Secretary Report: David Myers made a motion to approve the minutes of the December 18th meeting, Sheila seconded and the minutes were approved.

Treasurer’s Report: The treasurer’s report was reviewed. Pam Wilburn made a motion to accept and Donna McCloskey seconded the motion. The report was accepted.

SPECIAL COMMITTEE REPORTS:

Children’s Needs Committee Report: (Chairpersons Sherry Domann & Donna McCloskey – Meetings held the 2nd Tuesday of the month)

The Children’s Needs Committee met on January 13, 2015, in the Infant-Toddler Office in the Board of Education Building. Present: Stephanie Berkhalter, Amy Cochran, Sherry Domann, Donna McCloskey, Bekki Parsons, Elaine Scott, Janet Settich, and Katie Vollmer.

Awareness Bekki and Stephanie will be contacting Kim Bartlett from Junior Guild to set up a time for them

to present information about the Children’s Needs Committee to that group. Infant/Toddler Program Report

Sherry reported that the Infant-Toddler Program has been working with Greenbush successfully for 6 months now.

BOOK Family Resource Coordinator Report Report attached.

Parenting Bekki reported that NEKCAP will offer Love and Logic classes twice this year. The first session

will be Feb. 17-19 and will be located in the NEKCAP office at 509 Commercial. She will make a flyer available to committee members once one is available to her.

She also reported that NEKCAP will offer Tackling the Tough Skills classes on March 24-26. These classes will be offered first to Head Start parents, but will also be open to the public. Anyone interested should contact NEKCAP at 367-7114.

NEKCAP and Exchange Bank will offer a Money Smart Program, which will kick off with information to community providers at a breakfast at Paolucci’s on 2/24 at 7:30 am. This program is limited to 15 families and Head Start families will be given first consideration. The classes will meet on Tuesdays for 8 weeks beginning March 3 through April 21 from 5:30 to 7:30 at the First Christian Church.

Autism Support The Autism Awareness group has started a lending library for childhood professionals with

materials on Autism and other topics. The library will be located on the first floor of the Board of Education Office.

Other The Atchison County Extension Office and NEKCAP are working together to coordinate a

poverty conference, which will occur sometime this spring. Next Meeting: February 10, 2015, at noon @ the ITS Office (old PAT room in the Board of Ed

building).

Basic Needs Committee Report: (Chairpersons – Sheila Boos) The committee has not met.

Adult Services Committee Report: (Chairpersons David Meyers and Nancy Bullock – meetings are held on the 2nd Friday of the month at 8am at Achievement Services, 215 N. 5th Street.)

Present: David Myers, USD #409; Jennifer George, Atchison Public Library –Adult Services; and Nancy Bullock, Parent Member/ASNEK.

Available programs/services Atchison Public Library: Jennifer noted that the library has 5 wireless hotspot devices that can

be checked-out for 1 week, with a current library card. A person must be 18 yrs of age and in good standing. This program will continue for 1 year. The library also has 10 iPad mini’s that can be checked out. The program indicates that they are for individuals with mental health issues, but it is difficult for the library to determine who qualifies and who doesn’t. There are 2 iPad mini’s available for agencies to checkout. The library is considering computer classes to teach life skills.

Friendly visitors: David noted that Allen Ohlstien with Catholic Charities is developing the Friendly Visitors program in Atchison which will provide visitors for shut-ins and elderly individuals. Jennifer noted that that library and college also have programs that provide services for the shut-ins

Project Concern: David is working on updating flyers for Project Concern. Next meeting – February 13, 2015, 8am @ Achievement Services offices.

Health Needs Committee Report: (Chairpersons – Kate Werring and Joshua Snyder) The committee has not met.

Live Well, Live Atchison Committee Report: Kate Werring reported that Live Well, Live Atchison is in the process of hiring an executive director to provide more structure and focus to the group. Funds from the city, banks and local business will pay the first year’s salary, with the understanding that the executive director will access grants for future funding.

Old Business: Progress Report on the Believing in Opportunities for Our Kids (BOOK) : Submitted by Donna Mc-

Closkey, by e-mail: 64 copies of the book What To Do When Your Child Gets Sick have been purchased with 2014

BOOK grant funds. Stephanie Berkhalter, Steffenee Watkins, and Donna McCloskey began teaching the What To

Do When Your Child Gets Sick curriculum to the Teen Parent Support Group in December. The FRC office received 120 new board books for programs to distribute to at-risk families.

These high quality books were purchased with the remainder of the Target grant funds for 65 cents (shipping cost only) per book. Some of these books have already been distributed to the Health Department, the Infant-Toddler Program, Early Head Start, and the Family Literacy Center.

An additional $150 worth of children’s books (55 books) have been purchased with 2014 BOOK grant funds.

$1,750 worth of gas and transportation vouchers have been distributed since March to BOOK clients needing help with transportation to resources such as the Happy Hearts Adult Learning Center, the Family Literacy Center, Parenting with Love and Logic classes, Dare to Be You Parenting classes, WIC and doctor appointments.

$1,000 of 2014 BOOK grant money has been applied towards transportation needs for 2015. The FRC helped 2 at-risk families get assistance for the holidays. The FRC attended the United Way grant application event on 1/7/15. Friday, January 30, will be my last day as Family Resource Coordinator for the BOOK program.

