for hiring of House keeping and other Manpower services at the above address for one year from the date of entering of the contract.

The interested agencies are required to submit the technical and financial bids separately. The o,ds ,n Sealed Cover-I containlng "Technical Biid" and another Sealled Cover -II containlng "Financial Bid'' should further be placed in a thlrd sealed oover super scribed 'Tender for house-keeping and other Manpower Services" and should reach Employees~ Prriovide:nt Fund Orgarn1isatioin, Regional Office, Bommasandra-11, "Annapoorneshwari Complex'', Su:rvey No .. 3711, ,5,th Ma:in~ S:ingasandra, Hosur main road, Bangalore-560068 by 05.00 PM on or lb.e'fore 1'9/06/,2017. Tihe bidders may send their bid(s) either through speed post or courier or alternal,ively they may also drop their bid document in the Tender box kept at the Stores Section by the las,t date and time.

After Technical evaluation of bids, the financial bids sha111l be opened of only those bidders who qualify in technical evaluation for which check-list 'is given in Annexiu:r,e-lV. Tender may also be downloaded from EPFO website and CPP portal. The bid for h1ring of House keeping and other Manpower se1Vices should be enclosed with EMO (Earnest Money D,eposH) of Rs.50,000/- . Bids received without EMD amount will be summarily rejected. EMD shall be paid in the form of a DD/ Banker's Cheque from a Nationalized / Scheduled 'Bank in favour of "Reg1ional IPF Commissioner, Bommasandra, Bangaiore·68. Bid security of it'he unsuccessful bidder will be returned to them at the earliest after expiry of the final bid validity and late by one month after the award of the contract. Bid Security of successful bidder will be returned on receipt of performance Security.

Performance Security The successful bidder 1s to submit performance Security amount equal to 10% (Ten Percent) of

the value of contract Le. of 10% of (Total Wage'S) X Tota'I No. of Staff X 12 montlhs within 7 days from acceptance of the bid of the Organisation. The P,e1rf,ormance Security amount is to be furnished by way of DD/ Banker's Cheque from a Nationalized/ Sc'heduled 'Bank in favour of "Regional PF Commissioner, Bommasandra-11, Bangalore-68. CONTENTS AND ELIGIBILITY CRITERIA

Technical Bid of Tender Document:

1. The Tenderer / Bidder shall have at least 03 years' experience in these field and shall submit the self-attested copies of the following documents along with the tender documents :

a. The bidder 9hall necessarily be a legally valid entity such as a Ltd company or a Private Ltd company registered under the company Act 1956, Partne.rship firm or a Proprietorship.

b. ESI Registration. c. PF Registration with PF code number. d. Copies of certificates/ allotment letter of Service Tax and PAN number. e,. Details of works of similar nature carried out in Central / State Govt. bodies / Department /

PS Us/ Autonomous bodies/ industries/ factories/ or other similar organ!zation. In the last 3 years. (copies of Work order to be enclosed)

f. Undertaking of the agency confirming the, availability of the adequate manpower of reouisite quallfication and experience for deployment.

g. Copies of last 3 years income Tax return. h. Details of managerial, supervisory and other staff. i. Other documents as mentioned in the check-list (annexure-lV).

2. Quantum of HOUSE KEF:PING and other work are given tn Annexure-1. 3. General Terms and conditions of the Contract to be fulfi lled by the Tenderer I Bidder are given in

Annexure-11 and the bidder shall submit it with technical Bid duly signed on each page in lieu of agreeing to them.

4. Tenderer/ bidder shall submit details as per check-list given in Annexure-lV along with Technical Bid.

5. Bidder should necessarily have an office in Bangalore. 6. An undertaking from the bidder that there is no ponce case against the Proprietor I Firm/ Partner

or the company is a must. 7. An agreement shall be signed with the successful bidder as per specimen enclosed. 8. Tenders received late (including postal delay) in open condition/ without EMO / not meeting the

tender condition/ incomplete in any respect are liable to be rejected. 9. Quotation with overwriting and without proper attestation will be conside,red invalid. 10. EMO is liable for forfeiture in the event of : (a) withdrawal of offer during the validity period of the

offer {b) Non-acceptance of orders when placed. {c) Non confirmation of acceptance of orders within the stipulated time after placement of offer.

