The Public Transportation Agency Safety Plan (PTASP) is a safety management operation plan that is developed by operators of public transportation systems to better manage safety risks and reduce the likelihood of safety events within their organization. The regulation of transit agency safety plans became effective on July 19, 2019. The Safety Performance Targets for Augusta Transit and LSCOG BFE covers statistics of accidents involving the transit department's management operations such as serious injuries to a person, a collision of the transit vehicle, and cause of accidents. Below are the Safety Performance Targets adopted by AT and LSCOG BFE.

B. Public Participation Plan Update (Informational Purposes Only) Presented by Mariah Harris:

The public comment period for the Public Participation Plan started on April 26, 2021, and will end on June 10, 2021. There are four (4) notable proposed changes to the 2021 PPP update listed below:

• Virtual Public Meetings (COVID-19) • ARTS Committees meetings increase to six (6) per year

• Public Comment Period reduced from 30 days to 14 days for Georgia Amendments • Test Network Subcommittee Dissolved

There will be five (5) virtual public meetings for the PPP public comment period. C. Bike and Pedestrian Plan Update (Informational Purposes Only) Presented by Mariah Harris:

The Bike and Pedestrian Plan GAMPO Application was approved via email vote by all ARTS committees on March 12, 2021. The application was then submitted to the GAMPO PL Committee on March 18, 2021. The Bike and Pedestrian Plan Update application was presented and approved at the GAMPO PL Funds Committee Meeting on March 29, 2021. The ARTS MPO 2021 Bike and Pedestrian Plan Update financial summary can be found below:

• Augusta Transit continues to provide FREE rides for any purpose made possible by CARES Act funding. Free rides will be in place at least until the end of June 2021. July 1, 2020, may see the reintroduction of fares subject to City of Augusta Commission approval and the installation of bus driver protection shields.

• Tomorrow, Thursday, May 6, Augusta Transit will host its first COVID-19 Vaccination Clinic at the Broad Street Transfer Center from 5:45 am to 9:45 am. This will be in partnership with the Richmond County Public Health Department. The two-dose Moderna vaccine or one dose Johnson & Johnson will be available. There will be no cost to receive the vaccination.

• Augusta Transit participated in a virtual career fair at Belair PK-8 School in Columbia County on Wednesday, March 31. A 40ft heavy duty Gillig Bus drove around the school allowing students to see a transit bus in action. April 1, Augusta Transit Deputy Director, Dr. Oliver Page was a virtual guest at the school answering questions from students about careers in transit.

• All Augusta Transit riders have been encouraged to follow public health guidelines while riding buses. This includes the wearing of masks (covering nose and mouth) and social distancing. A Transportation Security Administration (TSA) Directive has extended the mask requirement until September 13, 2021.

• Ridership estimate (unlinked trips) in the 1st quarter of 2021 (January thru March) totaled 136,517 compared to 136,271 in 2020.

• In April 2021 representatives from Georgia Power visited Augusta Transit HQ campus to assess electric infrastructure needs for electric buses. During the summer four (4) vendors of electric buses (BYD, Gillig, Proterra & New Flyer) will bring a demonstration vehicle to Augusta Transit. The demonstration vehicle will operate on a bus route and be available for viewing by TCC & CAC members.

• A Request for Qualifications (RFQ) for Microtransit/Dynamic demand-responsive

Software as a Service (SaaS) Transit Technology has been submitted to the City of Augusta Procurement Department. It is anticipated that this will be published sometime in June/July 2021.

IV. Best Friend Express Presented by Rhonda Mitchell:

The Best Friend Express transit system has not experienced a disruption in service with the present COVID-19 pandemic. All routes are running their regular schedules. Dial A Ride trips and 5310 Urban trips have not experienced a disruption of service.

An order was placed with Palmetto Bus Sales for a 14 passenger Cutaway for the BFE

fleet. This unit will be a replacement vehicle for BFE #442. BFE #442 was a total loss from an accident in January 2020. When this vehicle is placed into service we will have a full fleet compliment which is five fixed route vehicles. FY 2021 through the end of the third quarter…. LSCOG Mobility Managers have received 4,581 calls from Aiken County residents for transit services. The Best Friend Express fixed route ridership is 15,259 passenger trips. Of this number, we had 1,434 boardings to Aiken County and 1,340 alightings at the Augusta Transit Center on Broad Street. 65% of our fixed-route ridership identified as elderly and/or a person with a disability.