Thank you for the opportunity to work with the Atchison agencies that help our at-risk families and children. Mike and I will be retiring and moving from Atchison in March.

Elaine Scott will be administering BOOK transportation funds for 2015 Stephanie Berkhalter and Diane Kerekanich will be taking over other FRC responsibilities for the

remainder of 2015. Donna is resigning her position on January 30, and Stephanie Berkhalter and Diane Kerekanich will be dividing her Family Resource Coordinator duties. Elaine Scott will take over administration of the Transportation Voucher program. David reported on other changes in the BOOK program for 2015. The three components of the program for 2015 will be Family Resource Coordination, 9 preschool slots at Trinity Lutheran School, and 3 childcare slots at Atchison Child Care.

Membership Dues: Dream Team members were reminded that if they have not yet paid their $15 Dream Team dues, they are payable to Tina Pierce, Treasurer.

New Business: The Dream Team voted to renew our Chamber of Commerce membership. There was a discussion

encouraging agencies to keep Secretary Nancy Bullock updated with calendars, flyers, etc., so that information can be shared with the Chamber for their newsletter.

The Dream Team voted to help with the Fire Pup Program for 2015 and will be contributing $65 to the program.

Agency Reports: Kate reported that the Guidance Center has 175 clients involved in the Health Homes Program.

Qualifying clients have a diagnosed mental illness and a chronic health issue such as diabetes or asthma.

LaRochelle Young was introduced as the new Community Outreach Coordinator for DCF. She reported they are working on a “point in time” count for homeless people in the area she serves. Atchison is not included in this count at this time. Part of the focus for Outreach will be on the commercial sexual exploitation of children (human trafficking). Brochures explaining this outreach program were passed out.

Mona Kerns from KVC talked about the area she covers, which includes all of eastern Kansas as far west as Manhattan. This past Christmas KVC provided Christmas for 3,500 children. Their focus now is on recruiting new foster families. There is a 30- hour training course involved for foster families. Mona said that the majority of Atchison County children in need of foster care are being placed with families here in Atchison.

Diane Kerekanich reported that Parents as Teachers will be hiring another 2 parent educators for Atchison and Doniphan counties. Diane continues to work as breast feeding counselor for WIC and the Health Department.

Elaine Scott reported that Happy Hearts Adult Learning Center has started its new class session. Elaine is currently working on the concept of “resiliency” with adult learners

Sherry reported that members of the Autism Support Group have started a lending library for professionals. Books include information about autism, ADD, ADHD, and other special needs. The library is located on the main floor of the USD409 offices.

Infant-Toddler is serving 18 children and their families at this time. There are two children in the transition process currently and two new referrals. No children exited the program in the past month and three new IFSPs were developed. The next Count Your Kid In developmental screening for children ages birth to five will be held February 6 at AES. Call AES at 367-1161 to schedule an appointment for this FREE screening. Atchison City Infant-Toddler Program staff is available to provide screenings throughout the summer at the request and convenience of family members.

Call Meeting to Order: The meeting was called to order at 8:08 am on Thursday, February 19th, 2019.

Secretary Report: David Myers made the motion to approve the Dream Team minutes for January 15, 2015 and Mona Kerns seconded the motion and it was voted upon and the minutes were approved.

Treasurer Report: The treasurer report was reviewed for Dream Team and Early Childhood Initiative ending Jan. 31, 2015. No questions were reported. (See attached)

Presentation: Courtney Crawford, Program Coordinator, TRIO- Talent Search. Courtney is based in Leavenworth and can be reached at 610- 794-1947 or at [email protected]. Courtney explained the services her program offers and how her program might assist some Atchison county youth and adults.

TRIO Talent Search is a free outreach program funded through a grant from the U.S. Department of Education. Talent Search is one of a group of TRIO programs that promote educational opportunities. Through early intervention, the program is designed to encourage participants to remain in school and to pursue post-secondary education. Talent Search assists 6th-12th grade students in the Emporia, Leavenworth, and Atchison areas. Adults who have the desire to continue their education are also welcome.

The program provides enrichment programs through the summer as well as monthly meetings during school. Two-thirds of the program participates are individuals who are 1st generation college bound and from low-income households. The other one-third are individuals from the general population. The Children’s Needs Committee met on February 10th, in the new Parents as Teachers room in the Roosevelt Building of Atchison Middle School.

Awareness: Bekki contacted Junior Guild; meetings begin in March and Rita Hartman will contact Bekki

about scheduling a presentation. Janet contacted PEO; a representative will follow up with Janet to schedule a presentation.

Parents As Teachers is planning a Blockfest for a monthly play group in March or April; all children and their families are invited to participate.

Diane K. reported Larry Leroy, an athletic trainer at Benedictine College, is available to pro-vide Infant CPR and First Aid for interested family members. He may be scheduled for a PAT monthly play group meeting as well which would be open to all.

Breastfeeding Clinic Diane K. is currently working with two mothers. She has observed an overall increase in the

number of mothers who are breastfeeding and the length of time they are nursing their children. Diane is also working on reinstating the support group for breastfeeding mothers.