11. The contractor shall maintain all records and documents under various labour laws appllcable and shall submit it whenever it is called for;

12. The contractor shall ensure payment of wages to his workmen deployed for carrying out his contractual obligations shall not be less than the minimum wages prescribed by Central Government from time, to time, as applicable during the entire contract period subject to changes in the wages of Central Minimum wages.

13. The contractor shall pay the monthly salary of the employees to their respective bank accounts and submit the bank statement. salary slip, Attendance sheet along with PF, ESI , Service Tax paid challan copy to this office for reimbursement on or before 5th of every month.

14. Service Tax will be reimbursed appropriately when there is increase/decrease to the agncy only on production of proof of PaymenU challan for previous month.

15. EPFO reserves its rights to withhold bills, if the contractor fails to produce proof for having remitted the, PF/ ESI dues.

16. TDS as per rule,s shall be, deducted from the bill of the contractor /agency as per applicable laws.

17. The contractor has to submit the attested photooopies of his voter ID, PAN, Aad.haar Card. 18. If any of the personnel of the contractor indulges in theft or any illegal / irregular activities

misconduct. the contractor will take appropriate action as per ,law and rn:Jes .against its erring oersonnel in consultation with this office and int1imate the .ac.tion taken to th.is office. lf need be, an FIR should be lodged against the erri1ng personn.e'I. S.uc,h personne'I who indulges in such type of actLvities, should not be further employ,ed in th:ls office by the contractor.

19. Late bids i.e. bids received after the specified date and time of receipt, shall not be considered.

d. Security guards shall ensure that all the electrical/instruments/lights and fans should be switched off after closure of the office hours.

e. Security guards should ensure that all the vehicles of staff are arranged and parked in the designated aireas and shall not allow Pvt. Vehicles in the staff parking area.

(Entirely responsible for thefts of easily movable open ( items such as bathroom fittings, fans. Telephone instruments, computer systems. firefighting systems, I etc. 1

g. Not to leave the place of duty under any circumstances until and unles~ properly relieved.

h. The Security guard on duty shall maintain proper I register of all the guests coming to meet the I officers/Officials of the office.

i. In case of Fire, during or after Office hours, the Security I Guards on duty will immediately alert the Asslstant PF

Commissioner (CT) and inform the nearest Fire Station / and assist in the Firefighting Operations.. I

j. The Security Guards shall ensure that all the Electrical I eo_ui9ment's / instruments / lights and fans should be ! switched off after closure of the office hours. I

TERMS AN-0 CONDITIONS OF CONTRACT FOiR HOUSE·IKIEf!Pll'NG & OH-il.EIR MANPOWER SERVICES

(Annexure to Agreement)

A. SCOPE OF WORK: Providing house-k·eepiing and other Manpower services at Employees' Provident Fund Organisation, Regional Office, Born masa:ndira-,11,, "An napoorneshwa ri Complex". Survey No.37/1, 6th Main, Singasandra, :h\osuir main road, Bangalore-560068 by deploying required number of hose-keeping and other personnel.

A. Daily Operations: - Must be completed beforie .8.30 AM daily. i) Brooming, Mopping and watering of !Plants iof Chambers/corridors/ visitor's area/ recreation

room I facilitatton counter/ staircase and in foont of the office. ii) Spraying of Room freshener/Deodorant in all cabin of officers alild Washriooms iii) Dusting & cleaning of office furniture, ,equipment's 1includfng rabies, Chairs, Racks, doors,

Cubicles, Telephone instruments and otther installations. iv) They shall do extra mopping at entrance of the buildiiing and as required in rainy days to avoid

slippage. v) All the Toilets shall be cleaned and made fit for use by ,8.45 am. Car,e sha11I be taken that the

cleaning operations does not obstruct the use of toilets for very long tiime. The Common toilets in the office, Urinals, Commodes, wash basins, Mirror, Tap fittings etc. shall be cleaned four times daily.

vi) Removal of discarded materials to the designated p1laces. Removal of sweeping and discarded/ unwanted, unable materials (as decided ,& directed by the EPFO, iBommasandra-11, Bangalore-68.)

vii) Emptying of dustbins of all rooms/sections. viii) Replenishment of soap, naphthalene balls/aiir purifiers as aind when irequired. ix) Dumping o\ garbage by suitable means outside and away from EPFO premises at suitable

dumping area to be arranged by the contractor.

