I. AUSTRALIA NORTH AND WEST DISTRICT

1. MILESTONES TO MERGER

On Saturday 10th January 2015 the first Annual Assembly of the Australia North and

West District of the Church of the Nazarene convened simultaneously at the Dianella

Church of the Nazarene in Perth, Western Australia and in the chapel of Nazarene

Theological College, Thornlands, Queensland. This significant event in the history of

the Church of the Nazarene in Australia was the culmination of prayerful

deliberations, discussions, and decisions of the leaders and delegates of the former

Australia Northern Pacific and the Western Australia districts of the Church of the

Nazarene. Milestones to the merger of these districts include:

1944 April: During World War II, US serviceman Meredith T. “Ted” Hollingsworth, a

Nazarene licensed minister, shared his testimony to entire sanctification in Brisbane

with Australian warrant officer Albert Anthony Eriksen “Bert” Berg, a lay preacher

of the Plymouth Brethren. June 11: Hollingsworth wrote to General Superintendent

J.B. Chapman about his contacts in Australia, and of his willingness to return to

pioneer the work in Australia. Chapman forwarded the letter to the Department of

Home Mission. June: 6th

General Convention of the Nazarene Young Peoples Society

in Minneapolis, Minnesota, voted to raise US$50,000 for the evangelisation of

Australia and New Zealand. September: The Board of General Superintendents

considered Hollingsworth’s report on “The Evangelization of Australia and New

Zealand”.

1945: January: Hollingsworth met with the General NYPS Council and also with the

Board of General Superintendents. The General Board of the Church of the Nazarene

authorised the opening of the work of the Church of the Nazarene in Australia after

receiving news of Berg’s entire sanctification. April 26: Bert Berg becomes the first

Australian Nazarene and district licensed minister, after joining the Warren, PA

Church and being licensed in absentia by the Pittsburgh (USA) District, and was

appointed the denomination’s official Australian representative.

1946: June: American Rev EE Zachary, DS of Kansas District, was appointed

District Superintendent of the Australia District. When he arrived in Sydney in

October 1946, there were 4 Australian preachers, cottage meetings were being held in

3 suburbs of Brisbane and another in Sydney, and a mission to the indigenous

Australian in northern NSW. However, there were no organised churches and no

official church membership.

1948: April 1-4: 1st District Assembly of the Australia District is held at Campsie,

NSW. There were 5 churches, 128 members, and 5 preachers. December 1-5: 2nd

District Assembly of the Australia District is held at Northmead, NSW. 5 Australian

men were ordained on 2 December, Rev Berg was elected DS. There was almost 200

Nazarenes, nine preachers, and 9 organised churches, but no church buildings.

1960: March: Rev. David & Marjorie Spall pioneer the Church of the Nazarene in

Western Australia with a Sunday School.

1962: 1st church organised in Western Australia at Mt Yokine in Perth (now Dianella

church). David Spall is the first pastor.

1976: Australia District transferred to the Department of World Missions, and plans

were made to divide the Australia District.

1977: March 3-8: Australia District Assembly voted to separate into two new districts:

the Australia Northern Pacific District (that included Queensland, the Northern

Territory and Tweed Heads, NSW) led by Rev Berg, and the Australia Southern

District (that included the rest of Australia including WA) under the leadership of

American Dr Jay E. Hunton. At that time the Australia District had 634 full

members, 24 churches, 914 attending weekly discipleship programmes.

1978: February 17-20: 1st District Assembly of Australia Northern Pacific District

held at the Dance Palais, Thornlands: 13 churches, 301 members, 527 in discipleship

attendance.

1981: January: Western Australia declared a Pioneer Area with Rev W John Kerr,

pastor of the Mt Yokine church, appointed District Superintendent. The Western

Australia Pioneer area started with 1 church with 13 members and 17 in worship.

1982: Western Australia separated formally from the Australia Southern District.

1985: January 26th: 1st District Assembly of the Western Australia district held at Mt

Yokine church, with 2 churches.

2000: Rev Ian Davidson, District Superintendent of the Australia Southern District,

also became District Superintendent of the Western Australia District until 2004.

2006: Nazarene Theological College Principal Dr Bruce Allder is additionally

appointed as District Superintendent of the Western Australia District.

2010: The possibility of a district merger is discussed at the National Board of the

Church of the Nazarene in Australia. The Western Australia and Australia Northern

Pacific district leaders began discussions about merging these two districts.

2012: The Western Australia District formally requested merger with the Australia

Northern Pacific District. Subsequently, the ANPD assembly authorised district

leadership to study the matter and bring recommendations to the assembly in 2013.

2013: August: The ANPD Missional Leadership Team decided to recommend

accepting the merger request. Various meetings were held to present the proposal and

discussion papers were circulated. The 16 November ANPD Assembly voted 37-13 to

approve a merger with the Western Australia District of the Church of the Nazarene.

On 30 November the WA District Assembly adopted unanimously the motion “That

the Western Australia District merge with the Australian Northern Pacific District in

November 2014, at the District assembly, with negotiations taking place between now

and November 2014 as to structure and application.”

2014: Combined District leadership meetings were held to develop a decentralised

missional structure, and a shared superintendency model. In October the 18 members

of the combined District Advisory Councils of both districts voted unanimously to

recommend to the Board of General Superintendents that Dr Bruce Allder be

appointed Missional Superintendent, and that other 3 members of the Missional

Superintendent Team (MST) be Missional Team Facilitator: Rev Tim Burton;

Pastoral Church Relationships Coordinator: Mrs Emmy Hearn; and District Business

Administrator: Rev Steve Walsh. This request was approved. The Boundaries

Committee subsequently approved Australia North and West District as the name of

the newly merged district.

Mission Statement for Australia North & West District Church of the Nazarene:

The Australia North & West District Church of the Nazarene exists to develop a

network of healthy, interdependent, sustainable, holiness local churches in the

Wesleyan-Arminian tradition throughout Queensland, the Northern Territory and

Western Australia that make Christlike disciples.

I. Our Shared Vision

1. We have a common history and shared destiny.

2. We are Wesleyan-Arminian in our theological convictions.

3. We are one in the Lord.

4. We are better together.

5. We are will do our best to let everyone have a voice and to listen attentively.

6. We will let the Manual of the Church of the Nazarene be our guide.

7. We are committed to retooling existing leaders and the identifying and

development of young emerging leaders (35 years of age and younger) with

ongoing training and orientation for those accepting all leadership assignments.

8. As youth and children are a priority, we are committed to investing in our

children and youth

II. Agreed Functional Procedures

1. We will operate initially with separate balance sheets and asset acknowledgement

(assets to be kept indefinitely within the current district), while working with one

common operating budget.

2. The district annual operational budget will not spend beyond current income

3. There will be no elections at the 2015 District Assembly (held simultaneously in

Perth and Brisbane), but will maintain current leaders (except for DS positions)

until the 2016 District Assembly, including existing NTC Board of Trustees

members. The District Treasurer will be Brett Crowther, and the District Secretary

will be Steve Walsh. The rationale for this decision is to maintain continuity of

district leadership during this first year of the new district structure.

4. The district superintendency will utilise trained and deployed teams for carrying

out the responsibilities of the superintendency through the newly formed

decentralised four tiered structure. We will request that the Jurisdictional General

Superintendent appoint the four core leaders after the district-wide consultation

process with a continuance of the terminology for each position for one year.

5. Our churches/pastors will operate as networks or clusters of churches/pastors (not

necessarily geographic), utilising the internet and other technologies for mutual

support and mission.

6. Partnerships (formerly known as "Auxiliaries" SDMI, NMI, NYI) may operate as

networks of the new district from both east and west sides of the district, but will

report as one entity to the denomination.

7. District Assembly will be held each year in January, with the venue to rotate

annually between locations in the west and east, starting with Perth in January 2015.

All reports to the 2015 District Assembly will be prepared and presented as written

documents, to be completed by 20 December 2014. Only the reports of the WA DS,

ANPD MS, Boards of Ministry, Assembly Finance Committee, and NTC Principal

will be given platform time to be heard and discussed.

8. We will utilise a district communication team to be coordinated by Jo Batkin to

network all local churches and pastors.

9. The name of the combined district will be Australia North and West District.

10. The expanded ANWD MLT shall elect from within its membership an

executive comprising MS Bruce Allder, 3 previously elected MS Team (MST)

members (Emmy Hearn, Tim Burton, Steve Walsh), and 2 lay people and another

elder (with 2 from WA & 1 from ANPD), who shall be the voting members of the

expanded MLT.

IV. DAILY PROCEEDINGS_

Business Session – Saturday, 10 January 2015

The First Annual Assembly of the Australia North and West District Church of the

Nazarene convened simultaneously on the morning of Saturday 10 January 2015 at the

Dianella Church of the Nazarene, Perth, Western Australia and at the chapel of

Nazarene Theological College, Thornlands, Queensland. With a time zone difference

of two hours between locations, this represented a 9:00am start in Western Australia

and an 11:00am start in Queensland. The Ministry Teams at both venues led in

congregational singing.

Western Australia District Superintendent Dr Bruce Allder welcomed all to this

historic District Assembly, with a particular welcome to our jurisdictional General

Superintendent Dr David Busic and Mrs Christi Busic. Dr Busic responded with

greetings from the Board of General Superintendents.

Dr Busic brought the morning devotional. Drawing on Mark's account of the feeding

of 5,000 people (Mark 6:30-44), he noted that this is one of the very few events in the

ministry of Jesus that are recorded in all four Gospels. The Lord's ministry is holistic

in nature, with a strong emphasis on preaching, teaching, compassion, service, and

healing. In spite of a need for quiet solitude for himself and his disciples, Jesus chose

to invest his time in ministering to the impromptu crowd that had gathered on that

remote hillside. Whilst the disciples appeared to be concerned about the crowd's need

for food, they failed to see themselves as meeting that need. Even when they were

prompted by the Lord, they could only see hopelessly inadequate provisions and no

satisfactory solution. It was only when they organised the crowd into "picnic groups"

that the miracle occurred. As Jesus took that child's lunch of loaves and fishes, then

broke and distributed it to the crowd, we see the symbolism of the Eucharist - Jesus

took the bread, he broke the bread, he gave the bread. Now the disciples have their

part to play in the miracle. The food was distributed, they all are and were satisfied,

and significant "left-overs" were gathered up after the meal was finished.

There are many ministry lessons contained in this event:

ministry needs seem almost always overwhelming

our resources never seem to be adequate

there seems to be a constant feeling of discomfort as we seek to live by faith,

and not by sight

Jesus knows our feelings of inadequacy, but he calls us offer what we have to

him

we serve a God for whom nothing is impossible

the divine measure is one of super abundance. It is both a myth and a failure of

faith to believe that we do not have enough to share

we serve a God of abundance

As this newly created district moves forward into the future we are challenged to

"think big", to believe that God will multiply and bless our ministry.

The District Secretary reported that all ministers (except one elder) had reported as

and that their characters be passed, and that the Board of Ministry: Credentials and

Studies investigate the reason behind the one elder’s failure to report and take any

appropriate action. This was adopted. All relevant reports included in the District

Assembly Delegates Handbook (and subsequently included in this official Assembly

Journal) were received on motion, with appreciation.

