PREFACE

The mission described in the present report was carried out from 2 to 15 October 1988 at the request of the Government of the United Republic of Tanzania and was funded by fînesco under its Regular Programme for 1988-1989. The terms of reference of the mission were as follows :

Advise the Ministry of Community Development, Culture, Youth and Sports of Tanzania, on the construction of a national Cultural Centre in Dar-es-Salaam.

To this effect, the Consultant shall :

a) Elaborate the technical study and architectural design of the building;

b) Draw up on this basis a Project Document to be negotiated with potential external funding agencies or institutions.

Introduction

The Consultant commenced his mission with a briefing from the Ministry's Assistant Director for Culture Mr. E. Matteru and the Principal Secretary, Mrs. Z. Nuru. At these briefings it was made clear that the Ministry had formulated an ambitious proposal for a National House of Culture on a large site in the centre of Dar Es Salaam. An architectural competition for the design of the building had been initiated and first steps had been taken in arranging for the capital finance. No study had been made as to the preparation of a detailed architectural brief and the financial viability of the proposed centre. The Consultant's brief covered these aspects and the Mission was therefore confirmed in its scope.

The Consultant was in Dar Es Salaam from Sunday 2nd October to Saturday 15th October 1988. During this time a programme of visits was planned to the major institutions proposed to finance the House of Culture and the arts and cultural organizations which could best identify the facilities required in the new centre.

The Consultant, accompanied by the Assistant Director, held meetings with representatives of the following institutions:

These organizations, together with the Ministry of Community Development, Culture, Youth and Sport are the members of a Task Force which has been set up to realise the project.

Additionally, meetings were held with the following:

Visits were made to some 12 auditoria or venues used by the Ministry for performances under their sponsorship, or by organizations registered with them. Visits were also made to the National Museum and a newly opened tourist craft goods showroom and art gallery.

Arts and Crafts

The urban environment of Dar Es Salaam would appear to have changed the character of many of the performing arts from a social activity, in which all take part as performers, to a more formally organized relationship between performer and audience. The demands of the theatre form are thus not so different from those experienced in other cultures, but the essential ease of movement from audience to performer, which is so much part of the social aspect of performances, must be remembered and maintained in new performance spaces if they are not to further distort the character of the traditional form. The Ministry is currently building a College of Performing Arts at Bagamoyo and training is also available through the University and the Arts Council. A number of professional groups exist under the leadership of entrepreneurs in the Dar Es Salaam area.

The Fine Arts are represented by a number of painters and sculptors who are developing techniques which combine the traditional images, colours and materials into forms which are saleable in the urban market and particularly to the overseas visitor. There is some training available through the University and through the Arts Council and a College of Art is planned.

Of the craft industries that of wood-carving is well established, with individual carvers making multiple copies of a fairly limited range of designs, as opposed to a few true sculptors who are creating works of art. Of the basket work and cloth working activities, which are largely a female enterprise, there is some high quality work again of the reproduction of a limited range of styles, but it tends to be priced more competitively as it carries a lower craft status. Much of these goods are designed for the tourist market but the products are also extensively bought for home decoration.

The music industry has rapidly assimilated electronic instrumentation which is used for songs and dramatic story support, although the traditional

instruments are still maintained for the traditional dances.

Tanzania enjoys a number of visits from foreign arts organizations with an unusually wide spread from China, through Europe and, of course, other African nations. In the future Tanzania's arts will no doubt assimilate many of the techniques of these other companies, and in order to maintain a strong Tanzania flavour, it is essential that more sophisticated facilities are available quickly so that they may develop from their own cultural history competitive techniques rather than be overtaken by so-called "more developed cultures".

The House of Culture is required to provide a national symbol of confidence in the importance of Tanzanian history and culture, its unique quality and its variety. With the strength derived from such a symbol and from the opportunity to perform and develop confidence in a better equipped facility, the arts will be able to sustain a Tanzanian character which can be tested against and compete with the culture of other countries. If the House of Culture was not available, the continuance of a strong Tanzanian culture would be more at risk. The shortage of well-equipped training facilities is also an omission which the House of Culture should seek to repair, ensuring a stronger, more vibrant community of artists to support the cultural future of the country and indeed to contribute to its quality as a cultural as well as a wild-life tourist centre.