B. WEEKLY OPERATIONS:-

i) Dusting of doors, Air conditioners, windows, ii) Vacuum Cleaning and dusting of Racks, Compactors, Printers, Sota, Moping! removing of

Cob Webs on walls, dusting of files and clean1ing of Window Panes.

C MON1HL Y OPERA 'T\ONS : -

Brooming of parking area, cleaning of Celling fans, tube lights, fixtures, Almirahs, window panes. Venetian blinds! Electrical fittings, Firefighting equipment's, checking aind cleanirng of sewer and drainage system and misc. cleaning work. Etc.

TERMS AND CONDITIONS: 1. The said contract will be initlally for a period of one year commein-cing firom the 1date of signing

the contract which may be extended further for a maximum p,eniod iof 1one year with same terms and conditions subject to mutual consent of both the partries and subject to satisfactory performance of contract. However, in normal circumstances the Agreement .is terminable by giving two month notice in writing by eitheir party to the agreement

2. The house keeping and other personnel shall be hea11thy, active and should be above· 18 years and not above 50 years of age.

3. The house keeping and other personnel shall be smartly dressed in Agency's proper uniform and always with Identity Card. The agericy shall provide fully trained and disciplined personnel.

4. The house keeping and other personnel shall be trained to operate various fire controlled equipment's installed at EPFO, Bommasandra-lil.

5. The contractor shall bear all expenses regarding uniforms, Identity card, compensations, 6. The agency shall quote rate as per Central Minimum wages Act for "A" class city for

Bengaluru. The rates shall remain firm during the entire con'tracl ipe:riod subject to changes in the wages as per Central Minimum wage,s Act from lime to time.

7. The A.gency shall be fully responsible for payment of wages, statultory dues to respective departments and compliance of all labour laws ap1P11cable to ithe staff dep!oy,ed,

8. The Agency shall pay the monthly salary of the employees to their respective lbank accounts and submit the bank statement, Salary slip,, Attendanoe sheet alcm,g wiith IPF, ESI, Service Tax paid challan copy to this office for reimbursement on or before 5th of ev,ery month.

9. Service Tax will be reimbursed to the Ag ency only on production of proof of payment/ chalian. 10. In case of a death or mishap occurred during discharging the duty, .the compensation liability

will solely rest with the contractor. 11. In the event of house-keeping and other personnel being on leave I abs·ent the contractor

shall ensure equivalent alternative arrangement to make iup for such absence. 12. The Successful bidder would have to deposit ain amount of 10% of annual contract o1 value

towards Security Deposit through DD/Pay order tn favour of IRegionall PF Commissioner. Bommasandra, Bengaluru. Which would remain with EPFO for 60 days after completion of the tender period and shall bear no lnterest on the Security deposit.

13. The agency shall furnish the names and addresses of all the Men/ Women posted in the office premises.

14. The organization reserves the right to increase or idecirea:se the number of personnel deployed in the Office premises.

15. Forfeiture of EMO (Bid Security):- IEtMD wHI be forfeited in the following cases: (a) Bidder withdrawing or altering its bid during the bid va1idiity period. (b) Withdrnwa11 of offer during the validitiperiod of the offer, (c) Non-acceptance of o:rders when 1Placed (d) Non confirmation of acceptance of orders within the stipulated time after placement of offer (e) Any unilateral revision made by the bidder during the validity period oif the offer

Note: These terms and conditions are part of the Contrracl/Agreemenit as iindicated in the Agreement between EPFO, RO, Bommasandra-11, Bangalore-68 .and the a:gency arnd any non-compliance shall be deemed as breach of the Contract/Agreement.

DRAFT AGRIEEMENT

This Agreement is made on day of Two Thousand Seventeen between EPFO, Regional PF Commissioner, Bommasandra, Annapoorneshwari Complex, Survey No. 37 /1, 610 Main, Singasandra, Hosur Main R,oad, B angalor,e., as one pairt, hereinafter called EP F O, RO, Bommasandra, Bangalore and M/s. Age1ncy for providing House­keeping and other Manpower services on the other part.

