WAITING FOR GODOT

AspettandoGodot : opera teatra-le di SamuelBeckett scritta nel1952.Trama: Vladimir(chiamato ancheDidì) ed Estragon (chiamato ancheGogò) stanno aspettando su unadesolata strada di campagna ilmisterioso Godot.I due uomini, vestiti quasi da barbo-ni, si lamentano continuamente delfreddo, della fame e del dolore; liti-gano e vorrebbero separarsi, pensa-no addirittura al suicidio, ma allafine restano sempre dipendenti l'unodell'altro e non fanno mai niente.L'opera si conclude con Ditti eGogò che continuano ad aspettareun Godot che non arriva mai, mache si limita a mandare un ragazzoa informare i due del suo imminentearrivo.

Per tutti i 90 minuti del conve-gno promosso da Acmi durante ilrecente ProGame Show 2006, intito-lato "Alla ricerca di un equilibriostabile per il definitivo sviluppo : leprospettive dopo la trasformazione",mi continuava a venire alla mentequest'opera teatrale molto nota econosciuta come antesignana delteatro dell'assurdo.

Infatti dopo la prima ora didibattito fra il Presidente Acmi,Massimo Cavazza, e il Vicedirettoredei Monopoli, dott . AntonioTagliaferri, non si era proprio capito

quando sarebbe arri-vato questo `sig.Godot' (il Comma6a)!

Solo ipotesi, pre-sunzioni, speranze:nulla, dico, assoluta-

mente nulla di certo.Chiaro che mi sarei aspettato,

come la numerosa platea ivi presen-te, almeno la programmazione di unminimo di scaletta di incontri fratecnici dei Monopoli, Sogei, Istitutidi verifica e Associazioni per cerca-re di definire i molti parametri anco-ra incerti e poter quindi procedereseriamente alla progettazione e pro-duzione di tali apparecchi.

A poco è servita la coraggiosaipotesi di Cavazza : scioglimento ditutti i dubbi entro dicembre 2006,due mesi di "rodaggio" ed iniziodella commercializzazione a marzo2007 . Il dott. Tagliaferri, scusandosidi non essere un tecnico e quindinon in grado di rispondere a even-tuali domande specifiche, moltopoliticamente ha ribadito che quantoprevisto da Massimo poteva essereverosimile e quindi . . . andate tutti acasa e siate contenti!

Da cronista presente, posso direche con tale finale non ha ricevutomolti applausi, malgrado la buonavolontà dimostrata nel rappresenta-re, a Bologna, i suoi Capi Diretti.

Sempre a proposito di questoconvegno, c ' è stato un altromomento che definirei esilarante,

For the entire 90 minutes of themeeting promoted by ACMI during therecent ProGame Show 2006, entitled"Seeking a stable balance for lastingdevelopment : the prospects after thechanges," I constantly thought of thisplay, famous as being the harbinger ofthe Theatre of the Absurd.

After the first hour of debatebetween the president of ACMI,Massimo Cavazza, and the DeputyDirector of the State Monopolies,Antonio Tagliaferri, it was hard to under-stand when Mr . Godot (i .e . Paragraph6a) would actually arrive!

Just hypotheses, assumptions,hopes : nothing, and I mean, absolutelynothing certain.

It is clear that I had expected, likethe many other people present, at leasta general schedule for meetingsbetween technicians from the StateMonopolies, SOGEI, the auditing organ-isations and the associations to try todefine the many parameters that arestill uncertain and thus be able to seri-ously proceed with the design and pro-duction of these machines.

The hypothesis bravely outlined byCavazza :(resolve all the doubts byDecember 2006, allow two months to"run in" the machines and start market-ing them in March 2007) was of littleuse . Dr. Tagliaferri, apologising for notbeing an engineer and thus beingunable to answer to any specific ques-tions, very politically stressed that whatMassimo had outlined was possible andso . . . you can all go home happy!

However, being present myself, Ican say that this finale did not get a lotof applause, despite the good willdemonstrated in representing his directsuperiors in Bologna.

Again in relation to this meeting,there was another moment that I woulddefine as exhilarating, at least for thechoral reaction by some of the audi-ence.

Dedicating no more than a minuteto video games, Cavazza went a bit toofar, claiming, more or less, that Italianmanufacturers, thanks to the construc-tional specs provided by the StateMonopolies, can now "export" the _games they make . Immediately some-one called out : "lif we can't even import

almeno per la reazione corale datada una parte del pubblico presentein sala.