The secretary reported that greetings had been forwarded to the District

Superintendents of the Australia Southern & New Zealand Districts; and that greetings

had been received from former ANPD District Superintendents Rev Dick & Ellen

Sowder and Sam & Grace Pickenpaugh, and ASD District Superintendent Ian

greetings were exchanged between the Assembly and Danielle Castlehow & Cameron

Batkin.

The report of the Board of Ministry: Studies and Credentials for the former Australia

Northern Pacific District was presented, and adopted on motion.

The Board of Ministry: Studies and Credentials for the Former Western Australia

District presented a sequence of two reports, both of which were adopted on motion.

The Assembly requested that the Board of Ministry draft a further report on ordination

recommendations for Rev Hoonmoo Lee and Rev Woong-Gi Seong. The subsequent

Report #3 of the Board of Ministry was adopted on motion.

The Assembly noted that the Financial Records of the former ANPD included an

Official Audit Report for these records.

At 10:30am (AWST), the chair called for a 45 minute recess, which would provide for

a morning tea or lunch break at either venue.

Upon resumption the new Missional Leadership Team members was presented to the

assembly, as well as all pastors who were present. Western Australia District

Superintendent Dr Bruce presented his report, which was received with appreciation.

Former ANPD Missional Superintendent Dr John Moore presented his 2014 annual,

which was likewise received with appreciation.

Dr Moore and Dr Allder shared a presentation to the Assembly on the proposed

organisational and operational structure for the Australia North and West District,

Church of the Nazarene. Full documentation on the proposed District leadership

structure, mission statement, shared vision, agreed functional procedures and

envisaged missional networks was included in the delegates handbook. This

information had also been widely distributed at various forum meetings during 2014.

After a some brief discussion the chair formally read the statement from the Board of

General Superintendents (dated 10 December 2014) that "in the meeting of the Board

of General Superintendents on 2 December 2014, the motion carried to approve the

district merger of Australia Northern Pacific District and Western Australia District to

become the Australia North and West District, Asia-Pacific Region, as presented."

Dr Woodruff prayed for a blessing on this marriage of the North and West districts.

As the Assembly rose to sing the Doxology, candy leis were presented to Dr and Mrs

Busic and Dr and Mrs Allder.

Dr Bruce Allder presented his report as Principal of Nazarene Theological College.

The report was received on motion with appreciation. This report was followed by a

presentation by NTC Gap Year Program Director Pastor Aaron Park on this unique

one year cross cultural mission experience.

Rev Steve Walsh presented the report of the District Assembly Finance Committee,

which was adopted on motion. After Mrs Val Jones read the report of the WA

Memoirs Committee, Rev Steve Walsh read the report of the ANPD Memoirs

Committee. Rev. Gavin Thompson prayed for the families and friends who had lost

loved ones this past year, and for those who are currently experiencing health issues.

Dr Busic announced the appointment of -: Missional Superintendent: Rev Dr Bruce

Allder for a two year term; the Mission Facilitator: Rev Tim Burton; the

Pastor/Church Relationship Coordinator: Mrs Emmy Hearn; and the District Business

Administrator, Rev Steve Walsh for one year terms. Dr Busic presented this Missional

Superintendency Team (MST) to the Assembly.

A motion to adjourn this session and to close the Assembly with the conclusion of the

Sunday morning service was carried. Australia & New Zealand, Field Strategy

Coordinator Dr John Moore adjourned this session with prayer at 1.10pm AWST.

Celebration and Ordination Service

Sunday 11 January 2015

The first Sunday morning service for the newly created district began with a time of

inspiring worship. The video link which had made yesterday's historic "twin venues"

District Assembly possible was now utilised to allow two congregations more than

3,600 kilometres apart (approximately 2,200 miles) to worship together.

The service included special music by Chang & Emily Po Ching and Scripture

readings by Rev Gabin Nzoyihera (Perth) and Rev Livi Po Ching (Brisbane).

District Ministers Licenses which had been approved yesterday by the Assembly

delegates were presented before Dr Busic brought the morning message from

Matthew 16:18 - "And I tell you that you are Peter, and on this rock I will build my

church, and the gates of Hades will not overcome it."

At the conclusion of the message Rev Woong-Gi [Peter] Seong was presented to Dr

Busic for ordination as an Elder in the Church of the Nazarene. Rev Hoonmoo Lee

was also presented for recognition of the transfer of his ordination credential from the

Korean Presbyterian Church. As the ordinands knelt at the altar Dr Busic and the

elders present laid hands on the candidates as they were granted Elders Orders in the

church. Prayers of commitment for the ordinands were offered by Rev Tim Burton

and Rev David Warren. The service concluded with congregational congratulations

and celebrations, followed by a time of general fellowship across this vast district,

comprising almost two thirds of the Australian continent.

1. DISTRICT OFFICERS_

Missional Superintendent Dr. John E. Moore

(reporting for the former Australia Northern Pacific District)

Friends and members of this historic district assembly, I greet you in the strong and

compassionate name of the missionary God who calls us friends. Special greetings of

grace and peace to our friends, General Superintendent Dr David Busic and his wife

Christi and Dr Bruce Allder and his wife Jacque.

I have one of the greatest jobs in the world - serving the living, loving, missionary

God, with a team of dedicated, talented individuals who love Jesus and his Church!

You have been an inspiration and a pleasure to serve with. You have been gracious

and you’ve also stretched my capacities. Thank you! I am grateful to the missional

team, to all of you and to my wife Vicki for this report. This is a collective report of

how we have traveled together.

A little over two years ago, jurisdictional General Superintendent, Dr J K Warrick,

appointed a missional leadership team of 8 people to oversee a restructuring of the

Australia Northern Pacific District for the purpose of reversing a decade plus of

statistical decline and to establish the missional health and sustainability of the

district. Through the enablement of the Holy Spirit, and due to the leadership of

faithful pastors and laypeople, we are grateful to report significant increases in every

statistical category in 2014.

In January 2013, at the first of three district Missional Church Conferences, we

envisioned the future of the district through the words of Jesus, “I am the Vine, you

are the branches. When you’re joined with me and I with you, the relation intimate

and organic, the harvest is sure to be abundant. Separated, you can’t produce a

thing.’’ John 15:5 (The Message) We also drew encouragement from the words of

Pope John XXIII calling the church to open wide the windows, so it could see out and

the world could see in ... letting the winds of the Spirit of “update” or change blow

through.

Today, we stand at this historic moment - the marriage of two districts. We pledge to

allow the change-winds of the Spirit to continue to blow through.

Mission of ANWD: “The Australia North and West District Church of the Nazarene

exists to develop a network of healthy, interdependent, sustainable, holiness local

churches in the Wesleyan-Arminian tradition throughout Queensland, the Northern

Territory and Western Australia that make Christlike disciples”.

“Healthy ... Churches”, needs definition. Australian missiologists, Darren Crenshaw

and Stuart Devenish write, “When it is healthy, Christ-centred and mission-oriented,

the local church is the proof of its own gospel, validating through its own life the

presence and power of the kingdom of God. But when it is unhealthy and self-

centred, it represents the worst possible dis-proof of its gospel. When the church

fashions its identity around itself, it becomes engrossed with issues of power, control

and doctrine, and frequently ends up misrepresenting and dishonoring God. The Papal

encyclical Redemptoris Missio 36 reads: ‘Frequently our churches are empty not

because the Christian Faith is unacceptable to the modern world, but because of the

‘counter-witness of the believers and Christian communities failing to follow the

model of Christ.’”17 Ultimately, God’s best missionary is not the gifted individual

evangelist; but the local church that has the capacity to validate its gospel through its

own life, and to manifest the life of Christ in its alternate, counter-cultural visible

community.”

Agreeing with this we should go a little further with definition. We all agree, the

church is not a building but people in-dwelt and led by the living Christ. More of our

churches are showing signs of “proof of the gospel, validating through its own life the

presence and power of the kingdom of God.” We are seeing effective missional living

which opens windows for the Spirit to blow through so others can find Christ.

Last Christmas, people from the Neptune Street Church walked through the

neighborhood singing Christmas Carols and handing out personal invitations. Karin

responded and began attending church. Soon, her partner Stu began attending and

responded to the gospel. A wedding followed and Karin and Stu are now active

members, Stu having taken on care of the facilities. Julie and John responded to the

kindness of the church as members and pastor Derrick Lawton shared Christian

hospitality at Julie’s place of business. Julie and John have since joined the church.

Recently, Julie and John purchased a hotel and offered a free room to a family of 6

who are now attending Neptune Street Church with them. Pastor Derrick reports that

5 people recently joined the church and another 7 are in various stages of preparation

for membership. While visiting other churches several have shared positive news: the

harmonious spirit of working together, new ministries bringing about new life.

During one particular visit, I had occasion to speak with 3 newly baptized converts

and discovered that these newbies were already engaged in active ministry, which is a

wonderful thing. Another seeking couple felt drawn by the Holy Spirit to one of our

churches. They sat outside wondering if they should go in. Long story short, they

entered, finding a warm welcome. They are now a part of the leadership team. One of

our churches has a new dynamic women's group that is helping women come to Christ

for the first time. I could say more, however, it is enough for me to mention that

there is evidence of the presence of Jesus in several of our congregations as the Holy

Spirit fills hearts with love and grace. Good things are happening. Since the Dianella

church is hosting the assembly, let me say that this congregation is one of the best

examples of what we mean by “missional people” of any church I know. The

congregation has been revitalized as pastors and people have served together in

welcoming, baptising and deploying international university students.

This is why we exist - communities of Christ made up of people being transformed,

spurred on by transformational pastors and leaders.

Let me leave you with an image taken from the book of Revelation and re-imagined

by Pope Francis who is showing us how to reinvigorate an old, ingrown institution.

He says this:

“In the book of Revelation, Jesus says that he is at the door and calling, and evidently

the text refers to him standing outside the door and knocking to be let in. But I

sometimes think that Jesus is knocking from the inside, for us to let him out.”

We have as a district, opened the window to let the Spirit blow through and opened

the doors to let Jesus out into our communities. Let us continue to worship him and

follow Him into mission.

Dr Busic, Dr Moore, members and friends,

It is my privilege to give this brief report on behalf of the Western Australia District in

this historic District Assembly.

2014 has been a year of transition for the Western Australian Church and this moment

is the culmination of prayer and hard work by many. Western Australia has always

been a unique place for ministry through the Church of the Nazarene. Based in the

most isolated capital city in the world, there are issues that only Western Australians

face. Very courageously, a few years ago, the District decided to work with a non-

resident DS, and move much of the decision making for the church to as close to the

people that those decisions affected as possible. We have needed to break with past

processes while valuing the legacy left by many who have gone before. This has not

been an arrogant “we will do it our way”, but a humble recognition that our context

has changed and we need God’s wisdom as we seek to cooperate with what the Spirit

of God is doing in Western Australia.

Keeping administration light, flexible, and mission focussed has been my goal through

the years that I have been DS in the West. This has reversed the trend toward

centralisation of administration and what inevitably came as a sub-text – centralisation

of mission. Sure, this has meant that some administrative processes have been messy;

further, a recognition that some processes need not be done at all; and ultimately

keeping as many people as possible involved in connecting with those outside of the

four walls of the church. Our desire is to keep most of the energy expended in mission

connectivity rather than in keeping the “machinery” of the church functioning.