The House of Culture Building

The original newspaper advertisement calling for competition entries for the architectural competition listed the following elements:

Theatre for 2,500 - 3,000 seats together with rehearsal studios, workshops, offices, refreshment rooms, recording studios and auxiliary rooms, including a Presidential Suite and VIP balcony. An Art Gallery

To these were to be added offices and training rooms for the National Arts Council and similar organizations. The site was also to incorporate a building called the Old Boma which had some historic associations.

On investigation the quantity of accommodation requested in this list was far greater than the capacity of the site to accept. A rationalization of the demand was accomplished after interviews with potential users. The size of the main performance space was inevitably the subject of some discussion as there tends to be very few performances of each individual work. The largest single performance space in Dar Es Salaam has a capacity of 1000, and there is a feeling that this could be filled twice over for certain productions. After considerable discussion it was agreed that the largest performance space should be 1500 seats, but that the Childrens' Theatre should become a smaller theatre capable of undertaking childrens' work or adult work on a smaller scale. It was also felt that the conference facilities would be superfluous as conferences could occupy the theatres and their associated rehearsal rooms when required, thus increasing the utilisation of these rooms.

On investigation it was discovered that the office space for hire was unlikely to be substantially profitable and this requirement was deleted whilst the residential wing for hire was developed into a full-scale tourist hotel which would make a substantial hard currency return. The executive restaurant was deleted in favour of using the hotel restaurant.

The need for training facilities for the arts was recognised and suitable accommodation devised and included in the brief.

The original architectural competition had been instigated without reference to the Architectural Association of Tanzania, who have laid down rules for such competitions under government mandate. The opportunity of reassessing the accommodation requirements was used to abandon the original

competition and to instigate a new one with appropriate rules and with a more developed brief allowing the architects to compete on equal terms and for the solutions offered to be less subject to interpretations of physical requirements.

The Consultant compiled a full architectural brief as the basis for this competition and this brief forms Annex B of the report.

Management Feasibility

At the original briefing by the Ministry it was clear that the intention was to create a commercially viable management operation in the House of Culture which would sustain not only the work of the house but pay a realistic dividend and/or loan charges on its capitalisation. To this end the Task Force consisted of a number of state-owned companies but which trade as commerical entities known as Parastatos. The National Bank of Commerce, National Provident Fund and National Insurance Corporation are such organizations.

On interviewing these organizations it became clear that internal inflation in Tanzania, currently approximately 32%, had led to very high interest rates and all of these institutions expect to obtain 28% -30% interest or earnings on their investments. The level of inflation is largely geared to the devaluation of the Tanzanian shilling against hard currencies. About 40% of the building cost would need to be expended in hard currencies in order to buy materials and equipment not available in Tanzania.

A preliminary study was done to investigate the potential earnings which could be achieved by the House of Culture when in operation, and it became abundantly clear that in a Tanzanian-shilling financed project, earning its income largely in shillings, it would be impossible to support the necessary interest/earnings requirements needed to support the capital.

The potential of a hotel which would make almost all of its income in hard currency would by contrast enable the project to be capitalised from a mixture of sources including hard currency loans under fixed interest rates compatible with those of the developed world, and a Tanzanian-shilling investment which would receive a significant portion of its return in hard currency.

A preliminary investigation was made on the potential for earnings which might be generated by each of the

major elements of the House of Culture and this investigation forms Annex A of this report.

V. Conclusions and Recommendations

23. The proposed House of Culture as redefined in the brief (Annex B of this report) will be of immense value to Tanzania as a symbol of resurgence in the economy and in the cultural future of the nation. It will provide major and much needed training facility and a chance to develop performing and other arts skills before an audience. It will add considerably to the potential of Tanzania in the cultural tourism sector which is an increasingly important market in the world tourism industry.

