New Territory will celebrate National Night Out on Tuesday night, October

7, 2014 starting at 6:00 p.m. We hope each neighborhood will have at least one party hosted by a resident. Please put this on your calendar and plan to attend or host your neighborhood’s party. The Fort Bend County Sheriff’s Offi ce and the Fort Bend County Precinct 4 Constable’s Offi ce will attend as many neighborhood parties as possible. The New Territory Public Safety Advisory Committee has lined up four (4) sponsors so far: Major Sponsors at $500 each are Costello, Inc., Native Land Design, and CHI St. Luke’s Health Sugar Land Hospital. Contributing Sponsor at $250 is Gringo’s Mexican Kitchen-Rosenberg. Please be sure to thank them for their support of our National Night Out activities! We are hoping to add a few more sponsors, so if you know of any additional sponsors we might not have thought of, just let us know at [email protected]. BOARD REPORTFOR JUNE, 2014

Following is a summary of Board actions at the June Board

meeting:

• Approved the fi rst reading of Resolution No. 2014-02 Relating to NTRCA’s Facilities Membership.

• Approved the fi rst reading of Resolution No. 2014-03 Adopting Common Area Policies.

• Approved the fi rst reading of Resolution No. 2014-04 Relating to a Tree Maintenance Advisory Committee Charter.

• Approved the Capital Reserve Project for new LED lighting at The Club in an amount up to $12,000.00.

• Approved the Capital Reserve Project for the replacement of one (1) 2-ton HV/AC unit at Ellis Creek Pool House performed by Custom Comfort in an amount up to $2,900.00.

• Allowed staff to identify and remove the dead or diseased Bradford Pear Trees and replace with suggested other tree types.

• Approved the home based business maid service for a homeowner on Fosters Court with the caveat that NTRCA does not receive any further validated parking complaints.

• Approved the Self Update to the Reserve Study with a 3% increase each year, Version 2.

SIGN ME UP!

While serving on the board is probably the most visible

example of volunteerism in our association, there are many other ways that you can contribute your time and talents to improving our community. Your participation in the community is benefi cial to you, your neighbors and the association. For example, common benefi ts gained by volunteering include:

• Making a positive difference in other peoples’ lives

• Sharing or learning new skills

• Boosting your resume - volunteer jobs are fair game

• Meeting new people

• Having fun

Don’t let our community suffer from lack of enthusiasm. Even a few hours of your time can make a big difference in the culture of the community. Help us generate goodwill, encourage “paying it forward” and strengthen our community. New Territory is currently looking for volunteers (it helps to know the community well) to serve on the Nominating Committee, which will help with the Election of Board members for the Election in January 2015. The duties of the Nominating Committee are covered in Resolution 2011-03 – Nominations & Elections, a copy of which is available on the New Territory website at www.newterritory.org under NTRCA Docs/Association Documents/Governing Docs/NTRCA Resolutions. If you are interested in serving, please contact Cindy Picazo, Chair of the Nominating Committee for the upcoming election, at [email protected].

BOARD DUTY: FIDUCIARY KNOW-HOW

The mere mention of fi duciary responsibility may scare some homeowners away from board service, but it shouldn’t. Managing the association’s

fi nances is one of the board’s most important duties, but it doesn’t have to be complicated. Fiduciary duty means protecting assets, budgeting responsibly, planning for the future, investing wisely and observing laws and regulations that affect association resources. Fiduciary duty requires the board to ensure that the assessments you pay are used properly to maintain the community and cover insurance, contracted services, utilities and other needed materials and services. The board is obligated to make ethical and legal decisions that best serve the entire association.

Board members fulfi ll their fi duciary duty by:

• Establishing and adhering to a budget. A good budget is developed through an objective, step-by-step process based on historical data and careful research. The 2015 budget is currently being developed and will be discussed by the Board in September and October. If you are interested, you are welcome to attend.

• Reviewing financial statements regularly. The statements include a balance sheet, budget comparison report, income report, check registry and more. Offi cers of the Board sign checks to pay the Association’s bills. Financial information is available on our website (newterritory.org) and at the Board meetings. If you have a specifi c request, the Association offi ce will gladly help by getting information that is available for public inspection if you are interested. See Resolution 2010-15r1 on our website for more information.

• Putting policies in place to reduce the risks of fraudulent activity. These include, for example, requiring two signatures on checks, not signing blank checks and sending payment only when an invoice is received. Members of the Board review the documents regularly when they sign checks.