Currently we have four main churches (Dianella, Pearsall, People’s Church, and

Maddington) and 8 church plants (City Outreach, Cullacabardee, Narrogin, Wagin,

Kojonup, Cullacabardee Home group, and Kimberley Outreach). I am thrilled to

report that every church saw conversions this past year. Pastors have also taken their

responsibilities seriously to mentor other leadership and meet together monthly for

breakfast, prayer, equipping and encouragement. Our senior “statesmen” David

Warren and Tim Burton have been effective in their mentoring roles and Graeme

Castlehow, as NazCare Chairman, and District NMI President, has cultivated an ethos

of new horizons to be explored in ministry. I have appreciated the leadership of Rev

Gabin Nzoyihera as he chaired the District Advisory Board meetings while I attended

via video conference.

The church in the West has not been marking time through this period of leadership

transition. While membership has decreased our attendance figures now factor in our

church plants. This has brought about a healthy increase in weekly worship service

attendance from 191 to 226 (+ City Outreach). The Pearsall Church under the

leadership of Rev Elisabet Easson has seen a positive refocus this past year. New life,

a passionate spirituality that engages people, and a heart for discipling has meant that

new people are coming to worship while others are connecting to a grace-filled

community of believers in a genuinely multi-cultural congregation. Dianella Church

under the leadership of Rev Tim Burton, is really showing us a model of church

planting that is worth considering replicating in several other places on the newly

formed District. Under the leadership of Pastor Peter Seong, young people are coming

to Christ on a regular basis and Pastor Tim Burton has led the mobilisation of the

established congregation into missional engagement that is not building or property

bound.

Regional missionary Rev Jongil Kim has worked hard in the Kimberleys and has

partnered with the NTC Gap Year programme to provide an amazing cross-cultural

mission experience for young people of the Field. Brother Jongil’s passion for

partnering with NTC is a great example of the benefits of intentionally partnering with

NTC to do mission. Giving young people the opportunity to step out of their comfort

zones, to be intentionally discipled through the process of a mission trip, and to hear

God speak in fresh ways into their lives must surely be a priority for any local church.

This is one amazing way of doing this. In 2015, I believe that our Logan Church is

investing in a substantial group of young people from their local congregation by

sponsoring them on this mission trip.

At the moment we have three young ladies from the Dianella church that are attending

the Global Third Wave Conference in Costa Rica. The local church and District has

invested in these young people as we transfer the baton of leadership to a younger

generation. The older generation is still engaged in mentoring, encouraging, and

resourcing these young people. We look forward to seeing how God has worked in the

lives of our Third Wave participants! As a follow up to this initiative our first

Leadership Development Initiative (LDI) in Perth will take place the first weekend of

October, 2015.

The model of leadership that is proposed for the new District is one that the WA

District has worked with for a number of years. While not perfectly implemented in

the West, it has resulted in mission initiative and leadership development beginning to

take place at the local church level and at a financially sustainable level without

District funds. Once again this is a model that is worth exploring on the new District.

The WA experience can help speak into this situation. Our team is committed to

serving, encouraging, inspiring, and empowering you to mission.

The move into a larger District will not be without its challenges for the West. There

may be processes that the West will need to work with and add to our mode of

operation, just as much as the ANPD may need to economise on some of what the

District does currently. At the core of these changes will be the need to develop trust

of each other and leadership, to listen well to each other, and to not simply describe

“what is”, but dream of “what can be”. Some “sacred cows” may have to be

sacrificed along the way. The problem with “sacred cows” is that we often don’t see

them until someone from outside of our context asks the hard questions. We will need

to ask those hard questions of each other in a context of love, humility, and courage.

At the very beginning of this process the combined District leadership teams

articulated a “shared vision” which included a commitment to developing emerging

leaders and investing in youth and children. This will require a number of missional

conversations with local churches that catch the vision for these priorities. Leadership

Development Initiatives (LDIs) will continue to be an important part of intentionally

developing leaders for now and the future. Feb 7, August 2015 (Brisbane), and Sept

30 - Oct 3 (Perth) are already scheduled for these. There are a number of other

initiatives that are already scheduled that will give our people practical ways of

engaging with those with no Christian background. For example Rev Ray Neu is

scheduled to be the guest speaker at a combined Pastor and Leaders conference in

June 4-7 at Marysville, Victoria to lead us in Biblical story telling. This is more than a

technique – this is an approach to having spiritual conversations and leading people

into faith that is gentle, Biblically based and forms the basis of a good discipleship

approach. Rev Neu will also teach an intensive at NTC June 9-17, 2015 that I

encourage all pastors and key leaders to be involved in.

While I speak of NTC, let me reaffirm the key place of NTC in any steps forward on

this District. NTC is the church in mission through education, and every effort is being

made to keep what NTC offers both accessible and of the highest quality. However,

NTC is more than just a place of preparation for “somebody else”. NTC faculty can be

a part of your “think tank” as you work at mission in the local church. NTC can help

you ask and answer the hard questions of Nazarene identity, whether you are

biblically and theologically coherent, and whether your methodologies are in fact

reflecting what we need them to reflect. “Frameworks for Ministry”, seminars, ad hoc

conversations with faculty, are all ways in which NTC can partner with the local

church. All you need to do is ask! NTC is your friend and one of your greatest

resources!

Another tool that I have recently discovered through our New Zealand Nazarenes is a

programme entitled, “Long Story Short”. This high quality, innovative overview of

what the Bible teaches gently leads a person from no apparent faith, to faith in Jesus.

It is just a tool, but I believe one that is worth experimenting with in the coming

months. It will attune our people in understanding how to approach spiritual

conversations in a postmodern way, as well as lead those who have little awareness of

the things of God, into a place to consider deeply these things.

Do you get the emphasis? We will be doing our best to look outside the four walls of

the church to engage in the mission of God in His world.

Recognising, or rediscovering, that we are part of the mission of God requires us

to place our attention where it should always have been, on the people around us.

It may allow us to lessen our preoccupation on the survival of the church,

especially of our particular church, and find new ways of exploring what God’s

mission is in our rapidly changing contexts. (pp.240 Edward Prebble “Missional

Church: More a theological (re)discovery, less a strategy for parish development”,

Colloquium 46/2 2014).

As I conclude I want to acknowledge the collegial way in which Dr John Moore has

worked with me in his roles as Field Strategy Coordinator and as Missional

Superintendent of the ANPD. John has worked with grace and diligence and has

always kept the mission of God before us in our meetings together. Thank you for

being a faithful brother in Christ.

May God help us as we launch into this amazing opportunity to respond as a church in

fresh ways to the activity of God in our particular contexts.

District SDMI Chairman Carolyn Ransley

(reporting for the former Australia Northern Pacific District)

Dr David Busic, Dr Mark Louw, Dr John Moore and dear fellow workers in the Lord across the district,

In my first report to the District as SDMI chairperson, I want to thank Pastor Marian Kent who gave all and so ably led the SDMI committee and District through these past years. Your dedication and inspiration are a great example to me Marian. Taking on this position wasn’t an easy decision to commit to but I am so blessed to work with an amazingly dedicated team of Christians who inspire me and work tirelessly in this, one of their many roles within the Church. Many thanks to Dr John Moore, Pauline Sheppard, Cameron Batkin, Tish McHattan, Rev Emily Chung, and Sonia Kaivelata for their efforts.

Romans 15:5 says; May God who gives endurance and encouragement give you the spirit of unity among yourselves as you follow Christ Jesus so that with one heart and mouth you may glorify the God and father of our Lord Jesus Christ. Just as Paul encouraged the early church, it has been and will continue to be our SDMI aim in the coming years to encourage unity, across the District by uplifting and supporting individual churches in their respective ministries. We will do this through united prayer for each other; effective sharing of ideas and resources and developing support in building Sunday School, small group and discipleship programs.

In an attempt to determine how best the District SDMI can help individual churches, this our exploratory year, the District team has sort to determine the needs and direction of individual churches. This was done by sending out two surveys: The first asked boards and pastors to assess the needs and determine the limitations and wish lists for resources, events and programs of their churches. The other survey, in line with our thinking, was to determine the type, number and priorities of SDMI events to best support individual Church needs in the coming years. This survey ascertained individual churches’ thoughts on what they consider valuable District services and events that would assist them through the year. After the return of these surveys the committee will develop a meaningful calendar for 2015.

District Ladies Retreat - ‘Close to Thee’; Men’s Retreat - ‘A Man for all Seasons’ and Children’s Camp ‘Jesus, Jam and Me’ were all well attended this year. All camps were a blessing to those who attended and deeper relationships with the Lord sort. Many thanks must go to Rev. Emily Chung and her Capalaba ladies, and speaker Gwen Lewis: to Jason Fa'ata'ape, his team and speakers Jason Fiddes and Michael Solomona and to Pauline Sheppard her team of faithful leaders and

speaker Rev. Derek Lawton and Gary Bentley for their dedication in making these camps times of real blessing.

It was a privilege to co-ordinate a District Working Bee with Peter and Judith Kirkland for NTC in June this year. We had a wonderful turnout with people from all our Brisbane churches represented. There was much fellowship, food and fun and we even managed to achieve the completion of quite a few tasks for the College.

With the combining of the Western Australia and Northern Pacific Districts in the coming year and a new Missional team structure, the SDMI committee has been mulling over the role of SDMI on the District and how best to support individual churches in the coming years. A highlight for the District that has come out of this thinking is a combined NMI and SDMI Power up Day. On this day pastors and laymen come to the NTC campus for a time of inspiration, information, instruction and ideas sharing in our first training day, for a while.

Mission president, Pauline Sheppard, has organised valuable workshops for actual and potential mission leaders. They will focus on many aspect of missions within the church, and work and witness areas and give practical advice for leaders and those would like to lead but don't have the confidence or skills. SDMI workshops will be information sharing and open discussion times around the topics of prevailing prayer; ideas for building a church; children’s ministries that grow and nurture and are sustainable in a small church setting; discipleship, and cross cultural ministries. Many hours have gone into the development of this special day and we know that those who participate will find the time relevant and transferrable to individual local settings.

With God at our side there are great days ahead of us as the church of the Nazarene in Australia. Like others who labour in the Lord, I believe God is working in our midst and I am very excited to be a part of what He has done, is doing and will do for us in our areas of ministry. My prayer is that we will continue to draw close to the Lord and work together as one in love, and community in the respective areas that the Lord has called us to minister and that we will always be there for each other, in mutual praise, prayer, encouragement, growth and practical helps, where needed.

I love the Lord wholeheartedly and stand firm knowing that “…my salvation and honour depend on God.” Ps 62:5-8

Greetings in Jesus’ name and thank you for the privilege of presenting my 14th report

as District NMI President of the Australia Northern Pacific District. God is so good

and I am very glad for NMI – Nazarene Missions International, which is the vehicle

through which every local church can contribute to mobilising the church in mission.

