In 1913, E.G. Lewis visualized a new community that would, ultimately, accommodate the automobile. He chose the Atascadero Rancho because it was, among other

things, located on the El Camino Real halfway between San Francisco and Los Angeles. John Neil is the general manager for the Atascadero Mu-tual Water Company (AMWC). He started with the company in 2000 as the director of operations and be-

came the general manager in 2003. John is responsible for administering the day-to-day operations of the Company; developing and implementing operations, maintenance, and capital improvement budgets; and overseeing administration of human resource activities, including labor negotiations with the Teamsters Union. He is a registered civil engineer and holds both water treatment operator and water distribu-tionoperator certifications from theDepartmentofPublicHealth.

Prior to working for AMWC, John was vice president of North Coast Engineering, where one of his primary contracts was providing engineering services for the City of Atascadero for nearly 10 years.

John is an active member of the Atascadero Rotary Club andservesastheCommunityServicesDirectoronitsBoard.John has participated in Rotary’s Leadership and Ethics Conference for high school students for the past ten years, both as a facilitator and with raising funds for the event.

John appreciates the unique history of Atascadero. With his work at the water company, he has an opportunity to experience on a daily basis the legacy of E.G. Lewis. He is involved with the Atascadero Centennial Committee and is a participantinColonyDays’TentCity.

Both personally and in his role with the AMWC, John uses local businesses to the fullest extent possible. He believes that to maintain a prosperous community we need to support our local businesses.

President’s PerspectiveLinda Hendy, President/CEO

Moving forward with change can be uncomfortable for some but if embraced can be a wonderful opportunity to grow and learn. When asked

daily “How is it going in Atascadero”? Why are so many employees retiring or moving on? I simply answer that there was a life opportunity for those employees to move forward and our City is embracing the change. We must not forget what makes Atascadero a great place to live and work, it is the people who make our City what it is today both those who have recently moved on and those who are working daily to better Atascadero.

The Chamber is excited to welcome Rachelle Richard to her new position as City Manager for Atascadero. We are in

awe as to how profes-sional Rachelle man-aged the restoration of the Historic City Hall rotunda building, overseeing construc-tion while navigating through the intricacies of the FEMA fund-ing and compliance requirements, this was not a minor task. Rach-elle is an exceptionally qualified individual who has worked for the City for over 16 years; this was a huge benefit to filling the open position of City Manager. Not only is Rachelle famil-iar with the City’s history her quality work and her integrity speaks for itself. The Chamber looks forward to the new lead-ership Rachelle will bring to the City and the opportunity to learn and grow through our partnership.

K im Croft is currently an Agent at Peabody & Plum Realtors Inc., as well as owner of Gray’s Lavender & Herb Farm in Atascadero. Her professional accom-

plishments include Realtor of the year; Atascadero Associa-tion of Realtors director, President-elect, President, State di-rector; Award of Excellence from Realtor.com, professional designations as well as Peabody and Plum’s Top Producer and Top Selling Agent. Before discovering her passion for real estate, she was a Licensed Veterinary Technician for 17 years.

Growing up on her parent’s large hay farm in New York, she spent her summers driving tractors and “bringin’ in the hay.” After living in New York, Utah and Virginia, her

father moved the family to Atascadero when he was accepted for professorship at Cal Poly. Following graduation from Atascadero High School, she attended Cuesta College and finished her schooling in Fresno. She has lived in San Luis Obispo County for over 35 years and has deep roots in our community.

While her “fantastic family,” farming, land management and community involvement are in her soul, her other interests include: plant propagation, raising miniature donkeys, hiking, biking and simply enjoying the central coast.

When asked her thoughts on being a Chamber board member, Kim said, “I find that invaluable and am proud to serve on the board. I look forward to doing my part to help create an environment where our businesses flourish and Atascadero is noted for its unique business community and outstanding beauty.”

Her favorite quote, by H. Jackson Brown, Jr., reflects her commitment to family and community: “Live so that when your children think of fairness, caring, and integrity, they think of you.”

MidAmerican Solar is the proud owner of Topaz Solar Farms, one of the largest solar projects under construction in the world. Located in San Luis Obispo County, the 550-megawatt photovoltaic project will generate enough renewable energy to power approximately 160,000 average California homes.

MidAmerican Solar, a subsidiary of MidAmerican Renewables, is headquartered in Phoenix, Ariz. MidAmerican Solar also owns the 579-megawatt Solar Star projects, two co-located projects in Kern and Los Angeles counties in California, and has a 49 percent ownership interest in the 290-megawatt Agua Caliente project in Yuma County, Ariz.

Construction on the Topaz Solar Farms project began in November 2011 and is expected to be complete by early 2015. Pacific Gas and Electric Company will purchase the energy from the Topaz project under a 25-year power purchase agreement, helping California meet its mandate to generate 33 percent of its power from renewable sources by 2020.

