Theyderivefromearli erinternationaldevelop menttargets,andwereof ficially establishedatthe MillenniumSummitin2 000,whereallworldlea derspresentadoptedthe UnitedNa tionsMillennium Declaration,fromwhic htheeightgoalswerep articularlypromoted. Progresstowardsreachingthegoalshasbeenu neven.Somecountrieshav eachieve dmanyofthe goals,whileothersarenotontracktorealizeany. Toaccelerateprogress towardstheMDGs,theG-8FinanceMinistersmet inLondon inJune2005 (inpreparationforth eG-8GleneaglesSummit inJuly)andreachedana greement toprovide enoughfundstotheWo rldBank,theIMF,andt heAfricanDevelopmentBa nk(ADB) tocancelan additional$40-55bill ionindebtowedbyHIPC nations.Thiswouldallo wimpover ishedcountriesto re-channeltheresourc essavedfromtheforgiv endebttosocialprogram sforimp rovinghealthand educationandforalleviatingpoverty. BackedbyG-8funding, theWorldBank,theIMF ,andtheADBeachendorsedtheGl eaneaglesplan andimplementedtheMultilateralDebtReliefInitiative("MDRI")toeffectuatet hedebtcancellations. TheMDRIsupplementsHIPCbyprovidingeachcountrythatreachestheHIPCcomple tionpoint 100%forgivenessofitsmultilateraldebt.Countriesthatpreviouslyreachedthe decisionpoint becameeligibleforfu lldebtforgivenessonce theirlendingagencycon firmedth atthecountrieshad continuedtomaintain thereformsimplemented duringHIPC.Othercount riesthat subsequently reachthecompletionp ointautomaticallyrecei vefullforgivenessofth eirmulti lateraldebtunder MDRI. WhiletheWorldBanka ndADBlimitMDRItocountriesthatcompletethe HIPCprog ram,theIMF's MDRIeligibilitycrite riaareslightlymoreexpansivesoastocomplywiththeI MF'sunique"uniform treatment"requirement.InsteadoflimitingeligibilitytoHIPCcountries,anyc ountrywithannualper capitaincomeof$380 orlessqualifiesforMDRIdebtcancellation.The IMFadop tedthe$380 thresholdbecauseitcloselyapproximatesthe countrieseligibleforHI PC. TheMillenniumDevelop mentGoals(MDGs)wered evelopedoutoftheeight chapters
