessed in terms of sustainabi-lity, feasibility, spatial quality, and collaborative and phasing aspects.

Here is a quick summary of how each of the projects faired in the assessment.

2012 Architecten & CDCWith 2012 Architecten known for their innovative use of recycled materials, they lived up to their reputation in their BK City Slim proposal. The project uses recycled materials to deal with the various challenges set in the brief and to create new innovative solutions to propel the faculty into the future.

The committee was positive about the simplicity and financial feasibility of the project, and especially intrigued by the idea to use the tower of the building to naturally ventilate the interior spaces. Despite this, the commit-tee was critical of the proposed organisational shifts and that the added space proposed would not be completely functional. There was also concern raised towards the architectural language of the proposal, with the feeling that it would create a messy appearance toward the already existing architectural monument.

Laura Alvarez Architecten & DGMRThe main concept of this project was the idea of ‘load balancing’, a technique from computer techno-logy where work is divided between several computers. Also important to the project was that the building was extended substantially closing of each of the existing courtyards of the faculty.

The thoroughness of the project was praised by the committee along with the proposed innova-tive application of photo-voltaic

panels. While the closing of each courtyard was vital to the project, the committee felt that this created somewhat of a bastion of BK City reducing its openness. The committee was also critical of the abstract nature of the additions in relationship with the existing monument, and that the new proposed space was unfeasible and too expensive.

Doepel Strijkers Architects & DWAThis project makes the most of existing space, taking advan-tage of the attic spaces and the basement by creating a slope around the building to bring in natural light. The project also made the bold proposal to raise the entrance courtyard with a deck creating functional spaces below it.

With the simplicity of the project in mind, this is what impressed the committee along with the feasibility of the climate concept. The idea to connect the faculty into the TU Delft network was also highly praised although the projects tendency towards simplicity was also ultimately a problem. The committee was critical for the lack of innovation in the project and the fact that the spatial concepts were indepen-dent of the climate concepts. The committee also felt that the added space was not functional and in the end seemed forced.

ExceptThe clear distinction of this project was the biological nature of the proposal and the three phased ‘health measures’ to help improve the health of students and staff. Also important was the creation of a new greenhouse on the west side of the faculty as a climate buffer for the building.

Indeed, the idea for the green-house, along with it biological aura, received a high amount of praise from the committee along with the consistency and breadth of the proposal. Despite this, there were questions over the functionality of the green-house and the feasibility of various aspects of the project especially from a financial point of view.

BACK IN DECEMBER B NIEUWS PUBLISHED AN OVERVIEW OF THE ENTRIES AND PROPOSALS FOR THE BK CITY SLIM IDEAS PROJECT. SINCE THEN, WE HAVE BEEN WAITING EAGERLY FOR THE RESULTS IN ORDER TO GET A GLIMPSE OF HOW THE FACULTY MAY BE TRANSFORMED IN THE COMING FUTURE TO MEET OUR MODERN NEEDS. NOW THAT THE ENTRIES HAVE BEEN ANALYSED AND SCRUTINISED, A REPORT HAS BEEN PUBLISHED OUTLINING THE FINDINGS, SOLUTIONS, AND ASPIRATIONS FOR THE NEAR AND FAR AWAY FUTURE.

idea for natural ventilation using the tower, breathing windows, photovoltaic cells on the roof, and the connection to the TU Delft grid. Other more ‘concrete’ aspects were the implementation of circuit lighting in all the spaces, insulation of facades and the roof, harnessing of the ‘kapruimte’ and the creation of a green conserva-tory on the west side of the faculty.

Report conclusionsBased on each of these analy-ses, the report finishes with a series of conclusions based on how the project could be moved forward. Most fundamentally is the decision not to award any one of the teams with the project, but instead to select various aspects from each proposal to be worked on and developed. These include the

In the end there was no winner of the competition but the states that ideas from each entry would be taken forward. How will these be integrated together?

Andy van den DobbelsteenActually, this is one reason we decide not to choose one or two of the architects who made a scheme. The problem was that the separate plans could not be integrated well and if we had picked just one, it wouldn’t fully cover the whole scope that was necessary to make the building sustainable. So the idea is that we take some of the best ideas and the coordinating architect would then pull these together. Also, as Wytze Patijn says, the architects did a nice job but none of them did completely what we asked for. They all presented their own type of architecture whereas we wanted to have a plan for the building and not for it to become an icon of architecture. Another thing is that you can’t change everything overnight at once. We are stuck with some things like the heat grid that is here. So we have to choose for the quick wins like post insulation. As you know, our energy consumption is enor-mous. We pay about €600,000 per year. So if we can reduce this quickly and easily by doing these things then we should do them immediately.

The sustainable aspects of the project are absolutely essential but is there a problem with bringing all of these ideas together?

AvdDThat is something we need to find out. What we see as important is that the building is so big that it could be climatised in different ways. We could experiment and that could also show what interventions mean and what the performance is. The educational and didactic part of it is also very important. We could also involve students in these projects because this demonstration aspect is also important. What we actually don’t want is this fancy solution brought in that is done by market parties and then we are sustainable. Then the students wouldn’t learn anything nor would the staff either. So I don’t see the real problem of integrating different aspects.

If there had been a plan that was good enough as a whole would the committee have picked one project or was it always your intention that it was just an ideas competition?

AvdDIt was communicated to the architects beforehand that this competition was not about getting one winner and it was clear to them beforehand that it was not about becoming a winner, but that it was about presenting good ideas. Of course if a good idea had to be worked out we could ask that architect to do the job.

A lot of students are working on ideas for the faculty at the moment. Is there hope that ideas might come out of these projects?

AvdDSure. Nothing is fixed so far, it’s just that we picked out the most promising ideas from this competition. But of course we have a lot of smart staff and students around here. That is why I doubted a bit if we even have to do an ideas competition with external parties because we have so many ideas in the building already.

