September 16: Our first General Membership meeting

GOVERNMENT AFFAIRS UPDATEPierce County: Pierce County Public Works and Utilities Department proposed an ordinance which would increase the sewer connection fee from $1,250 to $3,450 come January 1, 2015 to support the expansion of the sewer system. The MBA has supported the County’s goal of growth paying for growth and has been asking County Staff for more information on how the fees were calculated to ensure that growth is paying for its fair share of the $353 million expansion. Yesterday, the Economic Infrastructure and Development Committee (County Council Committee) proposed amendments to the ordinance to address concerns which were raised by the MBA. The first amendment is to address the dramatic increase to the capacity charge. The original ordinance called for the capacity charge to increase to $3,450 in 2015, $3,533 in 2016 and $3,618 in 2017. Each year after that, the capacity charge would be automatically adjusted by the Public Works and Utilities Department according to the Consumer Price index (CPI). Under the amendment, the sewer connection fee would go to $2,410 January 1, 2015, $3,100 in 2016 and to $3,618 in 2017. After the first three years, the fee would be adjusted annually according to the CPI until the debt is paid off and the annual CPI adjustment would have to go through Council approval. The second amendment creates a work group which will consist of development industry representatives that will be tasked with conducting a review of the capacity charge methodology and resulting capacity charge calculations. The work group will then provide their findings to the Public Works and Utilities Department no later than February 1, 2015. The Department will present a report of these findings to the County Council in June, 2015 with the intent that if the work group recommendations include proposed modifications to the capacity charge, the Department would identify those modifications for Council which could then be adjusted to ensure that the capacity charge is revenue neutral. These amendments were a result of the MBA expressing concern that there has been insufficient information provided to allow an analysis of how the capacity charge was calculated and it furthers the MBA’s goal of making sure that new growth is only paying its fair share of the sewer system expansion. AHC 2014 Affordable Housing Awards which include awards in advocacy, community impact, innovation and sustainability. In 2013, Gray Lumber won for community impact and the MBA of Pierce County won for sustainability. Tacoma: For the past several months, MBA Staff and Members have been working to prevent the passage of two annual amendments that would have created the following requirements: 1) Pipe-stem lots would be required to have a 10 or 15 foot setback on all sides of the lot, depending on the zoning district and the height of the building on the pipe stem lot would be required to be no taller than 25 feet OR no more than the average height of dwellings on each abutting property line; 2) All new multi-family development (including remodels which had alterations that exceeded 50% of existing development or structures) would be required to provide electric vehicle infrastructure for 10% of the parking spaced provided. MBA Staff and Members met with Tacoma City Council Members to express concern about these two annual amendments and in July, the City Council made a determination in our favor by voting against the pipe-stem lot amendment and changed the electric vehicle requirement to being “recommended” and not required.

Bonney Lake: Bonney Lake had an incentive to cut the cost of impact fees by allowing a deferral of the $3,995 traffic impact fee. The incentive was in place for two years and expired as of July 31, 2014. This was not a City Council meeting issue to be voted on, just an expiration of the incentive to provide a break on impact fees. All permit applicants in Bonney Lake should have received a notification of the change.

Spikes bring grassroots growth and stability. These efforts lead to the development of the general membership and our leadership pipeline, especially important as we begin to prepare for establishing a plan of action for MBA Pierce in 2015.

What are the benefits of becoming a Spike?

Members earn one credit for each new Builder or Associate member they sponsor. When that member renews after his or her first year of membership, the sponsoring member automatically gets one renewal credit. Every year the member renews thereafter, the sponsoring member will receive a ½ renewal credit.Spikes receive a ½ credit for recruitment and a ¼ credit for the renewal of Affiliate members. Will I earn Spike credits for recruiting and retaining members into a Council?

Think about some of your favorite MBA events, you know the ones sure to hit every year, like the Crab feed and Steak Dinner. Personally, I really enjoy all

the RC functions. We have a great group of members! The best way to grow our membership is for people to experience these events. All of us could probably be better at inviting others in for a taste of the RC. Surely, after spending some quality time with us and a beer or two, they will be coming back for more. Widening our field of experts and building more trust based relationships is good for the MBA and it’s certainly good for our businesses.

Hopefully this is a great trigger for you to think about others in your sphere of influence who will enjoy good food and conversation with others in the industry.