Grants Diane K. is providing case management for the BOOK program and Stephanie is the

community outreach provider to fulfill the responsibilities for the Family Resource Coordinator position. Stephanie is also working with the Teen Support group.

Parenting Programs Love & Logic will be available for interested persons February 17, 18 & 19 from 900-1100

am. It is sponsored by NEK-CAP and will be held at the outreach office. The Money Smart program will be offered one from March 3 to April 21. It is also sponsored

by NEK-CAP and will be held at First Christian Church. Individuals must attend 7 of 8 classes to qualify for a start-up fund for a child’s college education. Priority will be given to Head Start families; NEK-CAP will take other enrollments to fill up to 15 slots.

Tackling Tough Skills will be offered March 24-26 from 900 am-100 pm. Interested individuals can call the outreach office.

Other Programs A Poverty Conference Breakfast is scheduled for February 24 from 700-930 am. It is

sponsored by Kansas Head Start Association and partnered with Exchange Bank. There are currently 26 registered. Diane N. is working on a poverty simulation event. Bekki is a co-organizer and Stephanie has offered to assist the committee.

The Atchison Area Autism Support Group met on January 14 at the BOE office. Sharon Stauffacher gave a presentation and shared a video on Protandim, a natural herb supplement designed to treats many disorders, including autism.

The next meeting is scheduled for March 11 at the BOE office. All are welcome.

The Adult Services Committee met on 02/13/15. Present: David Myers, Nancy Bullock Discussion was had about changing the day of the week for the meeting to encourage more

attendee’s. An email will be sent with the option of changing the day of the week or perhaps having cyber meetings monthly with quarterly meetings at Achievement Services.

Live Well, Live Healthy Report: Submitted by Kate Werring, in person: LWLA received an $8000 Behavioral Health grant from KDADS to be used to study community

issues which contribute to high rate of hospitalization for mental health problems, and to propose and possibly implement some steps to address these critical issues. There is also the opportunity to apply for a much larger grant to more fully implement steps to improve the community’s mental health and to tackle those factors which most contribute to poor mental health. Research shows that poverty, unemployment, alcohol or other drug abuse, and a history of mental health problems are the most critical factors affecting Atchison County’s citizens.

LWLA has been able to secure financing from local businesses to fund a full time Executive Director position. We believe this is essential to help us move from a volunteer-based program to one which can much more fully serve the community. We are finalizing the position/benefit package right now and tying up other loose ends, with the expectation that we will post the position in early May and begin interviewing shortly after that. This will be a position for someone with non-profit management experience and an enthusiastic commitment to serving the community. We are very excited about this!

AHA has begun remodeling the kitchen areas in their apartments. They are working on 1 floor at a time. Individuals can remain in their apartments as long as they give the workmen 2 feet clearance and understand they will not have a working stove. Their rent will be adjusted for the period of time they are without a working kitchen area.

DCF – Laura Lee The Employment Services have been relocated from the regional office back to the central office.

The focus is on long-term goals, not just “getting a job” which may or may not last. Guidance Center – Kate Werring

Kate provided an update on a grant that the Guidance Center received that is to aid in identifying services that can prevent admission to State Psychiatric Hospitals.

K-State Research/Extension Office - Diane Nielson Diane shared that she has met with NEK CAP staff and they are planning on presenting the

Poverty program, possibly in June. Walk Kansas begins 03/15/15 – This program is to promote exercise and healthy eating. Anyone

can form a team of 6 people at a cost of $7 per person. KVC – Mona Kerns

TIPPS (Trauma Informed Partnership in Parenting) and MAPP (Model Approach to Partnership in Parenting Program) training will be offered to anyone who wishes to adopt or become a foster parent.

TST (Trauma System Training) is a 3 hr training for anyone who wishes to adopt or become a foster parent. Classes will be held in Hiawatha in April, June, and August.

Partnering with ABATE motorcycle club and DoVES to have a Mother’s Day Motorcycle Show. Salvation Army – Kim Bottorff

Kim and Candi Merrill are working together at the Salvation Army. They noted that there are 5 food pantries in Atchison and they are evaluating the programs, including their own to see what would be the most effective use of the Salvation Army. At this time, they have found that 1 person can get free food over 200 times a year in Atchison, if they access all the food pantries. They are focused on being a community based service extension, not just an agency that hands out money.

Tina Pierce moved to end the meeting and Sherry Domann seconded that motion. The motion was voted upon and the motion passed. The meeting ended at 9:06 am on February 19, 2015.

Treasurer Report: The treasurer report was reviewed for Dream Team and Early Childhood Initiative ending Feb. 28, 2015. No questions were reported. (See attached)

Presentation: Delaware Valley Center for Independent Living - Laura Tharman presented (and information found on website) Their mission is to advocate for justice, equality and essential services for a fully

integrated and accessible society for all people with disabilities. They serve Atchison, Jackson, Doniphan and Brown Counties. There are no income guidelines for service availability. Advocate for justice, equality and essential services for a fully integrated and

accessible society for all people with disabilities. Foster a professional and collegial work environment. Respect the confidentiality of consumers and co-workers. Practice and promote Independent Living philosophy and agency mission. Teach and promote self-advocacy Attend staff meetings and other agency meetings as scheduled. The Children’s Needs Committee met on March 11th, in the new Parents as Teachers room in the Roosevelt Building of Atchison Middle School.

