ASP Objectives

Maintain aviation safety as the #1 priority

Provide safe working environment for NOAA personnel and partners

Ensure aircraft meet FAA airworthiness and operational safety standards (P-3 not included)

Provide aviation safety training and Aviation Life Support Equipment [ALSE]

Establish Aviation Safety Board [ASB] and Aviation Safety Program by providing policies, procedures, tools, and training per Safety Standards Guidelines for Federal Flight Programs in Code of Federal Regulations [CFRs]

NAO 209-124 was originally signed June 2006 for October 1, 2006 implementation

Has been implemented for non-bargaining unit employees

NAO Revision Status

Medical requirements apply to Crewmembers only

Definitions and training requirements for Qualified Non-Crewmembers revised based on other federal agency procedures.

NOAA stakeholders will review revised NAO via ASB including OGC & WFM Incorporate comments into the revised NAO

Initiate formal approval of revised NAO via CAO including review by NOAA Safety Council, CFO Council, NEP and NEC.

NAO Revision Status

The following provisions of the Aviation Safety Policy are currently under revision. An initial draft is about to be circulated:

Aviation Safety Training detailed requirements (Section 6.07, Exhibit)

Medical Screening (Sections 5.06a, 6.06 – deleted)Redefine Observer:

• Once every 4 months on average• No more than 3 x per calendar year

Point-to-Point Transportation• Re-define in NAO

Training Table for water survival updated• All Mission operations over water - Anti-Exposure Suit
