As shown by the "Well Log Construction Records" contained in Appendix Bythe area is one of thin overburden over bedrock. The existing well (No. 1) on the proposed south Lot 2 was installed by Quality Water Wells in September 198 1. The well is a drilled rock well with 2.7 m (9 ft) of 150 mm (6") diameter steel casing installed through 2.4 m (8 ft) of unconsolidated sediments and seated 0.3 m (1 ft) in solid bedrock. A note on the water well record indicates that the main water-bearing fracture was intersected at a depth of 72.6 m (238 ft). Prior to the start of the pumping test of Well No. 1 on April 9, 1995, the static water level was 55.01 m (180.42 ft) below the well casing datum. The new well (No. 2), which was recently installed by Quality Well Drilling Ltd. as a water source for the proposed north Lot 1, is also a drilled rock well. 1.0 INTRODUCTION

The purpose of this letter-report is to discuss the suitability of each of the two drilled wells proposed as individual water supply sources for a two-lot rural subdivision on the lower southwest-facing slope of Anarchist Mountain east of Osoyoos, B.C. Figure 1 in Appendix A is an area location map showing the regional topographic setting of the subdivision; Figure 2 is a plan of the proposed subdivision of the Lackey parcel of land, which is legally described as Lot 23, D.L. 2709, S.D.Y.D., Plan 21789 Except Plan 33892.

Our understanding of the situation concerning the proposed Lackey Subdivision can be summarized as follows:

As shown on Figure 1 in Appendix A, the proposed two-lot rural subdivision of the subject Lackey Property is located on the southwest-facing forested slope of Anarchist Mountain. The steep topography of the site is reflected in a large difference in static water levels between the two wells; the existing Well No. 1 on the south Lot 2 of the subdivision is located at an elevation more than 30 m (100 ft) higher than the new Well No. 2 on the north Lot 1. 4. The subject Lackey Subdivision is located within Electoral Area "A" of Regional District of Okanagan-Similkameen (RDOS). RDOS Bylaw 300, as modified by Bylaw No. 966, states that "...a well capable of providing a minimum yield of three (3) gallons (23.5 L) per minute for each proposed parcel" must be provided. We assume that the 23.5 L should be 13.5 L.

2.0 WELL CAPACITY TESTING

2.1 Test Procedure

The subject two Lackey Wells were pumped simultaneously, each for almost four days, with the pump in Well No. 2 on the north Lot 1 started about two hours after the pump in Well No. 1 was started. Pumping was carried out using submersible pumps connected to electric power; the existing pump in Well No. 1 was used for the test; Value Contracting fkrnished a test pump for the new Well No. 2.

2.2 Test Results

Data collected during the capacity tests of the subject Lackey Wells No. 1 and No. 2 are contained in Appendix C, along with standard time-drawdown and time-recovery plots of the data.

2.2.1 Well No. 1 on Lot 2

Capacity testing of Well 1 commenced at 08:15 a.m. on April 9, 1994 and pumping continued for a total of 5720 minutes (3.97 days). During the first 70 minutes, pumping was at a constant rate of 36.3 Zlmin (8 igpm), following which an inline Dole valve was installed to control the rate at 13.6 Zlmin (3 igpm) for the duration of the test period.

As shown on the time-drawdown plot for Well No. 1, when the pumping rate was reduced from 36.3 to 13.6 Zlmin, the water level immediately recovered from maximum drawdown of 18.04 m (59.16 Et) to a pumping water level just over 61 m (200 ft) at drawdown of 6.4 to 6.7 m (21 to 22 ft); the pumping water level was maintained at a fairly constant level up until 720 minutes. From 720 minutes, steady drawdown continued until pumping was terminated at 5720 minutes (3.97 days), reaching final drawdown of 16.01 m (52.50 Et), still less than the initial maximum drawdown of 18.04 m reached after 70 minutes of pumping at the initial rate of 36.3 Zlmin (8 igpm).

During the pumping of Well No. 1, a total of 79380 litres (17,535 igals) of water were removed, at an average pumping rate of 13.9 Zlmin (3.06 igpm). By 5865 minutes after the termination of pumping, the water level had recovered to 74% of the pre-pumping static water level and the time-recovery plot (Figure 4, Page C - 5 ) of the data shows that complete recovery can be projected. Attention is drawn to the recovery data as well as the character of the data plot which shows that immediate recovery occurred when

recovery data plot for Well No. 2 is markedly different from that for Well No. 1, in that it consists of one traight-line segment while that for Well No. 2 consists of three segments, like Well No. 1, immediate ecovery of the water level began as soon as pumping was terminated.

pumping was terminated, followed by a period from 30 to 630 minutes after the termination of pumping (t/t’ of 200 to 10) when the rate of recovery was very slow, before recovery of the water level resumed at a more rapid rate. This behaviour is interpreted to be a result of filling of a fiacture that had become dewatered during pumping. The most significant features of the recovery data and plot, insofar as suitability of the well as an individual source of domestic water supply are concerned, is the immediate start of recovery of the water level when pumping is terminated. We attribute this to the favourable location of the well in the zone of groundwater discharge on the lower slope of Anarchist Mountain.

- - -- 2.2.2 Well 2 on Lot 1 .

