Changes in this issue of Section A are summarized in Table A-1. ATT-TP-76300 is appli cable to all install ation activitie s in the central office environment s of AT&T, reg ardless of who pe rforms th e work. This in cludes A T&T pe rsonnel, Co mpetitive Local Exchange Carriers (CLECs) personnel, as well as any cont racted installation suppliers performing work fo r AT& T or on behalf of CLECs. For in stallations at Public Safet y Answering Point (PSAP) locations, refer to ATT-TP-76911. The intent of ATT-TP-763 00 is to famil iarize the Installation Supplier with AT &T installation procedural requirements by: a) Covering the pre cautions to be take n to prote ct person nel and to prevent se rvice interruptions and degradation during the installation activity.

b) Outlining the basi c standards to which t he Installation Supplier s performance will be expected to conform for job acceptance purposes. c) Defining the necessary documentation used to detail the installation activity. d) Defining installation start, job completion and job acceptance procedures. e) Identifying AT&T involvement during the various aspects of the installation operation. 1.3. 1.3.1 Definitions Definitions of certain terms used in ATT-TP-76300 are as follows: a) AT&T Equipment Engineer - AT&T eq uipment engineering representative or AT&T real estate m anagement representative who i s di rectly respon sible for th e in stallation i n progress and who has overall responsibility for ensuring job completion and acceptance. b) AT&T Representative - AT&T perso n(s), designated by the AT&T Equipment Engineer, who has responsibility for the daily coordination between the Installation Supplier s onsite personnel and AT&T. c) Installation Supplier - The provide r of installation se rvices, inclu ding telecommunications e quipment and building infras tructure i nstallation service p roviders, as well a s AT&T personn el who pe rform installa tion ac tivities, within the c entral office environments of AT&T. d) Central office environment- AT&T owned or leased premises where network element s are located. e) DESP Detail Engineering Service Provider f) High Seismic Zone Ea rthquake zones 3 a nd 4 a s def ined by USGS (Unite d States Geological Survey).

Along with the revised section(s), an updated Checkli st of Curr ent Sections will be issued to indicate the current issue date and effective date for each section. 1.4.2 The Installation Supplier shall contact the AT&T Equipment Engineer to request any variance from ATT -TP-76300. Th e Install ation Supplie r sh all provide d ocumentation of ap proved variances in the job folder at the job site. The In stallation Sup plier shall have the ATT-TP -76300 currently in effect available (may be electronic or paper copy) at the job site. The Install ation Supplie r shall h ave th e deta il spe cification avail able (m ay be electroni c or paper copy) at the job site. The Installation Supplier shall have available (may be electronic or paper copy) at the job site a copy of the appropriate AT&T equipment and interconnect drawings. The Installation Supplier shall have available, electronically or paper, at the job site a copy of all furnished manufacturers drawings as required in the detailed specification. The Installation Supplier shall ensure, as part of the evaluation of the installation, that all work has been done in accordance with the detail specifications or approved changes to the detail specifications. The Installation Supplier shall refer questions pertaining to the detail engineering of the job to the appropriate detail engineer. The Installation Supplier s hall notify the Detail Engineering Service Provider (DESP) and the AT&T Equip ment Engineer in writing, of any cond itions o r items that do not meet the job documentation and ATT-TP-76300 requirements.

