Notes from the EditorCongratulations to Ben Newton on his cycle ride from Badingham to Big Benon 4th September. Ben is raising funds for his Scouting Explorer Expeditionto Poland and Fram Scout Hut. In Westminster, Ben was greeted by DanPoulter MP.Thank you to the person who donated the fete draw prize of tickets to theSnape Proms. We thoroughly enjoyed the Carnival Prom - I spotted someother Badingham faces in the concert hall.In this issue you will find information from SCDC and the Parish Council aboutthe Local Plan Review. Please take a look at pages 14 - 17.You need to get a wriggle on! The Flu Jab clinic is taking place on Saturday30th September. That reminder is especially for my neighbour who haspointed out I’ve forgotten to mention the date these past couple of years. Ifthere’s something you think needs including in the Echo, please don’t hesitateto give me a prod.We were saying just the other evening how we missBadingham’s Fireworks night which was always sucha crowd puller. BADINGHAMIt seems as though the Summer of 2017 has just flown by and Autumn hasarrived far too quickly. The BCC have had a quiet time since the Fete and weare already discussing the 2018 Fete with plans to change the format with lotsmore interactive have-a-go stalls. We are always welcoming new ideas andhope you will come along to our AGM.

A big thank you to Tony Kelk who monitors our defibrillator housed outside theVillage Hall. Some interest has been shown in holding a refresher course in CPRand use of the defib. We hope to arrange a session similar to the one we heldin December 2015. Please get in touch if you would like to take part.

It is the time of the year to update our Christmas Gift List. If you are a residentof Badingham (old or new!) and you are aged 70 or over by Christmas, the BCCwill be delighted to deliver you a seasonal gift. PROBLEM STREET PARKINGAT THE WHITE HORSE PUB

The Parish Council has done all that they can to putpressure on the Police and Suffolk County CouncilHighways Dept. regarding the dangerous parking upto the junction on Low Street outside the Pub.

The Parish Council arranged and met with Suffolk County CouncilHighways for a site meeting. The Parish Council has no powers to doworks on the Highway, the only authority that is able to is Suffolk CountyCouncil. Following the meeting, Suffolk County Council confirmed thatthey could not introduce double yellow lines as they have no funds to doso. This is the result of cuts to their budgets in line with centralgovernment austerity measures.

Suffolk County Council suggested that if Badingham Parish Council orvillage fundraising provided the £10,000 required for the exercise, theycould look to install yellow lines. The Parish Council does not have thisamount of money and is therefore not in the position to fund the works,which can only be carried out by Suffolk County Council Highways.

News from Dennington SchoolCongratulations to Val Jones who was recently awarded theCommunity Education Award for Community Champion of theYear which recognised her work as a driving force behind thefederation of Dennington and Charsfield schools.

Following Val’s retirement, Ian Page is acting as InterimExecutive Headteacher. He says: “to be responsible for both schools’ welfare,education and happiness is something I never take for granted. Every decisionthat is made is for the benefit of all our children and this enthusiasm and visionis reflected in everything we do”.

Our classes have been working hard this term, with some great results.

Robins Yr 1 & 2 - Under the theme of Castles, the children will be looking atcastle building, medieval music and dancing and cross-stitch

Wrens Yr 3 & 4 - we will be asking What happened when the Romans came? Ingeography they will look at Roman roads and mosaics. The aim of our TimesTable Challenge is for all the tables to be known by the end of Yr 4.

Swallows Y5 & 6 - the class will be reading the novels of Charles Dickens andlooking at the artwork of William Morris for the theme of Victorians. In Science,they will be learning about Electricity and Light.