24. The House of Culture is still a very large building for the site and will be very dependent on a skilful architectural solution if it is to have a pleasing and welcoming aspect. The building in its mass and in the cost of its construction would benefit from the reduction of the total volume of accommodation required, and such a reduction may well be indicated by the architects within their competition entries. Reducing the bulk will make the architectural solution easier and the cost of construction smaller. Not only by the reduction of materials, but in the freedom to plan spaces more economically than will otherwise be necessary to get all the accommodation on the site.

25. The architectural competition should proceed under appropriate competition rules with a widely experienced panel of judges reviewing the submissions. These judges should include architects (including architects who have worked on major arts facilities), theatre consultants and arts centre managements, as well as representatives of the City of Dar Es Salaam and the Ministry and Government.

26. A detailed financial feasibility study should be undertaken to research in more depth the findings of the preliminary enquiry (Annex A of this report), to ensure the financial viability of the final House of Culture project. This study can be undertaken by the appropriate Ministry of Government with the aid and assistance of the Tanzanian Tourist Corporation whose statistical branch has an excellent command of hotel activity and feasibility in the special circumstances of Tanzania.

27. A detailed cost plan should be prepared on the basis of the brief by a quantity surveyor (possibly Barker and Barton, Tanzania) as a basis for selecting

reductions in the building scale and for checking the cost of capitalising the project.

28. A study should be carried out as part of the financial feasibility study as to the practicality of funding the substantial hard currency loan required for the building and a very substantial Tanzanian investment. It is believed that the opportunity to pay some of the Tanzanian investment in the form of hard currency dividend would make the project attractive within Tanzania. It must be for the Government to decide whether this benefit should be wholly within the Government's purview, in which case the investment must be made by the State, or whether this can be devolved to the Parastatos or finally whether the investment can be offered to private citizens or investors within the country. We believe that such a detailed investigation will show that within the special Tanzanian circumstances of devaluation-led inflation this project may be capitalized and operated on a commercial basis.

All figures are October, 1988, levels and are not inflated over the building programme. About 40% of this sum (1,210,400,000/-) would need to be expended in foreign exchange to realise this building, but the costings assume that Sales Tax and Duty will be payable.

1.2 The revenue earning elements created by the building are:-

2.0 Estimated Revenue for Arts Centre Components

2.1 Theatre Performances:

The present range of theatre ticket prices is 60/- to 3,000/-. The estimated realistic average seat price for the House would be 300/-. Of this about a third would be needed to finance the performance itself and about half the remainder to operate the House staff costs and overhead. It may be assumed that the seats would be full for each performance as the number of performances predicted below is somewhat less than the latent demand. The return to be expected from theatre performances is calculated as follows:

2.2 Meetings:

The meetings market is estimated to be about 6 meetings per annum of 1,500 delegates, 10 of 1,000 delegates, 25 of 500 delegates, and perhaps 50 of 200 delegates. Of these the larger meetings would last 3 days, the middle sizes 2 days, and the smallest only one day. It may be assumed that the meetings market will pay 200/- per person per day rental, and pay all additional costs and catering at negotiated rates. Assuming that the House of Culture overhead is 25» of this rental (inclusive of Conference Marketing Staff) the net return to the House would be :

Hire of Art Studio/Workshops:

The N.A.C. estimates the hire of a studio excluding staff and materials to be 75,000/- per month. Assuming that the House of Culture's standing overhead is 25% of this, the return from eight studios for 11 months (excluding April) would be:

Profits from Bars:

According to the above calculations the House of Culture will have well over 600,000 visitors a year for performances, meetings, visits to the exhibition and gallery and students. It may be assumed that the average spend per head will be of the order of 100/-and that an overall profit margin which may be devoted towards capital repayment is 20%.

This gives a return of 600,000 x 20/- = 12,000,000/-per annum.

Hire of Scenery Workshops:

The return here must be very small, it is derived from a margin on the cost of mounting new productions and maintaining existing ones. I have included it on the basis of the fact that it generates some operating income but will ignore it from the point of view of capital return.