How difficult has it been to move the project forward with changing dean, especially with the important agendas the new dean has?

AvdDI think it’s a drawback in the whole process because the final report was supposed to be ready around the change of dean and that’s basically when it got its delay. I think it has waited far too long to be presented. Communica-tion could have been better but the intentions were always good, that has to be said. There were complications with the shift of dean and there are the financial problems with the Herijking and so on, so that made it all quite difficult. I also think that we should have been more open about the whole process to the participating companies.

With the current budgets cuts going on at the faculty right now, how could we justify spending so much money on the building?

AvdDThis €25m was made available for the hardware of our faculty, basically the building. It was hard to get because the ministry only wanted to attach it to a new construction, so if we do get the money it will only be for the building, not for staff. Is it reasonable? Well, if we loose

€6-700,000 a year on energy expenses, then spending 25m partly on the energy part, and the other part on making the building better for students in terms of learning from sustainability I think it can be justified. Indeed, it’s a lot of money but we are a university that has to show innovation. I also think this building should express our ideas for the future. One of the reasons the building didn’t get the renova-tion prize was that when all the buildings were analysed in their different ways they said that the building is not sustainable yet. It’s very good that the building has been reused and it has been done very nicely but without the sustainability factor you can forget about the prize.

Have there been any concrete plans made for the future?

AvdDThere are already plans to go for the cheap quick wins first. So that's why this phasing was done, so we can start with things like post insulation in the roof and to start negotiating with TU Delft about what to do with the heat grid that is there. After these things the following phase would be to convert part by part of the building, depending on the type of climate system required. Things like a new greenhouse could only be arranged in the distant future because we need a lot of investment to arrange that. We should also not forget that a lot of this conversion was already done when we moved here in 2008. A lot of the climate system installed now, the air ducts and so on, are quite new. So it’s also wise to wait a bit if you want to replace them, to wait until their value decreases a bit. We don’t have to be energy neutral right away, but let’s say in 2025, even that would be nice.

Dr. ir. Karel Vollers of Green Building Innovation from the department of Building Technol-ogy, received a STW-Valorisation Grant for his research on the moulding of glass. He even started his own company to design, test and sell the new moulds. And he is eager to tell: “Ir. Sagar Thorat, who finished his MSc Architectural Engineering at the faculty 2 years ago, now works for the firm too”. The design of non-orthogonal build-ings attracts more and more attention. However, fabricating free-form glass panels still is very expensive. By bending the glass panels, unique facade forms can be created, but these forms are often very complex and as yet each panel must be shaped on a different mould, which makes costs high.

His research focuses on designing production systems and appara-tus to produce uniquely shaped glass panels on an adjustable mould. To process the glass, relatively cheap components are combined with sophisticated computer-controlled actua-

tors, driven by data generated with parametric routines.

The first prototype is now being tested and the model will soon be ready for production. It will be the first adjustable mould for freely curved glass panels ever. This technology promises to be very useful for the production of future non-orthogonal architecture.

WHILE THESE DAYS THE NEWSPAPERS SEEM TO BE FILLED WITH ARTICLES ABOUT BUDGET CUTS IN EVERY SINGLE SECTOR AND INSTITUTE, ALSO B NIEUWS CANNOT AVOID TO INFORM YOU ABOUT THE CONSE-QUENCES OF THESE MISER-ABLE CONDITIONS FOR OUR BELOVED FACULTY OF ARCHI-TECTURE. ON THE OTHER HAND THIS WILL MAKE IT EVEN MORE PLEASANT IF WE ARE ABLE TO ANNOUNCE SOME POSITIVE NEWS CON-CERNING MONEY RELATED ISSUES. THIS IS WHY WE ARE HAPPY TO PRESENT YOU TWO RESEARCH PROJECTS THAT HAVE SUCCESSFULLY OBTAINED FUNDING BY EXTERNAL FUNDS.

BK CITY — Although in other faculties of the TU Delft this happens more often, it seems to be a rare occasion for the Faculty of Architecture to obtain funding by an external fund. Nevertheless this will and needs to happen more frequently in the future and in particular in times of the TU Delft's review process.

Unfortunately it will not always be easy to get funding for Architectural Research as is put forward in the recently presented evaluation report, carried out for the period of 2003-2009, by the research assessment committee. For more information about this report read the last article of the B Nieuws supplement as well.

This document states: “Architec-tural Research is a term that is often called into question not only in the Netherlands, but also worldwide. The fight for funds from national research organiza-tions is a fight being fought in almost every European nation. This is partly due to the position taken by architects in the past, which has often been counterpro-ductive. It also has to do with the lack of support from other fields in showing that architectural research, given certain param-eters, is a viable and necessary form of research worthy of national support.”

But the fact that research carried out in our faculty can be highly

relevant, even in an international context, will be proven by the two projects presented underneath. Therefore the Dutch organization for Scientific Research (NWO) has provided Pauline van Roosmalen (Architecture/ Design & History) a sum of approximately €400.000,- to build a multilingual digital research instrument to access resources on European colonial built heritage (1870-1970). Karel Vollers of Green Building Innova-tion received a sum from Technol-ogy association STW to conduct research on new possibilities in the moulding of glass. The research should bring the realization of architecture with curved forms and wavy lines a step further.

TOWARDS A NEW KIND OF RESEARCH FUNDING?DOOR FLORIS VAN DER ZEE

The next three years Pauline van Roosmalen (Institute for the History of Art, Architecture and Urbanism IHAAU) of the Faculty of Architecture will coordinate the building of a digital research environment that enables re-searchers worldwide to online consult relevant resources, such as images, maps, primary and secondary literature, about European colonial architecture and urban planning realised between 1850 and 1970. The project, which is funded for 70% by the Nether-lands Organisation for Scientific Research (NWO), is a cooperation between the Delft’s institute IHAAU, TUDelft Library and Rijksuniversiteit Groningen. The project is run under the responsi-bility of IHAAU’s dr. C. Wagenaar.

