    Activity Process Flow Chart

    The details of activities involved in Public Distribution System implementation

    Actual Process of Activity

    The process mentioned below takes the whole month. The foodgrain

    that starts from the FCI godowns reaches the ultimate beneficiary in a

    months time involving lot of effort from Fair Price Shopkeeper and also

    diversion of foodgrains in some cases. FP Shopkeeper has to keep his shop

    open for whole month and he cant do any other work to earn livelihood andRation Card holders dont get to know when the foodgrains arrived so being

    uncertain they have to visit the FPS time and again to enquire about the

    arrival of foodgrains as a result they become disinterested in buying

    subsidised foodgrains which further results in subsidy diversion and loss to

    Government.

    then they are arranged in stacks

    DIf more than 3 trucks arrive within a day

    then the trucks have to wait as the portergang is limited in its capacities and

    weighing scale too is busy.

    2-3 days

    4 The foodgrains are stored and if necessary

    fumigation and spraying is done for

    maintaining the quality

    5 When Fair Price Shopkeeper(FPS) comes

    with the permit-which is issued by taluka

    office when he deposits the money for

    purchasing foodgrains-to godownkeeper,

    the standardised 50 Kg gunny bags as perthe quantity mentioned in permit are loaded

    in the truck brought by the FPS and it goes

    to FP Shop in a village

    3-4 hours

    6 On reaching village FP shop, vigilance

    committee of the village inspects the

    foodgrains

    2-3 hours

    7 Foodgrains are stored by shopkeeper and

    issued to Ration Card holders as and when

    they come throughout the month.

    15-20 days

    Proposed process

    Instead if the following process is followed it will save time and energy of

    Ration Card holders and FP shopkeepers.

    The time required is reduced from 30 days to 10 days.

    1 Instead of giving quantum of 35 Kg for a

    months requirement of 105 kg for Rs 270

    for a quuarter. Get the payment from the

    villagers in advance for the quarter. Thiswill be done with the help of Gram

    panchayat and FP Shopkeeper

    2 Public Address System is used to announce

    in the village about the Foodgrain Day when

    the foodgrains under PDS

    4 On reaching Village at a public place where

    the Ration Card holders are intimated to

    assemble at on foodgrain Day, vigilance

    committee of the village inspects the

    foodgrains

    5 Distribution of 3 unstandard 50 kg gunny

    bags (35 kg X 3 = 105 kg) and the balance

    quantity , if any, takes place in front of all

    villagers. This brings in transparancy and

    everybody in the village knows thatfoodgrains have arrived.

    6 The balance stock of foodgrains for people

    who didnt book for 3 months advance

    allocation is stored with FPS and

    instructions to purchase these within 7 days

    is given to public or else it will lapse.

    7 days

    7 Next Quarters/ Months demand for

    foodgrains for the village is calculated by

    FP Shopkeeper by deducting the unsoldfoodgrains after 7 days of Foodgrains Day

    from the total requirement

    1 hour

    By following this process we bring in transparancy , increased the

    response to the PDS where Central Governments subsidy (Public money) is

    involved and saved efforts of Ration Card holders to go time and again to

    FPS , also saved efforts of FP Shopkeeper as he needs to work 10 days only

    and can do some other work to suppliment his income. This is also effective

    in stopping diversion of foodgrains in open market._____________________________________________________________

    Note: Currently I am working as Deputy Director, Civil Supplies,

    Government of Maharashtra. This revised process has been

    implemented in some talukas of Nashik District and was successful.

    Process improvement is as under:-

    1. Total activity is remaining same through out the process.

    2. Total no of days is reduced to 23 days from 30 days. Therefore 7 dayssaved in total processes and maximum manpower utilization.

    3. Site Purchase Dept. man power can be used for other activity also.