Sales of Goods (arts, crafts, souvenirs):

This is a problematic area as it assumes a series of sales to the tourist and to the very small number of art purchasers. Assuming that some 400 pieces of art are sold each year at a price of say 10,000/- per item with a 20% margin commission for the House, this gives a gross income of 800,000/- per annum. For the tourist market, we may assume . 20,000 tourist purchases at an average of say 1,000/-, again at 20% margin giving a gross revenue of 4,000,000/- per annum. Assuming that the direct staff cost and standing overhead is 25% of this income, the return available

for capital charges is:

2.8 Tape Cassette Publishing:

There is no established music performance publishing industry in Tanzania. Performing groups are able to make master tapes but not to obtain the commercial cassette production required. The House of Culture could be used for live recording of shows and of performers wishing a live acoustic. The control rooms could be fitted with the necessary small amount of cassette copying machinery required. An output of 100,000 cassettes a year could easily be created at unit cost of 200/- per cassette (though more than half of this will be foreign exchange purchases). A mark up of 100/- should be obtainable giving a profit to the House, after standing overheads, of say 75/- per cassette.

2.10 It should be noted that the income for the staffing and overheads of the House of Culture generated D5r the above figures totals an annual income of 58,700,000/-. The staff should amount to about 200 persons full-time or equivalent.

The House of Culture would earn a portion of its income in foreign exchange, but this is likely to be off-set by the cost of imported materials for Cassette Tape production, lamps for special stage lights and so forth.

The Sports Centre is not taken into consideration as the need for training and education service work is such that paid entrances to the centre are at best likely to offset the cost of operation and staffing the centre.

The hostel is similarly taken as being of no net financial benefit to the House.

3.0 The Hotel

3.1 The Hotel is a substantial profit making enterprise and particularly valuable as it would generate such a large proportion of its income from foreign exchange. An hotel of 164 bedrooms in the centre of Dar Ss Salaam, with the advantages of the Cultural and Sports centres on site could charge in the order of US$ 100 per person per night. This suggests a profit of about 700,000,000/- per annum exclusiveof debt repayment and dividends. Of the hotel's turnover between US$ 10 and USS 14 million dollars would be generated in foreign exchange with operating foreign exchange costs of about US$ 2 million.

4.0 Conclusions and Recommendations

4.1 This substantial foreign exchange earning capacity of an hotel, if allowed to stay in the purview of the House of Culture as a whole, might allow of its commercial funding on a dividend basis if a portion of dividends could be paid in foreign exchange to Tanzanian residents and companies. The foreign exchange earning being enough to finance the foreign exchange capital components at overseas rates of interest and still supply a tempting return for Tanzanian Parastatos, companies and individuals.

4.2 These estimates are prepared only for the purpose of furthering discussion, and must be subject to substantive reappraisal and further checking of the supporting assumptions. I would recommend that Messrs Barker &. Barton be asked to carry out a more detailed

ARCHITECTURAL COMPETITION BRIEF Prepared by Michael Holden

October, 1988

0 General Introduction

1 The National House of Culture:

The proposed National House of Culture is to be a national performance and fine arts building for Tanzania and as such it must have a character which reflects both the importance of such a building and the cultural richness of Tanzania.

2 The Client:

The Client for the Architectural Competition is the Ministry of Community Development, Culture, Youth and Sport. It is possible that the Ministry will act as the final client for the building but this responsibility may be devolved on a Trust specifically formed for the purpose by the Ministry in concert with other departments of Government.

3 The Competition:

The competition is to be a national competition under the rules and guidance for such competitions laid down by the Architectural Association of Tanzania. The competitor's submission should include a site plan, floor plans at not smaller than a scale of 1:200 and elevations, sketches or perspectives to show the massing of the building and its appearance. The submission should -include a report describing the system 0f, spatial arrangement within the building and the principles of construction and servicing systems adopted. No element of the submission whether drawing or written material may carry any words or symbol which might identify the architect or the practice involved. The regulations for the competition are set out in detail in the accompanying papers.

