    All participating local authorities have been transformed through the step-by-step quality process of the programme. To date, 1‘800 e5 team members in participating local authorities have implemented more than 10‘000 energy-related measures.

    European Energy Award

    The European Energy Award (eea) is a quality management, benchmarking and awarding system for local authorities. Commit-ted to sustainable local climate policy the eea supports, through its process, instruments and qualified advisors, the planning and implementation of local actions in all relevant areas (such as e.g. spatial planning, buildings, water, waste, or mobility).

    Today around 65 million people live in one of over 1500 participa-ting local authorities from 15 countries.

    The eea helps implementing national and European goals and is recognized as excellent implementation tools of the Covenant of Mayors.

    Cit’ergie, the French counterpart of the European Energy Award (eea) program-me, is administered and disseminated through the regional offices of ADEME, the French Environment and Energy Management Agency. Participating local authori-ties are provided with technical assistance for entering the programme and finan-cial support during the awarding process, and integrated in the Cit‘ergie network.

    In addition to highlighting the ambitious sustainable energy policies of local govern-ments, Cit’ergie is promoted as an operational tool for structuring and executing a Territorial Climate-Air-Energy Plan, taking action under Agenda 21, complying with commitments made under the Covenant of Mayors, and the implementation of local energy and climate policies.

    Status of the eea in France

    The Cit‘ergie programme was launched in 2007 with the awarding of the first French eea local authorities Besançon, Echirolles and Montmélian and the Europe‘s first eea agglomeration, Grenoble Alpes Métropole. Since then, the number of local authorities involved in the Cit’ergie programme has increased constantly. At the be-ginning of 2020, 207 local authorities were involved in the programme, 62 of which have qualified for the Cit’ergie label (which corresponds to eea award) and 3 for the Cit’ergie Gold label (eea Gold award).

    Awarded local authorities are recognised as being well positioned for the preparati-on of Territorial Air, Energy and Climate Action Plans (PCAET), which are compulsory in France for local authorities with more than 20,000 inhabitants.

    The European Energy Award (eea) is administered and awarded by state ministries of the German federal states participating in the programme. These state ministries are supported by regional eea offices. The German national office of the eea (Bun-desgeschäftsstelle) coordinates the activities of the offices in the federal states. The national office is responsible for the ongoing developments as well as the exchange of ideas and experiences and quality assurance within Germany.

    In order to implement the eea, local authorities receive financial support from the state funding bodies. Furthermore, 84 accredited eea consultants and 7 eea audi-tors are currently at the disposal of the local authorities. Altogether, the eea net-work in Germany comprises a total of about 3,000 professionals.

    Status of the eea in Germany

    Currently, 285 local authorities are participating in the eea. Of these local authori-ties, which have a total population of more than 23 million people, 246 have recei-ved the European Energy Award and 51 the European Energy Award Gold.

    Compared to the average German local authority, eea local authorities enjoy vari-ous advantages including increased energy efficiency, higher savings in CO2 emissi-ons and greater capacity to generate energy from renewable sources. In addition, eea local authorities benefit from recognizable savings in energy costs and impro-ved internal administrative cooperation that allows for more effective planning and successful implementation of associated activities. Thanks to these key advanta-ges, eea local authorities are equipped with superior capacities and capabilities to carry out sustainable energy and climate policies. The eea programme as well as its instruments and networks are continuously developed further at all local levels (communities, cities, municipal unions, counties and regions).

    In Italy, the Association European Energy Award AISBL has cooperated with the pri-vate, Genova-based company SPES Consulting for a number of years. Since 2016, SPES Consulting and the Agency for Energy South Tyrol – CasaClima, a public body of the Autonomous Province of Bolzano, are the two official licensees of the eea programme in Italy.