The project is deploying First Solar’s advanced thin-film PV modules, which generate electricity with no emissions, waste or water use and have the smallest carbon footprint of any PV technology. Energy generated by the project will displace approximately 377,000 metric tons of carbon dioxide per year–theequivalentoftakingapproximately73,000carsoffthe road.

Topaz Solar Farms is being built on previously disturbed agricultural land with a minimally impervious surface that allows for natural drainage and low-impact development. The project was designed to function as productive grassland habitat for native plants and animals while being used for passive farming of the sun’s energy.

More than 17,000 acres near the project site will be protected from development or agricultural disking during operations. Following the end of Topaz project operations, the area will be restored, leaving more than 20,000 acres that will be protected in perpetuity as native species habitat.

Linda Hendy, Atascadero Chamber CEO, throws out the “First Pitch” on the North County Indian’s Baseball Club field in Templeton. The North County Indians are the oldest semi-pro college summer team in California. Founded in 1944, the Indians played in Santa Maria through the 2008 season and relocated to north county in 2012. They enjoyed a 24-7 record in their inaugural season. The majority of their games will be played at Vineyard Athletic Park in Templeton.

Event winner was Mirac Mattson (son of Atascadero News Sports Editor, Nicholas Mattson) who may or may not have been lured more quickly to the finish line by a stray dollar bill from the wallet of Atascadero Chamber of Commerce Chairman of theBoard,GriggerJones.FollowingtheDiaperDerby,Mr.Wayne Cooper, Atascadero’s own 2013 Citizen of the Year, was announced the winner of the raffle for the brand new washer and dryer generously donated by Idler’s Appliances.

Additionally, families enjoyed many of the available kid-friendly activities, including face painting, Home DepotCraft Area, bounce house, and obstacle course. And what attendee didn’t delight in the free scoops of Cold Stone Creamery ice cream served up by Atascadero Chamber of Commerce board member, Mike Talen?

The day was truly a festive, organized, and well-received fundraiser for LIGHTHOUSE, and NCYP can’t thank our vendors, donors, and volunteers enough for making it so, especially: Pomar Junction Vineyard and Winery, The

We’ve all been waiting for al-most 10 years for this event. This just might be one of the highlights of the Centennial Celebration (1913–2013).

Following the San Simeon Earthquake in 2004, a fence went

up around the City Administration Building and we have all been waiting for the day the fence would come down, mean-ingourgrandcityhallbuildingisBACK!

And so it is.A special grand opening celebration will be held on Fri-

day, Aug. 2 where guests will have the opportunity to take part in a progressive “heavy appetizers” dinner, enjoying a different course on each floor as they work their way to the upper rotunda and what is promised to be some wonder-ful desserts. There will be live and silent auctions all intend-ed to help underwrite the res-toration of the four fountains on the grounds surrounding the building. That restoration work, by the way, is already well underway.

Tickets for this private opening cost $100 a person. You can check with the city to see if any tickets are still avail-able. The evening begins at 6 p.m.

A special centennial beer is being provided by Central Coast Brewing Co., called Ro-tunda Centennial Session Pale Ale. In addition, Atascadero’s popular Frolicking Frog own-ers, Stu and Maria Goldman, have created a “Zintennial” for the celebration.

BUT on Tuesday, Aug. 20, you can visit the building for free. Following a ribbon cut-ting at 10 a.m. on the steps of the Administration Build-ing, everyone will get a look at the approximately $35 million restoration project. Not only

was the building “fixed” following the earthquake damage, there was a lot of work done that even E.G. Lewis didn’t get around to doing, such as painting the individually-sculpted ceramics on the grand ceiling of the lower rotunda.

Atascadero Historical Society has been working with the city to establish historic displays.

A lot of beautiful pictures have been enlarged to adorn the walls. Other special historical displays will be set up in the two rooms off the lobby. You’ll also get a peek into what was done to make the building safe. You’ll even have the opportu-nity to take a look inside the dome to see what some of that original construction looks like almost 100 years later.

Our historic City Hall, badly damaged during the San Simeon earthquake in 2003, is finally nearing com-pletionofitsrestoration!Iknowthepublicisanxious

to see the inside improvements, and City staff is excited to get back to work in the building we all love.

I am pleased to announce two special grand opening celebrations as the doors to the Historic Administration Building are scheduled to officially re-open as Atascadero City Hall. This magnificent structure is a significant part of Atascadero’s history. Originally built in 1918, the building sustained extensive damage in the 2003 San Simeon earthquake. After years of hard work, it has now been restored and retrofitted, and is truly a historic masterpiece on California’s Central Coast. The final details are being completed, and the doors will open this August. The ceiling of the lower rotunda is just one example of the grandeur natureof thisbuilding– it iscaptivating,withtheoriginalornamental ceiling now painted with multiple colors to create depth, enhance the details and add artistic charm to the space. The building is truly a masterpiece that the public is encouraged to visit once it is open.

