His government has paid a price.

On Saturday, a day after the discovery of the airfreight bomb plot, Mr. Saleh said during a newsconference that Al Qaeda had killed 70 police officersand soldiers in the past four weeks.

That is a sharp increase over previous years, and someanalysts have taken it as proof that Al Qaedas Yemen-based branch is growing.

But many Yemenis seem doubtful that Al Qaeda wasguilty in all or even most of those killings, which tookplace in the same southern parts of the country wherea secessionist movement has been growing for the

Its impossible to tell who is killing who; you havetribal feuds, Al Qaeda and the Southern Movement,

One of them, presented by both the Yemenigovernment and Al Qaedas Internet postings andechoed in the West portrays a black-and-whitestruggle between the groups.

The other narrative is the view from the ground inYemen a confusing welter of attacks by armed groupswith shifting loyalties, some fighting under political orreligious banners, some merely looking for money.

The Yemeni authorities have long paid tribal leaders tofight domestic enemies, or even other tribes that werecausing trouble for the government.

That policy has helped foster a culture of blackmailsome tribal figures promote violence, whether throughjihadists or mere criminals, and then offer to quell it inexchange for cash.

Some of what looks like Al Qaeda is really terror as abusiness, Mr. Faqih said.

Yemens tribes are often cast as the chief obstacle inthe fight against Al Qaeda, sheltering the militantsbecause of tribal hospitality or even ideological kinship.

In fact, few tribal leaders have any sympathy for thegroup, and some tribes have forced Qaeda members toleave their areas in the past year.

In a statement released Tuesday, a group identifyingitself as Al Qaeda members from the Awlaq tribe one of Yemens largest pleaded with their fellowtribesmen for support.

Noting that we were deeply saddened to see theleaders, chiefs, and dignitaries of our community gopersonally to meet with the government envoy.

Instead, Al Qaeda seems to thrive where tribal

authority has eroded, or in the southern areas wherehatred of the government is most intense.

In many of the recent attacks, it is difficult to draw aline between Al Qaeda and angry, impoverished youngmen who have easy access to weapons.

This is particularly true of the secessionist movement

in the south.There are many unemployed young men and peoplewith personal interests who rebelled against the stateand against the movement itself, said Saleh al-Hanashi, an adviser to the governor of Abyan, asouthern province where the protest movement thrivesand many of the recent killings have taken place.

They became these chaos-inciting groups. And thesegroups now in Abyan shoot at cars belonging to thestate and do other destructive acts against the state.

This kind of vandalism is easily attributed to Al Qaeda,whether the group claims responsibility for it or not.

Many southerners view Mr. Salehs government as anoccupying force, and while the secessionistmovements leaders say they reject violence, some ofits members may be willing to make common causewith jihadists.

North and south Yemen, once separate countries,unified in 1990, then fought a bitter civil war four yearslater.

Many in the south say they have been treatedunequally ever since.

It is possible that the worsening carnage in southernYemen, and Al Qaedas claims of responsibility for it,will eventually lead to a shift in perceptions andbroader support for the governments agenda.

That is what happened in Saudi Arabia, whereattitudes toward Al Qaeda were similar to those inYemen until the group began carrying out bloody

attacks in Saudi cities in 2003.Public opinion soon swung sharply against thejihadists, and by 2006 the Saudis had crushed thegroup.

That is far less likely in Yemen, with its terrible povertyand weak central government.

For now, most Yemenis seem to dismiss reports of AlQaeda killings as a masrah, or drama, staged by thegovernment and its American backers.

The suspicion runs so deep that any action by theYemeni government seems to confirm it.

Senior Qaeda figure in Iraq a myth: U.S. militaryWed Jul 18, 2007 1:15pm EDT

BAGHDAD (Reuters) - A senior operative for al Qaedain Iraq who was caught this month has told his U.S.military interrogators a prominent al Qaeda-led groupis just a front and its leader fictitious, a militaryspokesman said on Wednesday.

Brigadier-General Kevin Bergner told a newsconference that Abu Omar al-Baghdadi, leader of theself-styled Islamic State of Iraq, which was purportedlyset up last year, did not exist.