This is through the 4 objectives that for the past 100 years have been the means of

reaching the unreached around the globe. I am grateful for the faithful local NMI

presidents in the 11 churches across the District, and throughout the year I have

visited and been a part of the NMI services at Inala, Maryborough Family Church,

Capalaba and Meadowlands churches. Others I communicate with via email as stories,

prayer requests and resources are shared. This is more than just the passing on of

information and as I communicate, I encourage each NMI leader to diligently pray for

the hearers and recipients of these stories and prayer needs. Even though the needs in

each local church are many and varied, we pray for God to work in their hearts so that

they would be inspired to pray, give and be involved in taking the church where it is

not yet. So I thank God and our church for all the resources available, namely for:-

Praying (interceding)

It is encouraging to receive an email from Peter Isaac, a missionary serving in

Vanuatu saying “Thank you for your prayers and giving. It has not been wasted

– but it does work! We have seen lives changed because someone is praying. If it

was not for you our Christian brothers and sisters, we would have given up and

left. Our prayer for God’s blessing goes to whoever is constantly praying for

Vanuatu and the mission team.” Several other missionaries sending us their

prayer letters include Michael & Diane Chapman in PNG, George Miller in the

Philippines and David & Sylvia Potter in Vanuatu. NMI leaders are finding ways

to involve children in interceding for our missionaries and the lost. The excellent

resource, the Prayer Mobilisation Line is widely shared and several of the prayers

and praises are circulated via text message to the NMI Council members by our

new member Aaron Park. This has proven to be very helpful and involves the

youth on the District Council. The ATR (Around the Region) newsletter is also

widely distributed and Todd & Connie Aebischer in the Philippines do a fantastic

job of sharing stories and prayer needs for all to see. Specific times of prayer

include prayers for the Persecuted church, the 10/40 window and for victims of

natural disasters, wars and disease. These are times when are hearts are united as

we focus on the needs and call on God together.

Educating (informing)

Informing people of the world’s needs and what we as a church are doing to meet

those needs. I would personally like to thank our church for the amazing tools that

are provided to each president and the Inala church has faithfully used the Living

Mission study materials with this year’s theme being “Walk Humbly” from Micah

6 verse 8. It has been a solemn reminder to each of us to “Walk Humbly” in the

course of our lives as we interact with each other. Once again the ATR newsletter

and on line Engage Magazine provides excellent resources which many NMI

leaders use. The stories, the DVDs are all keeping us up to date with how our

church is responding and meeting the current needs of victims of war (the

refugees), the victims of disease (AIDS and more recently Ebola outbreak in West

Africa. Visiting missionaries also inspire local congregations, reminding listeners

that God is at work changing lives one at a time. And we are a part of the process.

Missionaries Peni and Talisua Fakaua who are serving in PNG visited Brisbane in

March and were a real blessing to those that heard and met them at the Capalaba

and Living Hope churches. I have never shared prayer requests, stories, praises or

the NMI monthly emphases without providing an opportunity to invest in and to be

a part of the mission work by ‘Giving’. Most people want to be involved and

everyone can pray and mostly everyone can give something.

Giving (Investing)

I was privileged to attend the workshop at the Global NMI Convention in 2013 on

the “World Evangelism Fund” which opened my eyes to a wonderful way to

promote the WEF as there is a real need to engage the younger population in

giving to the World Evangelism Fund. That is, to focus on the giver and not on the

offering. I have been able to share this information with many churches. Most

churches give most generously to the WEF and our churches gave a total of

$21,581.33. I have circulated the “Little Is Much” DVD and the excellent

resources for both the Easter and Thank Offerings provided for us by Stewardship

Ministries. Offerings were also taken for the Philippine Relief Fund following the

typhoon there and many churches use the monthly emphases as well as Faith

Promise to promote offerings . The ANPD gave a total of $10,214.57 to Approved

Specials in 2014 + a total of $4348.00 was given to NazCare for Child

Sponsorship and Isaac Education Fund. Thank you to Brett Crowther for his

meticulous recording of all these mission funds. For the last few years one farmer

in Australia donates his crop of organically grown apricots for local churches to

sell and raise funds for the Mango Tree Respite Centre in Tonga. It was a Work &

Witness trip that ignited a passion in his heart for the work there and 10 years later

he wants to keep investing in the great work with the disabled children in Tonga.

The 100th

NMI Anniversary project has been adopted by our District and I have

encouraged local churches to form a relationship with the recipients of the project

funds. The project is to raise $1000.00 for the All Nations Media Centre in Sydney

which has received funding for 7 hours air time per week to broadcast the gospel

to Turkish, Arabic and Kurdish speaking peoples in the world. Thank you to the

Inala church who raised $414 during a Christmas in July lunch and made

connection with Dler and Akeela in Sydney via Skype.

Discipling future mission leaders (involving)

It was at our July District NMI Council meeting that we discussed the necessity to

train new leaders and further equip current leaders in their role as local NMI

Presidents. We decided to have a training day called Power Up Day which was

scheduled for November 22nd

(around the time of the yearly NMI Convention), and

plan this to be an annual event. Further plan also exist for a Work & Witness trip

in 2015.

District NMI Council meetings

I would like to extend grateful thanks to the council members – Barbara Strang and

Annette Hammill – for travelling long distances to attend meetings. Thank you to

Emily Chung, Gavin Thompson, Fusi Po Ching and Aaron Park. Our meetings have

been harmonious times of fellowship and discussion and I am thankful for the

opportunity of working with the team. Thank you to my husband Graeme for his

marvellous support and encouragement and mostly thank you Lord for giving me

inspiration, wisdom and guidance.

In closing I believe that there are some amazing things happening in local churches

across the district that I, as the NMI President, may never hear about or be aware of.

As Mother Theresa once said :

“Not all of us can do great things. But we can all do small things with great love.”

And God sees everything we do for His Kingdom. Thank you to each local pastor and

local president on this District and also to our global church for providing us with the

means to keep the work of missions before every member of our churches.

Western Australia District NMI President’s Report

to the 2015 Australia North & West District Assembly

I thank God for the privilege of serving Him in the role of NMI President for the WA

District for the 2013/14 church financial year. As we all know, the Nazarene Church

has a strong missional heritage, and it’s pleasing to see that heart for missions

continuing across the District and through the different generations.

From an NMI perspective, this year has been one of blessing in a number of ways.

The highlights for this year include the following:

1. Missions trips by Brooke Wilson (Dianella) to the Philippines and Shannon

Shellabear (Dianella) to Tonga. It was pleasing to see the people of Dianella

Church get behind both of these young ladies to provide financial support as a

means of blessing to them and the communities they were visiting. It was

encouraging to hear from Brooke and Shannon at a subsequent District

NYI/NMI night. Both shared about their mission experiences, particularly how

the Lord has spoken to each of them through the process. God willing, we will

see more of our young people attending these types of trips in the years ahead.

2. Visits to Western Australia in January and April 2014 by mission teams from

the Sydney Community Church. These teams provided great support to Pastor

You-sin Houe (Cullacarbardee), and helped run a holiday bible school for

indigenous youth at Cullacarbardee, Narrogin, Wagin and Kojonup.

3. A visit by Hellenic Ministries’ missionary Nico Bougas, who shared with

Dianella Church about the spiritual needs within Greece and the outreach that is

occurring there. Greece continues to be a country which is dear to the hearts of a

number of families on the District, some of whom have Greek heritage. Hellenic

Ministries presents an opportunity for our young people to get involved in

projects like Operation Joshua which, God willing, will see Bibles hand-

delivered to all homes across Greece.

4. This year the WA District and the Australian Northern Pacific District

financially supported three young ladies from Dianella Church who will be

attending Third Wave in Costa Rica in January 2015. Please pray for Abi

Burton, Anna Seong and Danielle Castlehow as they prepare their hearts for

what God has in store for each of them. May the experience be a blessing to

them and others as they share their journey.

5. Dianella Church has also blessed other ministries through its regular missions’

BBQs. This year the Church supported the Thomson family and their work in

Mission Aviation Fellowship, YouthCare (local school chaplains) and

Operation Joshua (Hellenic Ministries). The missions BBQs were also used to

raise funds to support Brooke and Shannon on their missions’ trips.

6. Dianella Church has continued to support local YWAM missionaries David and

Darcy Thiel who serve YWAM and the broader church in a range of ways.

Many people in Dianella Church financially support the Thiels through

participation in special fund-raising dinners and through regular sacrificial

giving. The Church has also financially supported a former YWAM lady who

has spent time teaching English in a creative access country in the Region.

7. Thanks be to God, a number of people on the District continue to support

children overseas through child sponsorship, with funds being channelled via

NazCare. Special thanks go to the Dianella Church Craft Group who have been

faithfully supporting two children for a number of years. This year the Dianella

Church Sunday School children also commenced child sponsorship. The

investments being made through child sponsorship will hopefully make an

eternal difference, and perhaps for generations to come.

8. A number of our churches also supported Samaritan’s Purse by giving ‘shoe

boxes’ full of gifts and toys for children overseas. These ‘shoe boxes’ help

missionaries and others in para-church organisations to open doors in parts of

the world where access is often restricted. Amazingly, an attendee at Dianella

Church was a recipient of a ‘shoe-box’ as a child whilst growing up overseas.

9. Funds were also sent by a family in the District to assist in buying iron sheets to

cover a newly established church in the south of Burundi. The connection many

of our people have with other countries continues to be a source of blessing.

As has been the practice over many years, Churches on the District also contribute

towards traditional Nazarene offerings. Over this past year, the District has strived to

support the global World Evangelism Fund though Easter Offering, Thanksgiving

Offering and Faith Promise. Whilst the District was not able to meet its target this year

($14,112), the following amounts were raised:

It has been a source of encouragement to see how Dianella Church has used Faith

Promise as a means of giving regularly towards the World Evangelism Fund. This is

something that will be encouraged across the District.

NazCare ........................... $830.50 Child Sponsorship $614.00

The generous giving toward Alabaster is particularly encouraging as it enables

buildings and other facilities to be established in areas of need. As we have seen

around the world following recent disasters, church facilities are increasingly

becoming the community hubs for relief efforts and community support. Some are

also used as a sanctuary during a storm.

This year WA District has continued its tradition of sharing missions DVDs and

magazines as a means of educating our people about missions and opportunities to

serve. Relevant e-newsletters from the Church of the Nazarene have also been shared

via the Pastors and NMI representatives. The continued use of social media to

provide updates and present needs is a growing part of the missional focus.

In closing, let me encourage you to pray for missions and to get behind the various

activities and programs that are available. Each of us can play a part in some way. If

God has placed missions into your heart, and you would like to know or do more,

please talk to someone about it.

District NYI President Cameron Batkin

(reporting for the former Australia Northern Pacific District)

Dear Church

I wish I could be with you all during this momentous assembly but I will be in San

Jose, Costa Rica for the Third Wave Conference. The Third Wave conference is a

quadrennial conference for emerging leaders in the Church of the Nazarene. Our

delegation will meet with hundreds of others from over 40 countries. Our delegation

is made up of Danielle Castlehow, Abi Burton and Anna Seong and myself as we

represent the ANZ field. We start with specific training with just the Asia Pacific

region. We then go straight into the conference proper with a variety of experiences

from helping plant churches to partner region meetings. I wish to acknowledge and

thank the MLT for their considerable support in helping get our delegation to Costa

Rica. It continues to show our district's continued investment in the development of

people which is a core value of what we do.