Awareness: Bekki contacted Bekki is waiting to hear from Junior Guild and Janet is waiting to hear from

PEO about scheduling presentations for upcoming meetings. Activities/Projects

The Parents As Teachers Blockfest event is scheduled April 10 at Atchison Middle School in the old gym. Diane Kerekanich needs volunteers to assist at the activity. All children and their families are invited to participate.

Breastfeeding Clinic Diane K. has less hours available but will schedule a support group meeting as soon as is

The BOOK grant activities are limited to this year. A discussion took place about the potential of carrying over some of the past BOOK grant activities through community resources.

Parenting Programs NEK-CAP may expand the number of offerings for Love & Logic up to four times per year.

The Atchison Area Autism Support Group met on February 11 at the BOE office for sharing. There was a discussion about creating awareness of the group. There are plans for a spring fundraiser and activities for Autism Awareness Month in April. There are also new additions to the lending library.

The next meeting is scheduled for April 14 at the BOE office. All are welcome.

Live Well, Live Healthy Report: Submitted by Kate Werring, in person: The KDAD’s Behavioral Health grant of $8000, is being used in part, to fund a therapist to be at

the Atchison Community Health Clinic 4 hrs a week.

OLD BUSINESS: Progress Report on the Believing in Opportunities for Our Kids (BOOK) : Submitted by Diane

Kerkanich, in person: Diane Kerkanich shared that she has been updating the information bags that are given at the

hospital and they are needing updated brochures from agencies. If you want your agencies in-formation included in this bag, please bring your brochures to the next Dream Team meeting or just take it to the Board of Education and note that they are for the BOOK program.

QPR (Question, Persuade, and Refer; Suicide Prevention Response) – They are looking for 2 indi-viduals who want to become a Certified QPR Gatekeeper Instructor and learn to teach three simple steps everyone needs to know to help prevent suicide. For any person or organization interested in pre-venting suicide in their community

Blockfest - Plans are currently being made to host another Blockfest event. Stephanie Berkholter is visiting with new parents at the hospital to share information about programs

and agencies.

Diane Kerekanich brought up an issue of a hearing impaired parent who has a new infant. Diane noted that she has contacted all sources, known to her, to request funds for a special baby monitor for the hearing impaired parent. Katie Vollmer moved to use Dream Team funds to purchase the baby monitor and Pam Wilburn seconded the motion. The motion was voted on and approved. (After the meeting, Diane was contacted by one of her sources who noted that they would fund the baby monitor. Therefore the funds did not need to come from the Dream Team).

Infant-Toddler is serving 22 children and their families at this time. There are two children in the transition process currently and two new referrals. No children exited the program in the past month and three new IFSPs were developed. The next Count Your Kid In developmental screening for children ages birth to five will be held April 24th at AES. Call AES at 367-1161 to schedule and appointment for this FREE screening. Atchison Lions Club recently decided to help parents out with a non-school item on the back to school list. Lion Catherine Miller contacted the USD409 elementary school, Trinity Lutheran and ACES. Our Lions club will supply for the 2015-2016 school year Kleenexes. We will start the schools off with the cases requested and follow up each month as to their needs for more. We hope this will alleviate some of the parent’s issues of non-school materials.

I, Catherine Miller, President of our Atchison Lions Club would only hope that other businesses or organizations would help in taking other non-school items and supplying them to the area school. Such as wet wipes, water bottles …..

Challenges

Atchison Housing Authority – Tina Pierce AHA is hosting an information meeting today at 2pm on how to treat bed bug infestation. There

is no exterminator in Atchison that is trained in the necessary procedures for the treatment of bed bugs.

NEK-CAP/EHS – Pam Wilburn Pam noted that Melissa Mitchel has been hired as a Family Advocate and that Bekki Parsons has

taken a job position at the central office assisting with training of Family Advocates.

K-State Research/Extension Office - Diane Nielson Diane shared that she has met with Catholic Charities and they are planning a jointly sponsored

poverty simulation program.

Nancy Bullock moved to end the meeting and Tina Peirce seconded that motion. The motion was voted upon and the motion passed. The meeting ended at 8:50 am on March 19th, 2015.

The group would also like to do a balloon release at that time. The next meeting is scheduled for May 12 at the PAT resource room. All are welcome.

that may be helpful. There will be a leadership team next Friday.

[email protected] Stephanie and Diane haves been updating the flyers, visiting new parents at the hospital and

working on updating the referral form.

NEW BUSINESS: Tina Pierce brought forward information about a request from Sherry Domann, for $30 booth fee for

the Autism Support Group for the Art Fair. The group is hoping to get more information in the community about Autism and the support group. After much discussion David Myers moved to pay the $30 booth fee out of the ECC funds. Katie Vollmer seconded the motion, it was voted on and the motion was passed.

There was discussion about the process for requesting funds from the Dream Team for activities/fees. If the cost is not already an approved expenditure, then it must go before the Dream Team for approval.

