Since China and Australia established diplomatic ties on De-
cember 21, 1972, leaders of the two countries have exchanged many
visits and regular contacts. Being two countries that enjoy an impor-
tant influence in the Asian and Pacific region, China and Australia
share extensive common interests in defending world peace and
stability, and promoting regional economic prosperity and
development. Having a common responsibility in this regard, China

and Australia can cooperate in a broad area.
Thanks to efforts made by the two governments as well as the
two peoples at large, the cooperative ties of China and Australia
progress along the road towards sustained stability and healthy
development, and have made much headway in this regard. China
and Australia enjoy important opportunities to expand bilateral
cooperation. Their relations will surely develop in the future.

On December 21, 1972, Huang Zhen, Chinese Ambassador to France and representative of the Chinese
Government, and Alan Renouf, Australian Ambassador to France and representative of the Australian
Government, signed the Joint Communiqué of the Government of the People's Republic of China and the
Australian Government Concerning the Establishment of Diplomatic Relations Between China and Austra-
lia in Paris.

On April 24, 1973, Stephen A. Fitzgerald, Australia's first Ambassador to
China, delivered a letter of credence to Dong Biwu, Acting President of the
People's Republic of China.
On May 4, 1973, Wang Guoquan, China's first Ambas-
sador to Australia, delivered a letter of credence to Austra-
lian Governor General Paul Hasluck in Canberra.

At the end of October 1973, Australian Prime Minister Gough Whitlam paid a visit to China. On November
2, Chairman Mao Zedong, Chairman of the CPC Central Committee, met with and had a cordial talk with him.
Two years earlier, Gough Whitlam had visited China as the leader of the Australian Labor Party, during
which he told the Chinese leaders he would establish diplomatic ties with China if he became Prime Minister.

During Prime Minister Gough Whitlam's visit to China, Chinese Premier of the State Counicl Zhou Enlai
held extensive talks with him.
At the banquet he gave to honor the Australian Prime Minister, Premier Zhou Enlai said the Chinese and
Australian peoples had always been friendly to each other. A century before, many Chinese had crossed oceans
to reside in Australia, a beautiful and bountiful land. They labored and shared life together with the industrious
and clever Australian people, sowing the seeds of Sino-Australian friendship. Prior to the establishment of
diplomatic ties, China and Australia maintained people-to-people contacts in many fields. Following the estab-
lishment of the diplomatic ties, the relations between China and Australia had entered a new stage.

On June 6, 1975, when Premier Zhou Enlai was sick and hospitalized for medical
treatment, he met with Australian Foreign Minister Donald Willesee in hospital, and spoke
highly of the fact that Australia was the first country to pull out of the Indochina war.

On June 6, 1979, Vice-Premier Deng Xiaoping with met Foreign Minister Andrew Peacock, and
stressed the significance of Sino-Australian cooperation in regional and international affairs. He said
that China and Australia, both countries of the Asia-Pacific Region, had almost identical views on
Asia-Pacific and international affairs.
During his visit to China, Foreign Minister Peacock signed the Sino-Australian Agreement on
Science and Technology with his Chinese counterpart Huang Hua.

On May 6, 1980, Vice-Premier Li Xiannian visited Australia and had talks with Prime Minister
Malcolm Fraser. Both sides agreed their respective foreign ministries would develop a consultation
system at vice-ministerial level.

On January 26, 1981, Deng Xiaoping, Vice-Chairman of the CPC Central Committee, met
with Australian Foreign Minister Tony Street who came to visit China, and both sides agreed to
dispatch military attaches to each other, and initiated the Sino-Australia Cultural Agreement.

On May 20, 1986, Deng Xiaoping, Director of the Advisory Committee of the CPC Central
Committee, met with Australian Prime Minister Robert Hawke in the Great Hall of the People in
Beijing. Deng Xiaoping said: Leaders of China and Australia have exchanged many visits. You
yourself have made friends with many Chinese leaders. We should be more than friends. Our two
countries should be good friends. China and Australia have very extensive fields to enter into
cooperation.

Australian Prime Minister John Howard visited China from March 28 to April 2 of 1997. On March 31,
Chinese Premier Li Peng held talks with him in the Great Hall of the People in Beijing. Premier Li said that China
and Australia, both influential countries in the Asia-Pacific Region, should work hand in hand to promote further
development of the mutually beneficial cooperation between the two countries. Prime Minister John Howard said
that Australia and China should, on the basis of mutual respect and mutual benefit, extend the scope of bilateral
cooperation.

An important factor behind the steady development of the Sino-
Australian economic and trade relations is the fact that their econo-
mies are strongly complimentary. China is able to export labor-in-
tensive products and technology-intensive products such as the
launching of satellites. Australia abounds in natural resources and
its iron ore, aluminum, cereals and sheep wool enjoy good market in
China. China has been making an increasing amount of investment
in Australia, and vice versa. Two-way trade has been on the increase,
and the two countries command great potential in cooperation in the
field of science and technology.

In 2003, the value of trade between the two countries reached

a 36.6 percent increase; and Chinese imports from Australia reached

leased by the Australian side, the figures do not include those of
Hong Kong Special Administrative Region), and Australia is the ninth

minutes on the first meeting of the China-Australia Sci-

Wall II-E rocket to launch the Ausat B1 communication

the International Channel of the CCTV sent a "Hand in Hand Art Troupe" composed of noted Chinese artists
to Australia. They gave full-length TV evening parties in Melbourne and Sydney under the name of "Modern
China-Multicultural Australia" and "Meeting in Sydney." This touched off a strong response from various
walks of life in Australia. Local mass media said this was the most successful activity sponsored by the
Chinese in the Australian history.

In the 30 years since China and Australia established diplomatic
ties on December 21, 1972, the two countries' relations have devel-

The Government of the People's Republic of China and the Australian Government, in conformity with the interests and common desire of the
two peoples, have decided upon mutual recognition and the establishment of diplomatic relations as from December 21,1972.
The two Governments agree to develop their diplomatic relations, friendship and cooperation between the two countries on the basis of the
principles of mutual respect for sovereignty and territorial integrity, mutual non-aggression, non-interference in each other's internal affairs, equality
and mutual benefit, and peaceful coexistence.
The Australian Government recognizes the Government of the People's Republic of China as the sole legal government of China, acknowledges
the position of the Chinese Government that Taiwan is a province of the People's Republic of China, and has decided to remove its official represen-
tation from Taiwan before January 25, 1973.
The Government of the People's Republic of China appreciates the above stand of the Australian Government.
The two Governments have agreed to exchange ambassadors as soon as the administrative formalities and the practical arrangements have been
completed, and to provide each other with all the necessary assistance for the establishment and performance of the functions of diplomatic missions
in their respective capitals on the basis of equality and mutual benefit and in accordance with international law and practice.