Infatti, dedicando non più di unminuto ai videogiochi, il buonCavazza si è lasciato un po' andaredicendo, pressappoco, che i produt-tori italiani, grazie anche alle indica-zioni costruttive date dai Monopoli,ora possono "esportare" i giochiprodotti . Subito qualcuno gli haribattuto: "Ma se non siamo nean-che in grado di importarli! E poi chegiochi saremmo in grado di esporta-re?"

A dir la verità ho visto in fieraun bell'esempio di tennis della sem-pre più sorprendente Bakoo, peròuna rondine non fa primavera!

Il problema è che la scomparsadei giochi dai bar, l'alta tassazione,le difficoltà di omologazione e laspietata concorrenza dei giochi dacasa hanno ridotto le previsione divendita a numeri così ridotti da farpresagire poco di buono, visti anchegli altissimi costi per lo sviluppo eproduzione di giochi nuovi di puraabilità .

Corner & agenzieChi ha avuto la sfortuna, come

me, di scegliere 10 giorni di ferieattorno a ferragosto, sicuramente liavrà sfruttati per leggersi e rilegger-si, fra un temporale e l'altro, ilDecreto Bersani che aveva diligen-temente messo in valigia.

Chiaro che, non conoscendoneanche la differenza fra scommes-

se a quota fissa e a totalizzatore,tutta la materia mi era talmente osti-ca da farmi dolcemente appisolareseppur nella quieta isola diAlbarella ci fossero non più di 17°.Eppure mi ero impegnato, perchécercavo disperatamente di compren-dere cosa si nascondesse dietro ilfamoso articolo 38 . Non tanto per lemodifiche al comma 6a, già da allo-ra aspettavo Godot e quindi sapevodi avere tutto il tempo per capire leinnovazioni da apportare a tali gio-chi, quanto per le 20 .000 nuoveopportunità di lavoro offerte sot-toforma di `agenzie' e `punti' per lavendita dei prodotti del Monopolio.

Purtroppo l'uscita del bando diconcorso per l'aggiudicazione ditali negozi e la totale sparizione per-sino dei fantasmi dei clienti dallamia azienda mi hanno costretto a re-interessarmi del problema.

Quale migliore occasione cheseguire, sempre al ProGame Show2006, il convegno "SettoreScommesse, le regole del gioco –Cosa cambia con la nuova legge" ?

Sul banco dei relatori c'erano iBig dei Concessionari storici deigiochi di Stato : Snai, Sisal,Lottomatica oltre ad un responsabi-le italiano di una delle maggioriagenzie europee di giochi on-line, laBetfair inglese.

A dir la verità, la mia gita aBologna era fondata sulla ottimisti-ca convinzione che mi sarei sentitodire dagli esperti lì presenti : "Cariamici, lo Stato, volendo coprire i

Speakers included the bignames of the historical licensees ofstate-run games : Snai, Sisal, Lotto-matica, as well as an Italian representa-tive of one of the major European on-line gaming agencies, the EnglishBeffair.

To tell the truth, my trip to Bolognawas founded on the optimistic beliefthat I would have heard the experts say"Dear friends, the State, wanting tocover the many Italian towns that areyet to have these shops, finally wantsto liberalise the licenses for the sale ofits games, giving the opportunity toaccess these licenses to all Europeanentrepreneurs of proven efficiency,economic solidity and professionalism ."

Thus, as I had also declared toMonica Cuprifi, before the start of themeeting I secretly hoped that themachine operators who in the last twoyears had proven to be pure and obse-quious could also improve their lot and,despite having to learn a new trade,

molti comuni italiani ancora prividi tali negozi, ha voluto finalmenteliberalizzare le Concessioni per lavendita dei suoi giochi, dandol ' opportunità a tutti gli imprenditorieuropei che hanno dimostrato didare garanzie reali di efficienza,solidità economica e serietà, diaccedere a tali concessioni".

Quindi, secondo quanto avevodichiarato anche alla carissimaMonica Cuprifi, prima dell'iniziodel Convegno nutrivo segrete spe-ranze che anche i gestori, o meglio i

` terzi raccoglitori ' , che si fosserodimostrati negli ultimi due annipuri ed ossequiosi potessero fare ilsalto di qualità e, pur dovendoimparare un nuovo lavoro, avesserol'opportunità di riacquistare il titolodi `gestori', seppur di corner oagenzie di scommesse.