As I reflect on the past year over the last days and weeks in the lead up to writing this

report I have come to the realisation after the last 20+ years of involvement in NYI

things have a season. We have gone from having monthly district events to bimonthly

to quarterly and back again. The last few years since I have become involved again

after a break of a couple of years we have had a emphasis on leadership development.

The last few years we have had leadership retreats and specifically seen over the last 2

years the introduction of LDI.

We are currently three quarters of the way through our first intake of LDI. This

continues to be a fairly steep learning curve. Over the last year we had 2 follow up

days and have been blessed by some great teaching from the likes of Rob Fringer,

Roland Hearn and John Moore. In August we were blessed by having David Wesley

and Dean Blevins from NTS lead a few of the sessions. The participants have been

challenged and blessed by the teaching of some great practitioners of the faith. One of

the big benefits of the follow up days is having everyone together in the one room.

The participants organically perform their own follow up on each other. LDI is a

fairly unique beast in that for the most part it is a fairly isolated practice between the

protégé and mentor but it has a very collective feel about it at the same time.

Plans are well under way for our last follow up day for this current cohort on February

7 and also for Phase 2 of LDI when our current protégé and mentors continue but our

current protégés take on the role of becoming mentors. Please join us in prayer for us

as we prepare the current protégés in becoming mentors and that we have the right

people joining as the next group of protégés. I continue to believe strongly in this

ministry and can't wait to see what comes out of the seeds that this ministry is planting

for years to come in our local and district church.

Over the last year the district NYI has sponsored a number of youth services at Living

Hope and one at NTC from our RedCap youth group. These services were great times

of worship with the word preached very strongly. We also had a karaoke party at Inala

during the year which was a fun time of hanging out playing games, singing and

eating pizza.

We had a joint Young Adults camp and Youth Camp both planned for this past year

but both were cancelled due to a lack of numbers. This has been a problem among

youth for a number of years is getting them to commit to things like camps. I have

noticed that this trend has spread to other camps and retreats. We did a number of

things like offer discounts for early payment to get the commitments in but to no avail.

We are working at still holding a camp of some form in either 2015 or January 2016.

The council has met a number of times throughout the year. It was decided at our last

meeting as a trial for 2015 to have the council made up solely of the executive and

local NYI presidents in an attempt to streamline discussion. I have had some contact

with the local presidents over the year outside of council meetings etc to see where

they need support and prayer.

I want to thank the council for their efforts over the last year - you bless and challenge

me. It has been a momentous year with lots happening. Special thanks to Emily in

her role as Vice President. She has planned a wedding, run a local youth group and

done lots of work behind the scenes for the district.

I want to thank my Lord and Saviour for his impact on my life and his continued call

to serve him and young people. Thanks must also go to my local church for their

support over the year. My wife Jo continues to be a very valued partner in what I do

from her patience to being a good sounding board. I could not do what I do without

her support.

I think 2015 has much to look forward to with the second intake for LDI and the

regional event in October being held in Indonesia. This event is focusing on

developing leaders with the 4 participants from our district being under 40. Please

continue to pray for me and the team as we continue to minister to young people as

they encounter and grow in Christ.

District NYI President Tim Burton

(reporting for the former Western Australia District)

Dr Moore, Dr Allder, Special Guests, Delegates and Friends

This is my second report as the youth leader for the W.A. District. I reported last year

that my presence in this role needed to be one of transition to a new generation of

youth leaders. While progress has been made in the leadership development of our

youth, I remain in a role that should be someone else’s. The transition has not yet

taken place, but soon, very soon….

This past year has had a flavour about it of looking ahead. We were anticipating the

coming merger and what that promises to bring to our state. We remain in planning

for the 2015 Leadership Development Initiative, and the core value that will bring to

the lives of many youth, and mentors. From the first advertising of the Third Wave

Global Youth Leadership Conference in Costa Rica, (taking place even as we meet),

there was planning and preparation for a presence there. What a blessing it is to report

three young women from WA attending this exciting event: Danielle Castlehow, Abi

Burton and Anna Seong. We pray for them to return to us filled with fresh vision,

renewed spirits and a fervour marked completely by the infilling of the Holy Spirit.

May that be the experience of all the youth to whom we minister God’s love, grace

and truth.

The year past has seen us hold two combined youth rallies. The first was a social

event that included ice-skating and a BBQ at Whiteman’s Park. The second was a

Mission-Youth event hosted by Dianella Church. We were able to hear the stories of

travels to Mexico (Danielle Castlehow), the Philippines (Brooke Wilson) and Tonga

(Shannon Shellabear). God blessed the young women who travelled, and blessed

others through them. It was inspirational to hear their testimonies. For one, Danielle,

the calling to mission has seen her take steps in 2015 to become an on-site student at

Nazarene Theological College for the coming year. We pray for special blessings to

be enjoyed on this journey.

While having no-one participate in the Kimberley Mission Trip this past year, we

were aware that the trip took place in our state (although still so far from Perth). It

remains a special feature of prayer that God blesses trips like this and ministry to the

needy of the indigenous community.

May we continue to press onwards and upwards to the goal of inspiring youth into

walking with the Lord in faith and obedience. So often the call to service comes to the

youth, as it did to me, and we want to put every help as a church to work so that this

call is not missed. As the Apostle Paul said, “See to it that no-one misses the grace of

God” (Heb. 12: 15). I serve the Church with regards to youth ministry for that to be

fulfilled here, in our day.

2. DISTRICT BOARDS

Missional Leadership Team

(reporting for the former Australia Northern Pacific District)

We, the Missional Leadership Team of the Australia Northern Pacific District, report

the following:

After the resignation of the District Advisory Board in November 2012, with the

approval of the jurisdictional General Superintendent and the Asia-Pacific Regional

Director, in January 2013 the Missional Leadership (MLT) was appointed for a two-

year term to restore the ANPD to missional health and effectiveness under the

leadership of Missional Superintendent Dr John E. Moore. Those appointed were

voting members Mr Brett Crowther (treasurer), Rev Roland Hearn (at large), and Rev

Steve Walsh (secretary), with Mr Graeme Sheppard (chair), Mr Don Howie (at large),

Rev Erik Groeneveld (recording secretary), and Mr Ian Jolliff appointed as non-voting

members. Subsequently Don Howie resigned in July 2014 to focus on the NTC

Kimberley Mission Experience, and was replaced by Miss Carolyn Ransley as both an

MLT non-voting member and as a member of the National Board. When Erik

Groeneveld returned to the Netherlands in mid-November 2014, he was replaced by

Mrs Emmy Hearn, who had been nominated by the Combined Leadership Team to be

appointed as the Pastoral/Church Relations Coordinator for the merged district in

October 2014. On 9 November all MLT members became voting members, and

Missional Superintendent elect of the merged district Dr Bruce Allder and Rev Tim

Burton, Missional Teams Facilitator of the merged district, were added to the ANPD

MLT to assist the transition process. The MLT met on 7 occasions using various

technologies to prayerfully discuss the missional health of our various churches, to

consider the future strategic direction of the ANPD, and to transact all other business

referred to it. Additionally, it utilised a closed dedicated online forum to discuss most

matters and to make timely decisions. Among the matters discussed were:

A. Missional Initiatives:

1. NewStart RiverCity: In January 2014 it was decided (with Roland Hearn and Brett

Crowther recused) that NewStart RiverCity be designated as a missional engagement

project (rather than a traditional church plant); that the church be recognised legally as

the CHURCH OF THE NAZARENE STAFFORD INC (operating initially as

NewStart RiverCity); that $500,000 held by the District from the sale of the Samford

property would be restored to the congregation to be held in a mission specific

account as startup costs, including relocation costs for Pastor Jaclyn & Stephen

Tarrant and Pastor Emman & Jade Chapman and their children Caleb & Savanna Zoe

(SZ) from Clarksville, Tennessee, USA, who had agreed to come to partner with the

NewStart church and the ANPD for at least 5 years of missional engagement. Further,

the MLT approved the request of NewStart RiverCity church to use designated

finances towards the Chapman and Tarrant couples to get them from the USA to

Australia for air fares, freight, house bond and 12 weeks rent, car purchase subsidy,

and scholarship for Jaclyn Tarrant, to be paid out of the $500,000 funds already

approved by the MLT. After raising most of their own support, the Chapmans and

Tarrants, who are part of the Church of the Nazarene Global Serve/Mission Corps

initiative, arrived in late May “with a vision for stepping into the lives of the hurting

and lost at the point of their greatest need. They seek to develop a response that

reflects Jesus’ words in Matthew 25:40 – “Truly I tell you, whatever you did for one

of the least of these brothers and sisters of mine, you did for me.” On 12 August 2014

the MLT decided unanimously to accept the transfer of the district minister's licences

of Pastor Emman T. Chapman and Pastor Jaclyn Kay Tarrant from the MidSouth

District in the USA, thus granting them both ministerial membership of the ANPD.

2. Darwin: In January the MLT decided to recognise the ministry of Pastor Samson

and Faraja Kiribata of Malawi, who had served on our Australia Southern District,

who are trying to start a Nazarene church plant in Darwin. Dr John Moore, who

visited their church in March and connected them with local Nazarene Richard

Zanner, Jr., reported 15 people from Burundi, Malawi, Congo, and Kenya gathered

Saturday nights. The MLT decided to allocate $1,000 to bring Samson and his wife to

Brisbane at a strategic time and/or for preachers travel to Darwin to strengthen the

relationship. Other members of the ANPD met with Pastor Samson during the NTC

Kimberley Mission Experience stopover in May.

3. Mackay Family church: In February the MLT decided to provide the Mackay

church $250 a fortnight from missional funds for 6 months to hire a bus to allow folk

located remotely from the church to travel to/from their homes every 2nd Sunday. In

recognition of the significant increase in attendance during the previous 6 months,

with up to 22 being transported each fortnight, a 2002 Toyota Hiace Commuter

minibus was purchased at the end of July for our district for $10,000 and loaned to

Mackay church for 6 months initially, with a memorandum of understanding signed

that agreed that the district would pay for registration, insurance, repairs, etc, and that

the local church would pay operating costs. In December Pastor Robyn Geiger, who

has served as lay pastor for almost 11 years, wrote: "Every one of these children use

the Church Bus!!! Plus 4 Adults, I do 2 trips when necessary..........what a

blessing!!" Mrs Betty Thomson, who has been a member of the Church of the

Nazarene with her husband Aub for more than 50 years wrote: "It's such a privilege to

have these beautiful children in our Church. They bring us such joy and delight to see

them each Sunday." In November the MLT decided to renew Pastor Robyn’s local

minister’s licence for another 12 months.