After a start-up period that focuses on Dutch colonial archi-tecture and planning, the project will involve other former Euro-pean colonizing countries as well. Colonial architecture and plan-ning seem to have become an increasingly relevant subject over the last years. This is why Van Roosmalen stresses the impor-tance of this instrument for new academic research at this moment. “At many places significant colonial architecture has been demolished. With this loss inevitably comes an increas-ing interest for the colonial built heritage. Not only among re-searchers but also among politicians, investors/entrepre-neurs and a general audience. Each group appreciates this heritage for its particular reason, be it economical value, architec-tural value, emotional or social value”, she explains. And as the digital research environment will be an open access source in the form of a website, all information will be available for anyone interested in the subject. The need for an integrative strategy to slum upgrading.According to United Nations estimates, nearly one billion people across the world now live in informal settlements (UNDESA, 2010), which is one-third of the total urban population. However, as stated in the UN Millennium Development Goal Report of 2010, ‘slum improvements, though considerable, are failing to keep pace with the growing ranks of the urban poor’. In Greater Buenos Aires, the metropolitan region of Buenos Aires and the context the project, an estimated 10 to 15% of the total population lives in so-called villas miserias or informal settlements. These settlements are predomi-nantly located on marginal lands in the periphery of the city, such as in flood plains or near landfill sites. They are often both socially and spatially isolated from the formal city and are generally excluded from the urban decision-making process. In order to structurally address the problems faced by these informal city dwellers, any informal settlement upgrading initiative should therefore be considered in a wider framework of integration into the formal city, environmental interventions and larger urban processes.

The case of Barrio Independencia.Based on this research, an integrative approach to informal settle-ment upgrading, with a particular focus on Barrio Independencia's informal settlement is developed. This settlement is located in the river basin of the Rio Reconquista in Greater Buenos Aires and has approximately 7,500 inhabitants. It suffers from regular flooding, a heavily polluted creek, a lack of public space, limited access to job opportunities and social facilities, and exclusion from decision-ma-king processes. The upgrading strategy proposal consists of two parts: a participatory planning framework and physical interventi-ons, both aimed at integrating the settlement into the formal city and reducing the vulnerability and risk of its residents. Participatory planning framework.In order to enable the informal residents to actively take part in the decision-making process, a participatory planning framework has been developed, which consists of a series of steps and participa-tory planning tools. The UN-Habitat urban decision-making toolkit (2001) has been taken as a starting point and has been elaborated to include a more spatial focus to better suit the Argentinean planning context. Steps include stakeholder analysis, asset vulnerability assessments, the development of a collective vision for the river basin, the negotiation of an Urban Pact (a stakeholders’ agreement to commit to the project) and the development of strategies, action plans and demonstration projects.

Physical interventions.In line with the steps proposed in the participatory urban decision-making process, a physical proposal for the upgrading and integra-tion of Barrio Independencia's informal settlement is developed. The output of this proposal range from a regional strategy for the river basin area (with elements including urban development, flood measures and public space networks) to a local design for the settlement itself, in which local flood measures are introduced, an allotment garden park, and a new square on the intersection between the informal and formal neighbourhood. Throughout the physical proposal, the focus remains on reducing vulnerability and risk of informal settlement residents, strengthening their assets and integrating the settlement into the formal city.

Although this integrative proposal so far remains an academic exercise, it is hoped that it provides some fuel for the current discussion on appropriate approaches to informal settlement upgrading.

B Nieuws as it should be...

Our faculty, because of its sheer size, does not present a united front that so many smaller schools of architecture can. On one hand, we have the chair of Interiors and Mate-rialisation, that often seem to fetishize the myriad of industrial, crafty details, while at the other end, we have Kas Oosterhuis, who insists on making buildings with one detail only. The theoretical ideologies of different chairs also form a very disparate picture, with the let's-take-anything-and-run-with-it attitude of the Why Factory, which forms a sharp contrast with the patient, and often ideologically-charged research at other chairs.

This in itself is not a problem, as all of these differences can be settled between the sometime bickering, but mostly amicable neighbours of BK City. And up until two years ago, the faculty was able to present this diversity as an asset in its Architec-ture Annual. All we're left with now is each chair finding their own publisher, with wildly differing formats and publishers between the chairs. The demise of the Architec-ture Annual has taken away a platform where the research and design of all the different sections could be compared. ***B Nieuws as it is now, is thin, somewhat dry, but fairly well-writ-ten (though I say so myself). We often overlap with BK City News, especially in announcements, and our current format (and budget) does not allow us to go very deep, though we do the best with the space that is afforded to us. Pantheon// on the other hand, while it has been getting better lately, is still quite far off from being what it essentially wants to be; a professio-nal magazine.

But that is not to say that student publications need to be sub par. Witness the increasing quality in pantheon// and the editorial support we receive at B Nieuws (for which we are very thankful). On the other hand, the format of the Architecture Annual, which, though exhaustive, was probably interesting only to a very select group, as its scope was

too broad and as one standalone publication lacked focus. Perhaps a slight change in content would make for a more appealing read? Should we dare to look outside Holland, we would find two publications, which we could take as a starting point for a new B Nieuws. Harvard Law Review and AA files. The former is a true student paper, yet enjoys a dedicated professional readership and commands respect, while the other is apparently interesting enough to be offered as a subscrip-tion in the Stylos bookshop.