Norm White has asked if Dream Team members would consider donating refreshments for the DCF Community Forum on May 20. He is requesting something like cookies and drinks for about 50. After discussion Dave Myers noted that we still have pop left from the last fund raiser. Mona Kerns has bottled water with her and will donate it after the meeting. Katie Vollmer, Laura Tharman and Nancy Bullock have volunteered to donate 1 dozen cookies each for the meetings. Those items can be taken to either the BOE the day before or to DCF.

NON-AGENDA Items: Second Harvest Food Distribution: The Second Harvest Food Distribution is held every 3rd Saturday

of the month, beginning at 10 am. This is held at the Boys & Girls Club, 1215 Ash St. in Atchison.

KVC – Mona Kerns KVC is hosting a Mother’s Day Bike show along with ABATE. This will be held along the river

road in Atchison. There will be a bike (motorcycle) contest, two bands, and they will be grilling food from 9am – 3pm. There is no fee to have a booth, if anyone is interested.

KVC is also hosting a Foster Parent appreciation day that will include games, food, and other activities. If you know of anyone who might want to help with games, please contact Mona.

Mona is also looking for volunteers to help organize the KVC clothing closet, which is clothing that is donated for foster children’s use. If you are interested please contact Mona.

PAT - Diane Kerkanich Representatives from PAT will be meeting with representatives from the YMCA to work on

developing a Parent/Child fitness program so they can utilize specific grant money.

USD #377 – Joshua Snyder The preschool and kindergarten round-up for USD #377 will be held 4/23/15 and 4/24/15.

Treasurer Report: The treasurer report was reviewed for Dream Team and Early Childhood Initiative ending April 30, 2015. No questions were reported. (See attached) The treasurer will be sending out a list of individuals who have paid dues and those who have not.

Presentation: Jennifer Thornton, Project Concern, shared with the Dream Team members that Project Concern is considering offering a fixed route on Saturdays. The bus would run from 9:00 am to 1:00 pm with a round trip cost of $3.00 per person (children under 5 are free.) There are several possible routes being discussed, all with a fixed route and a loop that would take approximately 45 min. There would be no need for calling to schedule and there will be no home pick-ups/drop-offs. They are currently asking for the communities help in determining if there is enough interest to support a route on Saturdays.

Children’s Needs Committee Report (formerly the ECC Report): Submitted by Stephanie Burkhalter (Chairpersons- Sherry Domann & Diane Kerkanich - Meetings held the 2nd Tues of the month, noon, in the Parents as Teachers room in the Roosevelt Building of Atchison Middle School.) The Children’s Needs Committee met on May 12, 2015, in the PAT Room in the Roosevelt Building.

Present: Stephanie Berkhalter, Sherry Domann, Diane Kerekanich, Diane Nielson, and Katie Vollmer.

Awareness Diane K will work on setting up a meeting with the Doctors in town in order to set up an early

childhood program referral process. Stephanie Berkhalter is revising the BOOK brochure. Stephanie Berkhalter will have a meeting

with David as to which agencies can refer for gas voucher and who will be in charge of them. Diane K will check to see if we can get volunteers to assist with hosting a Block fest. Whether or

not Block Fest will be held will be determined at a later date. Book in a Bag will be Wednesdays at the Health Department. Times will vary every other week

from 9-11:30 or 1-3. Thursdays will be at the Atchison Middle School from 11:30-12:30. You may come and go as you please. This program is open to the public.

A Poverty Simulation will be held and Diane Nielson is requesting 25 volunteers to help run the different stations. The training for the volunteers will be Monday June 29th. The Simulation will

be held at the Atchison Middle School on June 30 9-2. FREE! The Farmers Market is now accepting Food Stamp/EBT cards. Starting June 20th every dollar

spent up to $25.00 is doubled.

Grants Diane K reported that PAT did not receive the Breastfeeding Grant.

Infant/Toddler Program Report There is no report from the Autism Support Group meeting. The next meeting is June 10 at the

Board of Education office. Next meeting July 14 @ Noon in the PAT room in the Roosevelt Building.

OLD BUSINESS: Progress Report on the Believing in Opportunities for Our Kids (BOOK) : Submitted by Stephanie

Berkhalter, in person: Stephanie Berkhalter and Steffenee Watkins finished this year working with the Teen Parent

Support Group at the Atchison High School. Our last two topics will be ways to make your baby feel loved and the importance of reading to your child. We plan to resume the group again this fall.

The FCR is currently working on updating the BOOK Brochure. I do not have a transportation voucher report from Elaine Scott at this time. The FRC did not recruit a family from the visits to the Atchison Hospital this month. The Children who receive scholarships from Trinity were successfully screened and results have

been recorded. The Children’s Needs Committee plan to host another Block Fest during the Amelia Earhart

Festival next month. The regular playgroup kickoff is June 8th @ Bromley Park from 6:30-8pm! The playgroups will be

held on Monday evenings and Friday mornings. In meeting : It was noted that expenses that come from the BOOK funds are approved by David

Myers.