4. New Church on NTC campus: In January 2014, the MLT decided to approve the

request by Pastor Aaron Park, Youth Pastor of Capalaba church and NTC Gap Year

Director, to plant a youth-focused church on the campus of NTC as part of the ANPD

missional strategy to connect local unchurched young people with the RedCap Youth

ministry of our Redlands and Capalaba churches. Additionally, a church could be

established also through sports ministry and sport clinics following a program called

Upward Sports evangelism. The MLT approved the further development of this idea

and agreed to support Aaron financially, up to $20,000 per year for up to 3 years in

partnership with NTC. Subsequently, NTC graduate Jason Fiddes agreed to establish

Upward Basketball Australia and to organize a basketball coaching clinic. For 3 days

from 30 June, 35 young people, aged 12-15 gathered each day on the NTC campus to

hear exceptional coaching from National Association for Intercollegiate Athletics

(NAIA) Hall of Fame, Dr Jim Poteet, and others. to building connections with young

people from the community surrounding the college.

5. 365m Australia: On 25 January the MLT approved the ANPD partnering

with Nazarene Theological Seminary (Kansas City) in hosting mission interns on our

district for 45 weeks from 4 February to 15 December 2015, and appointed Steve

Walsh as 365m Australia Co-ordinator. While the 365m interns will raise almost all of

their own funds for travel, accommodation, food, etc., each church will contribute

$150 a month towards the costs. Subsequently two 356m students accepted our

invitation to partner with churches in the Brisbane area: Sarah Dutra, of Parmamus,

New Jersey (a 2011 graduate of Eastern Nazarene College, who served for 8 weeks as

a member of a Youth In Mission team to Thailand. Initially Sarah will serve for 5

months at our Capalaba church working with Pastor Emily Chung and Pastor Steve

Walsh, as well as at our RedCap Youth ministry led by Pastor Aaron Park;

and Weston Jordan, of Bel Air, Maryland, a 2014 Bachelor of Science in Electrical

Engineering and in Mathematics graduate of Eastern Nazarene College who has

previously served with Adventures in Missions in Kenya, Uganda and Rwanda (2

months). Initially Weston will serve for 5 months at our Redlands church working

with Pastor Richard Giesken, as well as at our RedCap Youth ministry.

In August ten prospective 365m mentors were trained by Programme Director Dr

David Wesley and Dr Dean Blevins at our NTC. Sarah and Weston may serve the

second 5 months of their assignment in other churches. It is hoped the partnership

with NTS will eventually be for five years from 2017 and spread beyond Brisbane.

6. Cluster Churches: As several of our churches did not have pastors, the concept of

cluster churches was discussed in November. MS-elect Bruce Allder will be ex officio

pastor of all churches without a pastor eg Toowoomba, Gold Coast, Richmond St,

Mackay.

B. Leadership Development:

1. Leadership Development Initiative (LDI): One of the strategic priorities for the

ANPD is the development of effective and emerging leadership. One of the ways we

are doing this is through the Leadership Development Initiative (LDI) coordinated

by NYI President Mr Cameron Batkin, Pastor Kenny Wade, and Miss Martine

Menzies. It involves selected mentors and protégées in a 2 year covenanted

commitment designed to identify, develop, and deploy emerging leaders of the

district. LDI In August 2013, the MLT gave $1,000 to establish LDI, and a further

$200 was granted for a follow-up meeting held in February 2014. Please pray for the

protégés: Simon Kohlman, Chang Po Ching, Watson Po Ching, Brett Crowther, Aaron

Park, Michelle Berry, Charity Kelegai, Martine Menzies, and Emily Po Ching. It is

anticipated that the 2nd

intake for LDI will be in the last half of 2015.

2. Third Wave 2015: The 4th Third Wave Global Youth Leadership Conference,

which brings global youth leaders together in a life-transforming way, is being held in

Costa Rica from 6-11 January 2015, and is expected to attract more than 200 selected

Nazarene youth leaders from 45 countries. As the development of leadership is a

strategic priority of our district, the ANPD Missional Leadership Team was delighted

to be able to invest $5,000 from district budgets to help those travelling to this life-

changing quadrennial event: ANPD Nazarene Youth International President Cameron

Batkin, who is also Australia-NZ Field Youth Coordinator, and Abi Burton, Danielle

Castlehow, and Anna Seong of our Dianella Church of the Nazarene in Perth.

3. PALASCON 2015: To better equip our pastors and key leaders, and to facilitate

the inner reality of the merger with the WA District through fellowship, the MLT

decided to fund up to $600 out of district operating funds for each lead pastor and

spouse to attend the 1st Pastors And Leaders And Spouses Conference (PALASCON)

of the Australia North & West District to be held at Orchard Glory Farm Resort (6-9

January 2015), for each person. The MLT also decided to invite and fund emerging

leaders Pastor Aaron Park, and Pastor Chang & Emily Po Ching. A total of $6,900 has

been invested in this missional initiative, made possible by not remunerating members

of the MLT for the last 2 years. GS Dr David Busic will be the special equipper at

PALASCON. 21 will attend from our district.

4. Frameworks Program: To address the needs of our districts for better equipped

lay ministers, our NTC offers four core unaccredited courses so that any person called

and willing to lead a Nazarene congregation will be thoroughly equipped. The MLT

reaffirmed its commitment made at the 2013 district assembly that “from this

assembly forward only those people who are willing to complete these four core

courses will be considered for appointment as a Lay Minister on the ANPD” (Manual

503.1). During 2014, Frameworks classes were held at our churches in both the Logan

and Maryborough area.

5. Church Planter Student Scholarship: In May Rev Roland Hearn and Rev Erik

Groeneveld presented the concept of recruiting experienced pastors from overseas to

plant or (co-) pastor a church in the Brisbane area, by offering to grant a scholarship to

obtain a PhD or D.Min degree through our NTC. The student would plant a post-

modern focused church that would be the feature component of the degree.

Alternatively, the student would be involved in new ministries from existing churches

in Brisbane, aimed at reaching the current post-modern generation. This could be

funded from income generated from the district’s investment portfolio and/or through

the interest on the 2009 ANPD loan to NTC. This matter is still under active

consideration.

6. Church Planting & Church Development Strategy: To be developed during

2015 based on the policy developed and adopted recently by the Australia Southern

District.

7. Rev Ray Neu: In June 2015 former Nazarene missionary to Belize Rev Ray Neu,

who joined the Church of the Nazarene's Global Mission staff to coordinate oral

learning techniques throughout existing ministries, will train trainers at our College to

use Bible Story Telling in highly interactive group dynamics as a means to

introducing them to Jesus. The MLT has decided to endorse, support, and promote this

initiative.

C. Ministry Partners:

1. Rev Marian Kent: In July Rev Marian Kent was diagnosed with inoperable

cancer, forcing her to resign in late October as the pastor of the Biloela church, where

she served faithfully for 3 years, and to retire from ordained ministry. In response to

her situation, the MLT encouraged our people to pray frequently and fervently for her,

her husband Bill, their son George, and her daughter Sallyanne Fuentes. A Special

District-wide prayer time was held for Marian on Saturday, 25 October at the Biloela

church. In November the MLT decided to request that each church receive a special

love offering for Marian, but to advance $1,000 for her immediate needs as a practical

desire to assist her and her family, and to send any further money received to her after

Christmas; to approve a Distinguished Service Award "in recognition of more than 20

years dedicated service to the Lord through the Australia Northern Pacific District as

pastor of the Inala, Maryborough, and Biloela churches, and as District SDMI

Chairperson."; and to honour her in a significant way. We appreciate all of those

churches and people who have given generously to Marian and her family in recent

weeks, and urge each of our people to continue to pray for our beloved sister.

2. Interim Pastor of Biloela church: On 25 October, in conformity with Manual

209.1, the MLT approved the appointment of retired elder Rev. John W. Smith as the

interim pastor of our Biloela church, occasioned by the resignation of Rev Marian

Kent for health reasons.

3. Chairperson of District SDMI Council: In November 2013 the District SDMI

Convention requested that the MLT appoint a Chairperson of the District SDMI

Council to fill the vacancy caused by the resignation of Rev Marian Kent after 3 years

of effective leadership. In accordance with Manual 212 (7), the MLT appointed Miss

Carolyn Ransley.

4. Rev Rob A. Fringer: In May 2014, the MLT approved the interim transfer from

the New England District of Rev. Rob A. Fringer, who has been serving as Lecturer in

Biblical Studies at our Nazarene Theological College since July 2013.

5. Assistant to the District Treasurer: On 3 July 2014 the Missional Leadership

Team voted unanimously to appoint Mrs Vanessa Fringer, bookkeeper at our NTC, as

the assistant to the District Treasurer of the Australia Northern Pacific District.

Vanessa accepted appointment to this position.

6. Rev Joseph Kua: On 9 November the MLT approved the interim transfer from the

PNG South Coast District of Rev Joseph Kua, who has been the pastor of our Inala

church since March. We welcome Joseph and his wife Jennifer to our district family.

7. Rev Erik Groeneveld: In November the MLT approved the transfer to the

Netherlands district of Rev Erik Groeneveld, who had served effectively as co-pastor

of our Redlands church for 3 years and as a valued member of our MLT for almost 2

years. However, it was discovered subsequently that he had actually never been

transferred from that district to the ANPD. We appreciate greatly the ministry of Erik

& Petra, and their children Florian & Naomi.

D. Property Matters

1. Townsville church: In 2013, the Townsville church was declared to be inactive

(Manual 106) after it ceased services in May 2013. The church building is being

leased to a Cook Island congregation, which barely covers the rates, insurance, and

electricity. A new lease was negotiated through 31 December 2014 when rent arrears

were recovered, overdue rates were paid and insurance policies were updated. It was

decided to windup the existing Townsville Church Incorporation (CHURCH OF THE

NAZARENE TOWNSVILLE INC ABN 93 593 796 350). After several enquiries

from interested buyers, it was decided in December 2014 to sell the church property to

fund missional activities. A PAMD Form 21a has been signed to sell the property.

Official disorganisation of the church has not been decided (Manual 106.1).

2. Tweed Heads property: After consultation with members of our Gold Coast

church, in December it was decided that the district’s property at 11 Parry Street,

Tweed Heads South, NSW would be sold to fund missional activities of the District;

that rates paid by the Gold Coast church since August 2012 would be held in trust for

the Gold Coast church for future missional efforts; and that the $50,436 borrowed

from the ANPD by the church against the anticipated sale of the property would be

written off.

3. Richmond St property: In June the MLT decided to lend the Richmond Street

Community Church $20,000 for the demolition of two derelict houses and the removal

of asbestos as follows: $10,000 short term to be repaid when the church receives

$10,000 from its investments funds, and $10,000 at 5% compounding monthly on the

balance outstanding, with repayments to be made as follows: 26 monthly payments of

$400 starting 1 July 2014, and a final payment of $136. A promissory letter was

drafted and signed. $10,800 had been repaid to the end of September.

4. Biloela parsonage: In June the Biloela church requested assistance from the MLT

to repair the Biloela parsonage. As the ANPD had no discretionary funds this year,

$500 previously raised for the Nehemiah Team was sent to assist and in July members

of the Biloela church provided volunteer labour.

E. Communication

1. MLT Listening Teams: In 2013 the MLT appointed its members to Listening

Teams to visit each church to hear their concerns and challenges, and to communicate

with the pastors and church members. During 2014 Ian & Pat Jolliff visited

Bundaberg and Mackay Family churches to complete the initial round of visits.