4 The Site:

The site is about 7588 sq. metres bounded by Civic Drive, Zanaki Street, Mansfield Street and Morogoro Road. It is level and is believed to be free of main services across the site. At present the site contains a building called the "Old Boma" on the southern corner which is a building listed for retention, this is associated with several temporary buildings. There is also an Immigration Office building on Mansfield Street and a car park at the norther corner of the site which is otherwise clear.

1.5 Town Planning:

The City of Dar Es Salaam Town Pian lays down a maximum height limit of 120 ft (36.0 .uetrssj and limits the proportion of the land which ¡nay be built on to 70% of the site in plan. Ideally the balance of 30% is intended for landscaping though access ways and car parking ¡nay be provided in this area. Mo plot ratio is in force on the site which Í3 surrounded to the north on two sides by three and four storey buildings. Competitors nay assume that the site will be entirely cleared including the Old 3oma. Competitors are asked to take note in their submissions of the City Hail to the south (at Morogoro Road and Civic Drive) and Saint Joseph's Metropolitan Cathedral (to the north) both of which would benefit from a sympathetic consideration bearing in mind the potential bulk of the National House of Culture. Some portion of the accommodation required will have to be placed underground.

1.6 Building Regulations:

The project must conform to the town planning restrictions and to all apropriate national and city building codes and standards. In particular the requirements of the Health and Entertainment Licensing departments will need to be observed. It should be noted that in auditoria and public meeting rooms an emergency smoke vent system will be required with a free area of 5% of the plan area of the auditorium or a suitably sized mechanical extract on a maintained electricity supply. In addition to the normal foyer access to these rooms one or more means of emergency escape shall be provided with a width of not less that 1100 mm wide at its narrowest point. Larger width escapes shall be 1650 wide at their narrowest point.,: A width of 1100 shall be sufficient for the emergency evacuation of 250 persons and a width of 1650 shall be sufficient for 400 persons or such lesser number as may be required by the City of Dar Es Salaam.

2.0 Special Design Considerations

2.1 Specialist Consultant Services:

The National House of Culture will contain many rooms which are for performance or meeting in which the natural acoustic of the room will be of considerable importance. Due to the nature of the range of events which will take place, in some rooms varying from the demands of drum based live music to cinema, there will be a need to vary the natural acoustic. Similarly the rooms will need the facility for comprehensive stage lighting, sound and machinery installations (though the actual equipment will be installed over many years as the technical experience and infra­structure to maintain such systems grows in Dar Es Salaam). For this reason the project architect will need to enlist the specialist services of an acoustician/theatre consultant, though this will not be essential at the competition stage.

Acoustic :

As noted above the requirement for an appropriate natural acoustic in the main performance rooms is of importance. Of equal importance is the sound isolation of these rooms from one another, from the traffic noise of Civic Drive, and from the noise generated in some of the workshops and all plant spaces. Completely isolated structures for each room are likely to prove too complex and costly; a careful use of circulation spaces, isolated double walls and sheer weight of construction as systems for noise separation will need to be borne in mind whilst planning the building.

Ventilation:

The auditoria and meeting rooms will need to be ventilated to provide a satisfactory environment whilst isolating sound. As there is an ever present problem in the maintenance of machinery it is recommended that the supply air enters these rooms from under the seating and is returned at medium height with some dumping of very hot air at ceiling level. This arrangement allows some natural convection should the machinery fail and is energy economic. For the same reason the additional complexity of occupancy geared ventilation control (working by Carbon Dioxide sensors in the return air ducts) is worth consideration for its ability to reduce plant size and operating costs.

Air Conditioning:

Whilst all mechanically ventilated areas and some offices will, require cooling, full air conditioning involving humidity control will only be required in the Art Galleries, Library and Musical Instrument Workshop and Store. These requirements are identified in the brief.

Electrical :

The eventual expansion of stage lighting systems should be taken into account at the early planning stage and main and sub-main distribution sized accordingly. The indicated loads in this brief are given on the basis of eventual load requirement. An overall diversity of 60% may be assumed in the early years of operation.

