The board of directors would like to thank Geoff Teare and Wayne Berg who both worked without a break formore than 5 hours verifying all members petitions received and club rosters presented OurAnnual Meeting wasthen called to order by Mr Ed Waldheim who conducted the election FormerAssociation President Dave Swogerthen addressed the members and gave a motivational speech reflecting on the past and on our future He thenencouraged everyone to keep working on CORVArsquos behalfThe election process started with the office of the Association President Mr Waldheim as you may know hadretired as President at the CORVA Family Fun Days event in California City All members thanked him for hisdedication for serving the association for the past 15 years at a surprise party Saturday night Mr Waldheim willnow serve as the Immediate Past President on the boardEach candidate was given 3 minutes to address the members present on their qualifications and goals to take theassociation forward Each candidate was then asked 3 questions from the many members in attendance Eachmember was given an opportunity to ask a candidate a question by raising their hands and were chosen at ranshydomNominated for President were Jim Woods and Terry Work who both received many votes in a close election JimWoods was announced as the winner and then the election proceeded to the next office to hear the next 2 nomishynees speeches and their answers to the members questions before voting in that officer This process continuedthe same for all remaining officesThe CORVA board would like to thank everyone who participated to make this election possibleDedicated to protecting our lands for the people not from the people

First for those of you Irsquove never met let me tell you a little about myself At 12 years old I began offshyroading on myHonda S90 cruising around the date orchards and sand dunes in Cathedral City California Then I progressed to racshying my Hodaka ACE100 Super Rat in Indio with AMA District 38 This continued as a teenager in Southern Californiawith AMA District 37 as a member of the RED DOT MC Although it feels like just a few years ago Irsquom now 54 yearsold and I remember when we marked the races with lime and it is now considered toxic Our club quit putting onevents when it became necessary to get a permit from either the BLM State County National Forest or even a localauthority It seemed like an unbelievable and unreasonable process Time went by and things changedMy focus in the last ten years has been District 37 Dual Sport serving in many capacities most recently as PresidentMy family enjoys camping in the California deserts where we all trail ride with many friends now of course all CORVAmembers and most are CORVA volunteers As wersquove gotten older my wife and I have discovered the joys and comshyfort of our Jeep Rubicon We attend as many events as we can and also enjoy exploring our public lands at everyopportunity Increasingly we have noticed more OHV users more crowding into overshyused areas and less opportushynity to improve the situation Our frustration brought us to the realization that we must try to help change this Youhave probably come to this realization tooI ask you if not us than whomI decided that CORVA was a good place for my focus time and money A few years ago my wife was asked to serveas Treasurer on the Board and since then together we have served as volunteers at many of the CORVA events Irsquovebeen a worker helped raise money for the cause and became an Associate member through my motorcycle dealershyship As a Board member for AMA District 37 I have attended many Lobby Days in Sacramento But still I feel thatthere is more to be doneIn February Ed Waldheim called for a Strategic Planning meeting Many of the Board members and Northern andSouthern representatives met for an all day discussion as to the future of CORVA We discussed where were we goinghow were we going to get there and who was going to help us achieve these goals At the same time Ed announcedhis retirement from CORVA and I then decided to run as your President Together with a strong focused team weestablished a list of CORVA goals (You will find them published on page 15) Understanding that we canrsquot reach ourgoals without your help we have developed a membership survey Please complete this ndash online or by mail so wecan fineshytune our focus to meet your needs Our new Board of Directors is firmly committed to working together andsupporting each other to reach our goalsAs stated in his last article Ed Waldheim is not going away He is just focusing on a new direction He has giventhousands of hours of service to CORVA and the Off Road community I want to thank him and all of the volunteerson the board who served with him Erin Dyer our past secretary and newsletter editor along with her assistant KarenBarney have resigned Erin served as our editor for 15 years In her letter of resignation she says ldquoCORVA becamemy passion and I truly enjoyed my years as a volunteer and newsletter contractor This retirement will allow me tonow put my time and efforts into my career and the many hobbies I have set aside for CORVArsquos benefit over the yearsrdquoYou will notice a new (and perhaps temporary) look to this newsletter Until we find a permanent replacement JimColln our new Vice President of Administration will serve as editorAnother long time volunteer Geoff Teare who served as our Vice President of Administration will continue to serveon the Truckhaven Challenge committee along with Rick Fisher and Terry Work We are grateful for these and all thevolunteers throughout the State that have brought CORVA this farNow letrsquos look forward into the future CORVA has always been completely grassroots and all volunteer I believethis is still how we want to continue CORVA needs volunteers but we need direction for them CORVA also needsfunds to fight legal battles when necessary and to bring influence where itrsquos needed ndash in both the State and Federalgovernments The voice of CORVA is the voice of the California Off Highway Vehicle user OHV use is challengedthroughout the State OHV users are not the only ones wanting access to the OHV areas OHV users sometimes donrsquotagree with each other or present a unified force in the battles we face The battles are getting tougher and requiremore than money CORVA can provide the one place where all OHV voices can come together Together as volunshyteers we can become educated empowered and motivated If you are as passionate about your area of OHV use asI am about mine just think what we could do together