The faculty and Stylos need to rethink their strategy regarding publications, rather than shaving off budgets here and there every year, until things vanish before our eyes. In the age of internet, a physical , paper bulletin is quite useless, and both Stylos and the faculty are quite able to report on “domestic” issues, that, while important to us, might not interest the subscriber from abroad. Nevertheless, I still believe there should be one magazine (to rule them all). This new B Nieuws would come out every month or six weeks, and each issue should be themed after a chair. Apart from a small section that is devoted to the hot news (one of the students or teachers winning a competition, the review of Biennale in Rotterdam, etc.; basically, the more in-depth stuff of current B Nieuws). The rest should include an interview with the professor of the chair that, where research, education, ideology and relationship to the chairs would be examined. Then, an in-depth

zover. Na een lange dag keihard studeren, zoals alleen bouwkundestudenten dat kunnen, begaf ik mij met een paar van mijn vriendjes en vriendinnetjes richting de bouwpub voor een welverdiend drankje in de zon.

Wij waren niet de enigen met dat lumineuze idee, integendeel. Vrijwel het hele ‘terras’ voor de bouwpub was gevuld. Op een klein dorpje van een viertal stoelen na. Haastig bewogen we ons naar het laatste stukje onontgonnen bouwpubterras. Een cirkel rond het kampvuur dat de houten hut van Laugier warm moet hebben gehouden.

Ach helaas, het mocht niet zo zijn. Terwijl we de eerste groene stoel uit zijn benarde en vooral onhandige positie manoeuvreerden, hoorden we uit de nabijheid een angstval-lige kreet, gevolgd door het geklater van brekend glas. Tegen de tijd dat we ons hadden omgedraaid in de richting van het geschreeuw, was de grond al besmeurd met de ingewanden van het glas. Het bier stroomde onstuitbaar over het ruwe beton van de tegels, en de begeleider van het glas lag ernaast, op de grond, waar hij niet uit eigen wil was gaan liggen, maar terecht was gekomen nadat wij z'n stoel, een gele, met onze groene stoel hadden omgetrokken.

Wat ons tot de vraag brengt, waarom staan onze geliefde stoelen als gevangenen geketend, die hun taak als groepje stoelen zo oneindig beperkt? Is dit een direct gevolg van het negeren van het gezag dat facility management heeft? Braken de stoelen buiten de voor hun bedoelde ruimte bij de bouwpub, gingen ze aan de wandel naar zonnigere regio’s wanneer de situatie daar volgens hen om vroeg? Of leggen we foutief de schuld bij FM, en is dit een natuurlijk gevolg van de hebzucht van de stoel? Zijn zij, als het stel gierige dorpelingen uit zwaan-kleef-aan nu daadwerkelijk veroordeeld tot in de eeuwig-heid achter elkaar te staan. En wat was dan hun zonde?

Het zijn vragen waar ik, als ongeinformeerd bouwkunde-student, het antwoord niet op weet. Wat ik wel weet, is dat die jongen met die bril, gedeeltelijk door mij, zijn bier heeft moeten verliezen.

Lieve jongen met de bril, het spijt me. Echt. En mocht ik je nog een keer tegenkomen in de bouwpub, dan krijg je er een van mij.

article should highlight the research and publications of the given chair, giving a fair, but critical review. Then, a few essays, either produced by the chair, or relating to the theme of the research could be added. These should ideally highlight the working methods, ideology, similarities and differences with other chairs and suggest possible ways and fields of collaboration either within the faculty, the university and/or the world outside. In addition, some of the outstanding work of our graduates should be shown in the context of its respec-tive chair, the current architectural discourse and so on...

The student editors would mainly be involved in editing, interviewing, writing the few in-depth articles and coordinating this process. Although this might require two or more teams working at two or more issues at a time, a lot of the things, like essays, and projects are already ready-made (master students are always busy writing a thesis about this or that, and there are tons of graduation projects every year) or slightly tweaked to provide the bulk of the content.

If we had these things: substance, well-designed format, good writing, variety (since every issue would be themed), the reformed B Nieuws could become a thing that might be worth subscribing to from abroad. All it takes is a little vision...

Esther Verhoek, MSc 4 Urbanism I am graduating at the mo-ment, so I will keep on working on it during the summer, even though the faculty is closed. Next week, I will visit Paris to look at a few projects for my graduation. Sometimes, I think it’s good to go on holiday and not consciously look out for architecture, even if it is everywhere.

Ton Deuling, MSc 2 HyperbodyI just got back from Japan where I did an exchange project. This summer I will take a one week vacation, but I will have to write my History thesis as well. I also want to study up on swarming systems as I will start graduating in Hyperbody next year.

Izabela Słodka, MSc2 The Why Factory I will finish ERASMUS here and go back to Poland for a few weeks. After that, I have an internship at this Ukranian village, where I will make maps and analyses, and make drawings and sketches and talk to people about how the village changed in the last 10 years. Xiaoyun Wang, MSc 4 Urbanism I will graduate this year, so I’ll just finish my design and have a relaxed holiday. I will travel around Europe, and look at buildings, but no designing. After this trip I will go back to Shanghai and I’ll definitely see some new architecture, it changed a lot in the last few years.

1. lnleiding

Voor u ligt het implementatieplan Van de herijking Van de faculteit Bouwkunde tu delft. het plan geeft een oVerzicht Van alle maatregelen die de faculteit Bouw-kunde tot en met decemBer 2014 zal nemen om aan de Bezuinigingstaakstelling Van de tu delft tegemoet te komen.

Opdracht herijkingOp 14 juli 2010 heeft het College van Bestuur (CvB) van de TU Delft de faculteit Bouwkunde in het kader van de herijking TU Delft een bezuini-gingstaakstelling opgelegd. De faculteit is gevraagd aan te geven hoe zij deze bezuinigingen gaat doorvoeren. Als gevolg van de aanstelling per 1 januari 2011 van de nieuwe decaan Karin Laglas heeft het College van Bestuur de faculteit Bouwkunde uitstel gegeven voor het indienen van een implementatieplan dat voorziet in concrete maatregelen die de bezuinigingstaakstelling dienen te verwezenlijken.

