B. SOAR Graduates - Dr. Tim Picculo poke briefly about the requirements students must meet to apply to the program, goals of SOAR and how the program challenges students to achieve at higher rigor. He said that there are students who have produced papers that are a quality that could be published. He said that of 299 students who applied, 44 completed the application process and just 32 completed the program and earned a SOAR diploma. C. All State Musicians - Mrs. Gallarello said that this achievement begins with music lessons in voice by grade 6. Students perform before a judge and receive a grade for their performance. Students in 10th and 11th grade can compete at the All­State level. We were fortunate to have six students who competed with 6,000 students for this high honor. Our All-State Music Students were: Candace Courtney, Meghan Fallon, Jamie John, Raeesah Kabir, Andrew Maung and Rachel Meirs. (Rachael was selected but unable to participate as she was injured.)

D. Math Fair Winners - Mrs. O'Connor talked about the competition in the 2010 Long Island Math Fair. These students spent a great deal of time preparing for this competition. Winners were Lauren McGarry, Bronze; Humayra Kabir, Silver; Valerie Matedero, Bronze; and Daniel McBride, Bronze.

E. First Exposure Long Island Media Arts - Mrs. Gallarello said that this competition is a part of our advanced media arts program. We were notified by Eastern Suffolk BOCES that two Hauppauge students, Vincent Macaluso and Daniel Skoldberg, had their film selected for showing at the fifth annual First Exposure festival. They will also receive a certificate signed by Suffolk County ExecutIve, Steve Levy.

Congratulations to all of our winners.

Tenure Celebration Mrs Kriss said that those wonderful accomplishments of our students celebrated tonight remind us about the importance of our teachers who help each student reach their potential. Thank you to each teacher who makes a difference in the lives of Hauppauge students. Each building principal spent time to talk about the impact that these teachers had in their buildings. The following teaching assistant and teachers were recommended without reservation: Maureen Lucenti (teaching Assistant), Tanya Bellia, Janin Brewer, Lindsay Callahan, Josephine Coiro, Tracy DeRose, Karen Karpowicz, Robert Kinnear, Stacy Lasurdo, Geronima Maura-Rayo, Carmen Unkenholz, and Heidy Vallejo-Gonzalez.

Mrs. Richter made a recommendation to sever Item 9.2A-1.

9.2A Personnel Action Report - Certified Staff I) Change in Employment Status - Appointment to Tenure

Motion carried by vote of 6-0.

Mrs. Kriss mentioned the following items in her update: • Thank you to our Hauppauge community for their support of our budget and the

capital reserve proposition. With their support we can continue to improve our programs and do the necessary work on the heating and ventilation systems at Bretton Woods.

• Congratulations to our three board incumbents, Geri Richter, Bob Schnebel and Ginger Todaro who have been re-elected to serve three more years. Thank you for your service to our district.

• We have officially placed the order for the balance of the technology project. Every instructional space in the district will receive a white board and document camera. Interactive lessons will be included in our curriculum.

• At an earlier meeting we had a woman here from the Life Skills program where she personally invited the board to attend their brunch on June 9, 2010 from 12-1 PM.

• Along with Ann Macaluso, Fred Pitrelli, and myself, the RTTT contract was signed. The State is hopeful that we will get more funding in New York.

• The new legislation on charter schools did pass. Tomorrow there will be a vote on the national standards. These were also required to secure RTTT applicants. At this time, funding is driving what we do in our schools.

• Congratulations to our girl's softball and boy's baseball teams as well as the girls and boy's lacrosse teams on their successful seasons.

• Dr. Siegel, Mrs. Linda Karman and I attended a Tri-State meeting where they had the opportunity to hear a speaker who is a noted author on skills necessary to go to college. They reviewed key cognitive strategies and content needed to see success in post secondary education.

Discussion: • On Item 9.3H-6, ECAF for march 2010, we will be discussing related policy later in

the agenda, policy requires that class funds from a graduated class be transferred to the incoming class. There is supposed to be a scholarship for one boy and one girl, a lighting system donation and then funds transferred to the incoming class. What

is holding up the transfer of funds? It is the lighting system purchase that is holding up the transfer. There will be an accounting of funds donated to another ECAF fund.

• On Item 9.3E-I - Point of Sale lunch, this system will make life easier for everyone. Only one company bid on this. I thought we saw this at many NYSSBA conferences that they had a system. That is a different system that ",vou!d allo'rl;lpaf'€!nts to pczy for many school expenses. Once the system is installed this summer, parents will be able to make payments on a credit card and view what their children have purchased for the week. The program also flags allergies.

