What is Asset Management?

• FHWA defines it as: “… a systematic process of maintaining, upgrading, and operating physical assets cost-effectively. It combines engineering principles with sound business practices and economic theory, and it provides tools to facilitate a more organized, logical approach to decision-making.”

What is Asset Management?

• AASHTO defines it as: “… a strategic and systematic process of operating, maintaining, upgrading and expanding physical assets effectively throughout their lifecycle. It focuses on business and engineering practices for resource allocation and utilization, with the objective of better decision making based upon quality information and well defined objectives.”

Current TxDOT Practice

• Not clearly defined and lacks organization. “Everyone is doing their own thing.”

• Data is collected multiple times, by multiple D/D/O/R for

several purposes. Redundant and inefficient. • Data is manipulated in legacy systems (primarily

obsolete mainframe), stored in several locations and lacks a central repository.

Short Term Initiatives Data Collection

• A data collection pilot project is being phased in across regions and districts. This project will demonstrate a method to efficiently and effectively collect data by sharing equipment and personnel using the OneDOT methodology.

• Establishes uniform performance measures for all data

collectors • Establishes a Regional Data Collection Manager

(RDCM)

• Maintain inventory data • Notify TPP of roadway additions, deletions, and

– Highway Performance Monitoring System (HPMS) • Collects data on sample sections • Reviews no fewer than 1/3 of sample sections • Updates HPMS database

Short Term Initiatives Data Collection

• Data Types to be collected: – Pavement Management Information System (PMIS)

• Network level – operate profiler vehicles to collect ride/rut; operate skid trailer; contracted visual ratings for cracks and distress

• Project level – FWD, ride, skid, GPR

Short Term Initiatives Data Collection

• Each region will have 2 person in-house teams to collect PMIS ride/rut data by profiler vehicles. Teams will each collect data over approximately 13,000 – 14,000 lane miles.

• A backup profiler vehicle will be assigned to each

region. • In addition to the RDCM, a pavement specialist will be

assigned to the region to serve as a backup and to collect project level data.

Short Term Initiatives Data Collection

• Each district will have one Data Collection Coordinator to serve as a point of contact for all data collection, specifically PMIS and TRM. Metro districts may need two coordinators.

• Districts have received GPS units and are now

collecting geospatial information for TRM elements.

Short Term Initiatives LRS Modernization

HPMS-GIS Project (currently in development stage – phase 1)

TPP has begun a multi-phase project to modernize the methods used to collect, store and review the data they provide to the FHWA. The first phase will modernize the linear referencing system used by TxDOT. When completed the agency will have one unified LRS available to applications.

• Asset Management Workgroup – A workgroup comprised of District Engineers,

Division Staff and Regional Staff has been working to evaluate and prioritize asset management cataloging efforts. A comprehensive Business Plan is being developed.

Long Term Vision • Data Collection effort will be expanded statewide to

ensure a single unified method to collect assets. • Additional methods of collection will be identified and

proven (i.e. video logging/imagery from 360 degree cameras mounted on profiler vehicles; radio frequency identification (RFID); 3-D measuring system for rut and crack detection, edge dropoffs and cross slope).

Long Term Vision • Scope of unified data collection will include data