• Hiring an accounting firm to perform an annual audit. An auditor will look for missing check numbers, missing bank statements, duplicate payments, payments to unfamiliar vendors or suspicious journal entries. Our audit report for 2014 will be voted on by the Board in August. Members may obtain a copy once it is approved, subject to the requirements of the Resolution for copying charges, by contacting the Association offi ce.

• Adopting an investment policy. A good investment policy protects principal, liquidity and yield. The Board has adopted Resolution 2009-03r1 – Investment Policy to protect and ensure the safety and adequacy of NTRCA assets and reserves.

• Conducting a reserve study and updating it regularly. A reserve study identifi es the expected remaining life of each major component, estimates the cost to replace it and the amount that should be saved on a monthly or annual basis. The Board recently approved a new Reserve Study, which staff will be using as a guide for replacement or repairs of community assets. CONSTABLE’S OFFICE RECOMMENDS REFRAINING FROM CONTRIBUTING TO SOLICITATION

For the past several weeks, the Constable’s Offi ce and Sheriff’s Offi ce have received calls regarding a panhandler at the corner of Hwy 99 and Sand Hill. Deputies from both offi ces have spoken to the

gentlemen, offering him support and assistance from the numerous social service agencies in Ft. Bend County that assist homeless persons and, unfortunately, he refuses government assistance. Furthermore, deputies have also informed him of a State Law, Sec 552.007 Solicitation by Pedestrians that prohibits him from stepping onto a roadway to solicit a contribution. The gentlemen has been arrested before and understands the law, however, he has personally told me that he will continue to panhandle as long as he receives money, clothing, and food. He understands the risk of being arrested, but stated, “I am not going to starve to death!” Furthermore, he also stated if he is arrested then he will be released the following day and will return. The Constable’s Offi ce, Sheriff’s Offi ce, and Commissioner’s Offi ce are well aware of this matter, as Hwy 99 and Sand Hill is not the only location in the unincorporated area of Fort Bend County experiencing this problem. We will continue to explore options to address the issue from a law enforcement perspective, but we ask all residents to refrain from contributing to panhandlers. As the gentlemen told me specifi cally, “I would not do it if I did not receive anything.”

AVOIDING BEE STINGS

For most people, a bee sting is an uncomfortable experience, but not a life-threatening event. For

approximately 3 percent of adults and 0.5 percent of children, however, a sting by a bee, wasp, hornet or yellow jacket can result in a whole-body allergic reaction (anaphylaxis) - a true medical emergency. The best way to prevent an allergic reaction is to avoid being stung. Generally, insects such as bees and wasps aren’t aggressive and only sting in self-defense. If a few bees are fl ying around you, calmly and slowly walk away from the area - swatting at an insect may cause it to sting. When a bee stings, it releases a chemical that attracts other bees, so if a bee or wasp stings you, or if many insects start to fl y around you, cover your mouth and nose and quickly leave the area. Try to get into a building or closed vehicle. The following are some additional measures you can take to stay sting-free:

• Have hives and nests near your home removed by a professional.

• Use caution when working around bushes, shrubs, trees and trash cans.

• Always wear shoes when walking outside, particularly on grass.

• Wear pants, long-sleeved shirts, gloves, close-toed shoes and socks when working outdoors.

• Avoid very loose-fi tting clothing that can trap insects.

• Don’t wear brightly colored clothing or fl owery prints as they can attract insects.

• Avoid using perfumes or other scented products so you don’t attract insects.

• Always check food and drinks (especially open cans of soda or drinks with straws) before consuming, particularly at pools and picnics.

• Serve beverages in wide, open cups, since they easily allow you to see what’s inside.

• Avoid eating sweet foods outside.

• Cover food containers and trash cans tightly.

• Clear away garbage, fallen fruit and animal feces (fl ies can attract wasps).

• Keep the windows rolled up when driving or riding in a car.

LOST AND FOUND:REPLACING IMPORTANT PERSONAL DOCUMENTS

Important personal documents, like passports, birth and marriage certifi cates and Social Security cards, often are

necessary for you and your family to access a number of government benefi ts and services. When those records are lost, stolen or damaged, you’ll need to fi nd copies and replacements.

Passport A lost or stolen passport should be reported immediately to the U.S. State Department. Make an appointment to apply in person at a Passport Agency or Center to replace your passport. You’ll need to submit forms DS-11 and DS-64 in person at a passport agency or acceptance facility. Passports reported lost or stolen are invalidated and can no longer be used for travel. If your passport is recovered after it has been reported lost or stolen, please submit it to the address listed on the back of Form DS-64. When you submit it, if requested - we will cancel it and return it to you. If not requested, it will be destroyed. Once a passport is reported lost or stolen, it cannot be re-validated or used as evidence of U.S. citizenship. If you lose your passport outside the United States, contact the local U.S. Embassy or Consulate. Life Event Certificates Birth, marriage, divorce and death certifi cates are state records. To obtain a copy, contact the state offi ce where the life event occurred.

