COMMUNITY SERVICES DEPARTMENTAL REPORT AUGUST 2018

EMERGENCY MANAGEMENT RELIEF AND RECOVERY MEMP Audit The Municipal Emergency Management Plan (MEMP)underwent the required 3 yearly audit on 5 August and passed with flying colours. The auditors commented that the Plan was “well constructed” and “tailored to the community” and that the Municipal Emergency Management Planning Committee had clearly taken a lot of pride in developing it. The multi-agency and community owned MEMP will be used to guide prevention, readiness and response activities to any emergencies that may occur in the Municipality over the next 3 years. VFRR-B Review The Municipal Fire Management Planning Committee reviewed the data in the Victorian Fire Risk Register - Bushfire (VFRR-B) at its 31 July meeting. The VFRR-B maps assets at risk from bushfire and may include residential areas, services and facilities, infrastructure and flora and fauna. The current treatments being carried out to mitigate the risks are also recorded and a risk rating is calculated. Mansfield Shire has a number of ‘Extreme’ risk localities including Sawmill Settlement, Tolmie, Kevington and part of Barwite - this determination informs planning for fire prevention activities, community education and hazard reduction. COMMUNITY DEVELOPMENT

Community Development:

Mansfield is one of three demonstration projects to receive funding from the Municipal Association of Victoria to explore how local government can be involved in building the capacity of communities to accept that dying is a part of life and encourage the community to actively participate in caring and supporting people at the end of their lives. The funding is being used to establish a community network where community members can come together, discuss, generate solutions and local responses to end of life that are best for the Mansfield community. The network met for the first time in July and began planning for a launch in August. Community Development supported a number of communities in grant applications including the Pick My Project Fund and Restoring Community War Memorials and Avenues of Honour Grant Program. Youth: On 2, 3 and 4 July, young change makers from across the North East had the opportunity to attend a three day Youth Politics Camp. The camp was designed to help young people aged 15 – 25 understand the Australian political system and was developed and coordinated by Council youth workers from Mansfield, Benalla, Wangaratta, Indigo, Alpine, Wodonga and Strathbogie Councils. The Mansfield MY LEaP Program (Engage! funding) has developed a partnership with Mansfield Secondary College to support young people to create and manage a vibrant business with a social purpose that reinvests its profits back into the Mansfield community. This partnership will assist young people to develop entrepreneurial skills and provide future pathways into education, training and work by providing hands-on experiences of running a

business with the benefit of also supporting and being actively involved in their own community. The program is running all of term 3, with one day per week at the Mansfield Youth Centre, providing opportunity for young people to become more aware of local youth services and ways in which they gain support or give support in their community. 17 young people are participating and during July had presentations from the YMCA Youth for Cause’s teams as well as other young local business owners. The Mansfield FReeZA Adept Team have planned, developed and delivered a new fortnightly ‘Shed Session’. ‘Shed Sessions’ are every second Thursday 4pm-6pm and encourage young people to come together for a music jam in the back shed at the Mansfield Youth Centre. FReeZA events enable young people to enjoy fully supervised drug, alcohol and smoke-free events. The Mansfield L2P Learner Driver Program continued to increase in participation with 8 current active learners supported by 6 volunteer mentors. 313 young people visited the Mansfield Youth Centre during the month of July. Sport and Recreation: Mansfield Shire Council was once again successful in obtaining a Vic Health Walk to School Grant. The grant will be used to implement a number of initiatives to encourage walking to school in October 2018. Project officer, Kylie Peel, has commenced the planning for these activities. Rural Access: Continuation of funding for Rural Access/Building Inclusive Communities (BIC) has created concern for Rural Access workers throughout the state. The

Independence Linkage & Capacity (ILC) grant funding puts pressure onto LGA’s who will not have capacity to scope grants/write funding applications. 2018 Get Fit Get Active Day will be held 30 August, with Mansfield Football and Netball Club providing members and coach to assist for the day. Mansfield Library 4042 items were borrowed during June 2018. 3965 people visited the Library during July. 238 children and 148 adults attended 21 programs on offer. Several School Holiday activities were held. Highlights included: • Children’s author Andy Jones captivated 90

children in his ‘What a Joke’ show. Andy invited children to tell their own jokes and had adults and children dancing along to the ‘Macarena’ and the ‘Chicken dance’.