2. Communication: To improve the communication between the MLT and local

churches and their members, and to build greater connection between our members

and churches with all other churches and members, in November 2012 Steve Walsh

was appointed by MS Dr John Moore to be the District Communications Coordinator,

and specifically asked to establish a social media presence and update the district

email mailing list (now 150 addresses). The official Facebook group, which has 560

members (up 340 from 2013), is a closed group that “exists to allow the members and

friends of the Church of the Nazarene on the Australia Northern Pacific District to

share their journey in becoming and making Christlike disciples”. In April Mrs Jo

Batkin was chosen to be the Communications Coordinator for the merged district.

Miss Martine Menzies agreed to be the ANPD Communications Coordinator, however

her illness this year has prevented her functioning in that role. With the new district,

there will be some changes: Jo Batkin will update the official website that she created

and maintains, and will also coordinate the official email, website & Face Book

presence, while Steve Walsh has been asked to continue to coordinate the more social

aspects of our communication, including creating several separate new groups eg

ANWD Passages: to celebrate the highlights of life eg births, deaths, anniversaries,

graduations etc; ANWD Church News - local church highlights; ANWD prayer page;

denominational news eg Asia-Pacific region, Global, etc; ANWD Discussion forum -

to allow folk to have their say. Creating these different groups will un-clutter the main

group, but allow people to check out the things they enjoy most.

F. Finances:

1. Budget Strategy: The MLT implemented the recommendations of the 2013 district

assembly Finance Committee, and was able to operate within its current income

received from budget payments sent from local churches. Steve Walsh accepted the

responsibility of communicating with each church of their accepted budget

responsibilities.

2. Investment Portfolio: The ANPD investment portfolio with Elston Partners

Investment Agents was reviewed and continued. Treasurer Brett Crowther met with

Elston Partners in September. They reported: 11.3% pa return on investment since

September 2009; Balanced investment profile means 70% of portfolio is in growth

assets and 30% in defensive assets; Chance of a negative return in any 1 year = 22%;

Chance of a negative return over 5 years = 5%; ASX200 Index still hasn't recovered to

pre-GFC levels (just past 80%); Estimated Capital Balance in 5 years = $1,166,000

(compared to only $924,000 if left in a term deposit).

3. District Insurances: The MLT reviewed and renewed all existing policies for the

district and for the Mackay and Townsville churches, and secured comprehensive

motor vehicle insurance for the district minibus.

4. District Loans: As at 30 September 2014, a total of $376,923.06 was owed to the

ANPD by churches and NTC. All existing loans were discussed and reviewed:

The MLT decided to grant a temporary moratorium on the repayment of the 5

year interest free 2009 loan to our NTC of $275,000 (balance since reduced to

$265,458.46), with interest payments scheduled to have commenced 4

November 2014.

Capalaba church, which borrowed $5,000 in 2011 to fund the permanent visa

costs of Pastor Emily Chung (now an Australian citizen), has since repaid

$4,500, with the balance to be repaid by Easter 2015.

Logan Church: Only $250 has been repaid of the original 5 year interest free

loan of $50,000 to repay the church mortgage borrowed in 2007. In 2011 the

DAB and Logan board agreed that loan would be repaid if the church was sold.

Dr Bruce Allder & Mrs Emmy Hearn are to meet with the Logan church pastor,

Dr David McEwan and a church representative to draft & sign a MOA to reflect

this understanding.

The $8,000 the district borrowed from its own capital funds in 2012 is still to be

repaid, but plans to use operating budget surplus to accomplish this were

endorsed. It was agreed that a minimum of $1,000 a year should be repaid from

budgets received.

In November the MLT decided to develop a district loans policy after reviewing the

loan policy developed by the Australia Southern district. This will be a priority for

2015.

5. Grant to NTC: In April the MLT became aware that our NTC faced an unplanned

expense to upgrade their sewerage system to comply with EPA regulations or be

forced to cease operations. Accordingly, as a healthy, effective college is absolutely

essential to our mission, and as a very tangible way to demonstrate support for both

our college and our principal, the MLT decided unanimously to grant NTC up to a

third (up to $20,000) of the maximum costs (estimated to be $60,000) to be funded

through our capital funds for this purpose with the hope that each of the other two

major districts could contribute an identical amount.

6. District Love Offering for Pastors: The entire $1,822.70 love offering received at

the 2013 district assembly for our active pastors has been distributed as directed.

7. Assembly Offering 2015: The MLT approved the request that the offerings from

the 2015 district assembly be dedicated to NTC for their recent IT upgrade that will

facilitate communication for future meetings.

8. Corporate governance: Treasurer Brett Crowther was finally able to access the

Australian Tax Office for all district-related matters, while Secretary Steve Walsh

registered the ANPD with the Australian Charities & Not-for-profits Commission

(ACNC), and reported; located Letters Patent details for our oldest churches; updated

our list of authorised marriage celebrants; changed our registered address from

Toowoomba to Capalaba; checked ABN & GST details for all of our churches.

We look forward to working closely with the members of the former DAB of the WA

District in the new district and anticipate the Lord to guide and provide as we trust

Him and obey Him.

The Western Australia District Advisory Board (DAB) met formally on three

occasions in the 2013/2014 church financial year, and an accurate record has been

kept of those meetings.

The DAB also met jointly with the Australian Northern Pacific District Advisory

Board on four occasions, as equal participants in the Combined District Assembly

Leadership Team established to oversee the merger of the two Districts.

Over the past church financial year, the DAB has focussed on a range of matters

including the following:

1. Leadership development of our young people;

2. Pastoral development, and the development of licensed ministers;

3. Planning for the amalgamation of the WA District and Australian

Northern Pacific District;

4. Planning for the running of the first combined District Assembly in

January 2015;

5. A range of administrative matters relating to the payment of salary

and superannuation, registration of pastors as celebrants, and church

membership records.

The WA DAB has also continued to monitor with interest the achievements and

progress of each of the local churches on the District. The District exists through the

activities and outreach of local churches and the District Advisory Board has been

keen to support that.

It has been a privilege to serve as DAB Secretary during this time of change. Please

pray for those who will serve on the new combined District Advisory Board as they

seek God’s direction and guidance in all that they do.

Memoirs Committee

Dr. David Busic, Dr. John Moore, Dr Bruce Allder, delegates and friends of this

Assembly,

For many years, a standard question in the early annual Conferences of the people

called Methodist was “Who has died this year?” While the question may seem abrupt

to us today, it allowed a great opportunity for the Methodists to honour and remember

those who had proven faithful in the Lord’s service throughout their lives.

Accordingly, we, your members of the Memoirs Committee, wish to acknowledge and

offer condolences to the family and friends of the following six members of the

former Australia Northern Pacific District who were promoted to glory this past year:

1. Marion Scoular Russell Berg (born 25 April 1923 in Scotland); died 23 January

2014 in Brisbane), who was the longest serving Australian Nazarene, had been a

member of the Church of the Nazarene in Australia for more than 65 years. Mrs Berg

was the widow of the late Rev Dr AAE Berg (1908-1979), who was the founder of the

Church of the Nazarene in Australia, and served as the 2nd

District Superintendent of

the Australia District of the Church of the Nazarene (1948-1977) and the ANPD

(1977-1979). Mrs Berg was a former District NMI President, and is the mother of Rev

Peter Berg, co-pastor of our Mt East Gravatt church plant, and Marion Isobel Berg.

Mrs Berg was the aunt of Loy Hearn of our NewStart River City church plant; Oriel

Hill of our Meadowlands church; and of the late Rev W. John Kerr, former District

Superintendent of the WA District. Mrs Berg was the great aunt of Charlton Kerr, Kris

Kerr Jones and Jillian Kerr Hunt; Kammy Crowther, Rev Roland Hearn, and Brad

Hearn; Karin, Byron, and Garon Hill; Anthony and Steve Higgs. Her son Peter writes:

"We thank the Lord that it was a peaceful transition and she is now with Him."

2. Robert David "Rob" Farmer (born 7 April 1936 in Eidsvold, QLD; died 3

December 2014), charter member of our Maryborough Family Church. Rob and his

wife Irene attended the Eidsvold Church of the Nazarene, until they relocated to

Maryborough by 1958, where Rob was employed as a motor mechanic. When

Eidsvold's Pastor Ted Hill decided to plant a church in Maryborough, services and

prayer meetings were held in the home of the Farmers at 56 Neptune Street. In 1961,

Rob and Irene joined the Eidsvold Church of the Nazarene, but later became charter

members of the Maryborough church when it opened in 1963. Over the years Rob has

held a number of positions in the local church including the first Sunday School

Superintendent. Rob and Irene received a Distinguished Service Award in 2003. In his

retirement years Rob's health deteriorated due to Parkinson's and dementia. He is

survived by his wife Irene; three children: John, James, and Craig; and his siblings,

Barry, Joan Grimes of our Biloela church, Gwynnth "Gwen" Howie of our Biloela

church, Frances, and Jim.

3. Henry “Harry” Carter (born 26 May, 1924 in Workington, UK; died 15 February

2014), with his late wife Moana “Mona” Jackson Carter were formerly key members

of the Otara, NZ; Inala; and Inala Samoan Church of the Nazarene, and together

planted the Riverview Church of the Nazarene in Brisbane in 2000. After that church

was closed after his wife’s death in 2004, Harry became a member of our Capalaba

church, who presented him a Distinguished Service Award on 26 May 2013 for more

than 30 years’ service to the Lord through the Church of the Nazarene. Harry is

survived by 6 children: Judy Harrison, Phillip Jackson, Mary Hala, Len Carter, Rita

Auld, Maria King, and William Carter; nineteen grandchildren and three great-

grandchildren.

4. Eleanor Joyce de Louth Rogers (born Vancouver, Canada 19 February 1913; died

19 March 2014 in Brisbane), was a member of our Redlands church. At the age of 15,

Eleanor migrated to Australia with her parents in 1928, working initially as a maid at

Saint Martin's Hospital in Brisbane, before becoming an accomplished dressmaker.

On January 27, 1945, Eleanor married Harold Percy Rogers, a dairy farmer in the

Beaudesert area, who died as a result of a boating accident in Moreton Bay in 1980.

Eleanor is survived by her five children: Carolyn West, Harry and Brian Rogers,

Dorothea Heath, and Helen Van Den Broeke; her nine grandchildren and twelve

great-grandchildren.

5. Joy Cowling (born 28 August 1939; died 23 December 2014 in Melbourne), who

had been a member of our Capalaba church since June 2012, and a member of the

church board during 2013. Raised a Roman Catholic, Joy was “born again” at the age

of 50. Diagnosed with cancer in mid-2014, Joy was moved to a nursing home in

Boronia, Melbourne a few months ago to be near to her son, Stephen. Joy had a great

passion to help others.

6. Lyn Colby (died 7 December 2013 at Maryborough, QLD), aged 67, was a charter

member of our Richmond Street Community church in Maryborough. Lyn is survived

by her husband Jock, and her daughters Belinda Jeffs, wife of Rev David Jeffs, former

pastor of the Richmond St church; and Pastor Mychel Farmer, former associate pastor

of the Richmond Street church.

We also offer the love and support of her church family to Sun-Joo Kim of the

Peoples Church, Perth, at the loss of her mother, Gum-Li Kim.