    The Agency for Energy South Tyrol – CasaClima adopted the eea methodology within the framework of the KlimaGemeinde/ComuneClima programme backed by the Auto-nomous Province of Bolzano. The programme supports South Tyrol’s local authorities in implementing climate protection and energy efficiency measures that contribute to the realization of the policy framework Climate Strategy – South Tyrol Energy 2050.

    Status of the eea in Italy

    Currently, 32 Italian local authorities participate in the eea programme. 776‘277 people benefit from the eea system in their municipalities. In early 2020, there were 17 eea-certified local authorities. In 2015 two local authorities, Montaione (Tuscany) and Saint Denis (Aosta Valley), achieved the eea Gold award.

    The local authorities that take part in the eea programme are supported by external professionals, that have received advanced training courses provided by SPES and the Agency for Energy South Tyrol – CasaClima.

    Based on Liechtenstein’s geographical proximity to and close, successful cooperati-on with Switzerland, the country has been fully integrated into the Swiss European Energy Award (eea) programme “Energiestadt”. The foundation for this success-ful cooperation was laid in 2002/2003. The Energiestadt / eea programme forms an important part of Liechtenstein’s national 2020 energy strategy and therefore enjoys government support via the Office of Economic Affairs. The increasing de-mands associated with the eea label are met with the assistance of local eea ad-visors and highly committed local working groups/committees, and through regular exchanges of experiences.

    Status of the eea in Liechtenstein

    Triesen was Liechtenstein’s first local authority to be awarded eea in 2004, and the way forward shown by Triesen triggered a veritable “eea boom” in the country. Trie-sen was followed by the local authorities of Planken (2006), Schaan (2007), Mau-ren (2008), Balzers (2009), Vaduz (2009) and Ruggell (2010), and in 2012 Eschen, Gamprin, Schellenberg and Triesenberg were the final four local authorities to be awarded the eaa label. Planken and Ruggell were successfully awarded with Gold in 2018. Planken with 456 inhabitants has clearly demonstrated that small size is no impediment to great achievement with model function. The 11 local authorities making up the principality of Liechtenstein in the heart of Europe have achieved outstanding success in energy, environmental and mobility management. Liechten-stein, one of the world’s smallest countries with about 37,000 inhabitants and an area of 160 km2, was the first that could be genuinely called an eea country.

    Buchs-Schaan Energy Bridge

    Combined pedestrian/bicycle and energy bridge with a steam pipe to connect the towns of Buchs SG and Schaan. The Buchs waste incineration plant has been supply-ing two industrial companies in Liechtenstein (soon to be extended to three) with about 100,000 MWh CO2-neutral steam energy per year since 2009 (5.5 km district steam network; substitution of about 12 million l fuel oil per year.)

    The heat generation for the entire zone and adjoining properties is produced by a wood chip boiler, which amounts to a share of 86% of renewable heat generation.The roof covers a photovoltaic system which produces 320‘000 kWh of electricity per year.

    Luxembourg targets a 50 - 55% cut in greenhouse gas emissions by 2030 in compa-rison to 2005. The Luxembourg government is aware that, to achieve this goal, it needs strong local partners like the local authorities and it has therefore decided to develop an offer – the so-called climate pact – for local authorities, which are expected to take a leading role in the fight against climate change in return for national support.

    Following this decision, myenergy, the national structure for information and advice on energy efficiency and renewable energies, was mandated by the Ministry of the Environment, Climate and Sustainable Delvelopment to develop a concept for the climate pact. In search of an adequate instrument, the European Energy Award (eea) quickly came into focus. Its holistic approach in terms of the-mes and targets, its quality management process and its tools, including the as-sessment tool, make it a perfect instrument for guiding the local authorities in their climate protection efforts.

    Status of the eea in Luxembourg

    Since 2013, each local authority has had the opportunity to commit itself to imple-menting the eea process within its territory by signing the Climate Pact Convention. To date, all 102 local authorities have joined the initiative and launched the eea process. A pool of Luxembourg eea advisors, the so-called “climate advisors”, was created at the same time. Several basic training courses as well as specific advanced training courses were organised by myenergy, the national eea office. In 2019, 31 accredited climate advisors are providing eea-related consultancy services to the participating local authorities.

