The Village Community Grant Scheme waslaunched in April this year. It is targetedprimarily at villages with fewer than 5,000residents, with applications welcome fromcommunity associations, village shopassociations, parish or district councils andformal voluntary associations. Privatebusinesses can also apply if they have thewritten support of their parish council. It isbeing run by the County Council EDO inpartnership with Community ActionHampshire, Hampshire Association of Local

Councils and the South East EnglandDevelopment Agency (SEEDA).

Grants have been awarded so far to villageshops and Post Offices in Pilley,West Meon,Headley with Ashford Hill, Minstead VillageShop, Passfield Stores ( Liphook ),Woodgreenand Fordingbridge. Projects funded includednew chiller cabinets, coffee machines, internetcafe and new deli counters. Communities inthe New Forest have been particularly hot offthe mark to apply.

Out of those villages that have received grants,Passfield and Minstead lost their Post Office,West Meon have had theirs reduced to 8hours a week and Pilley,Woodgreen andHeadley still have theirs.

New Grant scheme to help VillageShops and Post Offices

The new Rural Development Programme forEngland (RDPE) opened for business on the18th January 2008 and will run to 2013.TheRDPE is jointly funded by the EU, through theEuropean Agricultural Fund for RuralDevelopment, and the UK Government.TheRDPE provides a wide range of support forcapital projects and training for farmers, growers,foresters, food businesses and rural communities.

A significant proportion of RDPE funds will bedistributed through the LEADER model - acommunity based bottom-up approach.

The Economic Development Office held a"LEADER Bid for Hampshire" conference toraise awareness and offer the benefits of

Leader funding to communities acrossHampshire. Following the event, three LocalAction Groups, supported by the EconomicDevelopment Office were formed.These Local Action Groups have been awardeda total of £6 million of Leader funding to helprevitalise and support rural businesses andcommunities in Hampshire.This is a greatsuccess for Hampshire as only 13 groups intotal received funding across the South East.

The Local Action Groups cover: the Loddon &Eversley Heritage area in North Hampshire, theNew Forest National Park, and the rural partsof Winchester and East Hampshire districtsknown as Fieldfare. Farmers, foresters, growersand rural businesses in these areas will be ableto apply for a share of the new £6 millionLeader funding through grants of up to £50,000.

Hampshire Market Towns – ampshire Market Towns – Winning Teams!

Communities in Hampshire’s small rural townsare planning for the future and workingtogether, to help ensure that their towns keepand develop the range of facilities and servicesthey need and enhance their role as ruralcapitals.The Hampshire Market Town Project,led by the Economic Development Office, andsupported by SEEDA, is working with manyrural towns and providing funding opportunitiesfor new economic and community projects.

Below are some excellent examples of howcommunities can shape the future of theirtowns, with resulting benefits. Each was enteredin to the 2008 Action for Market Town Awardsand commended by the panel of judges.

Romsey YouthProjectCommendation Highly commended by the judges was theRomsey Youth Project, which followed fromthe town Healthcheck by the townpartnership, Romsey 2020.

‘Raising Awareness’ of the activities andfacilities that currently exist came first, asmany young people did not know what wasavailable to them. ‘Starting Conversations’then used a questionnaire to collect theviews of 500 of the town’s 13-19 year-oldson the town and its future development.

A Youth Conference, ‘Romsey Unwrapped’,involved the two secondary schools.Representatives from the town’s leadingorganisations and public bodies worked withyoung people to develop their ideas, whilstyoung people also led workshops andmanaged the administration.

Finally a report was created, outlining thefindings and identifying potential futureprojects within the town, and meetings heldwith specific organisations to assist inimplementing these projects.

Alton TownPartnership getsRecognitionA final commendation was made by thejudges for Alton’s annual calendar of events,designed to generate increased numbers ofpeople using the town centre and spendingtheir money in local shops and businesses.

Regional Winner - Snow in HytheWondering how to increase business in local shops last Christmas led the Hythe Market TownCoordinator, Helen Owers, to demonstrate a snow machine to local retailers. They loved it,twelve bought their own, and ‘Snow In Hythe’ was born.

The four unique Saturday Snow Days, arranged byWaterside Business Partnership, attracted attention fromas far as Birmingham and London, with a marked increasein footfall during December (one business reporting hisbest ever trading Saturday).

This project is overall winner of the regional 2008 Actionfor Market Towns Awards and goes to the National finalsthis autumn.

Hayling Island – SE Regional finalists Hayling’s BEST, the MTI partnership formed to carry out a Healthcheck on the island, featuredstrongly in this year’s awards, with three projects submitted.

Of these, the Hayling Island Scarecrow Festival, now firmly fixed into the annual calendar, generatedenormous interest from local and visitors to Hayling Island, and earned its place in the regional finals.

Conference Hampshire has celebrated half adecade of encouraging businesses to explorethe variety of conference venues on offer in thecounty.

The Economic Development Office set upConference Hampshire to serve both venuesand businesses by promoting the county as theperfect place to do business. During the pastfive years, Conference Hampshire has receivednearly 600 enquiries for meetings and eventsinvolving over 41,000 delegates.

Leader of the County Council, Cllr KenThornber, said: “Conference Hampshire reflectsthe County Council’s ongoing commitment toleading the development of a strong andsustainable economy, supporting Hampshirebusinesses and encouraging investment fromoutside the county.”

Film Hampshire, the EconomicDevelopment Office initiative thatpromotes county locations for filming,has launched its first brochure.

The publication features a variety ofstunning locations in Hampshire fromhistoric sites to commercial spacesand beach and country areas tounique locations.

The brochure is being distributed tolocation managers and production

companies to encourage filming inHampshire.