In the café & shopHomemade soup of the day with a roll or scone will be served from Monday2nd October so there will be lots of great flavours to look out for and enjoy.These yummy soups replace the salad bowl of the day that proved verypopular during the summer months.Helen’s homemade quiches remain on the menu, served with a saladgarnish of tomatoes and cucumber and either coleslaw or potato salad, andtasty paninis are still available.Scones, teacakes and tempting homemade cakes remain a staple offeringso do come and enjoy some light refreshments or a delicious lunch with us.You might also notice we now have background music in the café whichadds to the welcoming atmosphere. Thanks to Clark for making thishappen and finding suitable music to play.Don’t forget we have a lovely selection of crafts and produce on our shelves.Have a browse and you might just find the perfect gift or treat for yourself.

Pre-Christmas Shopping EventOur second annual Christmas craft fair will take place at the shop on Friday10th November, from 3pm to 7pm, and will feature a wide range of uniqueand handmade gift ideas and Christmas cards. A number of local crafts-people will be displaying their wares and there will be the opportunity topre-order some items.

We will have our own 2018 calendar for sale, featuring popular recipes forfood from the shop’s menu. An ideal present for friends and family - andyour own home! Festive refreshments will also be served so please add thedate to your calendar and we hope to see you there!

Walking WednesdayWeekly hour-long walks are continuing throughout the year, leaving theshop & café at 10am and returning at 11am. We are also now offering alonger walk on 8th November from 10am to 12 noon, and again on 13thDecember, 10am to 12 noon. Come along … and do consider staying onat the end of the walk to purchase and enjoy the soup of the day!The walks are free and are cancelled only if there is heavy wind orrain.Tots’ lunchesTasty little lunches for the little people are now available every day thecafé is open, not just on Tuesdays, and include a free pot of tea for theadult accompanying a child.

Afternoon Tea for MacmillanThis is takingplace on Friday 29th September from 3pm to4.30pm and is a repeat of last year’s verysuccessful event which raised funds forMacmillan Cancer Support.

Depending on when your Echo is delivered, you may just have chance topop down and purchase some delicious home-baked goodies to takehome. All proceeds are for Macmillan Cancer Support. We’ll let you knowhow much we raised in the next issue of the Echo.And finally ...Our shop & café wouldn’t exist without the support of the volunteer teamand we’re fortunate to have helpers from within the village and fromsurrounding communities. Badingham Village HallBadingham Village Hall is one of over 8,900village halls throughout the country and, as withBadingham, most of these are charitable trusts.The people who manage these halls on behalfof their local community are managing trusteeswho form a management committee focused onmaintaining the best interest of the village hall

for the benefit of the community.Badingham Village Hall AGM took place in June when a new managementcommittee was elected made up of representatives of user groups andindependent members from our community. It was a pleasure to give abrief overview of the work of the former committee during the past year andto thank former committee members for their effort and commitment inensuring the Village Hall was kept running and maintained. There wasplenty of lively discussion during the evening with residents raising manyimportant points. The evening concluded with drinks and nibbles beingenjoyed by everyone.It is clear that the Village Hall is valued by many residents and this is beingsupported by the new committee taking a fresh look at all aspects of howthe Hall is operated and how we can help it to continue. “Help Plan the Future of the District”Local Plan Review

Issues and Options ConsultationTown and Country Planning (Local Planning) (England)Regulations 2012 (as amended)Suffolk Coastal District Council is committed to undertaking a review of its LocalPlan as outlined in the adopted Core Strategy.  The Core Strategy sets the broadscale and distribution of growth across the district up to 2027.

The Council is now undertaking a Local Plan Review which is to begin with theIssues and Options document which is published for public consultation untilMonday 30th October 2017 (23:45).

Across the country, there is a serious shortage of decent, affordable housing andthe average cost of housing is rising all the time.  It is important that delivery ofhousing across this district matches the need of communities by building morehomes that people want to live in, in places people want to live.  To helpcommunities, a Local Plan needs to provide housing opportunities for youngerpeople, families and older people as well as encouraging a range of employmentopportunities alongside the delivery of infrastructure at the right time.