Capacity testing of Well 2 commenced at 1O:OO a.m. on April 9, 1994 and pumping continued for a total of 5655 minutes (3.9 days). During the first 45 minutes, pumping was at a constant pumping rate of 68.1 Zlmin (15 igpm), following which an inline Dole value controlled the rate at 13.6 Zlmin (3 igpm) for the duration of the test period.

As shown on the time-drawdown plot for Well No. 2 (Figure 5, Page C - lo), the water level immediately recovered from maximum drawdown of 41.87 m (137.33 ft) when the pumping rate was reduced, to a pumping water level just over 13.4 m (44 ft), with approximate stability maintained until about 700 minutes. After 700 minutes until testing was terminated, drawdown continued at a low continuous rate reaching maximum drawdown of 18.80 m (61.67 ft) at 5655 minutes.

During the pumping of Well No. 2, a total of 79356 litres (17,505 igals) of water were removed at an average pumping rate of 14 Zlmin (3.08 igpm). By 5820 minutes after the termination of pumping, the water level had recovered to 88% of the pre-pumping static water level and the time-recovery plot (Figure 6, Page C -10) shows that complete recovery can be projected. Although the nature of the

2.4 Well Capacitv

The capacity testing of the subject Lackey Wells has shown the following:

Each of the Wells can sustain a pumping rate of 13.6 Z/min (3 igpm) for several days and, certainly, for more that the usual short-duration daily peak domestic water supply requirements of several hours for a single residence.

- - Based on the performance of the Wells during pumping and recovery, the average long-term capacity for continuous pumping is probably less than 13.6 Zlmin (3 igpm) in the case of Well No. 1 but it is still probably at least half that, which is still much more than an adequate individual domestic water supply source. The fact that the well has been a satisfactory water source for the Lackeys supports this conclusion.

GROUNDWATER QUALITY

Appendix D contains a report from Analytical Service Laboratories Ltd. (ASL) which presents the results of chemical and bacteriological analyses carried out by ASL on samples of groundwater collected from the subject Lackey Wells during the simultaneous pumping test.

Both the groundwater yielded by the existing Well 1 on the south (upper) Lot 2 of the Lackey Subdivision, and that yielded by the new Well 2 on the north (lower) Lot 1, are only moderately mineralized, with respective total dissolved solids reported by ASL at 296 and 280 mgll. Both waters are hard bicarbonate type waters, with a similar respective mixed cation content of C%,,MgZlN%, and Ca61Mgz Pa,,.

As stated by ASL in their report, the groundwater from both of the subject Lackey Wells, satisfied drinking water quality guidelines of Health and Welfare Canada, which have been adopted by B.C. Ministry of Health as the basis for determining potability, for all parameters checked.

In general, the groundwater from each of the Lackey Well, as represented by the ASL analyses, is of good chemical quality for domestic consumption and is free of coliform bacteria, as expected for a deep groundwater source.

The situation with respect to the subject Lackey Wells 1 and 2 on respective Lots 2 and 1 of the proposed subdivision of Lot 23, D.L. 2709, S.D.Y.D., Plan 21789 Except Plan 33892, may be summarized as follows:

Well 1 on the upper (south) Lot 2 is an existing well installed in September 1981 by Qua1ity:Water Wells Ltd. to a depth of 86.9 m (285 ft) in rock below 2.4 m (8 ft) of unconsolidated sediments. The Well is completed with 2.7 m (9 fi) of 150 mm (6") diameter casing installed through the overburden. Prior to the start of the capacity test of the Well on April 9, 1995, the static water level was 55.0 m (180.42 fi) below the well casing.

Testing of Well 1 was carried out for a total of 5760 minutes starting on April 9, 1995. Pumping during the fmt 70 minutes was at a rate of 36.3 Zlmin (8 igpm), following which the rate was controlled at a fEed rate of 13.6 llmin (3 igpm) by an inline Dole valve. Following the termination of pumping, the recovery of the water level was observed for 5865 minutes, by which time a trend to complete recovery of the water level could be projected.

Well 2 on the lower (north) Lot 1 is a newly drilled well installed in March 1995 by Quality Well Drilling Ltd. to a depth of 73.7 m (242 fi) in rock below 2.1 m (7 ft) of unconsolidated sediments. The Well is completed with 2.4 m of 150 mm (6") diameter casing installed through the overburden and seated in solid bedrock. Prior to the start of the capacity test of Well 2 on April 9, 1995, the static water level was 10.67 m (35 fi) below the well casing.

Well 2 was pumped for a total of 5655 minutes, also starting on April 9, 1995. Pumping during the first 45 minutes was at a rate of 68.1 Zlmin (1 5 igpm), following which the rate was controlled at a fixed rate of 13.6 llmin (3 igpm) by an inline Dole Valve. Following the termination of pumping, the recovery of the water level was observed for 5820 minutes, by which time a trend to complete recovery of the water level could be projected.

Based on the results of long-duration capacity testing and on the results of groundwater quality sampling and analysis, the following conclusions are reached about the individual domestic water sources represented by the subject Lackey Wells:

Each of the Wells is a suitable individual source of domestic water supply, as defined by RDOS Bylaw 300.

The quality of groundwater yielded by each of the Wells satisfies potability requirements of B.C. Ministry of Health.