Film Hampshire has dealt with over70 filming enquiries for the county inthe past year and recent filming hasincluded television advertisements forSubaru and Ginsters, as well asseveral television documentariesincluding BBC Crimewatch.

VT Visit forAmbassadors The Hampshire Ambassadors recently visited the VT Group to learnmore about one of the county’s largest firms, which employs 2,000people in and around Portsmouth and Southampton. Ambassadorswere invited to view VT’s Portsmouth Shipbuilding Facility byManaging Director Francis Paonessa who became the 1000thHampshire Ambassador two years ago.

EDO DRIVING FORWARD SKILLS AGENDAEDO DRIVING FORWARD SKILLS AGENDAThe down-turn in the housing market and subsequent pressure on the economy evidenced by a fall in retail sales, means that businesses mustpull out all the stops to remain viable. In this difficult climate and to prepare for future challenges, it is vital that we develop and maintain ahighly skilled workforce and a diverse labour pool. This means ensuring employees and job-seekers have the right skills for the job and are in aposition to adapt and upskill as employment demands change.This is as important for basic skills as it is for the highest level specialisms.

Hampshire County Council has an important role to play in achieving this aspiration.The Council is one of the largest employers in the areawith over 38000 employees in a hugely diverse range of jobs. It is also a major purchaser spending over £500 million pounds on goods andservices annually. Along with any organisation, it is in our interests to employ the best people, reduce staff turn-over and also to purchase fromthe highest quality businesses. In recognition of the importance of skills to the Council a new portfolio has been created held by CouncillorJonathan Glen.The new responsibility combines Skills, Economic Development and Human Resources, demonstrating the interdependence ofthese three areas.

Much work has been done under the Hampshire Employment Strategy to forge links with delivery partners, and to develop HampshireCounty Council’s recruitment practices, including signing up to a Local Employment Partnership with Jobcentre Plus. It is now time to move thiswork on to the next level and integrate the employment and skills approach.

The Economic Development Office has been driving forward this agenda, working with partners both internal and external on a range ofmeasures. Strategically, we have been working with the Partnership for Urban South Hampshire to develop an employer-led Employment andSkills Board, to ensure that employer needs are recognised by public sector skills deliverybodies. An internal strategic approach has been taken with the formation of a Skills Boardto ensure a coordinated approach across Council departments with regard to both ourown talent management and the services that we deliver on employment and skills.Hampshire County Council is making plans to sign up to the Skills Pledge and todemonstrate our commitment to the skills of our employees by engaging with Train toGain to deliver Skills for Life. A workshop in October secured partner commitment to thenew Local Area Agreement employment targets. John said: "This is just the beginning of a significant body of work to ensure bothHampshire County Council and Hampshire businesses benefit from a skilled andmotivated labour force."

Is sustainability something which businessesand the government can afford to shelvewhen the economic going gets tough?According to certain media reports this isprecisely what’s happening, with all of theprogress of recent years in encouragingbusinesses to consider their environmental,social and economic impacts threatened asthey find themselves forced to refocustheir efforts on day-to-day survival. If thisview is to be believed then going green isperceived by many to be a luxury, adesirable but non-essential add-on.

But does it stand up to scrutiny? Asbusinesses face ever increasing economicchallenges, does the case for increasedefficiency, reduced waste and a strongercompetitive edge not become even morecompelling. Logic would dictate – and therecent experience of the SustainableBusiness Partnership would appear to

support this – that those businesses whichare able to identify and act on theopportunities which their competitors areignoring stand the greatest chance ofsurvival.

As Stephen Duncan, SBP Manager explains:“Sustainability, whilst often usedinterchangeably with environmentalism, isnot simply about reducing impacts for thegood of the planet. Of course businesseshave a very important role to play here,and the very real challenges posed byclimate change are not going to disappearsimply because of the economic pressureswe face, but the language we use hasalways been one of efficiency, opportunityand competitiveness.

“There is a very strong business casewhich underpins sustainability, and currentcircumstances are making this abundantly

clear. Rising energy costs, fuel prices andassociated costs of materials and resourcesare having a profound impact on manybusiness’ bottom line. Increasing sales isone way to address this, but of course themarket is becoming ever morecompetitive. Reducing overheads throughimproved efficiency and smarter working isone area over which a business hascomplete control.”

battling against celebrity chefs Paul Rankinand Gino D'Acampo.

Their menu was created using solelyHampshire ingredients, featuring duck eggsfrom Waterlooville in the starter, lamb fromOverton in the main course and an unusualcake using rapeseed oil from Andover fordessert.

Susie is also competing in the new series ofBritain's Best Dish, which will be on ITV 1every week-day from 5pm - 6pmthroughout September and October. Susiewill be cooking her 100% Hampshire'Smoked Trout & Watercress Tart' in theSouth East Regional Heat.

"I guess I am pretty passionate aboutHampshire produce", said Susie.

"After 3 years of working for HampshireFare, dealing with farmers and producersevery day, it makes you extremely patrioticfor our county's fare. I see thesecompetitions as a great way of letting therest of the country know just how goodHampshire food is!".

The series judges are John Burton Race, EdBaines and Jilly Goolden and thecompetition culminates in a week ofNational Finals from 20th October and aviewer phone vote in the Live Grand Finalon 24th October. Stay tuned to see howHampshire fares!

2008 Food Festival pileson £££’s for HampshireThis year’s Hampshire Food Festival has againproved to be a great success. Research reveals thatthe 2008 event attracted over 85,700 people to120 different events hosted by 96 different venuesacross Hampshire.The findings indicate that theHampshire Food Festival generated an estimated£2.45 million of visitor spending to Hampshireduring the festival, held throughout the whole of July,with food and drink from Hampshire taking centrestage.
