VALLEY METRO AND WAYMO ANNOUNCE TRANSIT + TECHNOLOGY

PARTNERSHIP - First of its kind across the country On July 31, Valley Metro and Waymo joined forces to introduce a new partnership that will help drive the future of transportation. Using Waymo’s self-driving vehicle technology, Valley Metro will participate in an innovative travel solution pilot that can be modeled across the country. Today’s event to announce the partnership occurred amidst two Waymo vehicles on either side of a light rail train at the Valley Metro Rail Operations and Maintenance Center in Phoenix. “Technology is fueling a transportation revolution,” said Phoenix Mayor and Valley Metro Rail Chair Thelda Williams. “Valley Metro and Waymo are joining forces to pilot autonomous vehicle trips to better understand the purpose of real-life trips and connectivity. AV technology, combined with public transit’s expertise, will help bolster and reinvent transportation.” Williams was joined today by Glendale Vice Mayor and Valley Metro Board Chair Lauren Tolmachoff to announce the partnership’s future possibilities. “Having additional travel options enhances quality of life for current and future generations and creates greater independence for seniors and people with disabilities,” said Tolmachoff. Valley Metro will begin utilizing the self-driving vehicle technology for first and last mile transit trips next month. “This is the first partnership between a public transit system and a private autonomous vehicle company that will provide a mobility service outside of a controlled environment,” said Scott Smith, Valley Metro CEO. “Think of it as the start of mobility on demand or mobility as a service.” “Waymo is honored to be involved in the exploration of new transportation solutions with Valley Metro,” said Shaun Stewart, Waymo Chief Business Development Officer. “We’re excited to learn how self-driving vehicles may connect people to public transit and help fill some mobility gaps across the greater Phoenix area.” At today’s event, light rail rider and Waymo Early Rider Samantha Jackson, spoke on how she and her family use the self-driving vehicle service to travel to their favorite destinations. “Even though my husband bought me my dream car last December, I would honestly like it to be my last car,” said Jackson. “I have kids and I would love it if they would never have to own a car.”

CITY MANAGER’S REPORT: As you are aware, Independent voters on the Permanent Early Voting List (PEVL) do not automatically receive a ballot for August elections in even-numbered years conducted by Maricopa County. For these elections, Independent PEVL voters must request either a ballot from one of the political parties or a “city/non-partisan” ballot. Maricopa County sends out a notice to Independent PEVL voters asking these voters to choose a ballot type. This notice is sent 90 days before the election (May 30). In an effort to reach as many Independent voters as possible, the City also sent out a postcard reminder on June 29. Prior to the City sending out its reminder postcard, a total of 2,437 ballots were requested by Independent voters. Four weeks after the City reminders were sent out, that total increased to 18,339 ballots requested. On July 23, Public Works staff received an urgent request to assist the Central Arizona Shelter Services Campus (CASS) with portable cooling. One of the site’s 200-ton air cooled chillers was out of service and the second unit was running at 25 percent, leaving the site with minimal cooling capacity. CASS provides shelter and supportive services to men, women, and children experiencing homelessness. Due to the record high temperatures, the failing cooling system could have prevented CASS from delivering critical services. Staff responded quickly and placed three portable generators, and 25 tons of portable cooling on site to cool the sleeping quarters that house hundreds of individuals. Additionally, staff installed fans throughout the space to ensure cooling for all occupants. Public Works staff fast response averted a potential life/safety situation.

Legislative While the Senate continues its work on a Federal Aviation Administration (FAA) reauthorization bill, which must pass by Sept. 30, the City joined Tucson Airport Authority, Yuma International Airport and Rolle

Airfield, Flagstaff Pulliam Airport, Laughlin/Bullhead International Airport and Phoenix-Mesa Gateway Airport Authority detailing opposition to changes to ground transportation access fees. Airports throughout the state collaborated to write a letter highlighting our concerns with potential language impacting ground transportation access fees and urge our Congressional delegation to oppose any language related to airport ground transportation which is a local, airport-by-airport specific issue. On July 24, Government Relations staff attended a meeting requested by State Senator Nancy Barto with Phoenix Police Chief. This meeting was in regards to interactions officers may have with individuals with potential mental health related issues. Members of the Senator’s mental health working group asked questions of the Chief. The Senator, along with other state lawmakers, are working on a comprehensive mental health legislation for the upcoming legislative session. They may seek more information from the City as they continue their work. On July 27, the Judicial Selection Advisory Board (JSAB) met and interviewed 14 candidates for two open judge positions on the Phoenix Municipal Court. The JSAB meeting was broadcasted live on PHX11. Eight candidates have been forwarded to the Public Safety and Veterans Subcommittee for further consideration.

Economic Development & Education On July 29 through Aug. 3, an estimated 1,300 delegates attended the 2018 Office of Information Technology/ Office of Resource Access and Partnerships (OIT/ORAP) Partnership Conference. This three-day event provided valuable information for Federal, Tribal, and Urban healthcare administrators, managers, and front-line staff who work in Information Technology (IT), Health IT, Business Office and Purchased/Referred Care (PRC) Programs, and Health Information Management Departments. On Aug. 2, an estimated 1,600 people attended the Buffalo Soldiers Motorcycle Club Gala at the Convention Center. The National Association of Buffalo Soldiers & Troopers Motorcycle Club is an organization of professional men and women that are dedicated to the sport of motorcycle riding and safety. Arts & Culture staff is working with Transit and ASU to draft an application for a National Endowment for the Arts 2019 Our Town grant. The grant will focus on involving artists and other design professionals in creating cooling structures and strategies to reduce the impact of urban heat. The grant deadline is Aug. 21.