A Local Plan can help deliver the vision for each community across the district bysetting out the level of growth which needs to be planned for and identifies wherethat growth should go.  This consultation is the first stage in the process and thefirst opportunity for members of the public, partners and interested parties tohave their say.

 As we move forward with the Local Plan, Suffolk Coastal will be working closelywith our neighbouring authorities, Babergh, Ipswich and Mid Suffolk, to identifythe most sustainable locations for future growth and development as well as bal-ancing the need for infrastructure and economic growth.

Throughout the consultation document a series of questions have been raisedand the Council welcomes comments on the questions and issues relevant to you.

Within the consultation are the options of where the growth of housing shouldbe concentrated such as the A14 corridor, A12 corridor or continue spreading itacross the rural villages and towns. Taking into consideration the infrastructurefor housing and business growth. This is important to give opinion on. Also, togive opinion on the above parcels of land and the potential houses they woulddeliver.

FROM SUFFOLK POLICEPolice are asking residents to remainvigilant following incidents of Door StepCrime. There have been six reports ofRogue Traders calling on residents anddemanding cash to repair alleged elec-tricity faults. The elderly and vulnerableare the people typically targeted.Please DO NOT let them in or entertainthem at the door.1 in 3 Burglaries are because homesare left unsecured. Suffolk Police areurging residents to keep windows anddoors locked to prevent an easy targetfor thieve.  (Educate your children onthis too, thanks). Of the 185 burglariesreported to Suffolk Police overApril/May 2017, 65 were due to a lack ofsecurity.The campaign to target drink and drugdriving is still on-going.  Officers fromNorfolk and Suffolk Roads Policing Unitwill breathalyse any driver stopped dueto concerns over the manner of theirdriving, a vehicle defect or involved in acollision. Over the summer period, I have especially enjoyed spending all of my time athome in Suffolk over the summer period, enjoying all that the county has to offer andmeeting a great number of residents as I visited a wide range of community events overrecent weeks. I was especially delighted to welcome Ben Newton from Badingham at theend of his epic bike ride from Badingham to Big Ben in London on Monday 4th September

– Ben cycled the staggering 200km to raise funds for his Scouting Explorer Belt expeditionto Poland in 2018.With the Parliamentary year traditionally starting after the annual summer recess, thisweek heralds a return to Westminster for Suffolk’s MPs, and the day to day business ofParliament has now recommenced. There is undoubtedly a lot of talk about Brexit andthis autumn’s business is bound to be dominated by the Brexit negotiations as weembark upon leaving the European Union, but my priority will always be to ensure thatthe views and needs of the people of Central Suffolk and North Ipswich are representedand listened to by Government.In particular, one of my top priorities will be to continue fighting for more money for ourschools in Suffolk, making sure that they receive the funding that they deserve, to enableeach and every child here in Suffolk to have the very best start in life. The Government’srecent announcement that Suffolk is to benefit from additional funding for schools overthe next two years is welcome news and I will continue to monitor this closely to makesure that our children and young people here in Suffolk can access the education andprospects that they deserve.I will also continue to work closely with Suffolk County Council to support the work beingcarried out to deliver faster, better broadband to all in Suffolk. Getting the initial tranche ofGovernment money to deliver superfast broadband was hard fought and I was pleased tohave been a part of this process, but there remains more to do to ensure that every home,school, business, farm and GP surgery in Suffolk can access the essential broadbandservices that they need and deserve.With one in six jobs in Central Suffolk and North Ipswich being dependent on theagricultural sector, I have always been a strong voice for Suffolk’s farmers in Parliamentand I will continue to work hard to support our farmers and local food producers, whoplay a vital role in our local economy. I regularly meet with the NFU and the farmingcommunity to remain informed of the important work being carried out across this sector,but also to help in raising awareness or addressing their concerns when necessary. Ihave worked hard to campaign for more honest food labelling, so that food can only belabelled “British” if it is farmed in Britain – and will continue to do so as this work will re-main vitally important as we leave the European Union.