• Will this be purchased through the lunch fund or general fund? Lunch fund. • Are there any providers of this kind of system under NYS contract? No, not this

system. There is one available on the ES BOCES system but it is not able to do the same functions.

• The cost to purchase the system is $3,000, what are the recurring costs of the system? Mr .. Stucchio said he will get that information for the Board.

• On the last Treasurer's Report, it was noted that the school lunch fund is getting up there again. Will this purchase help bring that to an appropriate level? We are paying less to our lunch contractor and charging the samefor lunches. The $50,000 will reduce that balance. Excess funds in the lunch fund is different than fund balance excess.

9.2B Personnel Action Report - Civil Service Staff 1) Appointment (Keams)

Discussion: • This discussion is for the record. We have hired Michael Keams for years as an

outside contractor who serves as our Treasurer. Now we are hiring him as a part time employee, why? The Commissioner and Comptroller said that this position should be an employee just as they recommended a purchasing agent be an employee.

Business Matters

• When we change his status as an employee of the district will there be any additional costs to the District? With him serving as a consultant, we were not responsible for FICA. With his service as a part time (5 hours er week) employee, we will incur FICA and he will have the option to be part of the NYS Retirement System. If he makes that election we will be required to contribute to the retirement system.

• Will he receive any other benefits like life insurance? No. • How many other districts does he work for? He works for 9 other districts in various

roles. Most likely, he will be flagged by the Comptroller's office for review. That is why we agreed on 5 hours. The retirement system has contacted us on other employees who have held positions in more than one district. Under no circumstance can he, or anyone else employed in more than one district, ever receive credit for more than a day in that same period of time.

• Thank you to The Comptroller for making us more vulnerable by making this change a requirement. It is ridiculous!

1) Pond View Services

Discussion: • This contract is for a security service for the overnight field trip to Quinipet. This

contract has never been presented tot he Board before. We send teachers on this trip and have assumed that Quinipet has their own security.

• We are hiring this company and have no knowledge of their doing background checks and fingerprinting on the individuals that will be watching our children. Other school districts only use teacher chaperones. When the board was asked to approve this trip we said we would look at other options for the future. This is one of the costs that Dr. Siegel has been reviewing.

• Mr .. Richmond was asked if we have any concerns about this contract. Mr .. Richmond said he does not know if they are required to do background checks or fingerprinting.

• It is difficult to vote on something when you lack important details that involve safety.

• I believe we have hired security at Qunipet in the past. We don't know who signed past contracts. They were not signed by the board president. I would think the claims audit would flag a contract not signed by the president. Trips that are student funded and paid out of ECAF funds are not subject to claims audit. Often times, these agreements are signed by the buildings.

Discussion Matters

• We can't tell tonight what the set-up is at Qunipet so we would need to approve this contract for a trip next week. Looking forward, we need to find about how these contracts are done and ensure that our children are safe on trips.

• I voted against this trip due to cost when it was approved by the board but have complete faith on our staff to protect our kids.

Motion failed by vote of3-3. Mrs. Macaluso, Mrs. Mass and Mrs. Todaro voted no.

Mrs. Macaluso said the board received an email from a concerned parent.