Social Security Card You need a Social Security number to get a job, collect Social Security benefi ts and get some other government services. But you don’t often need to show your Social Security card. Do not carry your card with you. Keep it in a safe place with your other important papers. But if you need a new, replacement, or corrected card, visit http://www.ssa.gov/ssnumber/ for complete instructions.

Military Service Records Copies of military service records typically are necessary to apply for government programs available for veterans, including health care, retirement or education benefi ts. The National Archives stores copies of all veterans’ services records. Apply online to receive a copy of yours or an immediate family member’s if they are deceased. You can also replace lost military medals and awards. Go to www.archives.gov/veterans/military-service-records/.

BEFORE THE BELL RINGS: BACK TO SCHOOL SAFETY

As boys and girls throughout the community sharpen their pencils and get ready to head back to class, it’s

important to ensure they have a safe school year. Here are some tips on how your family can be proactive and avoid potentially harmful situations:

• Make sure your school has your child’s updated emergency contact information. Write down any specifi c instructions that should be followed in case of an emergency, and have the school keep them in your child’s fi le.

• Talk to your child’s teachers before classes start and alert them to any medical issues your child has. Also, explain to the teacher what he or she should do if medical issues arise - such as an allergic reaction, asthma attack or seizure - and provide school personnel with any emergency medication needed such as EpiPens® (Epinephrine Auto-Injectors) and inhalers.

• Help your children memorize important phone numbers so that they know how to get in touch with you and other trusted adults. Also, make sure those numbers are programmed into their cell phones, or provide them with a list of phone numbers that they can keep in their backpacks or wallets at all times.

• Let your children know exactly who they can go home with after school if their regular ride can’t pick them up, and make sure they know not to accept rides from people who aren’t on the list.

• If your children will be walking to school, walk the route with them several times before classes start to make sure they understand traffi c laws and can walk the route on their own. Also, fi nd a friend or sibling they can walk with, and make sure they always use the buddy system.

• Show your children which houses in the neighborhood they can go to in case no one is at home after school.

• Report reckless drivers to the Constables offi ce to help make sure the neighborhood remains safe, particularly during times when kids are going to and returning from school.

TRIM TREES FOR SCHOOL BUS AND PEDESTRIAN SAFETY

Now is the perfect time to take a look at your tree branches that may be hanging low over sidewalks

and streets. It is required that tree limbs be pruned at least twelve (12) feet above street level, and eight (8) feet above sidewalks. School buses and other tall vehicles need clearance to safely travel the neighborhoods. Please be kind to the buses and people walking the sidewalks to leave a clear path.

The Texas A&M AgriLife Extension Service in Fort Bend County, along with the Fort Bend County Master

Gardeners, are offering opportunities to learn more about getting back to homegrown and homemade

basics through various Backyard Basics programs and workshops throughout 2014. These programs

support healthy living through home based food production, preparation, and preservation.

Cost: $15 per class, $25 per couple (some classes may include a fee for optional materials)

FORT BEND COUNTY PUBLIC TRANSPORTATION

Fort Bend County offi cially formed a Public Transportation Department in June 2005 to provide residents with

safe and effi cient public transportation services while maintaining service quality and customer satisfaction. For more information, visit http://www.fortbendcountytx.gov/index.aspx?page=313

Demand Response Fort Bend County currently offers shared ride bus services to the citizens of Fort Bend County. The scheduled ride transportation service provides trips within Fort Bend County. In order to schedule or cancel a ride you may call 866-751-TRIP between the hours of 8:00 AM and 5:00 PM, Monday through Friday and ask for the “Fort Bend County Reservations.” Reservations can be made 30 days or up to 1 business day in advance of the appointment time. Fort Bend County Reservations will issue you a confi rmation number. Be sure cancelations are received at least 24 hours before scheduled appointment time. If passenger is not ready or decides not to go, the trip will be considered a “no show” trip. If a passenger receives three “no show” trips in a one year period, their services can be suspended. There are no transit services available on county holidays. Rides are typically scheduled for fi rst “destination” drop-off by 8:00 AM and last pick-up will be no later than 5:00 PM. Repeat rides may be scheduled in advance. Rides will be accepted on a “time and space” available basis.

Trip fares are $1.00 per person each way. Passengers must be ready 15 minutes before scheduled pick up time.