Water:

The noise of running water be it from storage tanks, rainwater services, plumbing, wastes or drainage is extremely disturbing during performances. From the first stages of planning the building it must be taken as an absolute rule that no pipework of any kind may pass through an auditorium, or stage, or meeting room. Furthermore no tank, sink, sanitary ware etc. may be placed on a wall to an auditorium, stage or meeting room wall.

O Management Structure

1 Main Sub-divisions:

No formal management structure is yet in being though some guidance may be obtained from the number and grouping of office in the brief. There are however four main and separate activities to be undertaken on the site and each will require a substantial degree of operational indépendance. Separate entrances, service provision, electrical supply and metering etc must be assumed for these elements which are:

a. The National House of Culture b. The Sports Facilities c. The Hotel d. The shopping areas.

Internal links for the public to move from one enterprise to another must be arranged but the ability to close, say, the sports centre whilst the rest of the building is open and fully operational must be considered in the scheme. Within the National House of Culture there will be separation needed between the public areas and the backstage areas and between these and the hostel provision.

2 Structure of the Brief:

The detailed room briefs which follow are divided into sections indicated by different letters. These indicate the working sections of management and the probable room groupings which may be anticipated in a successfuly solution of the brief. Where a specific room dimension or relationship to another room is required it is stated in the relèvent room brief.

The following schedule of rooms is provided to give -an overall understanding of the building components. Each room is covered in detail in an individual room brief.

4 A. Auditoria:

A.l. Large Auditorium with stage and fly-tower. The auditorium to seat about 1,500 in a permanent tier rising from the stage and a tiered balcony. The stage to be adaptable with full flying system of grid and galleries over stage and lighting bridges and suspension bars over the auditorium.

These rooms have multiple functions they will be used as conference meeting rooms, rehearsal rooms and for teaching music and drama. Some will also serve as performance spaces in their own right and as cinemas. All these rooms will be accessible from the foyers for public use and from the "backstage" areas for rehearsals. The backstage route may also act as the "means of escape" and should be designed and fire zoned accordingly.

1 The detailed room briefs which follow comprise basic requirements for each space, where important or relevant a relationship to other spaces is defined.

2 Unless otherwise stated the heights given in the room briefs are the clear heights required in each room, below structure and light fittings, ventilation trunking etc.

3 Public area and service lift requirements are not generally defined, nor are escape stairs since they will vary according to the proposed plan and arrangement of the building. In principle it must be possible for a wheelchair disabled person and/or a cleaner with a wheeled trolley to get anywhere in the public areas of the building.. Equally all persons must be able to escape safely to the street in the event of emergency. The proposed design will therefore include appropriate provision.

Comments: Sightlines from the seats to be carefully checked to ensure a good sight of the stage. This room is to be the centre of the House of Culture and represents the National Theatre. Its design and finish must reflect this importance.

Design:

After careful consideration it has been decided that the theatre is to be ellipsoidal in plan with a circular stage 14 metres in diameter on the centre axis and towards one end of the ellipse leaving 3 metres between the circumference of the ellipse and the circle. Seating will be arranged concentrically to the circle at 900 mm back to back spacing. The seating is therefore located largely to one side of the stage circle but there is a degree of seating wrap around the stage by "horns" of seating. This form will be used for traditional dance and popular music. For dance the area between the ellipse and the circle at its 3 metre separation and some 6 metres wide will be the band platform. At either end of the band area which will have a two level dias will be a

2 netre wide entry for the dancers at stage level. Beyond this as one moves along the circumference of -.he stage circle the seating will start on tiering with some three or four rows at the extreme ends of the seating horns.

The seating will tier up steeply from the stage which is the lowest level of the auditorium, the first seating tier being 100 mm higher than the stage. It is this riser which defines the stage circle at 14 metres diameter. About 900 seats will be located in this tiering each seat being 540 to 580 mm wide centre to centre. Above and beyond the far end of "he ellipse will be a balcony accommodating a further S00 seats. This balcony may overlap only 3 rows of the lower tier for acoustic reasons and will need to be very steeply tiered to see the stage. It should reflect the auditorium plan and the seating lines. The balcony may extend around the sides of the stage until it meets the proscenium zone but at these side positions only one row of seating will- be able to see the stage. - Alternatively a combination of a main balcony and boxes to the 3ides may be used.