Neighborhoods and Livability On July 26, Library staff participated in the panel judging of the Voice Hackathon Finale at Galvanize, the center of entrepreneurship. The winning team will pilot the solution with the City of Phoenix and potentially scale it to the other 22 cities, towns and the county as part of Institute for Digital Progress, Greater Phoenix Smart Region initiative. The event host, Institute for Digital Progress (AZIDP), is a local nonprofit organization with a vision that aligns with the mission of the Phoenix Public Library. The judging panel selected Valore Partners as the winning team. The winning solution reached a broad range of voice-assistant technology (i.e. Google Home, Amazon Alexa, Siri, etc.), including web-based chat, SMS, telephone, and email with a single framework/skill. The solution also included analytics and learning capabilities.

Social Services Delivery July 29 was the last day that all of the City’s 29 pools were open. In August, 11 designated city pools are open, on weekends only, from Aug. 4 to Sept. 3. Specifically, the following pools will be open on Aug. 4, 5, 11, 12, 18, 19, 25 and 26 and Sept. 1-3 (Labor Day Weekend): Cortez Pool, El Prado Pool, Encanto Pool, Falcon Pool, Hermoso Pool, Maryvale Pool, Paradise Valley Pool, Pecos Pool, Perry Pool, Sunnyslope Pool and Washington Pool. On Aug. 1, the Customer Relationship Management (CRM) system for PHX C.A.R.E.S. went live. The CRM system will provide residents with the ability to enter and track the status of homeless issues. Additionally, this system will enable all impacted departments to enter and track reported issues in a central location, assign tasks, and provide auto-confirmation of case openings and closures. On Aug. 23, the DisABILITY Job Fair will be held at Burton Barr Central Library (1221 N. Central Ave.). Participating employers and agencies all aim to help people with disabilities gain meaningful employment. American Sign Language Interpreters will be available at this job fair, presented in partnership with Arizona@work. On Aug. 2, registration for the Parks and Recreation Department’s 2018 fall programs, activities, sports leagues and free codePHX classes opened. Additionally, registration is open now for Phoenix Afterschool Center (PAC) for the 2018-19 school year. PAC is available at 37 school sites throughout the city. Registration info is available on www.phoenix.gov/parks On July 24, Neighborhood Services (NSD) staff, along with Planning and Development staff, attended a community meeting at the Maurice Cash Elementary School located at 3851 W. Roeser Rd. Residents expressed their concerns about a new residential home development at 38th Avenue and Wier Avenue and requested assistance with neighborhood clean-ups, a school safe route, and blight in alleys and streets. NSD will collaborate with the Planning and Development, Water, and Street Transportation to determine ways in which we can assist the community. Additionally, NSD staff is working with the Support Sky Harbor Coalition on a clean-up in the CASH community on October 20, including a subsequent pizza party for the school’s students who bring the most volunteers to the clean-up. On July 27, Neighborhood Services (NSD) staff met with Council District 4, Street Transportation, Arts and Culture, and Public Works staff to discuss final details for the Ed Pastor Pedestrian Bridge Celebration. The Aug. 11 event will commence with a plaque unveiling at 9:30 am in the Isaac Middle School cafeteria located at 3402 W. McDowell Rd.

Infrastructure A project to convert all the lighting fixtures at the Deer Valley Water Treatment Plant from fluorescent and high-pressure sodium (HID) to LED is nearing completion. External LED lights are equipped with a photo cell that only turns the lights on at night. The LED lights are expected to create large energy and monetary savings and improve safety due to their increased brightness.

Phoenix bus ridership increased by 1.7 million, or 5.2 % in Fiscal Year (FY) 2017-18 as compared to ridership in FY 2016-17. The figures indicate that the ongoing T2050 service changes continue to attract new riders in Phoenix. The rest of the region experienced slight declines in ridership throughout the year. On July 26 Street Transportation staff installed and activated a new traffic signal at the intersection of Cave Creek Road and Peak View Road. The City’s work with the Maricopa County Department of Transportation (MCDOT) on the Lower Buckeye Road, 71st to 67th Avenue is in progression. The project is being designed and constructed by MCDOT. This section of roadway will be widened and improved to City standards and when completed, it will be proposed for annexation by the City. Design plans will be 60% complete in August.

WESD Partners with Phoenix Fire, Abrazo and St. Andrew Lutheran for Immunization Clinic A big thank you to the Phoenix Fire Department Vaccination Program, nurses from Abrazo Community Health Network and the volunteers from Saint Andrew Lutheran Church for making the WESD’s first immunization clinic a success! More than 100 students and adults received nearly 260 vaccines on Monday to start the new school year! We appreciate the support of community partners to ensure the health of our students and families. Be on the lookout for another clinic in the fall!