• A ‘learn to draw’ session based on the Museum Victoria ‘Drawing on Nature Kit’. 16 children spent 1.5 hours learning how to draw realistic versions of plant and animal life.

• Movies were shown each Friday afternoon. FAMILY, YOUTH AND CHILDREN’S SERVICES

Maternal Child Health The annual report for the MCH service shows 71 birth notifications for the Mansfield Shire. 70 families and their new born infant received a home visit by the MCH nurse. The percentage of children 0 – 3 ½ who participate in this service is 77 % Significant means and insightful methods have been used to encourage parents to return to the MCH nurse for the 3 ½ year “key age and stage” check. Participation rates have gone from less than 60% in 2016 to currently greater than 80% for this valuable assessment milestone. Well done.

AGED AND DISABILITY SERVICES In June the Community and Home Care Services undertook the Australian Quality Aged Care audit. At time of audit,187 active clients received 304 services. Subsequent report found our services met all compliance standards with a Continuous Improvement plan that will guide our work into the future. LICENSING

Sale of Reserve Lot 2, 23 Redgum Drive was settled 6 August. New leases and licenses are being drafted for new and expired leases and licenses including sporting, community and commercial premises.

WASTE MANAGEMENT Battery Recycling Council has ordered a new and larger battery recycling receptacle to replace the small battery buckets currently located in the Municipal Offices. We are struggling to keep up with the demand for the recycling of batteries, which is really positive as it demonstrates that the community has embraced battery recycling and are aware of the toxicity placing batteries in to landfill has on the environment. The new receptacle is in the form of a tube, holding up to 40 kg of mixed, acceptable batteries. It is anticipated the new receptacle will see a reduction in costs associated with providing the service by reducing the number of receptacle changeovers required. Recyclables Contract – JJ Richards Negotiations are continuing with JJ Richards in relation to amending the current contract for the receipt of recyclables from the Shire following the collapse of the market in China. State government funding requires that new clauses be inserted into all existing contracts.

ENVIRONMENT Fords Creek National Tree Day event The 29 July 2018 was National Tree Day. Fords Creek Landcare Group organised a planting event at the Benalla Road Bridge on Fords Creek.

The event was well attended by Landcare members, community members, as well as Mansfield Scouts, and Guides. President of the Fords Creek Landcare Group Andrew Setchell thanked Mansfield Toyota for sponsoring the event and sausage sizzle, and the community for participating. 360 native plants were planted on the day. Roadside Weeds and Pests Program yearly reporting complete Mansfield Shire Council has completed its Roadside Weeds and Pest Control Program yearly acquittal report for the State Government. The report is a condition of the $21,485 funding provided by the State Government. Mansfield Shire Council contributed a further $20,000 towards roadside weed control. In 2017-2018, 135km of roadside weed control works occurred in the following areas; Ancona road, Dry Creek road, Glen Creek road, Maintongoon road and adjoining roads, Harpers road, Johnsons road, Lake Nillahcootie road, Tabletop road, Sawpit Gully road, Reynolds road, Howes Creek road and adjoining roads, Monkey Gully Road, Howqua River road and Howqua inlet region. A panel of contractors have been appointed to deliver roadside weed control works in the upcoming 2018-2019 weed control season. Upcoming Merton Landcare National Tree Day event On 26 August 2018 Merton Landcare is hosting a tree planting and paddock tree information day.

Janet Hagen will present the ‘Tree Storey Project’, a tree health monitoring project in the Strathbogie Ranges and will also demonstrate methods of assessing the health of trees in our landscape. Upcoming Community Renewable Energy Forum On 16 August 2018 a community forum is being hosted by Up2Us Landcare Alliance at the Mansfield Secondary College Language Centre. Speakers at the forum include Matthew Charles-Jones – Totally Renewable Yackandandah, Susan Davies – Energy Innovation Cooperative and Tom Brown – Sustainability Victoria. The speakers will discuss how other Victorian communities have developed community led renewable energy projects. A workshop for the community to develop an approach for Mansfield will follow.