District Assembly Finance Committee

We, your District Assembly Finance Committee, having given due consideration to

the mission, resources, challenges, and other relevant foreseeable circumstances of

our District, after prayerful discussion, recommend that:

A. Local Church Policies & Responsibilities

Church Board

1. This report, as adopted by the 2015 District Assembly, shall be presented to the

first Board meeting of each local church after the District Assembly.

2. Each local church Board shall prepare and adopt an operating budget for the

fiscal year no later than sixty days after the District Assembly (Manual 129.6)

that reflects its commitment to support the pastor and the payment of all district

missional and educational budgets in full and on time.

3. The local church Board shall appoint a committee of the board, whose

responsibilities include: (a) monitoring the church budget, (b) reporting to the

board on the financial conditions and concerns of the church (Manual 129.7).

4. The local church Board shall appoint a Counting Committee of no fewer than

two members (Manual 129.22) not the treasurer, nor related to each other or the

pastor or the treasurer.

Budgets

5. The District Budgets due for each month shall be transferred to the nominated

district bank account by the tenth of the following month, and the approved

remittance form shall be emailed to the district treasurer at that time.

6. All funds collected on behalf of others (including NTC and the general church)

are to be remitted by the local church treasurer to the district treasurer promptly

with the next due budget payment - i.e. by the tenth of the following month.

7. No church is exempted automatically from paying District Budgets. Adoption

of this report signifies the commitment to accept the responsibilities of full

budget payments. However, in cases of exceptional hardship, requests for

exemption or modification of the local church’s District Budget apportionment

shall be made in writing to the District Missional Leadership Team prior to the

decision to cease payment. In the event the local church is unable to remit its

budget payment, it will be the responsibility of the pastor and local treasurer to

notify the District Missional Leadership Team by the tenth of the following

month.

Handling Funds

8. Churches and their auxiliaries deposit and disperse operational funds from the

one church operations account.

9. The pastor or immediate family of the pastor (shall include spouse, children,

siblings, or parents) shall neither handle any church money nor be a signatory to

any church account except upon the written approval of the District Missional

Leadership Team. (Manual 517).

Corporate Governance

10. Each church ensures that it meets the Manual requirements to be incorporated

(Manual 102) and that churches already incorporated meet their legal

responsibilities fully.

11. Each church evaluates and maintains adequate insurance of all property owned,

leased or used by the local church.

12. Each church ensures that it has adequate public liability insurance coverage

(minimum $20 million), and that this coverage is reviewed annually.

13. Each church having paid employees ensures that it has a compulsory Work

Cover policy.

14. Each church gives prayerful consideration to having the following insurance

policies: professional liability or indemnity for the pastor, church officers and

workers, and board members; volunteer workers; and income replacement,

death, and disability for the pastor.

B. Ministerial Support

As we believe that the “church is obligated to support its ministers, who have been

called of God, and who, under the direction of the church, have given themselves

wholly to the work of the ministry”, and that our ministers ought to be as free from

secular care and anxiety as possible, and in order to be healthy and effective in their

ministry in the local community (l Corinthians 9:14), we urge therefore that the

members of the church voluntarily commit themselves to the task of supporting the

ministry by gathering money weekly for this holy business and that the pastor’s

salary be paid regularly every week.” (Manual 33.3) – l Corinthians 9:14).

Therefore, we recommend that:

1. Churches aspire to an annual ministerial support salary package (cash

component plus non reportable fringe benefits) of $58,500.00 based on a 37.5

hour week. As a guideline, for those ministers employed solely by the church,

the non-reportable fringe benefit component should not be more than 50% of

the value of the package. However, as individual circumstances vary

considerably, local churches are free to allocate the remuneration package as

requested by the minister.

2. Churches unable to adequately remunerate their pastor as per B1 should adjust

their expectations accordingly, consistent with the level of the pastoral

support salary package provided, and approve such bi-vocational

employment as is required. 3. Churches develop a pastoral support salary package that identifies the agreed

salary and non-reportable fringe benefits components, and that reimbursement

of approved ministry expenses not be considered as income or part of the

remuneration package

4. In accordance with Manual 129.8, each church to review the pastor's total salary

and benefits during the month of September and increase these benefits by the

annual inflation rate (currently 2.5%) as a minimum. For those churches who

are not remunerating their pastor fully as per B1, the increase should be double

CPI (ie, 5% per annum) to close the gap between actual and aspiration. An

"above minimum" increase in the weekly remuneration should also be

considered during these reviews. As a minimum, the nominal rate should be

increased to $31.50 per hour from 1 October 2015.

5. The local church is responsible for meeting the requirements of current

Australian Government legislation in regards to superannuation - namely the

Superannuation Guarantee of 9.5%. The basis for calculating superannuation

entitlement shall be the total remuneration package - cash salary and fringe

benefits. Under this formula churches should strive for a payment of $5,265 per

annum for full time remuneration. For part time remuneration this goal may be

adjusted pro-rata.

6. Each church reimburse their pastor for car expense, expenses for District

Assembly, and other required ministerial conferences, retreats and functions of

the district. Ministry-related expenses (such as telephone, car expenses, office

expenses etc.) are not to be considered as part of the pastor's remuneration

package. Car expenses should be reimbursed at the rate of $0.77 per kilometre

travelled for church business.

7. The local church board encourages and supports through planning and

budgeting the required lifelong learning commitment of the pastor and staff.

(Manual 129.9; 514.12)

8. The pastor is given at least six weeks annual leave (with a minimum of six

Sundays) with pay, and that time away for approved district, field, regional, and

general functions not be counted against holiday time. The timing of holidays is

to be determined in counsel with the church board. Churches unable to fully

remunerate their pastor as outlined in B1, shall consider increasing annual

leave;

9. Each church considers ways of demonstrating their appreciation in practical

form for their pastor on Pastor's Appreciation Sunday (2nd Sunday in October).

10. Each church considers a generous Christmas gift for their pastor equivalent to a

month’s salary.

C. District Budgets

1. The Fiscal Year for the Australia North and West District Church of the

Nazarene for 2014/15 commenced on 1 September 2014 for churches that were

formerly part of the Australia Northern Pacific District, and on 1 October 2014

for churches that were formerly part of the Western Australia District, but will

conclude on 30 September 2015, and on 30 September in subsequent years.

2. The 2014/15 The Fiscal Year’s total operating budget for the Australia North

and West District Church of the Nazarene be $55,565, with $51,265 being

raised from local churches as detailed in the budget outline included with this

report as Attachment A.

3. The basis for the calculation of all district budgets be the "tithes and offerings"

received by each local church throughout the fiscal year. Local churches are

encouraged to consider "tithing" other areas of net financial increase (e.g.

investment income, rental income, inheritances, donations and bequests) to

assist the District in better meeting the missional needs of our churches.

4. The rate of District Missional Budget be 11% of the "tithes and offerings"

base figure as specified in Item 3 above. That local churches also be encouraged

to receive an Advance Australia offering in January for new church plants or

missional endeavours.

5. The rate of District Education (NTC) Budget be 2% of the "tithes and

offerings" base figure as specified in Item 3 above. That local churches also be

encouraged to receive an offering in August for our Nazarene Theological

College.

6. The World Evangelism Fund Budget for our district be 7% of the "tithes and

offerings" base figure as specified in Item 3 above (this is the equivalent of the

General Church recommended base of at least 5.5% of all monies raised (less

WEF and Approved Missions Specials giving)). Additionally, churches should

raise funds for Approved Specials if they are able to meet their WEF and

district missional and educational budgets in full. Churches should strive to be a

10% church for missions, however this should not be achieved at the cost of

inadequately providing for pastoral support or for district missional endeavours

as provided for by the district missional budget. Churches are encouraged to

adopt the Faith Promise model of giving to world evangelism (in addition to the

Easter and Thanksgiving Offerings) to encourage regular and systematic giving

throughout the year and to minimize the number of special offerings promoted

in each congregation.

D. District Policies

1. The District is committed to the principle of “living within its means”, and will

not use capital funds for operating purposes. Only funds received as budgets

from local churches and interest and net investment income greater than 5%

annual rate of return will be used for district operating purposes.

2. The district treasury is the sole collecting and disbursing agent for ALL District

and General Church funds remitted by the local church.

3. At the close of the assembly year, all district financial records are to be

externally reviewed by a qualified auditor as required under appropriate State

Incorporated Associations legislation. This auditor's review shall be part of the

Assembly record.

4. All District accounts, term deposits or other investments are to be administered

by the district treasury at the direction of the District Missional Leadership

Team. No district agency, auxiliary or entity shall open or operate a separate

bank account without written authorisation of the District Missional Leadership

Team.

5. Remuneration of the Missional Superintendent Team (MST) shall be as per the

policies for the support of local church pastors (see Section B). The MST itself

shall decide how its allocated budget shall be divided between remuneration,

benefits, and reimbursement of expenses, and the amount to be allocated to each

MST member for remuneration and the operating expenses for the teams they

lead in their areas of responsibility.

Report on the Financial Report

I have audited the accompanying financial report, being a special purpose financial

report, of The Church of the Nazarene Australia Northern Pacific District (the

association), as at 31 August 2014.

Committee's Responsibility for the Financial Report

The committee of the Church of the Nazarene Australia Northern Pacific District is

responsible for the preparation of the financial report, and has determined that the

basis of preparation is appropriate to meet the requirements and needs of the members.

The committee's responsibility also includes such internal control as the committee

determines is necessary to enable the preparation of a financial report that is free from

material misstatement, whether due to fraud or error.

Auditor's Responsibility

My responsibility is to express an opinion on the financial report based on my audit.

No opinion is expressed as to whether the accounting policies used are appropriate to

meet the needs of the members. I conducted my audit in accordance with Australian

Auditing Standards. These Auditing Standards require that I comply with relevant

ethical requirements relating to audit engagements and plan and perform the audit to

obtain reasonable assurance whether the financial report is free from material

misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts

and disclosures in the financial report. The procedures selected depend on the auditor's

judgment, including the assessment of the risks of material misstatement of the

financial report, whether due to fraud or error. In making those risk assessments, the

auditor considers internal control relevant to the entity's preparation and fair

presentation of the financial report in order to design audit procedures that are

appropriate in the circumstances, but not for the purpose of expressing an opinion on

the effectiveness of the entity's internal control. An audit also includes evaluating the

appropriateness of accounting policies used and the reasonableness of accounting

estimates made by the committee, as well as evaluating the overall presentation of the

financial report.

I believe that the audit evidence I have obtained is sufficient and appropriate to

provide a basis for my audit opinion.

Qualification

As is common for organisations of this type, monies paid to the association can be of a

cash nature. It is the associations duty to ensure there are effective procedures

implemented that can account for and substantiate cash monies received. Accordingly,

our audit and verification procedures can only guarantee cash that has been recorded

and banked.

Auditor's Opinion

In my opinion, the financial report of the Church of the Nazarene Australia Northern

Pacific District presents fairly, in all material respects the financial position of the

Church of the Nazarene Australia Northern Pacific District as of 31 August 2014 and

of its financial performance for the year then ended in accordance with the accounting

policies and the Associations Incorporation Act QLD 1981.

Basis of Accounting and Restriction on Distribution

The financial report has been prepared to assist the association to meet the

requirements and needs of its members.
