Asset Management Initiatives in TxDOT

What is Asset Management?

• FHWA defines it as: “… a systematic process of maintaining, upgrading, and operating physical assets cost-effectively. It combines engineering principles with sound business practices and economic theory, and it provides tools to facilitate a more organized, logical approach to decision-making.”

What is Asset Management?

• AASHTO defines it as: “… a strategic and systematic process of operating, maintaining, upgrading and expanding physical assets effectively throughout their lifecycle. It focuses on business and engineering practices for resource allocation and utilization, with the objective of better decision making based upon quality information and well defined objectives.”

Asset Management: Engineering + Business → Decisions

Physical Assets = Infrastructure

Primarily concerned with roadway assets that exist on public right-of-way

programs to protect existing infrastructure investments

How Does Asset Management Work

• Improved decision-making supported by policies,

performance-based goals, performance measures, and appropriate service levels

• Decisions are based on accurate data, and sound

engineering and economic analysis

How Does Asset Management Work

• Long-term view of assets • More robust management and monitoring systems

The most successful asset management programs

• Have performance measures that guide investment decisions

• Adopt a ‘preservation first’ strategy for their investment

priorities • Moved away from a “worst first” investment strategy,

and instead have adopted investment principles that are based on life cycle costing

Current TxDOT Practice

• Not clearly defined and lacks organization. “Everyone is doing their own thing.”

• Data is collected multiple times, by multiple D/D/O/R for

several purposes. Redundant and inefficient. • Data is manipulated in legacy systems (primarily

obsolete mainframe), stored in several locations and lacks a central repository.

Short Term Initiatives Data Collection

• A data collection pilot project is being phased in across regions and districts. This project will demonstrate a method to efficiently and effectively collect data by sharing equipment and personnel using the OneDOT methodology.

• Establishes uniform performance measures for all data

collectors • Establishes a Regional Data Collection Manager

(RDCM)


• Data Types to be collected: – Texas Reference Marker (TRM) Database

• Maintain inventory data • Notify TPP of roadway additions, deletions, and

length changes • Provide information to District personnel

– Highway Performance Monitoring System (HPMS) • Collects data on sample sections • Reviews no fewer than 1/3 of sample sections • Updates HPMS database


• Data Types to be collected: – Pavement Management Information System (PMIS)

• Network level – operate profiler vehicles to collect ride/rut; operate skid trailer; contracted visual ratings for cracks and distress

• Project level – FWD, ride, skid, GPR

– County Road Database • No district compenent currently • Collect IRI/PSR data


• Each region will have 2 person in-house teams to collect PMIS ride/rut data by profiler vehicles. Teams will each collect data over approximately 13,000 – 14,000 lane miles.

• A backup profiler vehicle will be assigned to each

region. • In addition to the RDCM, a pavement specialist will be

assigned to the region to serve as a backup and to collect project level data.


• Each district will have one Data Collection Coordinator to serve as a point of contact for all data collection, specifically PMIS and TRM. Metro districts may need two coordinators.

• Districts have received GPS units and are now

collecting geospatial information for TRM elements.

Short Term Initiatives LRS Modernization

HPMS-GIS Project (currently in development stage – phase 1)

TPP has begun a multi-phase project to modernize the methods used to collect, store and review the data they provide to the FHWA. The first phase will modernize the linear referencing system used by TxDOT. When completed the agency will have one unified LRS available to applications.


Highlights of Phase 1 • Replace multiple mainframe systems with a single

geospatially database environment • Allow Web-based editing and entry of data

(replaces mainframe) • Automated and integrated linear referencing

method conversion (CS/MP, TRM + offset, DFO, intersection + offset, lat/long, address)


Highlights of Phase 1 • Enhanced quality control of GIS data entry • Web-based ad-hoc query, analysis, and reporting

tools • Future phases will modernize the editing, reviewing

and reporting of the data

Short Term Initiatives PMIS Modernization

Mustang Project (currently in planning stage) CST has begun the process of modernizing the MapZapper system used by TxDOT for pavement management. When completed the agency will have a modernized system to view and manage pavement data.

• Replaces the current MapZapper application • Provide a GIS map to view/analyze pavement

conditions • Provide a method to view roadway condition images

along a defined route (similar to Google StreetView®)

vehicles

Short Term Initiatives BRINSAP Modernization

PONTEX Project (currently in implementation stage) BRG has been working on the process of modernizing the BRINSAP system used for bridge class structure management. When completed the agency will have a modernized system to view and manage bridge data.

• Replaces the current mainframe BRINSAP application • Provide a GIS map to view/analyze bridge condition

• Provide a method to report on funding strategies per FY

each structure

Short Term Initiatives MMIS Modernization

COMPASS Project (currently in implementation stage) MNT has been working on the process of modernizing the MMIS system used for management of maintenance activities. When completed the agency will have a modernized system to view and manage maintenance data.

• Replaces the current mainframe MMIS application • Provide a method to report equipment usage • Provide a method to report on costs of maintenance

Short Term Initiatives

• Asset Management Workgroup – A workgroup comprised of District Engineers,

Division Staff and Regional Staff has been working to evaluate and prioritize asset management cataloging efforts. A comprehensive Business Plan is being developed.

Long Term Vision • Data Collection effort will be expanded statewide to

ensure a single unified method to collect assets. • Additional methods of collection will be identified and

proven (i.e. video logging/imagery from 360 degree cameras mounted on profiler vehicles; radio frequency identification (RFID); 3-D measuring system for rut and crack detection, edge dropoffs and cross slope).

Long Term Vision • Scope of unified data collection will include data

related to bridges, traffic operations and environmental features.

• Existing and future applications consuming services

from an LRS or spatial information will be fed from one centralized data repository.

Long Term Vision • Decision making using optimization software tools

based on linear programming models. - Pavement Management System/ 4 Year Pavement Management Plan (PMP) • Progress will be monitored to ensure consistent

alignment with directions provided by FHWA and AASHTO.

Per Al Alonzi, FHWA – "The transition of the management of the Federal-aid Highway Program will be from one that allows states to make program and project decisions based on eligibility criteria to a program that utilizes performance goals and measures to hold states accountable for improved system performance."

region can make asset management happen.