WITHIN THE CLEAR CREEK MANAGEMENT AREAThe US Environmental Protection Agency(EPA) began conducting a study in 2004 onasbestos exposures experienced by the ClearCreek Management Area (CCMA) users duringtypical recreational activities The study was conshyducted to provide BLM with information to manshyage and minimize human health risks at theCCMA and to update a similar study conductedby the BLM in 1992

On May 1 2008 the EPA released the reportCCMA Asbestos Exposure and Human HealthRisk Assessment The report stated the exposuresmeasured by EPA for many recreational activitiesat CCMAare above the EPAacceptable risk rangeof lifetime cancers It also notes that children havegreater risk than adults due to higher exposuremeasurements [and] are of special concernbecause their exposures occur earlier in their lives

Based on the findings in the report BLM simultaneously enacted an immediate temporary closure on May 1 2008of 31000 acres of the area to all public accessentry upon release of the EPA report while a Resource ManagementPlan (RMP) to determine the longshyterm management of the area is underway The BLMs number one priority isto protect the publics health and safety

Over the next two years BLM will be preparing a Resource Management Plan and Environmental ImpactStatement to guide the longshyterm management of public lands within the CCMA EPA and BLM will host a pubshylic meeting to discuss the results of the EPA Human Health Risk Assessment and BLM discussed the need for thetemporary emergency closure on May 8 2008

CORVA Land Use Resources and Public Policy ReportBy Bruce Whitcher

CORVAVP of Land Resources and Public PolicyA number of significant developments related to land use have surfaced since the beginning of June Here are just a few of the issuesCORVA is now working on or watchingWilderness You may have heard about the latest major wilderness bill introduced by Senator Boxer and Rep McKeonrsquos Eastern Sierraand Northern San Gabriel Wild Heritage Act (HR6156S3069) CORVA has been actively engaged in providing input on this bill RepMcKeonrsquos office has requested input specifically from the OHV community We conducted a detailed map review of the affected area andsubmitted comments to the author At this time the effect on motorized recreation appears to be minimal but the effect of the bill on theproperty rights of local landowners remains an issue The question is whether or not to support this bill or oppose it and take our chanceswith a potentially more onerous bill under the next administration

California OHV Division Following the passage of SB 742 the Division continues to develop regulatory language for the OHV grantsprogram The Division held a series of public workshops to help develop regulations related to law enforcement conservation restorationtrail maintenance planning and operations and facilities maintenance for both motorized and nonshymotorized recreation CORVA represhysentatives attended these meetings and provided written and verbal input OHV Grant workshops are to be held in January 2009 withawards to follow in the SpringSummer 2009OHV Commission The Senate Rules Committee appointed Eric Lueder to the OffshyHighway Motor Vehicle Recreation (OHMVR)Commission Mr Lueder has substantial experience with public land acquisitions in Marin County and is a member of the Marin CountyMotorcycle Association and D36 AMA The June Commission meeting was postponed And we are awaiting three commission appointmentsby the Governor Several CORVAmembers submitted applications for these critical appointments

National Forests The wildfires throughout California will delay implementation of Travel Management on many of CaliforniarsquosNational Forests however the Travel Management plan continues Some forests are indicating that only a limited number of routes will beanalyzed for inclusion due to funding constraints The Region 5 policy of roadside camping limits parking to no more than one vehiclelength from a trail or road and 50 feet for dispersed camping The USFS has steadfastly refused to consider changes in existing ldquomixed userdquopolicy that limits nonshystreet licensed vehicles to travel on level MLshy1 and MLshy2 roads Communications with the USFS suggest that thefinal phase of Travel Management will be competed by January 2009 in spite of concerns expressed by CORVA and the OHV communityThe Record of Decision from El Dorado NF was issued and appeals have been filed by CORVA and many other groups mostly on the basisof comments submitted but not included in the Record of Decision (ROD) These appeals have all been denied The next key developmentin Travel Management will be the Tahoe NFrsquos Draft Environmental Impact Statement (DEIS) due to be released August 15 2008 CORVAwill be hosting a series of comment writing workshops for this DEIS in late August 2008

