Session I From 11 AM to 12 PMManaging Director, BESCOM,welcomed all the officers present in the meeting,

Managing Director, BESCOM reviewed the action taken on the proceedings of

the meeting conducted on 18.07.2016 and the accident statistics of BESCOM for the

month of July - 2016.

The followingpoints were discussed:

ACCIDENTS:

• DEI reports shall be sent with in a period of one month and if any cases are pending for

more than a month, reasons for the same shall be fumished.

• If the cases are pending due to non-submission of reports by BESCOMfield staff, then :.1.'ifthe -coneesned SE will be held ,responsia-le=-.---- .........-~ •..'~... .,-..' ,

• Due to pending compensations for, the accidents occurred during FY 14, FY 15 & FY

16, GMQS&Swas directed to write a DO letter to all SEEs with a copy to MD.

• Instructed to reconcile the accident statistics with CEIGbefore next meeting.

SAFETY DAY:

• Instructed to all SEEs to take up one feeder which is already inspected by electrical

inspectorate department for System improvement works and to conduct safety

workshops to educate field staff and public especially in rural areas. Budget will be

provided on request for these works.

The details of the feeders selected for this month under system improvement works for

safety day has to be furnished to Q,S&S section within 20.08.2016. The same has to be

included in the next month review.Instructed GM (Q,S&S)to standardize the format (check list) for maintenance of feeder

selected for safety Day as system improvement work.

Instructed to all SEEs to fumish the safety meeting progress and report to Q,S&S

section along with statistics.Iron poles: Informed all SEE's to furnish the revised details of iron poles for this year,

if any, and take up the work to replace the ~eteriorated iron poles and submit the

photographs (before and after) for the rectified works to Q,S&S section.

• Hazardous locations: Instructed all SEE's j EE's to take up the works, rectify the

same and submit the photographs (before and after) for the rectified works to Q,S&S

•section.Spacers: Informed to all SEE's to utilize the spacers and furnished the progress to

Q,S&S section every month along with the statistics. Target furnished by the concerned

SEE's for next month onwards as follows:

• KolarCircle- 2000 Nos.,• BRCCircle- 2500 Nos.,• Ramanagara Circle-3000 Nos.,• Tumkur Circle- 2000 Nos.and• DavangereCircle- 2000 Nos.

Feeder inspections by Electrical Inspectorate: Instructed to all SEE's and EE's to

take action to clear the payments of Electrical Inspectorate department.

Surprise checks: Instructed that all CEE's to inspect 15 and SEE'sjEE's has to

conduct minimum 20 Nos. of Surprise checks every month and informed to conduct

more checks and educate the staff and create awareness and also to check the

utilization of safety equipment's while working.

3~-Over Load Protection Relay: Hon'ble Managing Director, BESCOM reviewed the

progress of Fixing and commissioning of OLP relay to agricultural feeders and noted

that the progress achieved during the month is poor, Hence fixed the target for each of

the circles as detailed below and directed the Superintending Engineer (Ele.,) C O&M

circles to achieve the same before the ensuing works review meeting.

The Executive Engineer Nelamangala informed that there IS no cable duct in

Dabaspet substation to lay control cables for OLP relays. The Director (Technical)

requested the Chief Engineer (Elecy.,) Transmission Zone Bangalore to look into the

issue and sort out the problem at the earliest.

The firm M/ s Ashida is directed to complete 100% work as per the above targetin respect of Fixing/wiring of OLP relays for NJY phase-I and Phase-2 Schemes in allthe circles.

4. Prop.osals for Railway crossings} Highway crossings and Forest clearance: The

EE's of works division have informed that the proposals of railway crossing, National

Highway, State highway crossings and forest clearances coming in way of 11 KVNJY

feeder works under taken for NJY phase-S works for which approval/ clearances are

required from Railway/National highway/state highway and forest authorities have

been submitted with connected documents. The abstract for each category is given

below.

The Senior Divisional Engineer Railways informed that the chainage location

have not been incorporated in the drawings received from Kolar circle and requested to

resubmit the drawings duly attending the observations for further actions.

Hon'ble Managing Director directed the officers in charge of works to personally

pursue the approvals required for .NJY phase-3 works and directed to attend the

observation and submit the information to respective authorities for speedy approvals.

Also BESCOM has obtained railway crossing approval for feeders under NJY .

Phase-I and II schemes duly complyingwith the formalities as required by the railways.

The Executive Engineers works Division have been directed to fallow the procedures

and submit connected documents as required by railways without causing for further

observations and delay in approvals.

Hon'ble Managing Director, directed the EE's works divisions of O&Mcircles to

submit the proposals along with Bank Guarantee for all the 49 locations identified in

the prescribed formats with relevant details to National Highway authorities and follow

7. Hon'ble Managing Director has directed to take action in respect of the following

.:. It was informed by agencies that many of the works have not been completed as per the

target due to non-issue of 63 Kva DTRs. The Hon'ble Managing Director directed the

agencies to complete all the works except installation of transformers and informedthat DTRs are expected to be delivered at the earliest .

