C1.3 Roles & Responsibilities of Key Environmental Personnel

Environmental & Energy Manager

Main Duties & Responsibilities Include:

• Complying with the IPPC licence (no. P0442-01),

• Complying with all environmentally related regulatory and legislative requirements;

• Ensuring the on-going effectiveness and compliance of operation of the Waste Water

Treatment Plant (WWTP) to meet licence requirements (IPPC no. P0442-01) with the

assistance of the Production Services Process Engineer and the WWTP operators;

• Ensuring compliance with emission limits (atmospheric, aqueous, noise etc.) pertaining to

the site (IPPC licence no. P0442-01);

• Receiving, documenting and responding to environmental complaints and other

communications from external interested parties;

• Conserving natural resources and achieving associated usage reduction targets;

• Ensuring that, when necessary, incidents / non-conformances are reported to the relevant

regulatory authorities;

• Ensuring that adequate resources including human resources and specialised skills,

technology and financial resources essential to the implementation and control of the

environmental management system, are available to maintain the Midleton management

system at its required level;

• Overall direction and guidance in conjunction with the Health & Safety Manager in

relation to arrangements for Emergency Preparedness and Response;

• Dealing with external regulatory bodies relating to the environment, and some in

conjunction with the Group Health & Safety Manager (e.g. licence reviews and appeals);

• Ensuring that all the applicable environmental management system procedures are

adhered to;

• Communicating roles and responsibilities in relation to environment within the Midleton

management system;

• Maintaining the Log of Communications and Reports to / from IDL Midleton (EPR009)

in relation to the environment;

• Ensuring that environmental records are maintained as required;

• Ensuring that all employees, including new employees, receive adequate environmental

training;

• Ensuring that relevant environmentally related equipment is adequately maintained;

• Reporting to the relevant statutory authorities e.g. the Environmental Protection Agency;

• Ensuring compliance with the Greenhouse Gas Permit GHG-005;

• Reporting on energy monitoring and conservation measures at the site;

• Ensuring that the drainage systems (organic and foul etc.) are checked and surveyed and

any damages repaired as necessary;

• Undertaking bund integrity checks at the frequencies specified in the Integrated Pollution

Prevention & Control Licence (no. P0442-01);

• Coordinating bulk tank integrity checks.

Production Services Process Engineer

Main Duties & Responsibilities:

• Supervise Operation WWTP and controls

• Monitoring and compliance IPPC license activities on site

• Maintenance of records as appropriate

• Supervision of four operatives

• Report to EPA when Environmental Manager not available

• Problem Solving WWTP.

• Operation of permit to work system

• Compliance IPPC, 14001, 22000 and FEMAS

• Communication with operatives

• Check laboratory results

• Round the clock support WWTP

• Preparation for audits

WWTP Operative


• Operate WWTP as per documented procedures and maintenance manuals in accordance

with IPPC license

• Emptying Bunds.

• Ensure in depth knowledge of SOPs that apply to production services department

involving ISO14001, 22000, FEMAS

• Housekeeping hygiene requirements

• Ensure all relevant operations are carried out in accordance with the appropriate

procedures.

General Operative


• Waste handling segregation and management

• Site management – road sweeping cutting long grass

• Ensure in-depth knowledge of SOPs that apply to production services department

involving ISO14001, 22000, FEMAS

• Housekeeping hygiene requirements

• Ensure all relevant operations are carried out in accordance with the appropriate

procedures

QSE Systems Co-ordinator


• Ensuring that QSE Management System procedures and records are reviewed authorised

and issued to demonstrate document control commensurate with the requirement of the

ISO 9001, ISO 22000 and FEMAS, OHSAS 18001 and ISO 14001 Standards.

• Co-ordinating the annual Management Review and issuing minutes of same.

• Co-ordinating departmental QSE meetings and issuing minutes of same.

• Conducting internal, supplier and waste contractor audits as requested.

• Preparing and distributing the QSE Quarterly Report.

• Compiling QSE KPI’s for Midleton Distilleries.

• Ensuring that all process, quality, food and feed safety, safety and environmental

incidents and non-conformances are reported in accordance with the Midleton integrated

QSE management system.

• Maintaining the registers of waste records (hazardous and non-hazardous) and waste

collection permits; ensuring accessibility to same at all times. This involves monthly

contact with waste contractors to ensure delivery of:

o Waste monthly reports.

o Copies of waste documentation which Midleton Distilleries is required to have on

file.

o Reviewed waste collection and waste facility permits.

• Advising the Environmental & Energy Manager on the annual transfer of waste data

required for the Environmental Protection Agency's Annual Environmental Report

commensurate with IPPC licence (no. P0442-01) requirements and the annual/biannual

Pernod Ricard KPI environmental report.

• Arranging, scheduling and directing internal audits of the QSE Management Systems, as

directed by the QSE Managers, to ensure continued adherence to documented

requirements.

• Educating site personnel in the area of Environmental Awareness and QSE IT Systems.