ENVIRONMENTAL HEALTH Premises Registrations From May, the following registrations have been processed and granted: • 3 new Food Act registrations; Bonnie

May’s Icecream and Cakes, Swiftcrest Distillery (Gin, etc) and Lady and the Van (Coffee & juices)

• 5 transfer of Food Act registrations; George and Al Roy, The Flavour Shack, Star Café, Commercial Hotel (Woods Point) and Kay’s Place

• 4 new Prescribed Accommodation registrations (2 are Staff Accommodation venues, all 4 are located on Mt Buller); Nomad Ski Club, -

Reindeer Ski Club, Extragreen Holidays (Aust) Pty Ltd and OGG Ski Club

• 2 transfer of Prescribed Accommodation registrations – Mansfield Travellers’ Lodge and the Commercial Hotel (Woods Point)

• 1 new Beauty Premises registration; Country Glow

Food Sampling Council is obligated to purchase and submit for analysis a State ‘gazetted’ number of food samples (currently 43 per annum) and these are submitted in batches quarterly. Products are analysed for microbiological, chemical composition and where packaged, for compliance with labelling requirements Sampling conducted on March 2018, was previously reported to Council and focused on local manufactures. The results for the 9 samples have subsequently been received and all were satisfactory for the microbiological and chemical testing undertaken. The labelled products (those ready for retail sales) were also assessed against the Food Standards Code and all contained some deficiencies. Follow ups have been completed and improvements implemented. A further 11 food samples were obtained during July and submitted for analysis. This round of Sampling focused on drinking water quality (from premises with their own water supplies), wholemeal breads, and deli products. Results for microbiological analysis indicated that a large proportion of samples were deemed marginal with one identified as unsatisfactory. All marginal and unsatisfactory results have been followed up with additional sampling undertaken at one premises. These premises rely on UV or similar treatment systems.

All of the packaged food products were non-compliant with their labelling analysis. All labelling results have been followed up and improvements sought.

Country of Origin Labelling

We have been working with food business proprietors to ensure labelling is compliant with the Country of Origin Labelling. Businesses had two years to change their food labels to comply with the new law which became mandatory on 1 July 2018. An information sheet and links to other web pages have been forwarded to all proprietors who package their food for sale. DWMP Progress is continuing to occur with the implementation of the various identified actions. Our recent focus has continued to be the response / advice back to all landowners of the outcome following assessments that have now been completed for Goughs Bay. Many of the letters seek the owners’ cooperation in describing or finding their wastewater system for further review, locating the components and or addressing off-site discharges. A number of enquiries are been received as owners prepare to lodge permits to alter (only a small number of upgrades have occurred to date). A review of the data will be undertaken and reported and will include: • number of requests for further

information where system components could not be identified

• individual arrangements needed to gain site access (locked gate etc)

• letters advising system complies • minor and substantial improvements

needed.

Septic System Permits Data is presented elsewhere and shows the relatively quiet period for new ‘Permit to Install / Alter’ but an increase in the number of previously issued permits that are been finalised.

DEVELOPMENT COMPLIANCE Development Compliance undertaken during July was quite varied. An investigation into a ‘tiny house’ on a farm property revealed that the ‘house’ was in fact legally registered as a caravan. The owner was advised that a camping permit application would be required due to the length of time the caravan was being used. This was one of several enquiries about holiday rental properties almost all of which, upon investigation, conform to the planning scheme. A long running compliance case involving illegal earthworks, at Goughs Bay, looks to be almost concluded after 4 years. A plan of remedial works has been endorsed by Council and a contractor paid, by the owner, to undertake the works as soon as the weather is more appropriate. This case has taken up a large amount of time and resources including assistance from Council’s lawyers. A complaint about car parking at a home based business saw a meeting take place with the owner at Councils offices to clarify requirements. Subsequently the owner has taken steps to avoid future car parking issues. A complaint about traffic associated with another home based business saw an inspection of the business undertaken. Although the business is to be relocated to a more suitable and approved site, later in the year, the owner was sent a letter reminding him to adhere to the planning scheme requirements until then.

Septic inspections continue to generate compliance queries from Councils’ Environmental Health Officers. Most of these are about shed habitation. Local real estate agents continue to contact Council’s Compliance Officer for advice when dealing with properties where compliance issues have been identified. The agents are also advising potential purchasers to contact Council about specific properties to obtain exact details of compliance requirements.

GOVERNANCE & STRATEGY DEPARTMENTAL REPORT AUGUST 2018

LOCAL GOVERNMENT BILL The Local Government Bill 2018, designed to bring in a new Local Government Act, has stalled in the Legislative Council. There are a limited number of sitting days left for Parliament before the caretaker period for the forthcoming State election commences in October. There is a chance that the Bill will not be passed by the Legislative Council prior to the caretaker period, which would mean the current Act would continue to apply.