Seat restraints must be provided for children 40 lbs or less. Passengers 12 years or younger must be accompanied by another person 18 years or older. Individuals unable to independently travel safely or securely regardless of age must be accompanied by an assistant. Commuter Service Fort Bend County Public Transportation currently offers three fi xed route Commuter Services into Harris County: Fort Bend Express Greenway, Galleria/Yorktown and the Texas Medical Center. Ever wonder how much money you save by using public transportation? Now you can calculate your savings - to the penny - by using APTA’s new Transit Calculator.

Fort Bend Express Fort Bend County is pleased to offer the Fort Bend Express commuter services that provide week day service to the Texas Medical Center, Greenway Plaza, and the Galleria. These services consist of rides from Fort Bend County Monday thru Friday from between 4:40 AM to 8:30 AM and returns between 3:15 PM and 6:40 PM at 15 - 25 minute intervals. There is no weekend service currently.

ADOBE VOICE

Video is a huge part of what we do online

today. Why read a long article or blog post when you can kick back in your chair and watch a video instead right? Well… hang tight and read this one Have you ever had the need to make a video for a school project or to advertise some event? You may not know where to begin. Sure you can record people, fi nd video editing software and put it all together, but this can be a daunting task if you have not done it before. Adobe Voice is a free app from Adobe that makes it easy to make professional looking videos. What it will generate is essentially a video slide show of pictures with your voice talking over the slides and background music to bring it all together. This does not involve video cameras and lighting, but what it does is really slick, easy to do and turns out great in minutes. Unfortunately, Adobe Voice is an iPad only app. There is no Android version. To begin, download the app from the App Store. Next you run the app, choose a theme, add pre-built pictures or use your own photos to make your slides.

Now you simply record your voice over each slide. You only record one slide at a time so if you mess up, you just rerecord the one slide.

Here are a few tips for putting your project together:

• Visit http://getvoice.adobe.com to see what others have done and get ideas.

• Think about and plan the pictures you need to tell your story.

• Print the pictures ahead of time and spend some time writing your script on each one.

• Sit in a quiet place and record, record, record…

We used Adobe Voice to build a video for our web site. Check it out here: http://www.sugarlandpc.com/Slow-Computer. To build this video, we drew each slide on white paper with a black sharpie. We then scanned the slides and used Adobe Photoshop to reverse them from white to black.

Junior Tennis Academy Fall 2014

begins September 1st ACADEMY 1 (ages 4 – 10) Future Stars Hours: 4 – 5:00 Tuesday, Wednesday, Thursday This program is designed for two types of students, those juniors who are new to the game of tennis and those players with a bit of experience. New students will be taught basic strokes and footwork in an encouraging environment. • With school starting August 25, some information about Arrival/Dismissal: To avoid traffi c issues, car riders are encouraged to be at AHS by 7:00am. Parents are allowed to drop off their child in the front of the building or on the student parking lot side. Cars are not allowed in the bus loading area of the school before or after school. Students arriving in the front entrance after 7 a.m. must have a teacher pass. The tardy bell rings at 7:30 a.m. AHS school hours are 7:30am-2:30pm. Students can be picked up in the front circle or student parking lot at 2:30 p.m. Please follow the directed fl ow of traffi c. Students who need to go to their car during the school day MUST obtain principal permission. Students who walk to/from school must use sidewalks and refrain from walking in our neighbors’ yards. This is considered trespassing. Please use your sidewalks.

LIBRARY INTRODUCES NEW RESOURCE FOR HOBBYISTS,

CRAFTERS, COLLECTORS

Fort Bend County Libraries will demonstrate of one of its newest online resources for hobbyists, crafters,

and collectors at a special presentation “Find Your Next Project” on Monday, August 11, from 7:00 to 8:30 pm, in the Meeting Room at the Sugar Land Branch Library, 550 Eldridge. The program will be repeated on Thursday, August 14, from 10:15 to 11:45 am, at the same location. The Hobbies & Crafts Reference Center (HCRC) is a valuable online research tool that offers detailed “how-to” instructions and creative ideas to meet the needs of virtually every hobby enthusiast. UNIVERSITY BRANCH LIBRARY INVITES ENTRIES FOR