Kate Werring shared that Trinity Church will again host its annual Music Camp for youth entering 4th through 9th grades in the 2015-16 school year.  This 5-day camp offers young people the opportunity to learn about music, performance, and themselves as they work with choirmaster, Jennifer Stammers, and her team of volunteers.  Lunch is provided each day, and the students demonstrate what they've learned during the week at an Evensong performance on the evening of the last day of camp.  Camp dates are June 22-26, 2015.

Infant-Toddler is serving 22 children and their families at this time. There is one child in the transition process currently and three new referrals. Two children exited the program in the past month, two new IFSPs were developed and one child transferred from another Infant-Toddler program.The FY16 grant was submitted to KDHE on May 1. The program has a $10,000 FY15 shortfall and the FY16 KDHE grant is $7,000 less than the current year. The program grant writer continues to look at potential community grants for application.The next Count Your Kid In developmental screening for children ages birth to five will be held August 28 at AES. Call AES at 367-1161 to schedule an appointment for this FREE screening. Camps will be offered this summer. They will be $10 a week with breakfast and lunch served through the summer meal program. Each week will have a theme and an open gym time. Registration papers can be obtained that the Boys & Girls Club and at the AHA office.

Guidance Center – Kate Werring The KDAD’s grant application has been submitted. The grant focuses on the communities

behavioral health needs. Through the grant the Guidance Center is hoping to continue providing a therapist to be at the clinic one day a week. They are also looking at providing mental health 1st aid training, distribute information on mental health awareness, and provide QPR (Question, Persuade and Refer) training for community members on suicidal recognition and response.

The Guidance Center psychosocial summer program for youth with SED begins June 1st to July 19th.

K-State Research & Extension office – Rachel Lanter Poverty Simulation event will be held June 30th from 9am – 12pm. Volunteer community

members that have experience living within the system are being sought. This event if for community members that work or volunteer with individuals who receive services.

The “Book in a Bag” program is continuing through the WIC program.

KVC – Mona Kerns KVC has hosted several foster care information events with little to no attendance. DT members

suggested they speak directly with the Ministerial Alliance (Rev. Rachel Danner) and distribute information through the Chamber of Commerce.

PAT - Stephanie Burkhalter Summer play groups are currently being scheduled with the first one set for June 8th. There are two new staff who are receiving training to provide PAT in Atchison County.

Diane K will check to see if we can get volunteers to assist with hosting a Block fest. Whether or not Block Fest will be held will be determined at a later date.

Book in a Bag will be Wednesdays at the Health Department. Times will vary every other week from 9-11:30 or 1-3. Thursdays will be at the Atchison Middle School from 11:30-12:30. You may come and go as you please. This program is open to the public.

A Poverty Simulation will be held and Diane Nielson is requesting 25 volunteers to help run the different stations. The training for the volunteers will be Monday June 29th. The Simulation will be held at the Atchison Middle School on June 30 9-2. FREE!

The Farmers Market is now accepting Food Stamp/EBT cards. Starting June 20th every dollar spent up to $25.00 is doubled.

Grants Diane K reported that PAT did not receive the Breastfeeding Grant.

OLD BUSINESS: Progress Report on the Believing in Opportunities for Our Kids (BOOK) : Submitted by Stephanie

Berkhalter, in person: (during meeting) Stephanie Berkhalter and Steffenee Watkins finished this year working with the Teen Parent

Support Group at the Atchison High School. Our last two topics will be ways to make your baby feel loved and the importance of reading to your child. We plan to resume the group again this fall.

The FCR is currently working on updating the BOOK Brochure. I do not have a transportation voucher report from Elaine Scott at this time. The FRC did not recruit a family from the visits to the Atchison Hospital this month. The Children who receive scholarships from Trinity were successfully screened and results have

been recorded. The Children’s Needs Committee plan to host another Block Fest during the Amelia Earhart

Festival next month. (Block Fest is to be from 8am- 1pm; Sat. 07/18; at the BOE office. Volunteers are needed.

The regular playgroup kickoff is June 8th @ Bromley Park from 6:30-8pm! The playgroups will be held on Monday evenings and Friday mornings.

NEW BUSINESS: Process for requesting funds from the Dream Team accounts:

Discussion was had regarding requesting funds from Dream Team accounts and the difference between committed funds and non-committed funds. A committee was formed to discuss and develop a process for requesting funds. Second Harvest Food Distribution: The Second Harvest Food Distribution is held every 3rd Saturday of the month, beginning at 10 am. This is held at the Boys & Girls Club, 1215 Ash St. in Atchison. They can always use volunteers on Friday (around 3 pm) and Saturday (morning) to help unload the trucks, sort the food, and assist with the distribution process. Atchison County Probation – Delaney Piper Delaney shared that individuals receiving probation are mandated to complete 40 hrs of

volunteer work. If an agency has a need for some volunteer help please contact the Atchison County Probation offices and they will arrange for someone to assist; keeping in mind the crime and the volunteer need while making a match.

Atchison Housing Authority – Tina Pierce AHA is completing the kitchen remodels for the Mall Tower apartments. AHA is hoping to have an online application available through their website beginning July 1,

2015.

