audit and outsourcing: their role in creating interoperable repository infrastructure
DESCRIPTION
A brief presentation for the REPRISE workshop before IDCC09 (2009-12-02) in London. I look at the role that audit and outsourcing play in helping deliver interoperable preservation in repositories.TRANSCRIPT

Interoperability - a wider view
• Interoperability isn’t just metadata, APIs and wire protocols
• It’s policies, comparability and markets
• People want to compare services
• We need trust in transferability

An external perspective
• None of us are perfect
• Without oversight, standards can slip
• External perspectives encourage improvement
• Audit formalises this

But what about interoperability?
• Easier to please auditors when using standards
• Easier to compare A with B
• Audits themselves - in standard form - allow consumers, depositors to compare
• Is A better value/more trustworthy/more secure/more open than B?

An trivial example
• What is the likelihood that you will lose 1 bit in X years ?
• What confidence limits apply to that number ?

15
Not so trivial
• What is the energy cost of preserving X bits over Y years ?
• Do you do an environmental audit ?
• Are you certified against recognised standards ?

16
Interoperable policies
• I give you content - we have an agreement
• Content is later transferred - merger, takeover, change of collection policy
• Is my agreement transferred ?
• Who do I sue ?

How does it help
• Contracts, service level agreements, performance measures
• Comparability is desirable
• Interoperability - of a form - follows
• Customers don’t like lock-in
• Intelligent ones design it out - exit plans
