This report gives information on the positions andactivities of a selected group of Chinese Ccmmnuiist scien-tists as reported in the Chinese press during 1962. Themajor source was Kuang-ming Jh-pao, published daily inPeiping, but information from several other newspapers isalso included. The information on each sc.ientist includesthe subject's name, telecodes, alias (where applicable),location for foreign study, field of specialization,positions held, and activities. The code in parenthesesfollowing each item refers to the appended.

lTTRODU--ION

The scientista included in this report have in conmon the fact thatthey have all been referred to in the Chinese Communist press at one timeor another as 'Prominent" (chu-ming; 5511/0682); some have been so desig-

nated only once, while others axe called prominent consistently. It isdoubtfuL that the adjective implies any specific rank, for some of these 3e

individual3 are relatively obscure, and the term seems to have been usedto emphasize a particular noteworthy accomplishmentj others, obviouslythe senior men in their fields, have never been accorded the title despitebeing mentioned several times in the press, and so are excluded here.

These cases are the exceptions, however, and the group as a wholerepresents the best-trained and moot active of Communist China's scien-tists. The 108 persons covered in this report include 36 in the medicalsciences (including pharmacology and physiology), 20 in the biologicalsciences, 14 in physics, 8 in engineering and metallur °, and 10 in mis-cellaneous fields, such as archaeology, meteorology, astronomy, etc.

Of these, 24 have been reported to be directors or deputy directorsof institutes of the Chinese Academy of Sciences, the Chinese Academy, ofMedical Sciences, or the Chinese Academy of Agricultural Sciences; 11 are ron the departrntal committees of the Chinese Academy of Sciences. There r

are 19 presidents or vice-presidents of colleges and universities and 6department heads, and 13 are officers in their professiona.. societies.

As a measiure of their schoiarly activity, 45 of these persons havebeen credited with tae authorship of at least one (and sometimes more)book or article or with the presentation of papers or reports to profes-sional conferences du:ing 1962. They have undertaken or directed researchin their various fields a:4. have trained younger scientists as their per-sonal assistants and proteges. Several of them traveled abroad during theyear to attend scientific conferences.

Finally, the prestige of these scientists is such that the regimehas used them on occasion for political and propaganda purposcs Theyhave marched at the b-ad of demonstrations denouncing MZ actions in theCuba crisis or protested t high-altitude nuclear tests, and long articleshave been devoted to their couverts on the success and significance ofthe Soviet Vostok space flights.

Being of the older :-neration, none of these scientists Ias received'ny part of his training in the Soviet Union, a .ough 76 of them ha,,e.budied abroad. Of these, one has studied in coritzerlo.d, 2 in Japan, 3

each in Austria and Bel lum, 5 in France, 6 in Germwny, 15 in Britain, and r514 (exactly half of them) have received all or part of their advancededucation in the MX.

In February of this year, DTIC provided the CIA Declassification Center with a referrallist of CIA documents held in the DTIC library. This referral was a follow on to the list ofNational Intelligence Surveys provided earlier in the year.

We have completed a declassification review of the "Non-NIS" referral list and includethe results of that review as Enclosure 1. Of the 220 documents identified in our declassificationdatabase, only three are classified. These three are in the Release in Part category and may bereleased to the public once specified portions of the documents are removed. Sanitizationinstructions for these documents are included with Enclosure 1.

In addition to the documents addressed in Enclosure 1, 14 other documents were unableto be identified. DTIC then provided the CDC with hard copies of these documents in April 2004for declassification review. The results of this review are provided as Enclosure 2.
