  Involved with implementation of the Aarhus Convention and corresponding EU legislation as a public provider of environmental information (e.g. air quality, water data, Austrian PRTR, EIA database …)

  Early good practice in providing near-to-real time air quality data on www since 1996

  Helped initiating and chaired the Electronic Tools Task Force of the Aarhus Convention in its initial phase 1999 – 2001

  Active in EU capacity-building „Twinning“ projects since 1999

„Twinning“ for Institutional Capacity Building

  Instrument developed in 1998 by the European Commission to support adoption, implementation and enforcement of the EU Acquis in Accession and Partner Countries through DIRECT co-operation between public-sector institutions (one or more EU Member States)

  Twinning projects are based on elements of the European Acquis – often relevant to the Aarhus Convention such as EIA, Industrial Pollution, Access to Environmental Information …

  Around 100 successful Twinning projects with Umweltbundesamt participation since 1999

  Partner Countries negotiate concrete engagements to implement specific elements of the EU Acquis (EU legislation)

  “Environment” is one of the sectoral chapters, with focus on EIA, Air, Water, Industrial Pollution, Nature, Waste

  Negotiated with Ukraine (finalised), Georgia (Environment chapter closed), Moldova, Armenia, Azerbaijan

  Further EU support will depend on implementation

  “Twinning” partnerships to provide targeted support

  Public is not informed and not allowed to participate (Conflict with obligations under the Aarhus Convention)