Povero illuso, veramente avevosognato!

I circa 20 mila nuovi `punti' divendita verranno posti all'asta per isoli concessionari oggi già presentisul mercato e cioè le circa 700agenzie, i 250 bingo, i 10 conces-sionari di rete e i quattro casinò!Quindi, in pratica, i `vecchi gestori'sono totalmente esclusi anche senei due anni precedenti hannosuperato il fatturato previsto dalbando e hanno sempre pagato pun-tualmente le montagne di Preudovuto . In sostanza, cosa è statoliberalizzato? Nulla!

Ha detto bene l'amministratoredella Snai : "Questo è un aumento

di punti di vendita, non una libera-lizzazione" .

All ' opposto, il responsabiledella Sisal ha detto che, per la suaazienda, questo decreto comporteràuna drastica riduzione degli attualipunti di raccolta del gioco dato che,comunque, non potrà gestirne più di4 mila (20% del totale) quando oggine coordina 19 mila . Insomma, unbel caos: non si capivano neanchefra addetti ai lavori.

Bella sopresa è stato l' interventodi Betfair che, in sostanza, ha detto:"Noi siamo bravi perché abbiamoinventato forme di gioco moltoinnovative e singolari – ad esempiola scommessa fra due persone sullostesso evento – però siamo stati aiu-tati nella nostra espansione dalgoverno inglese che ci tassa solosull 'utile che ci rimane in cassa.Parteciperemo al bando per essere`visibili' sul mercato italiano, peròcon questa anomala tassazionesull'in, qualsiasi innovazione verràmortificata sul nascere". Portandocome esempio le scommesse relati-ve agli ultimi mondiali di calcio, ilrappresentante della Betfair ha cosìproseguito : "Se avessimo pagato letasse sul giocato, come imposto daiMonopoli, e non sugli utili, sarem-mo falliti!"

È quello che vado predicando daanni : se non si cambia la filosofia ditassazione sui comma 6 e comma6a, ci ritroveremo che solo i gioca-tori patologici giocheranno sullenostre macchine : perderemo tuttiquelli che vorrebbero giocare

In conclusion, complete chaos, noteven the insiders know what is going on.

One splendid surprise was thespeech by the representative of Betfairwho, basically, said : "We are successfulbecause we have invented very innova-tive and unique forms of gaming – forexample, bets between two people onthe same event — however we have beenhelped in our expansion by the Britishgovernment that only taxes the profitsthat remain in the cash box . We will makea tender so as to be `visible' on the Italianmarket, however with this abnormal taxa-tion on the money IN, any innovations willbe smothered ." Taking the example ofbets on the recent football world cup, therepresentative of Betfair continued : "If wehad paid the taxes on the amount bet, asdecreed by the Italian State Monopolies,and not on the profits, we would havegone bankrupt!"

This is what I have been preachingfor years : unless the philosophy of taxa-tion on paragraph 6 and paragraph 6amachines changes, we will only keep theplayers who are addicted to ourmachines : we will lose all those that wantto play 'also' to have fun.

However, let's get back to our cor-ners and the question that we from thecoin-op business have all asked our-selves : should I or shouldn't I tender?(indeed, should I or shouldn't I investmoney to `offer' a bar owner the opportu-nity to manage a corner?)

Surely, the entrepreneurs will decidefor themselves, because this is truly a"tender in the dark" . Certainly, if SamuelBeckett was still alive, he would haveenough material to write another of hissplendid 'absurdist plays' . In fact, anoperator should lend money to a licenseeto take part in the auction . If the bid issuccessful, the latter would become thelicense holder and win one or more`rights', that is, corners or agencies . Then,the licensee would confer this righ not tothe operator but to the bar owner, withwhom he would sign the contract . The

` anche ' per divertirsi.Ritorniamo però ai nostri corner

e alla domanda che tutti noi appar-tenenti al coin-op ci siamo posti:devo o non devo concorrere? (anzi,devo o non devo investire dei soldiper `offrire ' l 'opportunità di gestireun corner a uno dei miei esercenti?)