KNOW YOUR COUNCIL PERFORMANCE REPORT Staff have been compiling information for Local Government Victoria to form the basis of the Know Your Council website. Our results will be audited prior to sign off by the Chief Executive Officer in late August 2018. This data is also required to be reported through the Annual Report, which is currently being prepared and must be submitted to the Minister for Local Government by 30 September 2018.

ECONOMIC DEVELOPMENT Victorian Small Business Festival Regional Mayors, Councillors and Economic Development teams came together in Wangaratta on Tuesday 31 July to launch the 2018 North East Small Business Festival Victoria. The Festival offers a wide range of practical, interactive and innovative events that cover topics such as business planning, marketing, social media, networking and financial management.

All events are presented at low cost or free, and are designed to help small business owners improve their productivity and offers opportunities to learn from, network, and engage with other like-minded businesses and industry experts. Mansfield Shire Council, together with a consortium local government including the Rural City of Wangaratta, Rural City of Benalla and Indigo Shire Council, will share $400,000 to support business start-up and entrepreneurial activity across the region. The project will include events such as business taster seminars, hyperlocal ideas fests, founder workshops and mentoring, boot camp / hackathons, commercialisation boot camps, a regional entrepreneur’s leadership program, pitch fests, an innovation conference and more.

Hume Economic Development Network (HEDN) At the recent Hume Economic Development Network (HEDN) meeting in Benalla attended by Council Oficers, the Hume Regional Development Authority will be providing funding to support a project focused specifically on local government economic development capacity building across the Hume region.

STRATEGIC PLANNING Approval of Amendment VC148 The Minister for Planning approved a revamp of the State and Local sections of all planning schemes across Victoria as part of the Smart Planning Program on 31 July 2018. The Smart Planning Program has been running for the past two years and aims at streamlining the planning scheme and reducing ‘red tape’.

The length of the planning scheme has been reduced and makes extensive changes to the structure, numbering and content of the clauses of the existing planning scheme. The Department of Environment, Land, Water and Planning (DELWP) are still working through updating all planning schemes. Councils will also have to review their local policy sections and other provisions within the next year to follow the new drafting requirements and structure of the scheme. Some of the major changes include: • The existing State Policy Planning

Framework (SPPF) has been replaced a shorter Planning Policy Framework

• The existing Local Planning Policy Framework (LPPF) will be translated into a Municipal Planning Strategy

• A restructuring of planning controls into three groups; controls that apply to a specific area, controls that require/exempt or trigger a planning permit and controls general requirements and performance standards

• A number of overlays will be able to be amended to include purposes, objectives, application requirements or decision guidelines

• Amends a number of particular provisions, including removing the need for a planning permit for some uses in Industrial and Commercial zones

• Removes the requirement of a planning permit to reduce onsite car parking provision for a new use in an existing building in the Commercial 1 and Commercial 2 zones for up to 10 car parking spaces (subject to meeting specified conditions).

As the changes are so far ranging, it will take some time for all councils, applicants and decision making bodies such as the Victorian Civil and Administrative Tribunal to fully comprehend these changes.

CAPITAL WORKS

Works on the path along the Midland Highway between Somerset Crescent and the Mansfield Racecourse have commenced. Works are due to be completed by end August.

The annual Resheet and Reseal programs are both out to tender. The program is expected to deliver approximately 25kms of road resheet and 20kms of seal renewal. Planning, survey and design has commenced to the Lakins Road bridge replacement program. The project will be tendered in September. Planning and design for the Barwite Road rehabilitation and major patching program is underway. This significant project is expected to be tendered in September.

FIELD SERVICES Major works for the month:

• Cleaning of the bins and the butt bins in the CBD every 2 weeks.

• Maintenance to toilets in Mansfield, Merton and Bonnie Doon.

• Drain cleaning and installation of pipes Ancona Rd, Fridays Rd, Mt Battery Rd, Peacheys Rd, Walshs Rd, and the Howes Creek area

• Replace rails at Transhipment Yards • Maintenance at the Library. • Gravel road potholes at the Info Centre,

Howqua Track, Coles and Monkey Gully Roads

• Prepare the ground at the Third oval for the water tank

• Install turn rounds for the garbage truck on Dry Creek Rd, Old Dry Creek Rd and Byrnes Lane.