This se ction covers gen eral requirements related to safety, environmental, care of building facilities and premi ses, compliance with la ws, rules and o rdinances, an d equi pment preparation for installation. Changes in this issue Section B are summarized in Table B-1. Many of the i tems addressed in thi s section (e.g., buil ding facilities, building conditions, et c.) will require joint AT&T/Installation Supplier review in advance of the actual installation activity. Sufficient time will be incorporated into the total job schedule to allow for alterations, additions (prior to the equipm ent i nstallation timetabl e) and /or the ad ditional expe nse app roval b y AT&T Equipment Engineer. For warranty purpo ses, t he e quipment manufa cturer m ay hav e do cumented in stallation requirements pertaini ng to the foot pri nt of t he equ ipment. If these re quirements conflict with the requirements given in ATT-TP-76300, the manufacturers requirements shall apply. The Installation Supplier shall provide at a minimum, a Level 3 representative (see Section C) on-site to o versee any non-volatile work performed by the Installation Suppliers nonapproved subcontractors. Safety The In stallation Su pplier shall be enti rely re sponsible for the safety and instructio n of its employees or representatives. All temporary installations shall adhere to the safety requirements for permanent installations. The Install ation Supplie r shall take precautions to a void harm to personnel, e quipment an d building (e.g., cutting installed threaded rod). a) Any acci dent or injury th at occurs to em ployees or sub contractors of the Installation Supplier while on AT&T premises. b) Any OSHA i nspection o r citation s i ssued to th e Installatio n S upplier while on AT&T premises. 1.2.6 1.2.7 Floors and work a rea shall be kept fre e of all potential haza rds. The Installation Supplie r shall avoid creating a slip or trip hazard. Temporary stora ge of combustible material s during in stallation proje cts in no n-fire suppressed Network Equipment and electrical/mechanical areas is not permitted without prior approval from the CO Manager/LFO and documented in the JSA/MOP. If space i s available, secured sto rage containers outside of the b uilding should be provide d by installatio n cont ractors for com bustible storage. All installation materi als and network equipment p ackaging or t ransport stru ctures that m ay be con sidered combustible requi ring storage on site shall be stored away from network equipment, in-service network equipment and energized electrical equipment areas. Pa ckage staging areas in the b uilding protected by suppression systems may be used for temporary storage if available. If there is n o other o ption for the temp orary storage of combustible packaging materials and transport stru ctures ex cept within equi pment area s or non -fire suppressed staging are as, then a fire retardant and anti-static tarp shall be used. Th e tarp shall completely cover and be tucke d se curely und er the materi al. The mate rials shall b e st ored a minim um of 10 ft. away from a ctive netwo rk and elect rical equi pment. Tempora ry storag e gro ups shall not exceed 100 sq. ft. in area. A minimum 10 ft. fi rebreak shall be provided between each tarped storage group.

1.2.10 The tarp shall meet NFPA 701 and ASTM E-84 Class A, be clearly marked as such and have a surface resistance between 105 and 1012 ohms psi. 1.2.11 All comb ustible mate rials tempo rarily stored shall be provided with the date the material arrived at the temporary storage location. The material shall also be identified with the name and ph one n umber of the installation contractor. The maximu m time materials m ay be temporally st ored in an equipment a rea cann ot exceed 7 calendar d ays. Th e tempo rary storage arrangement may be extended, if ap proved by the CO Manager/LFO, but for neve r greater than 30 calendars days from arrival without making other suitable arrangements for removing combustible materials from inside the building. 1.2.12 During a construction project, all combustible packaging shall be removed from all materials kept in communications equipment areas of a central office. When this is not possible, e.g. a wood cable reel, these materials shall be stored under an approved tarp (as outlined in 1.2.9) and shall not exceed 100 sq. ft. of floor space. These materials shall only be present while the job is in progress and shall be removed immediately upon completion of the job. 1.2.13 The Install ation Supplie r shall store flamm able ma terials i.e. spray pai nt, solvents, etc., outside the b uilding i n a fi re rated cabinet, if available, or remove the mate rial from AT& T property.