BLM Lands I attended a meeting between BLM Sequoia NF the Stewards of the Sequoia and CORVA in Bakersfield June 19Following this meeting I prepared comments on the area BLM Resource Management Plan (RMP) We identified possible opportunitiesfor OHV recreation in the West San Joaquin Valley and made a related site visit to the East Carrizo Plain CORVA submitted commentson the Clear Creek Management Area (CCMA) Environmental Impact Statement (EIS) Clear Creek remains a major issue for OHV recreshyation in California and is the focus of intense activity by the Blue Ribbon Coalition AMA District 36 CORVA and other OHV groupsJohnson Valley CORVA representatives have attended meetings of the Partnership for Johnson Valley The Partership is a multiple usecoalition that has held discussions with the military regarding the proposed base expansion into our riding area CORVA is also aware ofa proposed wind farm in the nearby Fry Mountains The issues surrounding the future of Johnson Valley are complex and CORVA remainsfully engagedTruckhaven Development of a management plan for this area continues A local advisory council has been formed The area has greatpotential and we look forward to finalization of the management plan by CA State ParksCORVA I established a CORVA Land Use Committee made up of just a few of the volunteers active on the National Forests and BLMbull Jerry Grabow D37 Mike Lazzarino Lassen and Plumas NF Sylvia Milligan Lassen NF Steve Koretoff Central California BLM RACNarvell Conner Sierra NF Greg Weirick Inyo NF Chris Horgan Sequoia NF Randy Burleson Tahoe NFThese are just a few areas I selected for this report CORVA remains very active advocating for your rights in many others as well Wewant to know your concerns regarding your favorite area for OHV recreation In areas big or small CORVA wants to be the resource tohelp keep our trails open So please feel free to contact me and consider joining my committee to help protect your favorite place

The Partnership for Johnson Valley Formed to Represent Outdoor Enthusiasts and Business Interests in the area Seeks NewMembers to Help Support Continued Access in Johnson Valley

Twentynine Palms CA shy The Partnership For Johnson Valley (PFJV) presented a PowerPoint brief to the Marine staff at theTwentynine Palms Marine Base The brief was related to the militarys proposed expansion into the 185000 + acres of theJohnson Valley Open Access area currently managed by the Bureau of Land Management (BLM) The presentation was partof an ongoing effort by the Partnership to exchange information with the Marines to show the impact that the proposedexpansion would have on the diverse group of stakeholders in the open multiple use area The affected stakeholders includebut are not limited to land owners OffshyHighway Vehicle (OHV) enthusiasts geocachers historical organizations mineraloshygists equestrian groups RC plane organizations the film industry other business groups and youth groups ThePartnership is reaching out to all of the stakeholders that could be impacted by the expansion of the Twentynine Palms MarineBase ldquocommented Harry Baker Chairman of PFJV

The original meeting with the military was orchestrated by Ed Waldheim a past commissioner of the California OHVCommission who represented OHV interests in Sacramento for 10 years At the original meeting a coalition of groups wereasked to participate to represent local stakeholders They were subsequently invited back by the military to give a formalpresentation of issues discussed

After the second military meeting the coalition participants agreed to form a Partnership and establish themselves as a nonshyprofit 501(c)(3) under the California Trail Users Coalition The nonprofit organization was formed to represent the interestsof all affected stakeholders in the Johnson Valley proposed expansion ldquoJohnson Valley is critical to the film industry becauseit represents the largest open unrestricted area in California where filmmakers can shoot 360 degree desert scenes WithoutJohnson Valleys diversity and ease of use the Industry will simply leave California to film elsewhererdquo said Sheri Davis Directorof the Inland Empire Film Commission Ms Davis adds ldquoAnnually Johnson Valley openshyaccess represents 10000 Californiashybased film industry jobsrdquo

The leadership of PFJV has been cooperatively working with the military and the affected Stakeholders in an effort toexplore alternatives to the proposed land expansion The Partnership For Johnson Valley is led by Harry Baker Chairmanwith Mark Howlett as Executive Director and Wayne Nosala as Secretary