WHEREAS the EPFO, RO, Bommasandra-11 is desirous to engage the Agency for providing House­keeping and other Manpower services for EPFO, RO, 'Bommasandra-ll on the terms and conditions stated below:

1. The Agency shall be solely responsible for compliance to provisions of various labours, Industrial and any other laws applicable and all statutory obligations., such as, wages, allowances. compensations, EPF, ESI etc. relating t:0 house-keeping personnel deployed in EPFO, RO, Bommasandra. The EPFO, RO, Bommasandr,a-!11 shall have •no l:iability in this regard.

2. The Agency shall be solely responsible fo:r any acc'ident/medical/health related liability/compensation for the personnel deployed by it at EIPFO, RO, Bommasandra-ll. The EPFO, RO, Bommasandra-11, shall have no 'liability ·in this regard. ·

3. Any violation of instruction/agreement or suppress,ion ,of facts will attract cancellation of agreement without any reference or any notice period.

4. The contract can be terminated by giving two months' noHce ,on either side. 5. In case of non-compliance with contract, the EPFO, RO,, Bommasaindra-111 r,eserves its right to:

a) Cancel/revoke the contract, and/or b) Impose penalty up to 10% of the ttotal annrual value ,of 1contr,act

6. Security deposit equal to 10% of the Annual Contract Value (refundable without interest after two months of termination of contract) in the form of pay order/demand draft or bank guarantee shall be furnished at the time of signing of the Ag~eement.

7. The Agency shall be fully responsible for timely montnlly payment of wages and any other dues to personnel deployed in EPFO, RO, Bommasaindra-11, by 51h of every month to their respective bank accounts and submit the bank statement.

8. The house-keeping personnel provided by ,t,he Agency will not claim to beoome the employees of (EPFO, RO, Bommasandra) and there w1i1II be ino Employee and Employer re1lationship between the personnel engaged by the Agency for deployment 1in EPFO..

9. There would be no increase in rates payab,ie to the Agency duriiing the contract period except reimbursement of the statutory wages revi,sed by t'he CetT11t1r.all Gov,ernment. As and when the wages are revised by the Central Government, the irevised wa.ges shal'I be paid by EPFO, RO, Born mas~ndra-11.

10. The agency also agrees to comply with annex,ed T,erms and Conditions and amendments thereto form time to time.

11. Decision of EPFO, RO, Bommasandra-11 in regard to ,interpretation of the terms and conditions and the Agreement shall be final and binding on the Agency. ,..

12. The agency shall be responsible for providing uniform and Identity Cards to their wor,kers. 13. In case of any dispute between the Agency and EPFO, RO, iBommasandra. EPFO. RO.

Bommasandra, shall have the right to decide. However, all matters of jurisdiction shall be at the local courts located at Bangalore.

14. Forfeiture of EMO (Bid Security):-EMD may lbe io:rfo.ited in the fo1'lowiin,g cases: (a) Bidder's withdrawing or altering its bid during the bid validity perJ.od. (b) withdrawal of offer during the validity period of the offer, (c) Non-acceptance of orders when p:laced, (d) Non-confirmation of

acceptance of orders within the stipulated time after placement of offer (e) Any 1uniilateral revision made by the bidder during the validity period of the offer.

15. Forfeiture of Security Deposit (Performance Guarainitee~ Security Deposit (Performance Guarantee) may be forfeited, if services are not provided up to the satisfaction of EPFO. RO, Bommasandra-11 or the firm withdraws its offer duriiing the period of contract which includes the extended period of contract.

Incomplete tenders would be rejected. Further, the reject:ion criterion 1is men~ioned in Annexure-lV ( check-list).

Bid process shall be cancelled in the event of receipt of s.i:ngle responsive bid. Tendering process shall be finalized only when there are at least t'hree irespons1ive bids.

Note: Selection of the bidder would be made after taking all t,he relevant factors like past performance, credentials, responsible business practices, competency to execute such contracts, credentials of fulfillment of provisions of labour 11aws wit;h past contracts and above conditions into account together. Evaluation of these parameters shallll be based :on 1!1he documents and information submitted by the bidder( s) witihoul reoourse to extrinsic evidence. In a normal situation, the contract shall be awarded to the lowest ~esponsive bidder. However, mere lowest rates are not the sole criteria of selection. EPFO, RP, Bommasandra-111 is inot bound to accept the lowest rates.
