TWO HOUSTON COAST GUARD HELICOPTER CREWS SELECTEDAS WINNERS OF SIKORSKY HUMANITARIAN SERVICE AWARDS
Two Houston Coast Guardhelicopter crews are the first reci-pients of the Igor I. Sikorsky Awardfor Humanitarian Service. Theawards were presented by theHelicopter Association International
(HAI) at a convention in DallasFeb. 6.
Both crews were recognized forrescues made as hurricane Chantalstruck the Texas coast Aug. 1, 1989.The six Coast Guardsmen recognizedare assigned to Coast Guard Air Sta-tion Houston, based at EllingtonField.
Crew 6591 members are Lt. DavidSpillman, Lt. Michael Houtz and AT3John Romano. Crew 6584 membersare Lt. Cmdr. Dana Goward, Lt.Patrick McHugh and AM2 AnthonyJohnson.THE FIRST RESCUE The two crews flew indriving rain, turbulent winds in ex-cess of 60 knots and numerousembedded thunderstorms andsqualls to save fishermen from a cap-
sized boat during Chantal. Therescues were performed while pass-ing through the center and the right-forward quadrant -- the mostdangerous sector -- of the storm.
Crew 6591 arrived at the scene ofthe shipwreck first and saw five sur-vivors in the water. While attempt-ing the rescue, Romano, the hoistoperator, was pulled off balance bya frantic fisherman. Unbuckling hisown harness, co-pilot Houtz reachedacross to steady Romano and helpthe survivors into the rescue basket,while aircraft commander Spillmanheld the helicopter in a hover posi-tion. The crew rescued the fivefishermen and transported them to
the Coast Guard Station in Sabine,Texas.THE SECOND RESCUE Upon learningfrom the rescued men that two otherfishermen had been washed over thesea wall earlier, Crew 6591 informedCrew 6584, who had just arrived onthe scene. Crew 6584 turned down-
wind in a search pattern and the air-craft was slammed toward the waterby violent winds. Recovering controljust 50 feet above the waves, Crew6584 continued to search the debris-littered ocean and marshes. After 10minutes, the two survivors werelocated, clinging to each other in thecrashing surf. Fighting the wind andwater, Crew 6584 managed to lowerthe rescue basket and retrieve thetwo men. Festival, set for March 22 to April 1,will salute the United Kingdom.
The festival, now in its 19th year,salutes the visual and performingarts. Each year, more than 1 millionpeople attend the festival, which isheld in downtown Houston.
The Duke and Duchess of Kent areexpected to visit Houston March21-24 and will attend the festival.STAGES More than 2,500 performingartists will appear on nine outdoorstages, each of which will have atheme. The Port of Houston Authori-ty will sponsor the InternationalStage. Other stages are the Texas
Stage, Cajun/Zydeco Stage, Dance-planade, Jazz/Blues Stage, Kids’Stage, Latin Stage, Bayou Stage andUK ’90 Stage.
Each year the festival salutes a dif-ferent country. In honor of’ theUnited Kingdom, the City Hall Plazawill be transformed into a BritishIsles park for this year’s festival. Members of the Houston In-terAmerican Chamber of Commercerecently learned about a U.S. govern-ment agency that provides fundingfor project planning in developingcountries.
Daniel Stein, regional director furLatin America at the U.S. Trade andDevelopment Program, focused onhow the program could help U.S.firms interested in launching proj-ects in Latin America.SINCE EARLY 1980S The Trade and1)evelopment Program (TDP) been active in Latin America sincethe early 1980s, with projects in 16countries. The agency provides fund-ing for U.S. firms to carry outfeasibility studies, consultancies andother planning services related tomajor projects in developingcountries.
TDP assistance is designed to pro-mote economic: development andhelp U.S. firms participate in proj-
ects that offer export opportunities.In 1987, TDP provided $1.7 millionin funding for Latin America projectplanning. That figure had grown to$6 million by 1989.
Stein noted that U.S. legal restric-tions prevent TDP from funding cer-tain activites in Argentina, Brazil,Nicaragua, Panama and Peru.However, he said TDP funds orfinances could be used both forpublic sector projects, which are tobe wholly owned by foreign govern-ments, and for private sector proj-ects in which a U.S. investor plans totake equity.DIRECT RESULTS Since its inception in1980, TDP has financed the planningof 520 projects in 91 countries. WhileTDP grants are not tied to follow-through procurement, the program’sstudies and other services have led tomore than $1 billion in direct ex-ports from the United States, accord-ing to Stein. It is estimated that over
the next decade, TDP activitiesfinanced to date are likely togenerate an additional $7 billion inexports.

ACL IMPROVES SERVICE TO EUROPEAN PORTSACL (formerly known as Gulf Con-
tainer Line), CGM and Hapag Lloydrecently announced improvementsin their U.S. South Atlantic and GulfService to Europe.
The changes will result in im-proved capacity, transit time, portcoverage and schedule reliability inthe service.
The five vessels operated by thethree lines are dropping theirbiweekly call at Vera Cruz anddevoting their full capacity to a
weekly fixed-day service between theU.S. Gulf and South Atlantic. Eachvessel has a capacity of 1,400 TEUs.
LE HAVRE ADDED In addition, the car-riers are adding a Le ttavre west-bound call. With this change, theEuropean port rotation will be LeHavre, Rotterdam, Bremerhaven,Felixstowe and Le Havre.

The ancient statue is more than 24feet tall and is a representation of the EgyptianPharaoh Ramses II. The statue was brought tothe United States in February 1987 and wasexhibited at major U.S. museums. The Colossus’last U.S. appearance was in Dallas. Ramses ruledfrom circa 1304 B.C. to 1237 B.C., a prosperousera in Egyptian history.RIGHT: The statue originally stood in front of atemple at Memphis, the capital of ancient Egypt,and was found in three pieces. It is made fromgranite from the Aswan Valley. CATERPILLAR SHIPS HEAVYEQUIPMENT THROUGHPORT AUTHORITY FACILITIESCaterpillar has been shipping heavyequipment through Port of HoustonAuthority facilities to Algeria. The unitsinclude tractors, bulldozers, trucks andcompactors, many of which weigh asmuch as 25 tons each. The equipmentwas sold by Bergerat Monnoyeur,Caterpillar’s French dealer.