Boys & Girls Club – Tina Pierce There will be a benefit golf tournament at Pineview Golf Course on Aug. 15, 2015, beginning at

DCF – Shelly Goetz New legislative changes include the HOPE act which become effective July 1, 2015. This places

a lifetime limit of 36 months, for receiving cash assistance.

Lion’s Club – Katherine Miller A presentation will be held to share information on the Leo Kids program and hopefully the

future of a group in Atchison. This will be on July 20, 2015 at KFC Sunflower room beginning at 7pm.

The Lion’s club is also fund raising for Fourth of July fireworks. There is discussion of creating a day of family events/activities at Warnock Lake prior to the fireworks, to begin next year. If you have any suggestions, please let Katherine know.

K-State Research & Extension office – Diane Nielson Rachel Lanter will be at the Farmers Market with a Veggie Petting Zoo. This is a chance to get

to know and taste different vegetables. Poverty Simulation event: This event will be held June 30, 2015 from 9am – 2pm at the Atchison

Middle School. The simulation helps community members understand the everyday realities faced by people whose incomes fall below the poverty line. Diane noted she has very few signed up to attend at this time and so she asks for help getting the word out to community members.

Dare to Be You events in the planning process Preparations for the Atchison County Fair are beginning.

between committed funds and non-committed funds. It was suggested that a form be developed for requesting fund. When requesting funds

designate how they are being used. Any money left over from a program will be distributed to another designated program as

requested by donor or through a vote by the Dream Team. It was also suggested that we provide feedback to the donor of funds as to where the money

has been spent and the benefit to the community. Kate Werring will work on a form for requesting funds and a vote will be held at the August

meeting regarding the process for requesting funds.

Department of Children and Family – Norm White DCF has implemented some programs; Hope Act and Goal Act, which provide SNAP services

and/or cash services; which can continue to be provided once someone become employed, so they don’t lose that support.

Norm thanked those who donated items for the Forum in May.

K-State Research & Extension office – Diane Nielson Rachel continues with the Vegetable Petting Zoo at the Atchison Farmer’s Market, which is a

way to introduce people to vegetable and different ways to prepare that vegetable Diane shared information regarding the Market Match program for SNAP (food stamp users). If

items are purchased at the Atchison Farmer’s Market, you will receive double tokens to use at the market. So you can get $20 worth of food at the Farmer’s Market for only $10.

Book in a bag program has continued weekly during the summer during the free lunches at the school.

Kaw Valley Center A back to school Luau will be held for foster children on Aug. 4th at the YMCA.

The first session of MAPP training for foster parenting will begin Tues, July 21st at the Atchison Housing Authority.

Lion’s Club – Katherine Miller On Monday, July 20, 2015, at 7pm, there will be a meeting held at the Atchison KFC to share

information about the Leo’s Club. The goal is to start a Leo’s club in Atchison. The Lion’s club will be supplying facial tissues to Trinity Schools for the school year. Information was shared regarding the eye glasses application.

Parents as Teachers – Stephanie Berkhalter They are considering setting up meetings with the local physicians to discuss the services that are

offered through PAT and BOOK. It was suggested that they arrange to visit with the physicians during their Wednesday luncheon at the hospital cafeteria.

Boys & Girls Club – Tina Pierce Golf Tournament was held on Saturday, August 15, 2015.  It was a beautiful day and lots of fun. 

The Club would like to thank everyone for all their contributions either with volunteering, donations or playing.  The Club is open and accepting registrations. All children Kindergarten to age 18 are welcome.  

Department of Children and Family – DCF is currently working on contracting with new providers to locate jobs for individuals who

are needing to work.

K-State Research & Extension office – Diane Nielson Diane noted that she would like to set up a Poverty training in September. Book in a Bag was held this summer at the Atchison Middle School during the lunch program. Diane has a 5 min. power point presentation on Poverty should anyone be interested in watching

Attended enrollment at the Atchison Middle school and did make some contacts. There were 25 people at the Back to School event that was held by KVC. Trauma training will be offered in Hiawatha in Oct. There are 5 weeks left in the MAPP classes

Northeast Kansas Community Action Program Inc - Pam Wilburn NEKCAP currently has 20- 30 openings in Headstart. They did sign a contract to continue to expand Early Headstart They are currently hiring a child/family advocate.

Presentation: Char Hinton- Kansas Agricultural Mediation Services: Provides free and confidential legal and financial assistance to Farmers, Ranchers, and Ag lenders. Their office is located on the K-State campus and they can be contacted by calling 800-321-FARM or 800-321-3276; Programs offered include: Farm Analyst Program: Assists farmers/ranchers who are confronting financial and business

challenges. They travel directly to the producer’s home and provide private and confidential business advice. They assist in solving financial challenges, researching new opportunities. They use a financial planning and analysis software program, FinPack, to help farmers/ranchers to understand their financial situation and make informed decisions.

Kansas Agricultural Mediation Services (KAMS): Assists farmers/ranchers, agricultural lenders and USDA agencies in resolving issues in a confidential and non-adversarial setting; Issues such as agricultural credit issues, loan restructures, farm foreclosures, appeals of USDA Farm Service Agency decisions, USDA Rural Development loans, NRCS decisions, Risk Management Agency concerns, ag law issues, farm financial concerns, family communications, leases, paperwork clarification…and more.

