• A total of eighteen (18) incidents were monitored due to TD “CRISING”: landslide (5), flashflood/flooding (5), drowning (5) and overflowing of creeks/damaged dikes (3)

• As of 22 February 2013 , there were four (4) reported deaths ; four (4) injured persons all were from Sapad, Lanao del Norte; and two (2) were reportedly missing

F. STATUS OF WATERWAYS

• As of 1:00 PM, 20 February 2013, at New Batangan Bridge, Barangay Batangan, Valencia City, the water is at Level 10 (10 feet) which is near critical level. The normal level is 3 ft while critical level is 10.5 ft. The families from Brgys. Batangan, Bintilan, Maapag and Katumbalan, Valencia City were pre-emptively evacuated and temporarily sheltered at the covered courts of the respective barangays. The Pulangi Dam is the hydro electric power plant being managed by the National Power Corporation.

• As of 1:00 PM, 22 February 2013 , the water level in Agusan River is 6.69 meters at Alert Level 2 (Code Red).

• The City Government of Manila announced suspension of classes at all

levels at 10:30 AM, 22 February 2013 • As of 22 February 2013, in Butuan City, suspension of classes is still in

III. PREPAREDNESS MEASURES EMERGENCY PREPAREDENESS AND RESPONSE:

NATIONAL PREPAREDNESS

NDRRMC • NDRRMC Operations Center is on RED ALERT Status eff ective on

05:00PM, 18 February 2013 for continuously monitoring and disseminating Weather Bulletins/Advisories, Gale Warnings, General Flood Advisories, and 24-Hour Public Weather Forecasts to all RDRRMCs/OCDRCs through SMS, facsimile and websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels; and directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR).

REGION IV-B • Regional Tactical Operation Center (RTOC) converted to Regional Disaster

Operation Center (RDOC) effective 8:00 PM, 19 February 2013 • PRO IV-B component of the DRRMC was activated regionwide, alert personnel

of affected PPOs/CPO are on standby; ready for deployment • Coordination is being undertaken with the RDRRMC • PNP Sapad personnel immediately responded to the incident and extricate the

landslide victims.

• On Code White Alert and activated its Opcen; prepositioned medicines for all provinces in the region and closely monitoring health centers in the region; assisted OCD in the dissemination of weather and warning advisories to local HEMS.

PAG-ASA • Disseminated Weather Bulletins/Advisories, Gale Warnings and 24-Hour Public

DSWD • DSWD FOs IV-B, IX, X, XI, XII, ARMM and CARAGA QRT and SWAD Team

were alerted and advised to closely monitor the situation, in particular areas prone to landslide and flashflood within their jurisdictions. And to provide reports on the status of their standby funds and stockpile and on any eventualities.

• Mobilized the Regional QRT and Provincial-based SWAD teams to assist the LGU-affected areas in the disaster operations.

• Detailed DSWD-CO personnel at the NDRRMC Operation Center for coordination purposes as well as to address issues of DSWD concerns.

• Provided P2.25 million worth of 9,000 family food packs @ P250.00/pack to LGUs-Kapalong, Asuncion and Dujali, all in the province of Davao del Norte.

• Prepositioned P68.7 million worth of emergency relief resources consisting of standby funds (PhP15.85 million ), 27,337 family food packs (PhP10.45 million ), other food items (PhP29.13 million ) and NFIs (PhP13.30 million ) in all FOs lying along the path of Tropical Depression “Crising”

• Disaster Response Operations Monitoring and Information Center (DROMIC) is closely coordinating with concerned DSWD-FOs for significant reports caused by the weather disturbance.

• PSWDO Davao Oriental and Compostela Valley distributed relief packs to the affected families.

• A total of PhP3,123,000.00 worth of relief aid has been provided to the affected families in Regions X (PhP181,500.00) and XI (PhP2,941,500.00) coming from DSWD (PhP2,250,000.00) and LGUs (PhP873 ,000.00)

DPWH • Regions IV-B, XII and XIII (CARAGA) strategically positioned all maintenance

crews/equipment to areas considered prone to floods, landslide and road slips. District DRRMTS already activated in anticipation of the forecasted Tropical Depression “Crising” that might hit within our area of responsibility.

• Region VIII conducted clearing operations on the re ported landslides and provided appropriate warning and directional signs to transporting public.

PCG • Prepositioned four (4) vessels for possible deployment: SARV 3504 moored at

Dole Wharf, Gen Santos City; MCS 3005 moored at AMR shipyard, Zamboanga City; MCS 3009 moored at Ben Go Baliwasan Seaside Zamboanga, and; DF-315 moored at Davao

• PCG units in the area are on heightened alert and continuously monitoring the development and effects of the weather disturbance to ensure that regulations on prohibiting the movement of vessels in the affected areas are strictly enforced

• REGION IX - Zamboanga City Coast Guard Station canc elled all trips going out of Zamboanga City

PRC REGION X

• Philippine Red Cross provided Food and Non Food items to the evacuees.

REGIONAL PREPAREDNESS OCDRCs IV-B, VI, VII, VIII, IX, X, XII, XIII (CARAG A) and ARMM • Disseminated 24 Hour Public Weather Forecast and Weather Advisories

through SMS and facsimile to the RDRRMC member-agencies, Local DRRMCs and local radio/TV stations in the region, coordinates with RDRRMCs and LDRRMCs re situation in their area of responsibilities and preparedness activities to be undertaken and maintains 24/7 duty personnel to monitor LDRRMCs and concerned agencies regarding any untoward incidents and actions taken.