With our initial workshop for the El Dorado Forest plan we had a good turnout and made great comments Wehelped to gain over 1000 miles of trails back into the proposed plan Here are the detailsThe United States Forest Service adopted a mandate known as the Travel Management Rule in 2005 with the statshyed purpose of designating roads and trails open for motorized travel As this process will also result in the closure ofundesignated roads and trails to all motorized use by the public it is vitally important for those who enjoy motorizedrecreation in our national forests to be informed and engaged in this Route Designation Process CORVA has been committed to empowering and educating users of the national forests in California about theRoute Designation Process Since the Travel Management Rule requires the use of the National Environmental PolicyAct or NEPA to evaluate roads and trails to determine their suitability to offshyroad recreation CORVA has concentratshyed its efforts on teaching the intricacies of the NEPA process to offshyroad recreationists throughout the state This isbeing done through a series of one day workshops taught by professional consultants designed to educate the offshyroading public about NEPA and how to use the rules and regulations within NEPA to benefit our sport Through participation in the Comments Project workshops offshyroad recreationists will gain the knowledge necesshysary to understand and evaluate the numerous documents produced in the NEPA process and gain the confidence towork closely with the Forest Service throughout the entire designation process CORVA has found that it is critical formotorized recreation advocates to work together with Forest Service personnel tasked to identify the roads and trailsto remain open to offshyroad vehicles to ensure the best possible outcome with the maximum amount of road and trailmileage designated in each forest Education and understanding of the Travel Management Rule and the concurrent Route Designation Process iscritical to ensure the future of offshyroad recreation in the national forests in California To that goal CORVA is proudto present the 2008 Comments Project workshops And knowing where our members recreate is our first step Pleasetake the survey to help us help you

Legislative NewsWhat you need to know about SB 1228

This Senate Bill is sponsored by Sen Abel Maldonado of the 15th District (Santa Cruz Monterey and San Luis ObispoCounties) This would extend existing law pertaining to allshyterrain vehicles (ATVs) requiring parental supershyvision from age 14 to 16 It would require riders to provide a safety certificate to law enforcement pershysonnel on demand Also the bill would impose specified size restrictions on allshyterrain vehicles operatedby persons under 16 years of agebull Extends existing law requiring parental supervision from age 14 to age 16bull Requires riders to provide a safety certificate to law enforcement personnel on demand Riders are certified through an ATV Rider Course taught by a California licensed instructorbull Requires ATV riders to follow guidelines for appropriate sized ATVrsquos

Age 6 and oldershy under 70 cc (cubic centimeter) engineAge 12 and oldershy 70cc to 90ccAge 16 and oldershy over 90cc

This applies to public land only and not private land

CORVA requests that SB 1228 be amended as followsbull The bill would prohibit ATV safety training on public land Anyone taking an ATV safety trainingcourse under the supervision of a certified ATV safety instructor should be able to operate an ATVon public landbull The age related restriction on ATV engine size should be removed from this billbull This bill as written does not take into account the fact that kids come in all sizes shapes and ability levels bull The specific decision as to what size ATV should be ridden by a child is best left to the parentbull The bill prohibits children under 6 from riding an ATV This decision should be made by the parent

OffshyRoaders In OffshyRoaders In Action Action August 2008August 2008 WHAT IS CORVAThe California Off Road VehicleAssociation (CORVA) is a variedgroup of outdoor recreationalists whoare extremely active in promoting thepositive aspects of vehicular access onpublic lands and protecting that rightThe group is composed of the ownersof ldquoGreen Stickerrdquo vehicles such asATVrsquos motorcycles 3shywheelers trialsbikes and dune buggies as well asldquostreet legalrdquo 4x4 vehicles dual sportmotorcycles baja and desert racersThe main purpose of CORVA is tohave fun We also work with the landmanagers for responsible offshyhighwayvehicular access and recreation opporshytunities Secondarily we educate ourmembership on the constantly changshying rules and regulations and promoteconservation cleanshyup and trail mainshytenance projectsWe participate in lobbying activities inboth Sacramento and Washington DCWe work closely with the StateDepartment of Parks and Recreationproviding input to the OffshyHighwayMotor Vehicle Recreation (OHMVR)program from the usersrsquo standpointWe provide a valuable resource to landmanagers in the form of dedicatedOHV enthusiasts who believe in usingour public lands responsiblyWe are active at all levels of the landmanagement public process with boththe BLM and USFS We do this bycommenting on many environmentaldocuments on issues that affect usWe coordinate with other multiple useorganizations such as snowmobiles tohorse enthusiasts to protect multipleuse rights that we both share Onlytogether can we fight the extremistsWe areldquoDedicated to protecting ourlands for the people not from