Stuurgroep Herijking BouwkundeKarin Laglas heeft na haar aanstelling een Stuurgroep Herijking Bouwkunde1 gevormd. Onder haar leiding heeft deze stuurgroep een Plan van Aanpak Herijking BK 2012-2014

2 opgesteld. De stuurgroep

heeft dit Plan besproken met het MT en voorgelegd aan de OdC, daarna is het vastgesteld.

ActiesIn dit Plan van Aanpak zijn geclusterde acties benoemd en personen die deze geclusterde acties zouden trekken. De trekkers3 hebben vervol-gens – bijgestaan door adviescommissies - per geclusterde actie concrete voorstellen ingediend bij de Stuurgroep Herijking Bouwkunde. De concrete voorstellen voor geclusterde acties uit het Plan van Aanpak zijn gebundeld en verwerkt in een integraal implementatieplan voor de herijking faculteit Bouwkunde.

CommunicatieDe Stuurgroep Herijking en het MT hebben zich in de communicatie over het proces van de herijkingsmaatregelen laten adviseren door de OdC Bouwkunde en de dienst Marketing & Communicatie. In elke editie van het facultaire magazine B Nieuws is een artikel over de voortgang van de herijking faculteit Bouwkunde gepubliceerd. Tevens heeft decaan Karin Laglas in haar 2-maandelijkse column in hetzelfde magazine een persoonlijke toelichting bij deze artikelen gegeven. Op 21 juni 2011 heeft een zogenaamde ‘zeepkistbijeenkomst’ plaatsgevonden waarin de decaan vragen met betrekking tot de herijking van medewer-kers heeft beantwoord. Tot slot is alle beschikbare informatie met bijbehorende documenten en artikelen gepubliceerd in B Nieuws beschikbaar gesteld via bk.tudelft.nl/herijking.

ImplementatieplanHet Implementatieplan Herijking BK is op 9 juni 2011 aangeboden aan het College van Bestuur en aan de OdC ter informatie gegeven. In het implementatieplan worden de afzonderlijke herijkingsmaatregelen genoemd. Per herijkingsmaatregel is een aanzet tot een afzonderlijk reorganisatie- of implementatieplan geschreven.

LeeswijzerHet implementatieplan herijking faculteit Bouwkunde bestaat uit de volgende onderdelen:- een nieuwe leerstoelenstrategie voor breed, integraal en maatschap-pelijk relevant onderwijs en onderzoek- herijkingsmaatregelen op interfacultair niveau (herijking mogelijk gemaakt door samenwerking tussen faculteiten)- herijkingsmaatregelen voor onderwijs- besparingen op het niveau van bedrijfsvoering.

2. Een nieuwe leerstoelenstrategie voor breed, integraal en maatschappelijk relevant onderwijs en onderzoek

2.1 BK een ontwerpfaculteit met een breed profielOnderwijs: ontwerp, techniek en procesBouwkunde heeft als ontwerpfaculteit voor de gebouwde omgeving een internationale reputatie die zij graag wil behouden. De opleiding kent na de bachelor vijf afstudeertracks: Architectuur, Stedenbouwkunde, Landschapsarchitectuur, Bouwtechnologie en Real Estate & Housing.

De faculteit kiest er daarmee bewust voor om de onderdelen ontwerp, techniek en proces in de schalen van ‘stoel’ (interieur) tot ‘stad’ (stedenbouw) terug te laten komen in onderwijs en onderzoek. Zo sluit de faculteit in de volle breedte aan bij de praktijk van de gebouwde omgeving. In zowel onderwijs als onderzoek betekent dit een integrale aanpak van maatschappelijke vraagstukken. Naast deze integrale en maatschappijrelevante focus blijft er ook een duidelijke focus op Bouwkunde als opleidingsinstituut voor topontwerpers. Deze reputatie wil de faculteit bestendigen.

Onderzoek: integraal onderzoek op verschillende schaalniveausDe faculteit wil zich met het onderzoek verbinden met de maatschappij. Herkenbaar voor de vakgemeenschap, het bredere publiek en het (openbaar) bestuur wil de faculteit zich profileren met wetenschappelijk onderzoek op alle relevante schalen in de gebouwde omgeving. De (internationale) ruimtelijke maatschappelijke opgaven voor de komende decennia zijn gerangschikt in zeven facultaire onderzoeksgroepen: Architecture, Design & History, Computation & Performance, Green Building Innovation, Urbanism, Innovations in Management of the Built Environment en Housing Quality.4

Het onderzoek van de faculteit Bouwkunde is in de onderzoeksvisitatie van 2010 positief beoordeeld. De onderzoekstraditie op Bouwkunde zal zich verder moeten ontwikkelen richting een grotere financiering vanuit tweede en derde geldstroom en vanuit Europese geldstromen. De mogelijkheden om de tweede en derde geldstroom voor onderzoek te vergroten zijn onderzocht, maar zijn omdat ze nog onzeker zijn niet als resultaat ingecalculeerd.

Organisatie:De afdelingen van de faculteit Bouwkunde voorzien in de gewenste/vereiste breedte en het integrale karakter van onderwijs en onderzoek. Elke afdeling levert onmisbare praktijk- en wetenschapsgebieden die aansluiten bij de praktijk van de gebouwde omgeving en maatschappe-lijk relevante vraagstukken. De kracht van deze breedte is bij het uitwerken van de leerstoelenstrategie een leidend uitgangspunt geweest. De faculteit heeft de herijkingmaatregelen dan ook vooral gezocht in focus, concentratie, bundeling, versobering en vernieuwing van de leerstoelenstrategie en de erbij behorende WP formatie.