1.2.14 All waste mat erials, such as waste paper, foam, plastic, cloth bag s, packing boxes, packing material an d simila r m aterial supplied du ring the install ation, shall be re moved fro m th e building by the Installation Supplier on a daily basis (or more frequently if required). 1.2.15 All walkways, entran ce a nd exit routes through th e equipm ent area sh all be kept clea r of tools, e quipment, equip ment pa ckaging, ca ble, etc. Caution sig ns sh all be poste d whe re needed. 1.2.16 The Installation Supplier shall not obstruct doorways, equipment aisles, corridors, stairs, fire exits, fire e xtinguishers and fire fig hting equipment, pull box ala rms and el ectrical breaker/fuse panels. 1.2.17 If the Instal lation Sup plier h as any que stions in re gard t o safety, contact AT&T Representative. 1.2.18 The Installation Supplier shall ensure the following during the installation: a) That its employees are informed of any hazards that may exist on the job and the action required, minimizing the risk of p ersonal injury, property damage, or service interruption. g) That Installation Supplier personnel are familiar with the buildings evacuation features. h) That Installat ion Supplie r person nel are fa miliar wit h the locatio n and u se o f the fire extinguishing equipment in the installation area. 1.3. 1.3.1 1.3.2 1.3.3 Safety, Tools and Precautions The Installation Supplier shall provide its own tools. Extension cords shall be NRTL listed, three conductor, 14 gauge or larger, commercial grade. All tools used for installation activities on and adjacent to hot power environments, (e.g., the common battery supply and gro unded battery return in the powe r room or a rea, and power distribution b oards, cabinets or bays, B DFBs, P CFDs an d GP DFs), shall be f actory (OEM) double insulated. socket sets (including compliant ratchets, sockets, extension bars and torque wrenches), nut drivers, screwdrivers and hex (allen) type wrenches are approved for hot power installation. 1.3.4 1.3.5 1.3.6 1.3.7 All battery and AC powered tools shall be double insulated. The Installation Supplier shall insp ect all tools that are used for i nstallation activity in AT&T equipment areas before the start of each shift. Safety goggles, face shiel ds, appropriate protective clothing for th e job b eing performed (i.e. battery ap ron and glove s) shall be worn whe n wo rking with batte ries. Non-conductive measuring devices shall be used in the vicinity of working equipment.

1.3.10 Insulating floor mats shall be use d for pe rsonal protection from elect rical sho ck while performing work on or adjacent to power equipment. 1.3.11 Caution shall be exe rcised when working in th e vicinity of equipm ent and tools with rotating components. Loose clothing may become entangled in the equipment. 1.3.12 Insulated bl ankets that comply with ASTM D1 048-93 o r ASTM D1 048-88a shall be u sed when working in or around primary and secondary power equipment. 1.4. 1.4.1 Environmental Issues The Installation Supplier shall follo w the guidance provided in Se ctions G and V of ATT-TP 76300 when addressing Hazardous Materials and Waste management. Vacuum Cleaners A vacuum cleaner equipped with a High Efficiency Particulate Arresting (HEPA) filter may be used for re moving meta l sh avings a nd oth er debris, except debris th at contain s o r i s presumed to contai n a sbestos. The vacuum cle aner u sed shall co nform t o the follo wing requirements: a) The HEPA filters shall provide a partic le c ollection effic iency of 99.97% or greater for particle size of 0.3 microns or smaller. b) Hoses an d any othe r vacu um cleaner components that may com e in contact wit h electronic equipment shall be made with insulating material. 1.5.2 When it is nece ssary to use vacuum cleaners in the central office environment, the following procedures shall be followed: a) Vacuum cleaners shall be plugged into a wall- or pillar-mounted AC receptacle. b) Electrostatic discha rge (ESD) prote ction procedures, per S ection N of ATT-T P-76300, shall be followed when vacuuming electronic equipment.

c) Bumping the vacuum cleaner into frames shall be avoided. d) The secondary air source (exhaust) coming from any vacuum cleaner shall be directed to previously cleaned surfa ces. Exhau st air shall not hit un clean surface where the d ust could be disturbed. e) When vacu uming on cable ra cks o r ot her a rea above frame s, the Installation Supplie r shall cover the frames with ESD-coated sheeting to prevent debris from dropping into the frames. 2. 2.1. 2.1.1 BUILDING FACILITIES AND CARE OF PREMISES Access Hours of a ccess shall b e specified i n t he Job Start Agree ment before sta rt of installatio n activity. Wri tten ag reement is n ot re quired when an AT&T employee accompanies the Installation Supplier for a site visit with no installation activity. The Installation Supplier shall follow the directions from AT&T Equipment Engineer regarding the use of ID cards and electronic card keys and all metal keys. Installation S upplier pe rsonnel shall wear hi s/her o wn app roved company ID and their own AT&T approved Installation Supplier ID Card at all times while on AT&T premises. The cards shall be worn at or ab ove the waist with the front side showing. AT&T Representative may issue access ca rds and restrict Install ation Supplier personnel t o the facilities and dates specified on the card. Installation Supplier personnel shall su rrender the card wh en so requested by AT&T Representative. Installation Supplie r p ersonnel shall sign AT&T bu ilding regi ster, where req uired, upo n entering and exiting the facility. AC Power, Heat and Light AT&T will provide electri c power for all necessary purposes, with suitable outlets in areas i n which work is to be performed. AC outlets located in equipment bays are for test equi pment only and sha ll not be use d for po wer t ools, po wering teleco mmunication equi pment or a ny building maintenance apparatus (buffers, vacuums, etc,). Heat and general illumination (of a permanent or temporary nature) in rooms in which work is to be performed or material stored, will also be provided by AT&T. The Installation Supplier shall provide temporary lighting for specific work operations. Use of fluorescent lights or other lights requiring ballast shall be approved by AT&T Representative prior to their use. However, in no case shall fluo rescent li ghts re quiring ballast b e u sed without an Alternating Current Equipment Ground (ACEG). The Installati on Supplie rs personn el shall ma ke no adjustme nts to control s, therm ostats o r venting of the heating o r cooling plant. Any adjustments needed shall b e directed to AT& T Representative.