Sicuramente saranno gli impren-ditori a decidere perché questo èveramente un "bando al buio".Certo che se Samuel Beckett fosseancora vivo, troverebbe materia suf-ficiente per scrivere un ' altra suabella opera di teatro dell ' assurdo.Infatti, un gestore dovrebbe antici-pare dei soldi a un concessionarioaffinché questi concorra a un'asta.Se dovesse vincerla, diverrebbe luil ' intestatario della licenza e l 'aggiu-dicatario di uno o più `diritti', cioècorner o agenzie . Quindi, il conces-sionario passerebbe tale diritto nonal gestore ma all ' esercente con ilquale andrebbe a firmare il contrat-to . Al gestore, quindi, rimarrebbe dagarantire la fideiussione, il paga-mento di un canone periodico, oltreche coprire i costi di allestimentodel corner, il tutto a fronte di qual-che percentuale che l'esercentevorrà benevolmente lasciargli sultotale del giocato e la possibilità diinstallare qualche comma 6 in più.

Altro non trascurabile problemada verificare preventivamente è sel'esercente di un bar sarà felice ditogliere due o tre tavolini per farspazio ai 10-15mq richiesti da uncorner, mettere un suo dipendente,tenere aperto la domenica (è il gior-no di punta), fare un' assicurazionesui furti, eccetera.

D'altro canto è opportuno ancheriflettere sull'equazione che mi hasottoposto stamattina l'amicoBrunito : la penna sta al computercome il gestore di videogiochi sta algestore di un corner ; nessuno tiobbliga ad usare il computer, peròanche volersi ostinare ad usare solola penna (fra l'altro come è noto atutti faccio io) potrebbe farti perdereil treno e costringerti ad andare pre-maturamente in pensione!

Di contro, comprare il computersenza saperlo usare potrebbe non

solo mandarti in pensione prima deltempo, ma anche costringerti adandare a mangiare all ' Eca (EnteComunale Assistenza)!

Qui mi fermo, ognuno dovràrealmente agire secondo le proprieconvinzioni e tasche!

Una cosa però è certa: gli attualiconcessionari non si lascerannoscappare questa occasione e, con osenza i terzi raccoglitori, faranno ditutto per accaparrarsi questo merca-to (non dimentichiamo le Vlt ecento altre diavolerie che i funzio-nari dei Monopoli si inventerannopur di far cassetta).

Nuovi giochiAlla fine del convegno ho atteso

il dott . Tagliaferri e gli ho chiesto:" Dottore, si ricorda di me? Si ricor-da che le ho illustrato le ticketredemption al mio stand di Rimini?

Per favore, quando ce le inserisce inuna qualsiasi prossima legge?"Risposta : "Sì, sì, mi ricordo, lo fare-mo, lo faremo" .

Purtroppo, subito dopo, me loha rubato l'amico Filippone : "ScusaTiziano – mi ha detto – avrai doma-ni un ' altra opportunità di parlare diquesti giochi con il Dottore, ora melo porto via io!"

Ha ragione, a chi vuoi cheimporti il futuro dei 7c, redemptioneccetera, quando ci sono in ballointeressi da miliardi di euro, sia peri monopoli che per i concessionari?

Ed infine, qualcuno un giorno cispiegherà cosa sono quei giochi diabilità a distanza con vincita indenaro, nei quali il risultato dipen-de, in misura prevalente rispettoall'elemento aleatorio, dall'abilitàdei giocatori?

Io, da ingenuo, credo di averliindividuati nei classici SWP (Skillwith Prize) cioè giochi tipo PhotoPlay, magari collegati in rete conpremio finale per i più bravi.

Se fosse così, qualche speranzaper i 7c ci sarebbe ancora, diversa-mente . . . arrivederci all'Enada, nonsi sa mai che San Pietro sia piùforte di San Petronio nel fare imiracoli e arrivi inaspettatamente

Please,when will these be part of a new law?".He replied :'Yes, I remember, it will bedone ." Unfortunately, immediately after,my friend Filippone whisked him away."Sorry Tiziano — he told me — tomorrowyou'll have the chance to talk about thesegames with the Doctor, now I need him"!

He's right, who cares about the futureof 7c, redemption, etc ., when billions ofeuro are at stake, both for the StateMonopolies and the licensees?

Finally, will someone one day explainwhat are games of skill with remote con-nections and cash wins, in which theresult depends more on the skill of theplayers than chance?

I, naively, believe they are the classicSWPs (Skill with Prize), that is, gamessuch as Photoplay, etc ., perhaps connect-ed in a network with final prizes for thebetter players.

If this was so, there would still besome hope for the 7c machines, other-wise . . . see you at Enada, one neverknows whether St . Peter may be betterthan St. Petronius at performing miracle-