From: Chris Noah <[email protected]> Sent: Thursday, June 10, 2021 12:56 PM To: Mariah Harris <[email protected]> Subject: [EXTERNAL] Comments on Public Participation Plan Mariah, I know that today is the deadline for the plan. I think it was a good effort. I have a couple of comments.

1. I know this was probably taken from the federal and state guidelines, however on page ten, it says the ARTS plan is to consider "Indian Tribes". My research a few years ago found that there were no Indian tribes in the Augusta area that set up permanent settlements (The criterion for consideration of tribes). Yes, there were Indians but not permanent; they came through as hunting and fishing parties. I know #2 says "where appropriate" but thought I'd get that in.

Correct. There are no Indian Tribes or designated land in the ARTS MPO area. Thank you for your feedback.

2. This concern is more important. On page 11, #1 talks about underserved communities, etc. Also, #1 on page 13 speaks of underserved populations. That's all well and good but it leaves out all the rest of the population. This is NOT to be considered a racist comment. It is to tell the reader we are concerned with all the potential riders in the CSRA. Taking this tack may also increase ridership and get people downtown.

The ARTS MPO is required to address the principles of the Title VI of the Civil Rights Act of 1964 (and MPO Certification). Title VI of the Civil Rights Act of 1964 specifically requires that the Public Participation Plan explain how the transportation planning process identifies and addresses the needs of those traditionally underserved, including low-income and minority households. the following comments accepted in regards to Fort Gordon.

Has consideration been made to include the Fort Gordon Community and they be invited to participate. This could be in the way of a Fort Gordon Retiree Council Member being invited.

Fort Gordon has always been invited to participate in the ARTS. Also, the Garrison Commander for Fort Gordon is a voting member of the Policy Committee. This comment has been relayed to the office of the Garrison Commander and is in the process of being answered. Thank you for your feedback.

3. Has consideration been made to include at least one Fort Gordon Neighborhood in the form of the Post Garrison Commander be invited to attend or send a Representative.

5. Finally, in attending the meeting held on Zoom this evening, the public participation plan will undergo a couple of changes.

• Committee meetings once held four times a year will increase to six times a year.

• In Georgia, the public comment period for amendments will be changed from a period of 30 days to 14 days.

The increase in committee meetings is certainly welcomed. We believe this could lead to more citizen engagement and hopefully be beneficial for all in our community. In regards to the change of public comment period from 30 to 14 days (in Georgia only), would this involve amendments to TIPs? And I’m not clear on what constitutes an emergency and how that extends the comment period.

An emergency could be classified as the ROW, PE, or CST phase of a project that needs to start as soon as possible. To assist GDOT or a county Engineering Department, the public comment period would last for 14 days as opposed to the 30-day period. FY 2017 - 2022 Transportation Improvement Plan / 2040 Metropolitan Plan

1. LSCOG - Best Friends Express is transferring funds in the amount of $224,184 to Augusta Transit. This sum comes from its fiscal year 2019 & 2020 budget for Bus and Bus Facilities. Since LSCOG is based in Aiken, I’m wondering if this means that Aiken & Edgefield Counties are not expanding public transit or if this is part of a normal process? LSCOG – Best Friends Express is currently receiving enough 5307 programmed funds and CARES Act funds to meet its transit capital needs. LSCOG-BFE would like to offer AT its FY 2019 AND FY 2020 allocations for that reason. A similar amendment was approved at the Special-Called Policy Committee Meeting on September 13, 2018. FY 2021 - 2024 Transportation Improvement Plan / 2050 Metropolitan Plan

1. The amendment seeks to include a Preliminary Engineering phase in the years of 2022 in the amount of $850,000. The project is regarding the widening of Hereford Farm Road in Columbia county for a set beginning & ending point. Hereford Farm Road used to be more synonymous with the landscape - there were farms all around the area. They have since been replaced by subdivisions. There is a big need for the widening of this road and we support this amendment.