Board Policy 5252.1 - Mr. Stucchio said that this policy is being resurrected. It was considered a few years ago. The independent auditors indicated that the board did not have an ECAF policy. As indicated in the proposed policy, it is important to note that ECAF accounts are not tax exempt as these are not taxpayer funds. RS Abrams also recommended the investment policy. Mrs. Macaluso asked if club advisors will be advised that they are not permitted to use the District's tax exempt number for their purchases. The ECAF treasurer has been advised not to pay any invoice that does not include sales tax. We instruct organizations that they must pay tax on their purchases. Mrs. Lesser asked if they would also notify them that they can not sign contracts. Mr. Stucchio said that in some cases, officers of a club may have to sign the agreements. Are all contracts signed by the board or not? Mrs. Kriss said that administrators have been advised that contracts must be sent to the business office six weeks in advance of an event to ensure that there is sufficient time to process. Mrs. Macaluso asked if there is a trip where funds are collected in an ECAF account the board does not have to-ap-prove the contract. Mr. Stucchio said that school sponsored field trips are handled differently. If that is the case, we should have a policy that would describe how contracts are handled. Students who are in clubs go on field trips. Are those contracts approved by the Board? When are the contracts signed and by whom? The Quinipet money has been held in an account that is used to hold field trip funds. Ideally, those funds would not be held in ECAF accounts. After discussion with the auditors, at this time, we feel there is no better place to hold these funds. Can you give us an example of a contract that is not signed by the board? Yes, the catering contract for the prom. The high school used to take trips to Great Adventure. Who signed the contracts for the amusement park and bus company? If not the board, are the buses checked for safety according to policy? The buses are inspected according to policy. We have some heavy duty work that has been done on our contracts for school trips but club trips are not treated the same way. If the class of2010 signs a contract for the prom and a problem arises out ofthat, is the district responsible for the problem? Mr. Richmond said that the vendor is responsible to make sure that the contract is signed by a responsible person. The reason for the board to see all the contracts is so the board can be sure the contract is within their policy. The question is if the trip is a district or club event. It would be a question if the board had knowledge and authorized the trip. Mrs. Lesser said that the question would be, is the board liable? Mr. Richmond said yes. The club advisor who signs the contract is not responsible. Then, are they signing and responsible as an employee or personally? injury, the district could get sued. Mrs. Mass asked if we authorize advisors when we appoint them to the position? No, they would not be authorized any more than the board president would be without a resolution. The district can not be sued if they cancel a trip where the advisor signed the agreement. Mrs. Todaro said we have two dinners coming up, athletic awards dinner and music awards dinner, which are outside the disttict. Did­the board authorize those agreements. They may have been authorized by a booster club, we have not. There are catering contracts for proms and other events that are signed by club advisors. The question is does the board want to approve these contracts. Mrs. Lesser said there is a safety issue and we need to know about the safety of our children. Mrs. Macaluso said we will review policies related to this issue and put them on a future agenda.

Computer Control Policy: Financial/Human Resources Management System Computer Controls Mr. Stucchio said that the auditor recommended that we have a policy related to finance manager to make sure that people will have access on a need to know basis.

Mrs. Macaluso asked that this policy be given a number and placed on the June 15,2010 agenda for action.

Motion made by Mrs. Richter, seconded by Mrs. Lesser, that any board member wishing to attend the NYSSBA Summer Law Conference in Islandia on July 22, 2010 be permitted to do so and that any costs associated with the conference be paid by the

Mr. Schnebel said he received information about the next Islip Town School Boards Association meeting. He is unable to attend. He asked if any other board member had an interest in attending the meeting. Mrs. Todaro said she would look at her calendar. The meeting will be held in Suffolk Transportation office in Bay Shore.

Mr. Schnebel said that last year the board was not able to attend the NYSSBA NYC Convention because it conflicted with our homecoming is that the case this year? Mrs. Kriss said it does not conflict this year.

Motion made by Mrs. Lesser, seconded by Mrs. Richter to modify the Pond View Services contract with the following changes: time of service was 10:00 PM to 6:00 AM. Change that to 10:15 PM to 6:15 AM.

Discussion: The board can entertain a motion that was defeated if the original motion has been changed. The trip is next week and therefore the contract must be approved tonight so that security services may be provided. Mrs. Mass said that she is voting yes under protest as she also feels that they need the security but would like to have further discussion on this topic in the future.

Community Comments on Non-Agenda Items

Community members asked questions or made comments about the following: • Following the presentation of a petition to the Board, a parent spoke about the third

grade class sizes at Forest Brook anticipated for next year. • Who normally decides on the split of a class section? We have policy guidelines that

at e designed to pI ol;lide consistency at each building. It is the 1 espollsibility OJ-l'the superintendent to look at the numbers throughout the summer. If the numbers are there, we will add a section. It is not uncommon to gain or loose students during the summer.

• We moved from the city to provide our children with better schools and smaller classes.

• Hauppauge considers special needs children as 1-1 where the majority of schools are 1-.5-1. It sounds like we are headed in the wrong direction. We do have teaching assistants in many of those classes. Many of our teaching assistants are certified teachers. We have specialists that work in our classrooms. We work hard to meet the needs of our students. If you look at the research on class size, you need ~ small classes to make a significant change in performance.

• Was it the recommendation to increase class sizes in Forest Brook that of Dr. Michael or the Superintendent? Mrs. Kriss said it was her decision.

• Does the teachers contract have a maximum number of students that a teacher can teach? The contract says that the average class size will be 25-30.

• There could be as many as 29 or 30 in a class. That is too many. We are interested in providing the best education here and that is for all students. We continue to review enrollment numbers through the first week of school.