•:. The Hon'ble Managing Director expressed displeasure that the works of BRC awarded, '

to Mis BVG India Ltd., is not progressing as per the commitments given by them eve

though LOI have been issued during October 2015. The Executive Engine, r.wo-;~division BRC informed that the works have not been completed b~: the firm .J -pertarget due to insufficient labors. However the representalive from"M/§l/""v'G Ltd.,

team to inspect the works carried out so far by Mis BVGltd., in respect of NJYphase­

III project works and directed to fumish detailed report for initiating action against the

agency for non-performance and to take action for termination of contract. If the works

are not completed as per the commitment given by the firm.

•:. The Executive Engineer Chintamani informed that the NJY feeder work of Melur is not

progressing due to RO.W. issue. The Executive Engineer Chintamani I SEE Kolar was

directed to take suitable steps to resolve the RO.W issue obtaining support from the

Police and local authorities .

•:. The Hon'ble Managing Director reviewed the energy audit report of NJY feeders

commissioned under NJY phase-I and II sehemes and noted that large No. of feeders

are having higher T&Dlosses greater than 50%. The chief Engineer CTAZinformed that

the losses are mainly due to incorrect tagging of installations in the software,

accounting of IP set in NJYfeeder even though physically segregated under agri feeders

and he further assured that action will be taken to set right the discrepancies .

•:. The representative from TPIAagencies namely Mis N_ARCconsulting and Mis Niketan

Consultant informed that field inspections have been undertaken by them and

requested to arrange for fumishing data for the past 24 months for pre analysis. The

Hon'ble Managing Director directed EE O&Mdivisions to fumish the requested data

immediately .

•:. The superintending Engineer (Ele) RT Division KPTCL informed that pre- .•'~ ~ •..• ""._.,. !.-........a.

commissioning test on Switch gear panels will be taken up as and when requested by

BESCOM on top priority and requested to arrange for payment towards pre

commissioning charges .

•:. The representative from Mis Asian Fab tech ltd., have informed that the KPTCL

authorities are not allowing them to carry out the work as per the provisions of DWA

and is asked to install the same outside the substation fencing which involves

additional work, such as fencing, leveling, earth mat construction etc., which are not in

the scope of the Agency. This is resulting in additional expenditure and hence Director

Technical informed that the matter will be taken up with KPTCLfor resolving the

matter after visiting Davanagere Circle.

•:. The Executive Engineers (Ele)C, O&Mdivision have been directed to analyse one No. of

feeder per Sub Division per-month by the jurisdictional Assistant Executive Engineer

(Ele.,j C, O&MSub division and Section officers for Pre and post analysis including

energy audit and to verify the objectives of the NJY Scheme. All the Superintending

Engineers (Ele), C O&M Circle have been directed to fumish the consolidated NJY

phase-l and 2 Pre and post analysis to this officewith in 5th of every month .

•:. Further the Hon 'ble Managing Director directed to convene a separate meeting

regularly on month wise base for pre and post analysis during which concerned

Superintending Engineer (Ele.,)/ Executive Engineer (Ele.,) C, O&Mhas to present the

details in the meeting .

•:. The Hon 'ble Managing Director further noted that the feeder loads in respect of many

of the NJYfeeders are exceeding 40 Amps as per the ALDCdata and directed to analyze

the reasons and further directed to remove unauthorized IP sets on the NJYfeeder Etc.,

and to take action to prevent unauthorized loads. The Superintending Engineer (Ele)C,

O&M Circle has been directed to present the same in the ensuing works review

meeting .

•:. The railway authorities have informed BESCOMto consider payment of Electricity Bills

through centralized billing center and Hon'ble Managing Director directed to consider

fixing of prepaid meters to railway installations. The General Manager (Revenue)will be

requested to arrange for the same through a officenote .

•:. The chief General manager (Ele.,) Projects is directed to create a data base software for

NJYfeeders for last three years .

•:. All the EE works divisions were directed by Hon'ble Managing Director BESCOM to

fumish NJY phase-3 feeder wise progress 1st week of every month, as per the format

already furnished .

•:. All the contractors were directed to adhere to the commitment as per the action plan

furnished for completion ofworks & the balance work of the preceding month shall also

be completed along with the target fixed for the respective months by deploying all the---- ,_.. .' ~.... . - ..' "';:--.'" . .resources required to complete the project within the scheduled period .

•:. Please Note:

All the Field Officers were instructed to furnish the Agenda notes as per the format before

5th of every month so as to enable Corporate Office to consolidate and present the same

in the monthly works review meeting scheduled on 10th of every month.

The Chief General Manager, Projects informed that the progress in Ramanagara

district is slow compared to the progress achieved in other districts. The agency

representatives informed that more man power is deployed in the Ramanagara district

and the work will be completed as committed in the previous meeting.

The Hon'ble Managing Director has directed the agency representatives to speed

up the work and to complete the physical and financial work within the time of

schedule as committed by them.