The Islamic State of Iraq was established to try to putan Iraqi face on what is a foreign-driven network,Bergner said.

The name Baghdadi means the person hails from theIraqi capital.

Bergner said the information came from an operativecalled Khalid al-Mashadani who was caught on July 4and who he said was an intermediary to Osama binLaden.

He said Mashadani was believed to be the most seniorIraqi in the Sunni Islamist al Qaeda in Iraq network.

"In his words, the Islamic State of Iraq is a frontorganization that masks the foreign influence andleadership within al Qaeda in Iraq in an attempt to putan Iraqi face on the leadership of al Qaeda in Iraq,"Bergner said.

U.S. military officials in recent weeks have beenpressed to explain the link between al Qaeda in Iraqand bin Laden's global network given the military'sheightened focus on al Qaeda in Iraq as the biggestthreat to the country.

The military blames al Qaeda in Iraq for most of the

major bombings in Iraq, saying the group is trying tospark all-out civil war between majority Shi'tes andminority Sunni Arabs.

Bergner said Mashadani served as an intermediarybetween the al Qaeda in Iraq leader, Egyptian AbuAyyab al-Masri and bin Laden and also the Egyptiancleric Ayman al-Zawahri, who is the global network's

No. 2 commander.

The Islamic State of Iraq was set up in October,comprising a group of Sunni militant affiliates andtribal leaders led by Baghdadi.

In April, it named a 10-man cabinet.

The Islamic State of Iraq has claimed many high-profile acts of violence.

But Bergner said Mashadani and Masri had co-foundeda virtual organization in cyberspace called the Islamic

State of Iraq in 2006 as a new Iraqi pseudonym forAQI.

To further this myth, Masri created a fictional head ofthe Islamic State of Iraq known as Abu Omar al-Baghdadi, he said.

To make al-Baghdadi appear credible, al-Masri swore

allegiance to al-Baghdadi and pledged to obey him,which is essentially pledging allegiance to himself sincehe knew Baghdadi was fictitious and a creation of hisown, he said.

The rank and file Iraqis in AQI believe they arefollowing the Iraqi al-Baghdadi. But all the while theyhave been following the orders of the Egyptian Abu

Ayyab al-Masri.Voice recordings purporting to be from Baghdadi haveappeared on the Internet, although Bergner said anactor had played him.

He did not refer to any video clips.

Bergner said Mashadani was al Qaedas media emir

for Iraq.

He said the operative was providing significantinsights into the nature and circumstances of al Qaedain Iraq.

Interestingly, the only moment in which the

cameraman zooms in on the TV so that you can clearlysee the picture is when it either shows Bin Laden,Obama, or both of them in a still shot together.

MSNBC ran the video under the headline NewVideo Shows Bin Laden In Gold Robe.

However, these tapes are almost identical to footagefirst released by the Pentagon front group SITE inSeptember 2007.

In that footage, Bin Laden also appears with a dyedbeard and is wearing exactly the same clothes.

The only thing that differs is the color of thebackground, but in other tapes the background is thesame brown color as the 2007 tape.

As computer expert Neal Krawetzs analysis revealed,

fake backgrounds are often used on purported Al-Qaeda tapes, where a blue screen is used tosuperimpose the figure of the speaker over a pre-selected backdrop.

The footage in these tapes purports to show Bin Ladenmaking recordings in late 2010, and yet he looksidentical to how he appeared in tapes first released in2007.

In one e-mail exchange, two sources who havereviewed the e-mails confirm, Hasan asked Awlaki toappear as a guest presenter at afundraising/scholarship event in the U.S. The clericdeclined, adding that he doesnt visit the U.S.

John Galligan, Hasan's defense attorney, told FoxNews that he requested the White House intelligencereport nearly a year ago, and it is only now that he hasofficially been told the information will not be available.Despite repeated requests, Galligan said otherdocuments are being blocked, including the full

A final decision has yet to be made.

A transcript from the Article 32 hearing shows that theArmy was notified of the DNIs decision to block thereport on or before October 21, 2010.