Bij het vernieuwen van de leerstoelenstrategie en WP formatie is zoveel mogelijk gebruik gemaakt van pensioneringen en afloop van contracten. Uit het proces van focussen, concentreren, bundelen, versoberen en vernieuwen komen enkele reorganisaties voort, waarbij boventalligheid ontstaat. Voor deze boventalligheid wordt een reorganisatie ingezet die nog dit jaar voor directe besparingen zorgen. Van 2012 tot 2014 zullen besparingen ontstaan door het niet verlengen van contracten en pensio-nering. De belangrijkste uitkomsten worden in de volgende paragrafen per organisatieonderdeel besproken.

2.2 Architectuur, inclusief Geschiedenis en TheorieDe faculteit wil meer synergie creëren tussen het onderwijs en het onderzoek gericht op het architectonisch ontwerp, architectuurtheorie en de geschiedenis van architectuur en stedenbouw. Een goede inbedding van het onderwijs en onderzoek van de nu zelfstandig opererende eenheden IHAAU (geschiedenis) en DSD (theorie) in de afdeling Architectuur is zowel inhoudelijk als bedrijfsmatig geboden.

Een nieuwe, samenhangende leerstoelenstrategie legt hiervoor het fundament. De ontwerpleerstoelen zijn scherper geprofileerd en teruggebracht naar vier leerstoelen. Deze vier leerstoelen bestrijken samen de in de praktijk onderscheiden gebouwtypen. De faculteit gaat uit van een bezetting van 0,6 tot 0,8 FTE voor de hoogleraren van deze leerstoelen. Daarmee blijft de mogelijkheid bestaan dat deze hooglera-ren ook in de praktijk werkzaam zijn en zo wordt de vanuit de wet gewenste borging van de praktijk tevens vormgegeven. Daaraan is één impulsleerstoel toegevoegd die ingaat op het complexe (zeer) grote gebouw; een voor het komende decennium actueel ontwerpthema. Deze leerstoel is kleiner in omvang.

Het meer fundamentele deel van het architectuuronderzoek (grondsla-gen) wordt gebundeld in de nieuwe leerstoel methoden en analyse waarvoor reeds een Benoemingen Advies Commissie (BAC) is ingericht. Deze leerstoel zal samen met de nieuwe leerstoel architectuurtheorie en de leerstoel geschiedenis van architectuur en stedenbouw een spilfunc-tie vervullen in de wetenschappelijke theorievorming en het onderwijs in geschiedenis en theorie. Een werkgroep5 preciseert op verzoek van de decaan de profielen van de leerstoelen architectuurtheorie en geschiedenis van architectuur en stedenbouw en de erbij behorende bezetting.

De faculteit heeft zich bezonnen op het organisatieonderdeel Media Studies en besloten het takenpakket van dit onderdeel te concentreren op het geven van onderwijs op het gebied van het handtekenen. Dit leidt tot een reorganisatie bij de groep Media Studies waarbij de formatie aanzienlijk wordt gereduceerd. Dit onderdeel, dat nu geplaatst is bij RMIT, wordt organisatorisch ondergebracht bij de afdeling Architectuur en gekoppeld aan het vormstudie onderwijs.

2.3 Bouwtechnologie, inclusief Hyperbody en ®MITDe afdeling ®MIT en het werkverband Hyperbody gaan samen met de afdeling Bouwtechnologie op in een nieuwe afdeling, waardoor efficiënte sturing en organisatie en voldoende kritische massa wordt bereikt.

De ‘nieuwe’ afdeling clustert de leerstoelen in vijf secties, ieder rond een grote kernleerstoel. Elk van de secties levert door inkrimping van de bezetting een bijdrage in de noodzakelijke herijking. In de vijf secties is gekozen voor een heldere hoogleraren opbouw en een voldoende kritische massa.

De voormalige afdeling ®MIT wordt onder dezelfde naam een sectie in de nieuwe afdeling en zoekt synergie en versterking in ‘Technological Driven Design’ met vooral de onderzoeksgroep Green Building Innova-tion. Daarnaast blijft ®MIT onderdeel uit maken van de bestaande onderzoeksgroep History and Design.

Naast de sectie ®MIT heeft ook de ontwikkeling van het werkverband Climate Design en Sustainability vanuit oogpunt van maatschappelijke en wetenschappelijke relevantie een bijzondere prioriteit. In de sectie Draagconstructies en Krachtswerking wordt de herbenoeming voor de grote kernleerstoel gerealiseerd door de leerstoelen van BK en CiTG te bundelen en de nieuwe hoogleraar te benoemen bij de nieuwe afdeling en de afdeling Bouw (CiTG). Voor Structural Mechanics bestaat deze dubbelbenoeming al in een gemeenschappelijke full-time leerstoel.

Het werkverband Hyperbody (Digital Architecture) wordt heringericht en vormt in afgeslankte vorm samen met het werkverband Technisch Ontwerpen & Informatica de sectie Computational Design en sluit aan bij de onderzoeksgroep Computation and Performance.

2.4 Urbanism, inclusief T?FDe afdeling Urbanism koerst op drie secties van ongeveer gelijke omvang in 2014 en brengt het aantal leerstoelen terug van 13 (inclusief 2 OTB) in 2011 naar 10 (inclusief 2 OTB) in 2014. Er is steeds sprake van een of meer grote leerstoelen, ondersteund met speciale, kleinere leerstoelen. Speciale aandacht gaat uit naar de ontwikkeling van de sectie Landschapsarchitectuur.

De praktijk/ impulsleerstoelen stromen na twee termijnen uit.De twee leerstoelen in de sectie DUET (Environmental Design en Technical Ecology and Methods) worden door middel van een reorgani-satie samengevoegd tot 1 leerstoel Environmental Design, onderge-bracht in de sectie Landschapsarchitectuur.