OCDRC IV-B • MDRRMC Baco, Oriental Mindoro activated their Opera tions center.

Conducted assessment in the flooded area. Alerted R esponse team for response operation. Prepositioned stockpile of reli ef goods for possible distribution.

• MDRRMC San Teodoro, Oriental Mindoro activated thei r Operations center. Conducted rescue operations together with P ersonnel of San Teodoro, Municipal Police Station of the families i n the flooded area.

• MDRRMC Naujan, Oriental Mindoro activated their ope rations center. Conducted assessment to the flooded area.

• Public Safety Department, Calapan City on standby a lert and continuously monitoring the water level of Bucayao River and Mag asawang Tubig.

OCDRC VIII

• MDRRMC Sta. Fe and Abuyog, Leyte continuously monitor and conduct inspection on flood prone areas

• MDRRMO Palo, Leyte facilitated the conduct of pre-emptive evacuation of residents

• CDRRMO Tacloban and TOG 8-PAF to conduct rescue evacuation on the affected residents in Palanog, Tacloban City

• PIA and OCD8 OpCen are continuously disseminating weather advisories to RDRRMC 8 member agencies, media and concerned LDRRMCs; and advised to facilitate further dissemination and take appropriate actions

• MDRRMO Palo facilitated the conduct of registration of evacuees at Cangumbang Elementary School

• Province of Leyte EWS continuously monitor the wate r level at Binahaan Watershed and coordinated with concerned MDRRMCs

OCDRC IX

• OCDRC IX operations center continuously monitoring the situation and coordinates with the PDRRMCs for any development

• CDRRMO of Dipolog City immediately went to the affected areas and assisted the residents

• PDRRMCs, CDRRMCs and MDRRMCs continuously monitoring and releasing early warning signals to all individuals

OCDRC X • Landslide victims were brought immediately to Lanao del Norte Hospital-

Kapatagan for further treatment of injuries sustained • Sapad MDRRMC and Lanao del Norte PDRRMC Emergency Response Team

verified the incident • Lanao del Norte PDRRMC and Sapad MDRRMC immediately responded to the

incident • Regional Health Unit provided immediate first aid before the landslide victims

were brought to Lanao del Norte Hospital – Kapatagan for further treatment of injuries sustained

• Sapad MDRRMC and Poblacion BDRRMC facilitated the evacuation of the affected families

• Provincial Government of Lanao del Norte provided Food and Non Food items to the evacuees

• MDRRMC – San Fernando, Bukidnon sent a team to conduct PDNA in Barangay Magkalungay

• PDRRMC and BDRRMC – Brgy. Butong, Quezon, Bukidnon provided relief good to the displaced residents

OCDRC XI • OCD XI is on Red Alert Status; and headed by Dir. Liza R. Mazo, conducted

survey of the affected areas and provided rescue equipments for augmentation in the conduct of rescue operations to the affected areas

• PDRRMC Davao Oriental and Compostela Valley together with MDRRMCs Asuncion, B.E. Dujali, Carmen, Sto.Tomas conducted pre-emptive evacuation to the affected families and continuously monitoring the affected areas

• Search and rescue resources from response agencies and LGUs were prepositioned and on standby for possible deployment

• PDDRMC Davao del Norte together with the MDRRMC Kapalong distributed relief goods to the affected families and provided RDR SAR Team to the affected areas

• MDRRMC Kapalong Search and Rescue (KARES) has been activated • RDANA Team conducted assessment and validation

OCDRC XII • Coordinates and alerts RDRRMCs and LDRRMCs for possible occurrence of

any emergency in their AOR

of the families affected by TD Crising and for immediate relief assistance • LGU of Datu Montawal and Pagalungan are monitoring the situation in the

affected areas for possible relief assistance, and continuously monitoring the level of the Pulangi River and Pagalungan

• creeks in the said barangays overflowed due to heavy rains and flooded nearby barangays • affected families evacuated to higher grounds • no casualties were reported

At around 7:00 AM the same day, the water levels subsided and the affected families returned to their respective houses

Pulangi River, Kabacan 20 February 2013

•Pulangi River overflowed due to continuous heavy rains, flooding seven (7) low-lying barangays namely: Brgys. Kayaga, Salapungan, Pedtad, Buluan, Nangaan, Magatos and Cuyapon Kabacan, North Cotabato Province • a total number of 2,952 families were affected • There were no major damages and casualties reported

Water level at Pulangi River continues to rise and more barangays are expected to be affected.

The dike in Brgy. Malabuaya, Kabacan, Cotabato was destroyed and caused floodings to two (2) municipalities namely Datu Montawal and Pagalungan: • In Datu Montawal, five (5) barangays were affected namely: Brgys. Nabundas, Limbalod, Bulod, Talitay and Pagagawan • 1,960 affected families established temporary shelters along Cotabato- Davao National Highway • In Pagalungan, the following barangays were affected: Brgys. Balgan, Kalbugan, Bagoingad, Buliok and Damasalak • Affected barangays built temporary shelters in higher grounds

LGU Datu Montawal and Pagalungan are monitoring the situation for possible relief assistance