    In 2011, the Principality of Monaco decided to implement the European Energy Award (eea) under its own national label. The positive experiences gained with the Swiss Energiestadt programme in the previous years and the successful implemen-tation of the eea (“Cit‘ergie”) in France motivated Monaco to make the effort to adapt the system to its national circumstances.

    The adaption of the eea represents a special challenge, as the Principality of Mona-co is a city state on a compact territory. Therefore, a special system for the process, the auditing and awarding is being developed with our partners from France and the Association European Energy Award AISBL.

    Status of the eea in Monaco

    In 2013, the Principality of Monaco defined an energy action plan for the next four years, which contains 55 actions linked to the EEA Management Tool and covers all of the domains. This action plan was developed through a series of workshops and involved a comprehensive participatory process, both at the technical and the decision-making level. The steering committee approved the action plan in November 2013. This action plan has been approved by the Council of Government with a final validation of H.S.H. Prince Albert II in December 2013.

    2014 was the first year in which Monaco’s action plan was implemented. Spe-cial attention was given to energy savings and energy substitution solutions, the evaluation of the local impacts of climate change, the definition of an adaptati-on strategy, and the mobilisation of the private sector. On 14 November 2014, Monaco officially received the European Energy Award during the 2014 eea awar-ding ceremony held at the Hotel Novotel in Monaco.

  • Sea water heat pumpsMonaco is a leading territory in the domain of seawater heat pumps use. This technology has first been implemented in 1963 by the government and was then continuously chosen in public and private operations when possible. Nowadays the renewable energy produced by those pumps is close to 16 % of the total energy used in Monaco (including road fuels).

    Monaco recently renewed it’s support to this technology through it’s participation in a research project aiming at it’s wider diffusion while controlling it’s impact on the sea ecosystems.

    Urban Distribution Centre (logistic hub)

    Monaco has set a logistic platform, mandatory for the majority of de-liveries on the territory. Every road carrier stops in a warehouse out-side Monaco where a monopolistic company is in charge of the last kilometre delivery, allowing for the use of medium sized vehicle and optimization of tours.

    This functioning has been studied by the French Environment and Energy Management Agency ADEME and set as example of what the future of urban delivery could look like in dense areas (“Logistique ur-baine, Agir Ensemble” - ADEME 2010).

    The CO2 saving of this system has been assessed by ADEME at 37 %.

    Switzerland pioneered the European Energy Award (eea). “Energiestadt” / “Cité de l`énergie” / “Città dell`energia”, the Swiss eea programme, was founded in 1988 and soon developed into a comprehensive management system backed by the of-ficial energy policy of Switzerland. Today, Energiestadt has grown to be recognised as one of Switzerland’s most successful energy policy programmes.

    The eea in Switzerland is awarded by the national supporting organisation (“Trä-gerverein Energiestadt” / “Association Cité de l’énergie” / “Associazione Città dell’energia”). The Swiss state acknowledges the eea as the primary tool for local sustainable energy policy and therefore supports the further development and im-plementation of the label through the national programme “SwissEnergy for muni-cipalities”. This programme coordinates the work of the private advisors, provides tools for the local authorities and advisors and organizes experience exchanges and educational programmes.

    Status of the eea in Switzerland

    The very first city to receive the eea label was Schaffhausen in 1991. The number of participating and awarded local authorities has grown steadily since and today, more than half of the Swiss population is living in an eea awarded municipality. The total number of local authorities participating in the eea programme is more than 600, about one-forth of all Swiss local authorities. Member local authorities repre-sent the full spectrum of local communities in Switzerland, from associations of small villages with only a few dozen inhabitants through to towns of several hund-red or thousand residents and large urban agglomerations.