In de sectie Spatial Planning & Strategy wordt de reeds bestaande focus op Development Studies bekrachtigd met een leerstoel, waarvoor externe financiering gevonden wordt. Bovendien wordt de komende jaren ingezet op intensivering van de samenwerking met de twee OTB-leerstoelen in zowel onderzoek als onderwijs.

In de sectie Urban Design wordt uitgegaan van twee leerstoelen, aangevuld met twee extern gefinancierde leerstoelen: een tweede termijn voor de leerstoel Ontwerp en Politiek (financiering: ministerie van Infrastructure & Milieu) en de leerstoel Van Eesteren (financiering: EFL-stichting).

2.5 Real Estate & HousingDe afdeling Real Estate & Housing heeft in haar nieuwe leerstoelenstra-tegie het aantal eerste geldstroom leerstoelen teruggebracht om meer focus en verdieping in de afdeling te krijgen. Door het bepalen van vier grote leerstoelen - Housing Management, Design and Construction Management, Real Estate Management en de nieuwe grote leerstoel Urban Area Development - is een duidelijke lijn uitgezet voor de toekomst. Naast de vier grote leerstoelen is er een aantal kleine leerstoelen, waarvan een deel alleen doorgang vinden bij voldoende externe middelen. Op deze manier blijft er, passend binnen de traditie van RE&H, een belangrijke verbinding met het afnemend veld.

De leerstoelen Public Real Estate Management en Design and Decision Systems worden opgeheven. Door natuurlijk verloop en het onderbren-gen van drie voor het onderwijs waardevolle medewerkers bij een andere leerstoel kan de opheffing van deze leerstoelen zonder gedwon-gen ontslagen verlopen.

Ten slotte zijn twee leerstoelen, Building Economics en Design Manage-ment, omgezet naar aandachtsgebieden, met een UHD in plaats van een hoogleraar. De verantwoordelijkheid voor deze aandachtsgebieden, en daarmee het behoud hiervan voor het onderwijs en onderzoek, ligt bij respectievelijk de leerstoelhouders Real Estate Management en Design & Construction Management.

De nieuwe leerstoelenstrategie biedt mogelijkheden om de komende jaren synergie te creëren tussen OTB en RE&H op het gebied van Housing, en tussen Urbanism, OTB en RE&H voor gebiedsontwikkeling. Ook biedt de leerstoelenstrategie voldoende ruimte om jong talent te behouden en zo de uitstroom van een aantal UHD’ers en hoogleraren in 2015 tot 2017 op te vangen.

3. lnterfacultaire synergie

3.1 OTBEind 2011 zal het onderzoeksinstituut OTB aansluiten bij de faculteit Bouwkunde. Het OTB heeft separaat van de opgave van Bouwkunde een eigen bezuinigingsopdracht. Het implementatieplan Herijking OTB is reeds door het CvB geaccepteerd, met een voorbehoud over de keuze of het OTB een afdeling van of instituut binnen de faculteit Bouwkunde

Balans gastdocentschap, vast docentschap en UD-ersDe faculteit streeft naar een betere balans in het aantal gastdocenten, vaste docenten en UD-ers. Deze balans is nodig om een kwalitatieve verbetering van het docentencorps te realiseren. Door met een kleinere groep mensen te werken en docenten meer te verbinden aan de faculteit, kun je gemakkelijker sturen op die gewenste kwaliteit.. Dit neemt niet weg dat de faculteit altijd met gastdocenten zal blijven werken. De broodnodige link naar de praktijk wordt op deze manier gewaarborgd.

5. Facultaire BedrijfsvoeringDe faculteit blijft de materiële kosten zoveel mogelijk beperken, vacatures terughoudend invullen, het aantal contractverlengingen terugdringen en de projectresultaten van de afdelingen monitoren. Uitgangspunt is daarbij het realiseren van een nul-begroting in 2014.

Bezuinigingen op personeelslastDe faculteit heeft in voorgaande jaren al veel bezuinigingen doorge-voerd. Ten opzichte van de huidige begroting (2011) zal de faculteit nog eens 5 miljoen euro bezuinigingen. Een belangrijk deel van deze 5 miljoen wordt bezuinigd op de personeelslast. De faculteit zal natuurlijk verloop benutten en vervroegd uittreden aanmoedigen om zo gedwon-gen ontslagen te beperken. Voor zover nu te overzien is leiden de voorgestelde reorganisaties tot circa 25 boventalligen.

De dienstenIn goed overleg met de directies van de diensten wordt door efficiëntere bedrijfsvoering en herinrichting van diensten de personeelsomvang waar mogelijk teruggebracht naar rato van de afname van het WP en studentenaantallen. De faculteit kiest ervoor om op de afdelingssecreta-riaten niet te bezuinigen. De faculteit kiest bovendien voor opheffing van het Publicatiebureau en voor herinrichting van 100%Research voor een betere aansluiting op het onderzoek en de komst van de Graduate School.

HuisvestingDe noodzakelijke maatregelen als gevolg van de definitieve huisvesting van de faculteit in BK City maken geen onderdeel uit van dit implemen-tatieplan, maar worden afzonderlijk aan het CvB aangeboden in het project BK City SLIM. Van belang is de vaststelling dat met name door afname van de studentaantallen een aanzienlijk aantal vierkante meters vrijkomt. Dit biedt een uitgelezen kans om het OTB in BK City te kunnen huisvesten.

6. Hoe nu verder?Het implementatieplan Herijking faculteit Bouwkunde is in juni ingediend bij het College van Bestuur TU Delft. Het College van Bestuur zal als opdrachtgever voor de gehele herijking en ondersteund door de Taskforce Herijking (TU Delft) haar oordeel geven over het implementa-tieplan van de faculteit Bouwkunde. Bij goedkeuring van het implemen-tatieplan zal de faculteit de herijkingsmaatregelen onder eindverant-woordelijkheid van de decaan Karin Laglas in uitvoering nemen.