The first event scheduled is a Grand Opening Preview, called “An Elegant Evening at the Rotunda.” Scheduled for the evening of Friday, August 2nd, the Elegant Evening is a unique opportunity for guests to experience a special preview of the beautiful Historic City Hall before all of the furniture

is moved in. As guests embark on a special tour of each room of the building, they will participate in a progressive dinner, experiencing a different course in each wing of the building, with dessert in the upper rotunda. This is a black tie optional event with a special program, auction and dancing. Tickets are $100 per person with proceeds from this event benefitting the historic Fountain Restoration Project.

After the Grand Opening Preview, the City will move our officesintothebuilding.Departmentswillmoveonebyonestarting the week of August 5th. Once everyone has moved in, the City Hall will officially open to the public with a daylong Grand Opening celebration on Tuesday, August 20th. This event will start off with a ribbon cutting and opening ceremony at 10 am. The Historical Society will be conducting frequent free tours of the building, and City staff and docents from the Historical Society will also be available to answer questions about the history and restoration.

The Atascadero Historical Society will have items on permanent display in the City Hall. Those community members that are not able to attend on August 20th are encouraged to schedule a tour at a future time. The opening of this building is expected to revitalize a significant part of the City’s downtown core. As tourism in this area continues to grow, the opening of the City Hall is also an opportunity for visitors to the area to experience a charming part of local history.

One of the last historic elements yet to be restored are the fountains that grace the grounds surrounding building. Installed originally when the building was constructed, they were converted to planters decades ago. The goal of the Fountain Restoration Project is to restore them to their originalfunctionasbeautifulfountainsonceagain.Donationswill be accepted towards the fountain restoration project.

News FromThe City

I am saddened to greet you with news about the loss of my dear friend and colleague Supervisor Paul Teixeira. Al-though the Arnold and Teixeira friendship spans several

decades, I felt that I gained an even greater respect for Paul having worked alongside him to address some of the complex issues that we have faced as members of the Board of Supervi-sors (BOS) these last few months. To me, Paul was first and foremost a family man as well as a great servant of his com-munity. He served our community with a big heart and a warm smile and will be dearly missed.

Many have asked me what will happen to Supervisor Teixeira’sseatontheBOSrepresentingDistrict4.Pursuantto Government Code Sections 25060.-25062., it is our understanding that Supervisor Teixeira’s replacement shall be appointed by the Governor, “Whenever a vacancy occurs in any board of supervisors, the Governor shall fill the vacancy. The appointee shall hold office until the election and qualification of his successor.” The County immediately notified Governor Brown of the vacancy and is awaiting his response.

Although my years of working with Senator Blakeslee have helped me have a better understanding of how important

the budget process is, this year marked the first time I was able to participate in the process as a Supervisor. Often, the direction of the government can be changed through budget allocations. As we allocate funding to specific programs and departments, we are also funding the direction that we want the government to go. As a Supervisor, I also sit on several other boards. In an attempt to make government more accountable, I am challenging the status quo and am encouraged by the support of my colleagues on several of these boards. For example, I feel that a positive change was made with the Air Pollution Control Board by the creation of an Executive Board that will review and set the agenda in lieu of the staff setting the agenda. This is one of the small things that will hopefully go a long way to bring the citizen’s voice back into the board hearings.

The Summer 2013 Concert Series runs through Saturday, August 10th, 2013. All concerts are held at the Atascadero Lake Park Bandstand Saturdays from 6:30-8:30pm. The concerts are free for the community and you are encouraged to bring a blanket, low-back chair, and your family to relish the warm summer evenings. Pacific Harvest Catering is back and will be on-site at every concert with delicious gourmet barbecue available for purchase.

Twin Cities Hospital Hosts Free Seminars to Help the Uninsured Prepare for New Laws, 15,000 Lo-cals May be Eligible for Subsidized Health Plans under the Affordable Care Act: Twin Cities Communi-ty Hospital, will host a series of free, public forums designed to educate locals about the new health insurance laws, eligi-bility regulations and options under the Affordable Care Act (ACA). The ACA mandates that every eligible citizen must have health insurance by January 1, 2014, or pay a penalty. Open enrollment for health insurance programs under the act begins in October 2013.

A team of local health insurance professionals along with hospital medical staff will present the educational seminars. More public seminars will be presented at various locations throughout the region through October 2013. For a full schedule of seminars, visit www.getcoveredcentralcoast.com.