AgrAbility: Provides assistance to farmers, ranchers, other agricultural workers, and farm family members impacted by disability. They can help through education and assistance to eliminate or minimize obstacles that block success in production agriculture or agriculture-related occupations. Some services include: conducting on-site assessments to identify barriers to completing tasks; recommending appropriate assistive technologies modified work practices or other solutions; providing access to information; providing education and training; referring customers to other service providers; arranging for peer support.

Health Needs: (Chairpersons - Kate Werring & Joshua Snyder - No regular meeting scheduled) Atchison Community Health Clinic is a new access point and a Federally Qualified Medical Center.

There are several benefits of being a FQMC: Anyone can go to a FQMC. They are now able to bill insurance companies for services which

helps off-set the coverage of individuals without insurance. They will be hiring 2 ½ APRN’s, a part-time Medical Director; RN or LPN staff, and a Dentist

for 3 days a week. They will also be contracting for behavioral health specialists to be on-site. The clinic will be open 5 days a week beginning in December 2015.

Project Atchison (a group of citizen who are volunteering in the community) completed a rehab of the clinic, including; scraping and painting, yardwork, cleaning carpets, and many other tasks.

OLD BUSINESS: Progress Report on the Believing in Opportunities for Our Kids (BOOK) : Submitted by Stephanie

Berkhalter: The FCR has finished the updated BOOK Brochure and is currently distributing it. Please contact

me if know of any locations needing new ones. We keeping finding new places so keep looking! David Myers will be the contact for the transportation vouchers. The FRC recruited 2 more families from the visits to the Atchison Hospital this month. The FRC will meet request some money from Dream Team to help purchase books for the

Hospital Bunny Bag Books. The Teen Group has resumed this semester and at this time we have 4 enrolled. The FRC presented to KVC Families regarding BOOK & PAT on September 22nd, a couple

families are interested in enrolling.

The FRC along with other community members met to plan the next session of Dare To Be You classes. At this time it is tentatively scheduled to begin in January and run through March of 2016.

The HOME and ASQ’s were completed for BOOK Families this month. There has been discussion of having a BlockFest with Trinity Lutheran School in January. Diane K provided names of 6 families that are interested in enrolling last month. 1 family has been awarded a gas voucher last month. The next two Playgroups will be Monday, October 11th @ 6pm, flyer attached and Friday,

October 30th at 9:30!

Process for requesting funds from the Dream Team accounts: Kate Werring provided copies of the paperwork for requesting funds for further review. Discussion and a vote will be held at the October 2015 meeting.

Presentation: Andrea Clements, Executive Director for Live Well, Live Atchison. Focus right now is on Education, Promotion, and Advocacy for better life style choice for

members of the Atchison County community. LWLA applying for a grant to provide alcohol/drug prevention in the community, working with

youth and adults. Discussion is being had on the Walking School Bus program. They would like to work on a

walking trail by the elementary school. The thought is that the kids would unload from the bus and walk the trail to the school. Hopefully it will increase their physical activity and allow them to concentrate better during school.

Discussion continues on a trail system through the county. This includes a possible trail from downtown to the Atchison Hospital building and Walmart, as well as through Jackson park.

The LWLA Board of Directors will meet in January. They will continue to refine LWLA’s goals and projects.

Berkhalter: The BOOK grant will end on Dec. 31, 2015. The following are current benefits that are provided

by the BOOK program funding that will be ending: several child care, preschool and trinity school slots and the High School teen group.

Diane Nielson is pursuing a grant from the United Way in an effort to provide funding to some of the programs that had been funded by BOOK. Diane would like to submit the grant application through the Dream Team. The grant is due at the end of December and Diane will need to have the grant request written up by December 18th so it can be shared with the Dream Team Board of Directors for review.

The brochures will change again to Atchison PAT. The PAT staff will begin working on those. Holly Black is no longer with PAT. David Myers will be the contact for the transportation vouchers. The FRC did not recruit any families from the visits to the Atchison Hospital this month. The Bunny Book Committee will meet in in April to put more bunny bags together. 2 moms to EHS Trinity plans to hold a BlockFest on January 12th. 2 families attended our December playgroup. The next Playgroup will be Monday, January 11th in the Trinity Lutheran School Gym @ 6pm.

All playgroups are open to the community as well.

NEW BUSINESS: Chamber Dues : David Myers or Pam Wilburn will visit with someone from the Atchison Chamber of

Commerce to see if they have a process for in-kind dues.

Board of Directors: Katie Vollmer and Steffanie Berkhalter volunteered and were approved to be the new additions to the Atchison County Dream Team Board of Directors. The Board also includes: current administration (David Myers, Diane Nielson, Diane Kerkanich, and Nancy Bullock) and the past president, Kate Werring.

Updates on regular activities

Infant-Toddler is serving 26 children and their families at this time. There are four children in the transition process currently and four new referrals. One child exited the program in the past month and one new IFSP was developed. The next Count Your Kid In developmental screening for children ages birth to five will be held January 8 at AES. Call AES at 367-1161 to schedule an appointment for this FREE screening. Atchison City Infant-Toddler Program staff is also available to provide screenings at the convenience of family members.