• Seal potholes on Old Tolmie Rd, Dead Horse Lane, Barwite Rd and Monkey Gully Rd.

• Slashing Cow within Goughs Bay township and boat ramps, College Lane Sonberg Dr, and Wappan Ct

• Maintenance and reporting of play grounds, BBQ and Toilets

• Vandalism is still happening with a few hours a week spent straightening and replacing signs.

CEMETERY There were two burials at Mansfield Cemetery and one at Merton. Following the Cemetery Trust meeting, a designated disabled car park will be identified within the Mansfield Cemetery. Improvements will be made to the car parking outside the Mansfield Cemetery. Sealing of the final roadway with the Mansfield Cemetery will take place later in the year.

FINANCE DEPARTMENTAL REPORT July 2018

AUDIT

An internal audit was conducted in July around Risk Management by contractors from AFS & Associates. The resulting report will be presented to the Audit and Risk Advisory Committee at their November meeting. The annual external (financial) audit has been completed by contractors JMME, and we are awaiting final sign off from the Victorian Auditor General’s Office (VAGO). The draft financial statements will be provided to Council for approval at the September Council meeting. The final audit opinion, once signed by VAGO, will be included in the annual report which will be available publically after 30 September 2018.

PEOPLE Next month we farewell our Finance Assistant, Jeanette Quinn, as she enters retirement. The role will be split and covered by our existing Revenue Officer and Revenue Assistant.

DIGITAL TRANSFORMATION We continue to drive online functionality to improve efficiency in administration processes. The Spencer Snail email campaign has so far led to approximately 1000 new registrations from ratepayers to receive notices via email. Total email registrations have increased from 19% to 32% during the campaign, which will continue through the year. We expect to see a further take up as the first rates instalments notices are issued in August.

The August notices also herald the first issue of the $3 fee for a printed/posted rates notices, as declared by Council in the 2018-19 Fees & Charges. Council has received 6 written and 9 phone complaints in relation to the fee. Statistics for payment methods during the month of July by category are shown below: Total

INFORMATION MANAGEMENT

Request for Quotation was sent out to four vendors for O365 migration. Thomas Duryea Logicals who have worked with a number of Local Governments in the migration of Office 365 have been approved to assist us in the migration of Lotus Notes to Office 365.

CUSTOMER SERVICE & RECORDS Customer Service continues to be busy with Rate payments. The team has also assisted the Revenue office with the data entry of residents email address into the system to receive their rates notice; this is all as a direct result of the success of the Spencer the snail promotion CRMS statistics for the month show 153 customer requests registered with 9 open requests and 103 closed during the month. The majority of requests opened were for Field Services (85.6%) with Local Laws (59.6%) as the second largest group. There were 23 overdue requests.

HUMAN RESOURCES The current EBA expires this year and negotiations for a new agreement will commence in the next couple of weeks. Interviews were completed for the Development Services Manager position, an offer has been made and we look forward to Ben McKay joining us in early September. Ben has a strong career history in planning roles across the Local Government Sector with extensive experience in both Statutory and Strategic Planning.

RISK & OHS The following policies and procedures have been completed and are awaiting management approval.

− Incident Notification and Investigation Policy, Procedure and Forms; and

− Working Alone Policy, Procedure and Forms.

Induction Fire Warden Training was undertaken. An additional six Fire Wardens are now available. A review of the draft Emergency Management Policy, Procedure and Forms will be undertaken in August 2018 with all Fire Wardens. Inspections A workplace inspection was undertaken at Mt Buller with the Environmental Health Officer. A follow up inspection will be undertaken. A Risk Management Audit was undertaken by External Auditors. The report has not yet been received. First aid kit inspections are scheduled for the 27

August 2018.

CRMS – RISK OHS DATA No CRMS’s have been raised for the month of July. 152 CRMS’s have been raised between the 1

January 2018 and the 31 July 2018. Of these 152 CRMS’s, 99 are closed and 53 are outstanding (see Figure 1). Figure 1 – CRMS Overview

Incident Overview

There were 10 incidents reported in July 2018 (see figure 2). Of these incidents:

− 5 were in relation to property damage (1 being the result of a member of the public);

− 3 were in relation to injuries to employees (all first aid injuries);

− 1 was in relation to a near miss involving an employee; and

− 1 involved a member of the public in a council building.