INTERNATIONAL FOOD FESTIVAL

In celebration of the many cultures represented in the area, Fort Bend County Libraries’ University Branch Library will

host an International Food Festival of dishes prepared by patrons on Saturday, August 9, from 1:00 to 3:00 pm, in the Large Meeting Room of the library, located at 14010 University Blvd in Sugar Land, on the UH campus. Ten different cultures will be represented: American, Chinese, French, Mexican, Indian, Japanese, German, Italian, South American, and Middle Eastern/Mediterranean. One entry will be accepted for each category, on a fi rst-come, fi rst-served basis. The dish should be able to serve 20 sampling portions. If you would like to enter a dish to represent one of the categories, please call the library at 281-633-5150 to sign up. Registration will open on July 19. On the day of the event, the public is invited to come to the library to learn about the different foods and cultures, and to sample the dishes. Door prizes will also be given away. CHILDREN’S PROGRAMS AT UNIVERSITY BRANCH LIBRARY

RESUME FALL SCHEDULE

Fort Bend County Libraries’ University Branch Library, 14010 University Blvd in Sugar Land, presents a variety of free children’s programs -- Mother Goose

Time, Toddler Time, Story Time, Pajama Night Story Time, Kinder Korner, and After-School Breaks -- every month. These programs are free and open to the public. The new fall schedule will resume during the 3rd week in August.

Mother Goose Time, which normally takes place every Wednesday at 10:30 am, provides caregiver/infant activities and songs especially designed for the youngest book-lovers, from age 1 month to 12 months. Program dates are August 20 and 27 ONLY this month. Toddler Time, which normally meets every Tuesday at 10:30 am, offers caregiver/child activities, stories and songs for older babies, from 12 to 36 months of age. Program dates are August 19 and 26 ONLY this month.

Story Time, which normally meets every Monday at 1:30 pm and every Thursday at 10:30 am, provides stories, movies, and age-appropriate craft activities for pre-school children, 3 to 6 years of age. Program dates are August 18, 21, 25 and 28 ONLY this month.

Pajama Night Story Time, which normally takes place every Tuesday at 7:00 pm -- gives families an evening option for some activities presented during the day time. Program dates are August 19 and 26 ONLY this month.

Family Story Time – Saturdays at 10:30 am – provides stories, songs, a fi lm, and a craft for families with children of different ages. Program dates are August 2, 23, and 30.

Kinder Korner – a time for kindergartners to enjoy stories, movies, crafts and other activities – normally takes place on the 1st and 3rd Wednesday, beginning at 4:00 pm. Kinder Korner will not take place in August. The program will resume in September.

The After-School Breaks – crafts, movies, stories, and more for school-aged children in grades 1 through 3 – normally take place on the 2nd and 4th Wednesday of the month, beginning at 4:00 pm. The After-School Breaks will not take place in August. The program will resume in September.

A new Tween Café, which will take place on the 1st and 3rd Thursdays at 4:00 pm, will have age-appropriate activities for youth in grades 4 and 5. The Tween Café will begin in September.

The Middle School Programs, which are designed for youth in grades 6 and up, normally take place on the 2nd and 4th Monday of the month, beginning at 5:00 pm. The Middle School programs will not take place in August. The program will resume in September.

The Middle School Advisory Council normally meets on the 1st Monday of the month, beginning at 6:00 pm. The Advisory Council provides input to staff from the point of view of young patrons. All middle-school students in grades 6 and up are invited to attend. The Middle School Advisory Council will begin meeting again in October.

FREE “SAT” PRACTICE TESTAT UNIVERSITY

BRANCH LIBRARY

Representatives from Kaplan Test Prep and Admissions will conduct

a free practice SAT test at Fort Bend County Libraries’ University Branch Library, on Saturday, August 16, from 10:15 am to 2:30 pm, in the Small Meeting Room of the library, which is located at 14010 University Blvd in Sugar Land, on the UH campus. Students will take a full-length practice SAT test to gain experience and become better prepared for the actual test. The SAT is used by U.S. colleges to determine admissions and to award scholarships and grants. The test is three hours and 45 minutes long, and consists of three sections – Critical Reading, Writing, and Math. Students should bring two #2 pencils and a non-graphing calculator. The session is free, but seating is limited and reservations are required. Congratulations to the New Territory Torpedoes Swim Team on their undefeated 2014 swim season! We’re

so proud of our over 200 swimmers. The Torpedoes won meets against Ashton Village, Commonwealth, Quail Valley, First Colony Gold and Covington Woods. Many of our swimmers represented the team at Prelims, Finals and All-Stars. It wouldn’t be possible without the instruction and patience of Coach Kathleen Murch and her staff. Special thanks to Carmelo’s Mexican Grill for hosting our post-meet celebrations after each meet and to Chick-Fil-A Greatwood for hosting our Spirit Days. On July 13th, the Torpedoes hosted the end of year party at the Knights of Columbus Hall in Sugar Land. The party featured a dance contest, a photo booth, a Mexican buffet catered by Carmelo’s and swimmer award presentations.