Floor Space For Administrative And Equipment Storage Purposes An agreement shall be reached with representatives of AT&T and the Installation Supplier(s) as to the av ailability of suitable floo r space at installation start and duri ng p rogress of the installation work, to be used for the following: a) Storing major items of material. Floor space in equipment buildings shall not be used as warehouse space. Mate rial shall n ot be stored in such a manner as to exceed the safe floor load of the building. If storage space is not a vailable for storing job ma terial, the Installation Supplier shall provide temporary storage space in an AT&T approved area. b) Administrative space and luncheon facilities. 1. Administrative spa ce will only be pro vided at the location wh ere the insta llation activity is occurring. Telephone services and office furniture are not included. 2. Food or drink shall not be brought into the equipment areas. c) Storing tools and other property belonging to the Installation Supplier. d) Restroom facilities and supplies such as towels and soap at all l ocations in which work is in progress.

AT&T will not be responsible for: a) Providing parking facilities for Installation Suppliers vehicles without prior agreement. b) The personal possessions of Installation Suppliers employees (e.g., jewelry, tools, etc.). c) Mail or equipment delivery service arrangements for the Installation Supplier. d) FAX or telep hone service without p rior ag reement. All toll call s o r charge s are th e responsibility of the Installation Supplier. When telephone services are to be used only for equipment testing purposes, the AT&T Representative will a rrange for the necessary services.

The Installation Supplier shall not use AT&T trash containers without approval. The use of radio freque ncy devices in equipment room s co ntaining tele communications equipment is strictly forbidden. (i.e. cell phone, PCS, etc.). Prior to entering a ce ntral office tele communications e quipment room, cellu lar an d PCS telephones shall be turned com pletely off. Oper ation of these devices withi n cent ral office telecommunications equipment rooms in any mode is strictly prohibited. The use of two-way radios in equipment rooms is forbidden without AT&T approval on a case by case basis. Cameras and Photo Equ ipment a re prohibited i n any room or area h ousing ele ctronic telecommunication equipment except for direct A T&T bu siness pu rposes and with AT &T approval. AT&T approval shall only be given on a case by case basis. Gas or electric welding/cutting equipment, torches or other op en flame devices, and internal combustion engine-powered eq uipment will not be allo wed i n AT&T buil dings with out permission of AT&T Representative.

The employees of the Insta llation Supplier will not be allowed to b ring firearms or explo sive devices, including powder actuated fastening devices, onto any AT&T premises. Openings, Alterations And Repairs To Buildings The Installation Supplier shall conta ct AT&T Equipment Engi neer if o penings, alte rations or repairs to bu ildings are required to al low mate rial to be pla ced in positio n or to provide necessary openings and ducts for cables/conductors in the floors and walls. Installation supplier shall conta ct AT&T Equipment Engine er if existing openings have no t been previously clo sed p roperly, n ot fire stopped t o re quirements, too full of cabl es or opening requires attention. Equipment Protection and Building Security The Installation Supplier shall provide adequate protection of buildings and equipment. Such protection shall be of a nature to ensure against any possible damage, or wear and tear to, or degradation of ope rational, physi cal, chemical a nd/or el ectrical properties of buildin gs an d equipment.