Per afdeling zijn de afdelingsvoorzitters, ondersteund door hun afde-lingssecretarissen, verantwoordelijk voor de uitvoering van de herij-kingmaatregelen die hun afdeling betreffen.

Daar waar reorganisaties onontkoombaar zijn worden reorganisatie-plannen opgesteld en in september 2011 aan het College van Bestuur aangeboden en daarna in de Ondernemingsraad (OR) besproken. Voor de begeleiding van reorganisaties wordt onder leiding van de faculteits-secretaris en het hoofd HRM van de faculteit Bouwkunde een facultaire taskforce ingesteld.

Decaan Karin Laglas bespreekt met wetenschappelijk directeur OTB Peter Boelhouwer en rector magnificus TU Delft Karel Luyben over de wijze waarop aan deze uitsluiting uitvoering wordt gegeven.Gemeenschappelijke huisvesting van Bouwkunde en OTB zou de onderlinge samenwerking aanzienlijk kunnen versterken. Daarom is onderzocht of door afname van de studentenaantallen bij Bouwkunde op termijn voldoende ruimte vrijkomt om ook het OTB te huisvesten in BK City. Dit lijkt - met enig inschikken op BK City - een realistisch perspectief. Na de zomer 2011 gaat de faculteit met het OTB in gesprek over of zij een instituut binnen of afdeling van de faculteit wordt en over de mogelijke huisvesting. De faculteit zal bovendien namens het OTB het penvoerderschap voor de Master of Science Geomatics vervullen.

3.2 Afdeling BOUW (CiTG)De afdelingen Bouwtechnologie (BK) en Bouw (CiTG) werken voorstel-len uit voor enkele gedeelde leerstoelen. Zodra de lopende reorganisatie van de afdeling BOUW meer vorm gekregen heeft, kan bezien worden of verder gaande synergie mogelijk is. BK heeft overwogen om het BT lab van het Stevin lab te verhuizen naar BK city, maar heeft besloten deze faciliteit voorlopig nog met CiTG te delen. CiTG onderzoekt op dit moment haar huidige behoefte aan en toekomstig gebruik van het lab.

3.3 Industrieel Ontwerpen (IO)Met IO is in 2010 de mogelijkheid tot een interfacultaire eenheid Media verkend. Inmiddels heeft de faculteit gekozen voor een ingrijpende reorganisatie van de (sub)afdeling Media Studies. Als gevolg van deze reorganisatie is de mogelijkheid tot verdere synergie met IO beperkt.

4. Onderwijs

Minder studentenZonder aanzienlijke vermindering van het aantal studenten blijft de onderwijslast van de faculteit Bouwkunde zodanig hoog dat de herij-kingdoelen niet op korte termijn zouden kunnen worden gerealiseerd. De faculteit Bouwkunde kiest mede daarom voor afnemende studenten-aantallen. De numerus fixus en decentrale selectie zijn daarbij uitgangs-punt. Deze maatregelen zullen in de herijkingsperiode (tot 2014) vooral effect hebben op de Bacheloropleiding. Wij zullen de komende tijd ook de gewenste omvang van de instroom van (buitenlandse) studenten in de MSc nader bepalen.

Vergroten van studeerbaarheid en kwaliteitVoor de maatregelen tegen het ‘langstuderen’ zijn de TU maatregelen richtinggevend. Daarnaast wordt de Bacheloropleiding door prof. ir. Michiel Riedijk, de nieuw aangestelde opleidingsdirecteur, onder de loep genomen. Samen met de directeur onderwijs, O&S en in samen-spraak met studentenvertegenwoordigers ontwikkelt Michiel Riedijk voorstellen die zowel de kwaliteit van de opleiding, de studeerbaarheid, als de efficiency ten goede komen. Bijvoorbeeld door het samenvoegen van vakken en toepassen van specifieke toetsmethoden.

Architecture: serious science by serious people

The final report on the commit-tee’s findings is in! Altogether the Faculty of Architecture and the two OTB research groups made a very good impression on the committee. The scores of the research groups were significant-ly higher than those during the previous assessment in 2003.

The 2010 committee concluded: “The TU Delft enjoys a ‘Level One’ acceptance worldwide as one of the leading institutions for architectural education and research.” “The output of the Faculty of Architecture and the Built Environment is phenom-enal”.

The review marks an important step in the development of the Faculty of Architecture. Design-oriented research is no longer a hobby. It has established itself as a serious science conducted by serious and committed people in an organisation that has the energy and the potential to become a world leader in its field.

Publishing in peer-reviewed journals is a pre-requisite to move onHowever, the committee also expressed some words of caution regarding its output: “When that

is qualified to be the scientific output, that is, the peer reviewed articles and journals, then the productivity of the members of the faculty range from good to okay.” Clearly the committee expects the faculty to do better when it comes to publishing in international scientific peer-re-viewed journals, but still: “The committee was impressed with the overall commitment to peer-reviewed articles and even in questioning with ‘underper-forming groups’, was assured that this is indeed relevant to the stature of the group and of the faculty as a whole.”

the need for a stable research environmentThe committee had some clear words of advice regarding the frequent rearrangements that took place between 2003 and 2009: “Rearranging the research groups is perhaps necessary every five to ten years. However, it seems that the researchers at the TU Delft have been doing nothing else over the past six years. Given that and the fire, it is astounding to which levels of output the members of the faculty have shown to be capable of. If the rearrangement were to stop, imagine the potential output of researchers in a stable environ-ment. It is the recommendation of the committee to do just that.”