Over the stage end of the ellipse a rectangular stage house and fly-tower shall be placed. It shall be 12 metres deep, 24 metres wide and 18 metres above the stage to the underside of 2.5 metre deep roof trusses. Its depth shall be along the axis of the ellipse and its width shall be equally divided by the axis. The rear wall of the 3tage will be some 2 metres outside the elipse measured along the axis. The fly-tower will have a proscenium structural wall running over the centre of the circular stage carried on columns just beyond the seating horns. These horns of seating which protrude into the stage house shall be backed with movable panels some 8 metres high carried on tracks above. These seating horns shall be removable and the panels shall move to form a proscenium opening 12 metres wide. The seats from the seating horns shall be placed on a lift forming the segment of the circular stage towards the main seating and this shall lower the seat3 so that they face a proscenium stage riser of about 900 mm about 2 metres in front of the proscenium opening. This will be the proscenium stage form for large scale scenic performances.

Within the fly-tower an open grid floor is to be provided at the bottom boom of the trusses and the scenery will be suspended from pulleys attached to these trusses. 5 no.trusses running from the rear stage wall to the proscenium wall are required. On each side of the stage two galleries 3 metres wide shall be placed running along the side walls of the stage from rear stage wall to proscenium wall. These are the fly galleries. Off one such gallery the stage lighting dimmers and the main switchgear for them shall be located in a room 4 x 3 x 3 metres. This room and the fly galleries shall be reached by stairs.

Over the auditorium a series of lighting bridges shall be placed so as to give access to the stage lighting and for safety ropes for acrobats. The bridges shall be higher than 9 metres above the stage.

The audience shall enter the auditorium from the rear of the seating tier through lobbied entrances which have access to the foyers and to the means of escape routes. The audience shall gain their seats by way of gangways 1100 mm wide.

Comments: This suite of room to be interconnecting with access from sound lobbies at either end of the suite (probably the audience access sound lobbies to the auditorium). The suite wraps around the rear wall of the lower tier of the auditorium under the balcony and has windows to see and hear the stage.

Comments: This room is to be a sensitive and responsive room for middle scale performance work and must be as carefully detailed and finished as the main theatre. Sightlines of major importance.

Design:

The theatre is to be a "studio" space having a flat floor in a square 21 metres x 21 metres. This will be enclosed by a balcony 2.2 metres wide at a height of 2.44 metres above the studio floor. Under the balcony will be an actor's access corridor running around the four sides of the studio with entrances provided for at the corners and the middle of the sides of the room. The seating will be arranged on eight wedge shaped tiering units which shall retract into a 1 metre deep space for storage. Seats will be at 900 mm back to back and of padded bench type. The stage will be an 8 metre square in. the centre of the room for theatre in the round, two wedges will be removed for thrust staging and the wedges re-arranged for an end stage. The audience enters at balcony level via acoustic lobbies and descends to their seats by gangways between the wedges, these gangways alternate with vomitories for actors entries at centres or corners.

At night a tungsten uplighting system shall be used to provide glare free, shadowless light. 500 lux (on dimmers for ordinary lighting, 30 lux on permanent emergency lighting.

Power: 5A per phase 3 phase supply for any motor driven exhibits, 2 No. 30A ring mains.

Sound Isolation: 30 dB at 500 Hz.

Finishes: Plastered walls with picture rails set into the wall from which fabric backgrounds may be hung. Floor hardwood. Ceiling could be exposed structure if well designed to give higher apparent room. Walls and ceiling white for up-lighter reflection. -,.v

Fittings: The paintings and tapestries will be hung on screens as well as on the walls.. The screens will be heavy for stability and will also be used .to define sections of the gallery or the route to be taken to go around it. Security fittings to secure paintings and sculptures are required.
